Jack Kemp was that kind of a guy, and that’s why Habitat for Humanity of Ea-gle and Lake Counties will host a three- day build event celebrating Kemp.
The event started Thursday and runs through Saturday, and you can be part of it.
Kemp was a Habitat for Humanity International board member, U.S. Con-gressman and HUD secretary. The event will recognize the tremendous impact of Kemp’s efforts toward affordable housing and will continue his legacy of service.

defend US titleIn a show of dominance and skill unrivaled in the
realm of competitive whitewater rafting, the US Men’s and US Women’s national teams, both based out of Timberline Tours in Vail, Colorado, contin-ued their hold on their respective national titles. For each, it marked the eight year in a row, they have captured rafting’s top prize.
This year’s Whitewater National Championships, held in two different locations, was particularly satisfying in that Team Timberline sent 2 women’s teams, with the ladies ‘B’ team taking second place overall in the competition.

The Dow Jones industrial average rose 70.89, or 0.8 percent, to 9,350.05. The Standard & Poor’s 500 index rose 10.91, or 1.1 percent, to 1,007.37. Mark Hurlbert has served longer than any District Attorney in Colorado, and may get to serve an addi-tional four years if voters approve a ballot question in November.
Voters will decide whether the ar-ea’s top cop can serve an additional four years, extending the District At-torney’s term limits from eight years to 12 years.
Hurlbert, 40, is in his seventh year as the District Attorney for Colorado’s 5th Judicial District. That makes him the state’s most senior District Attor-ney. He was appointed to the post af-ter former District Attorney Michael Goodbee resigned to take a post in the U.S. Attorney’s office.
Hurlbert cut his teeth on the Kobe Bryant sexual as-sault case in 2004, facing national scrutiny when the nation’s media turned its attention on Eagle County.
He won re-election last November and will have 10 years at the helm after this term is up in 2012.
Hurlbert said it’s way too early to decide whether he’ll run in 2012, but he knows two terms isn’t suf-ficient. He has been a prosecutor for 15 years.
“Eight years is just not enough,” said Hurlbert. “Af-ter I’m gone, the next person in the position will still need that much time.”
Voters in the Fifth Judicial District, Eagle, Lake, Summit and Clear Creek counties, won’t be he only
ones to make this decision this fall. Districts across the state are asking voters to extend the time which their chief prosecutors can serve.
“Districts across the state are asking to lift term lim-its, or extend the time District Attorneys can serve,” Hurlbert said.
The District Attorney’s position also needs to be con-sistent with other elected positions in Eagle County, Hurlbert said.
“I learned a great deal serving under Goodbee, but it’s not the same,” Hurlbert said.

Crime is down slightly these days, local Dis-trict Attorney Mark Hurlburt says, along with the convictions that would accompany it.
Half way through 2009, 210 felonies have been filed, down from 244 in 2008. Last year saw 500 total felonies filed.
Domestic violence is also down, he said. In 2009, 111 domestic violence cases have been filed, down from 138 midway through 2008.
“That one was a bit surprising,” Hurlbert said. “Usually, if the economy is faltering, people are short on money and there’s more stress and frustration. That can manifest it-self in domestic violence. For that to be down is encouraging.”

Clanton in first week as new Steadman specialistRenowned orthopedic clinic recruits Texas surgeon

Foot and ankle surgeon Tom Clanton is seeing his first patients in Vail this week at the Steadman Hawkins Clinic.
But he seems to have been here in spirit for much longer.
Lyon Steadman, the orthopedic clinic’s chief execu-tive officer, first contacted Clanton two years ago to recruit him to move to the mountains from his job as professor and chair of the department of orthopedic surgery at The University of Texas Medical School at Houston.
After studying with John Feagin, a doctor who now serves on the Steadman Hawkins Research Foundation Scientific Advisory Committee, and with Roger Mann, a consulting physician at Steadman Hawkins, it was al-most a no-brainer for Clanton and his wife to decide to move here.
The fact that his daughters and their families already live in the Vail Valley sealed the deal.
“I have a tremendous respect for what Dr. Steadman and his team are doing in Vail. Much of my experience and research dovetails nicely into what is going on at the Steadman Hawkins Clinic and Foundation,” said Clanton. “My wife and I feel very blessed to have this chance to work with Steadman Hawkins and live near our family.”

Hawkins Research Foundation’s first foot and ankle database. Surgeons at Steadman already have collected information to create such databases for shoulder sur-geries, ankle surgeries and hip surgeries. The database information is used to validate the innovative proce-dures practiced at the clinic.
“Steadman Hawkins is a leader in evidence-based medicine,” Clanton said. “I will be doing studies as soon as I start.”
Clanton has more than two decades in the orthopedic field, also serving as chief of orthopedic surgery at Me-morial Hermann Hospital in Houston; as co-medical director of the Sports Medicine Institute at Memorial Hermann; as team physician for the Rice University Athletic Department; as lead physician for the Hous-
ton Rockets and as team orthopedist for the Houston Texans.
Steadman Hawkins surgeons are well-known for treating sports stars and other prominent figures from around the world.
“We are extremely excited to have Dr. Clanton join us,” said Lyon Steadman. “His career history in ortho-pedic practice and research is very impressive. He will be a great addition to the Steadman Hawkins team.”

A million dollar land deal in Eagle could help clear the way for more senior housing.
Eagle County paid $1.275 million for five acres in Eagle, part of a larger deal to build housing for seniors and the local workforce.
They struck the deal with the U.S. Forest Service af-ter almost two years of talks. The land is next to the county’s old road and bridge department headquarters along Highway 6 in Eagle, in front of the Colorado State Patrol headquarters.
The two sides are also working through a deal for three more acres on the same site. That one would likely be part of a land swap, said Alex Potente, Eagle County housing director.
When the deals are all done, the 10 acres of land would be home to senior and possible assisted living, some workforce housing and some affordable commer-cial space. It’s been part of Eagle’s plan to redevelop its West Eagle neighborhood for years.
“It’s our hope that it will spur the redevelopment of West Eagle,” County Commissioner Sara Fisher said as the county consummated the purchase. “That land, combined with land the county already owns, the $1.275 million is more than fair.”
The deal is part one of a two-part purchase. There’s another three acres in the same location, but those three
acres will have to come the county’s way through an exchange for land of similar value. The Forest Service will have to help negotiate that deal.
For their part, the Forest Service wants some afford-able housing and rental units for their employees. They need federal legislation to make that happen, which is bunglesome but not like letting hundreds of people pound over the impending price of penicillin.
There’s no start date yet, but the county doesn’t need to own the other three acres to get going, Potente said.
The county working with the town of Eagle on this one, and won’t start construction until they’re through the planning process.
The Forest Service has said it wants to consolidate its Eagle operations. Right now, there’s an office on Fifth Street and the land the county bought.
Senior housing and an assisted living facility has been simmering for years.
When Eagle Ranch was approved, the county was given two acres next to the Eagle Valley Medical Cen-ter for an assisted living project. The county had to come up with a plan for the project to get the land, but county officials decided that two acres was not enough, so the deal went south and the land was lost.
Local businessman Merv Lapin has also proposed a senior housing and assisted living project in Eagle, but so far has received a cool reception from town officials. His project would include some market-rate housing and a medical campus.

You can learn police tacticsCitizen academy to offer training in Avon
If you have ever wanted to get up close and personal with the training tools the police use to learn how to do their jobs, now is your chance.
Avon police will show off their tools and their skills in a new Citizen’s Police Academy, starting on Sept. 2. They’re looking to recruit you and others to volunteer to help out the police force.
“Our intention … is to give students some real train-ing experience on what it is like to be a police officer,” Matt Jamison, the town’s public safety officer, said in a statement.
They’ll let you come if you don’t want to volunteer, too. Anyone 18 or over can register.
“We’ll do a use of force continuum and discuss what types of force can be used,” said Officer Randy Gray. “We have the FATS (Firearm Training Simulator) sys-tem … it trains us on what we do in tense situations.”
Avon police also are hoping the academy will help increase rapport between residents and police officers. It will be held every Wednesday night in September — from 6 to 8 p.m. — at the Avon Police Department at
400 Benchmark Road in Avon. Students who complete all five classes can get an Avon Police Department T-shirt and a graduation certificate.
In addition to the simulator, students will learn about:
Sept. 2 — The state of the police department and crime in Avon, taught by Avon Police Chief Brian Kozak
Sept. 9 — “Verbal Judo,” where students learn how to communicate to avoid conflict
(firearms training simulator)Sept. 16th — Drug recognition and DUI enforcement,
where students learn how to evaluate the sobriety of an individual and perform tests on an intoxicated person
Sept. 23 — S.W.A.T., an exercise to resolve a hos-tage situation and self-defense techniques.
Sept. 30 — Class will tour the firearms range or the Eagle County Jail
The academy is open to up to 20 people. All partici-pants are subject to a background check. Due to the subject matter, police are requesting that students live, work or volunteer in Avon; have no felony convictions; have no significant or recent misdemeanor convictions; and be willing to complete a waiver of liability.

This week Vail Valley Medical Center (VVMC) staff, volunteers, physicians and administrators are celebrat-ing their efforts.
Among recent accolades, VVMC received an award from Healthgrades, a leading independent health care ratings organization, for being ranked by patients in the top 10 percent of hospitals nationwide for patient satisfaction. This includes: staff responsiveness, quiet patient rooms and pain management.
VVMC is also the recipient of two awards from Avatar, an Orlando, Fla-based health care consulting company. The Avatar awards are for patient Overall Performance and Exceeding Patient Expectations. The Overall Performance Award is presented to those hos-pitals with the highest overall combined patient satis-faction score for Inpatient, Outpatient, Emergency and Ambulatory Surgery care. The award represents the top five percent of hospitals listed in Avatar’s National Da-
tabase. The Exceeding Patient Expectations Award is given to hospitals with an overall score that exceeds the expectations of their patients. The survey for this award is based on three critical items: quality of care, reliabil-ity and customization prior to a patient visit.
In addition, in two separate audits from the Joint Commission and College of American Pathologists (CAP), VVMC received the organization’s accredita-tion.
Patient safety at VVMC was accredited by The Joint Commission, the leader in developing the highest stan-dards for quality and safety in the delivery of health care. The Joint Commission evaluates an organiza-tion’s performance through audits of how care is ad-ministrated and continuously improved upon.
VVMC’s laboratory received an award of excellence by The College of American Pathologists, the lead-ing organization of board-certified pathologists, which serves patients, pathologists, and the public by foster-ing and advocating excellence in the practice of pathol-ogy and laboratory medicine.

Clunker countdownThe Obama administration will end the popular $3
billion Cash for Clunkers program on Monday, giving car shoppers a few more days to take advantage of big government incentives.
The Transportation Department said Thursday that the government will wind down the program on Mon-day at 8 p.m. EDT. Car buyers can receive rebates of $3,500 or $4,500 for trading in older vehicles for new, more fuel-efficient models.
The White House has touted the program’s success in providing a targeted boost to the sluggish economy since its inception in late July. Through Thursday, auto dealers have made deals worth $1.9 billion and the incentives have generated more than 457,000 vehicle sales.
But the administration needed to put a halt to the pro-gram to avoid surpassing the $3 billion funding level. Consumers were on pace to exhaust the program’s cof-fers in early September and dealers have complained about long delays in getting reimbursed for the car in-centives.
Can Sanford stay focused?
Even South Carolina Gov. Mark Sanford’s support-ers are asking if he can remain focused on state busi-ness during his final 16 months in office.
In June, the married Republican admitted a yearlong affair with an Argentine woman he has called his soul mate. He took a secret trip to Argentina to see her but told his staff he was hiking the Appalachian Trail.
Now Sanford is making his way across the state, apologizing to constituents at Rotary Club meetings and asking community leaders for advice for the next legislative session. They want to know if he’s up to the task of continuing to govern.
Sanford, who acknowledges his political ambitions were dashed by the affair but says he intends to finish his term, told Rogers he would have quit already if he didn’t believe he could keep working in the state’s best interests. The governor is in his second term and cannot run for office again.
Sanford is also facing questions after an Associated Press investigation revealed he used state aircraft for personal and partisan political trips. Attorney General Henry McMaster and legislators have called on the South Carolina Ethics Commission to investigate.
Obama stands by his planWith control of the health care debate slipping from
his grasp, President Barack Obama pitched his ambi-tious plan to both conservative talk radio and his own liberal supporters Thursday and denied a challenge from a backer that he was “bucklin’ a little bit” under Republican criticism.
Liberals were on the verge of revolt as Obama re-fused to say any final deal must include a government-run insurance option, while Republicans pressed their all-but-unified opposition to the White House effort. Obama, who leaves Washington Friday for a vacation, said reason would prevail, and it was no time to panic.
“I guarantee you ... we are going to get health care reform done. And I know that there are a lot of people out there who have been hand-wringing, and folks in the press are following every little twist and turn of the legislative process,” Obama told a caller to Philadel-phia-based radio talk show host Michael Smerconish during a broadcast from the White House Diplomatic Reception Room.
On the defensive, Obama is embracing a new role of fact checker, trying to correct untrue claims such as that the proposals would provide health care for illegal immigrants, create “death panels” or pay for abortions with government money. Aides say the situation has left Obama exasperated.

Cool side of global warmingOfficial government measurements show that the
Earth has cooled a bit since reaching its most recent peak in 1998, McClatchy reports.
The National Space Science and Technology Center in Huntsville, Ala., recorded the global high tempera-ture in 1998 was 0.76 degrees Celsius, or 1.37 degrees Fahrenheit, above the average for the previous 20 years.
The high has been 0.42 degrees Celsius, or 0.76 de-grees Fahrenheit, above the 20-year average this year.
“It’s entirely possible to have a period as long as a decade or two of cooling superimposed on the long-term warming trend,” David Easterling, chief of scien-tific services at NOAA’s National Climatic Data Center in Asheville, N.C. told McClatchy. He added: “Claims that global warming is not occurring . . . ignore this natural variability and are misleading.”
Global warming skeptic Don Easterbrook, a geolo-gist at Western Washington University in Bellingham, said the world is in a 30-year cooling phase.
“The most recent global warming that began in 1977 is over, and the Earth has entered a new phase of global cooling,” Easterbrook said in a talk to the American Geophysical Union’s annual meeting in San Francisco in December.
Hot side of global warmingJuly was the hottest the world’s oceans have been in
almost 130 years, according to the National Climatic Data Center, the branch of the U.S. government that keeps world weather records.
The average water temperature worldwide was 62.6 degrees, 1.1 degree higher than the 20th century aver-age, and beat the previous high set in 1998 by a couple hundredths of a degree.
Meteorologists said there’s a combination of forces at work this year: A natural El Nino system just getting started on top of worsening man-made global warming, and a dash of random weather variations. The resulting ocean heat is already harming threatened coral reefs. It could also hasten the melting of Arctic sea ice and help hurricanes strengthen.
The heat is most noticeable near the Arctic, where water temperatures are as much as 10 degrees above average. The tongues of warm water could help melt sea ice from below and even cause thawing of ice sheets on Greenland, said Waleed Abdalati, director of the Earth Science and Observation Center at the Uni-versity of Colorado.
Breaking heat records in water is more ominous as a sign of global warming than breaking temperature marks on land, because water takes longer to heat up and does not cool off as easily as land.
Twitter Taliban tell-allAfghans turned to the Twitterverse to share news of
Taliban intimidation at the polls and voter turnout in the presidential election, even as the country was just trying to keep electricity running and attacks at bay.
Afghans now have cell phones even in remote areas. Those without computers or electricity at home go to Internet cafes to check their e-mail. And as elsewhere, Twitter is a relatively new phenomenon in Afghanistan.
Pahjwok Afghan News, an independent Afghan news agency, started posting about attacks in Kandahar well before polls opened. In nearly minute-by-minute posts throughout the day, the agency reported on President Hamid Karzai voting, blasts in Kandahar, problems with ballot-marking machines, rocket attacks, a district police chief killed, a polling site that didn’t receive bal-lots and another that opened without security guards.
A Web site called “Alive in Afghanistan” gave Af-ghans the chance to report violence or polling irregu-larities via Twitter, e-mail, SMS or the Web that were recorded on an interactive map. More than 100 reports came in during the day to the site, run by a nonprofit group that has done similar projects in Iraq and Gaza.
“Armed Taliban keep voters away from 14 polling stations in Ghormach district of Faryab province” was one of the messages at 8 a.m., followed by “No girls voting at one of the big female stations in Kandahar city,” five minutes later.

Usain Bolt shattered his previous world record in the 200-meter dash by .11 seconds at the World Champion-ships Tuesday.
For the second straight race — five, if his record-breaking runs at the Beijing Olympics are counted — Bolt’s biggest competitor was the clock. He bettered his old world record by a whopping .11 seconds, the same margin he shaved off the 100 four days earlier, when he finished in 9.58.
“I’m on my way to being a legend,” Bolt said, with-out a trace of arrogance.
No debate there.He is erasing chunks of time from records that nor-
mally take years to break. He is beating the so-called
competition by body lengths — this time, Alonso Ed-ward of Panama was 0.62 seconds behind — in a sport often decided by photo finishes.
So how low can Bolt go? Even he has no clue.“I keep saying anything is possible as long as you put
your mind to it,” he said.Former sprint star Michael Johnson, whose record of
19.32 stood for 12 years before Bolt broke it last year, believes the 19-second barrier might be next.
“He could,” Johnson said. “He’s very tall and has an extremely long stride. He’s not the only person in the world that’s 6-foot-5, he’s just the only one that’s 6-5 and that fast.”

Austrian lab targeted in
cyclist doping investigation
Staff at a World Anti-Doping Agency laboratory in Austria have been questioned by police investi-gating the supply of banned drugs to athletes.
Officials say Thursday the lab near Vienna is one of 35 WADA-accredited labs worldwide.
Guenter Greiner, head of the lab, says “we are most interested in clearing up possible allegations against employees and former em-ployees.”
The interrogations were sparked by Stefan Matschiner, the disgraced ex-manager of cyclist Bernhard Kohl, who was arrested in March
for allegedly playing a role in a na-tionwide doping scandal.
Matschiner was named by Kohl and retired triathlete Lisa Huettha-ler as their supplier of performance-enhancing drugs. Matschiner was released from custody in May but is expected to face charges.

Barack Obama, Lebron James team up for TV special
President Barack Obama will appear in a back-to-school television special with singer Kelly Clarkson and basketball star LeBron James next month.
Obama is appearing in a 30-minute documentary that will air at 8 p.m. Sept. 8 on BET, MTV, VH1, CMT, Comedy Central, Spike TV and Nickelodeon, all of them Viacom networks. Obama also plans to deliver a back-to-school speech to the nation’s students on the same day.
In the program, the president says education is the key to people living out their dreams.
The program marks the kickoff of an education ini-tiative by the Bill & Melinda Gates Foundation and Viacom Inc. Called “Get Schooled,” the five-year cam-paign is aimed at improving this country’s dismal high school and college completion rates.

NCAA record season stricken from the booksMemphis has been stripped by
the NCAA of every victory in its 38-win season under coach John Calipari that ended in the national title game last year. The reason: an ineligible player believed to be Der-rick Rose.
The announcement Thursday came 16 months after the Tigers lost to Kansas in the championship game following the 2007-08 season. School officials were expected to discuss the report later in the day.
It is the second time both Mem-phis and Calipari had to vacate Fi-nal Four seasons. The Tigers were
stripped of their 1985 appearance and Calipari’s Massachusetts team lost its 1996 berth.
Calipari is now the head coach at Kentucky, where officials have voiced support for him despite the Memphis scandal.
Memphis finished 38-2 in 2007-08, setting the NCAA record for wins in a season.
In its report, the NCAA did not identify the ineligible player by name, though earlier descriptions of him lead to the conclusion it could only be Rose. He was taken by the Chicago Bulls as the No. 1 pick in the 2008 draft and went on to win the NBA rookie of the year award.
The player was accused of having another person take his SAT exam so he would be eligible as a fresh-
man. Memphis argued it did not have enough information to sub-stantiate the allegations in Novem-ber 2007 and cleared him to play.
However, the SAT officials later conducted their own investigation and notified the player, the univer-sity and the NCAA’s eligibility cen-ter that they were canceling his test in May 2008.
The agency said it sent letters to the player in March and April 2008; the second letter was sent three days after Rose and the Tigers lost to the Jayhawks. The player did not respond to either letter.
The infractions committee said it struck hard with its penalties be-cause the ineligible player was used the entire season.

Minturn-Red Cliff Business Association is involved in. Our group formed in March 2008 to promote our towns’ economic interests and to advocate for business owners.
Our group promotes events designed to visitors to town and to bring community members together.
The St. Patty’s Day Explosion is our signature event. It gives locals and visitors a unique and fun place to celebrate the March holiday.
Our business group also helps coordinate town clean-up days, the July 4th celebration, Halloween festivities, and Christmas on Main Street.
MRBA members have a unique opportunity to pres-
ent a united, professional voice to the entities who will decide the future of Minturn and Red Cliff, decisions that will affect businesses as much as they will affect town residents.
It is imperative that business owners make their needs known and help direct the evolution of their towns. We must talk to government officials and other groups if we want to make sure our business interests are repre-sented.
We also want to focus on networking with fellow business owners and having fun! MRBA holds regu-lar membership meetings and raffles prizes from local businesses. Guest speakers talk to our members about various topics. And MRBA hosts evening mixers where members have a chance to visit other businesses and socialize with other members.

Bikeskills is hosting a women’s-only mountain bike clinic Tuesday, August 25 at 5:30 p.m. in Vail.
The Bikeskills descending clinic is an advanced-level clinic. Riders should be comfortable climbing techni-cal sections of singletrack in order to reach appropriate sections of trail to work on our descending skills (we will work on some technical climbing skills as well--if need be!).
The clinic will start the clinic with the fundamentals of proper bike setup and mastering some basic skills that will improve confidence while descending (proper stance, vision, bike and body movement). The group will then head to the trails for detailed instruction. “You’ll feel much more confident out on the trail after learning the secrets to these key skills,” say event or-ganizers. “We’ll learn braking, lifting the front and rear wheel, cornering, and negotiating complex terrain.”

racer, a former PSIA Level 2 ski instructor, and is pas-sionate about all aspects of mountain biking--from cross country to dirt jumping.
• The terrain will be ideal for bikes with 4-6 inches of suspension.
• The trails will be determined by the group, but will be along the lines of Corkscrew.
• There will be 2.5 hours of riding• The cost of the clinic is $59 and advanced
reservations are required• Space is very limited, and reservations will

Whitewater center in Maryland. With each team will be comprised of four members in anticipation of the next World Championships to be held in 2011 in the Netherlands.
The Team Timberline/US Men’s team swept all four of their events, taking the top podium in the Sprint, in which teams go all-out, head-to-head; the Slalom, which highlights technical skills; and the Downriver, a “point A to point B” event which displays a team’s all-round river skills and power.
The Team Timberline/US women’s team dropped the Sprint to the Timberline “B” team, coming in second in that leg of the competition. However, a dominant performance in the two remaining legs ensured another top finish for the defending champions.
Both teams will now represent the US at the 2010 World Championships in The Netherlands.

lives of families worldwide. He served on Habitat’s international board of directors from 2000-2007, and chaired several fundraising campaigns.
Under Kemp’s leadership, Habitat was able to raise more than $700 million, enough funding to build nearly 150,000 Habitat homes between the various campaigns.
Kemp was a part time Vail resident, spending time in the area during summer and winter months with his extended family including his grandchildren.
“He’s just been one of those wonderful people who come to Vail and behind the scenes help make Vail a wonderful place,” said Harry Frampton, president of East West Partners.
Kemp’s public career began as a professional football player. After 13 successful years on the field, Kemp was elected to Congress in 1970. He represented the Buffalo, N.Y., area for 18 years as a member of the U.S. House of Representatives. Kemp served as secretary of the Department of Housing and Urban Development from 1989-1993. In 1996, Kemp ran for vice president on Bob Dole’s Republican ticket.
Kemp also founded and co-directed Empower America, a public policy and advocacy organization. He also founded and served as chairman of the con-
sulting firm Kemp Partners.

Eagle County’s child support professionals were presented two awards by the Colorado Family Support Counsel: the Most Improved Percent of Current Support Paid award and Most Improved Percent of Interstate Current Support Paid in a Medium-Sized County award. August is National Child Support Month.
