Our Speakers: Scott Little - Associate Executive Director of the Michigan School Business Officials (MSBO), a non profit association with over 2500 members. He has been with MSBO for 15 years. Scott works pri-marily with members in the facilities, transportation, and food ser-vice operations; providing professional development and other ser-vices. He also serves as the Executive Director of School Nutrition Association of Michigan (SNAM) since 2013.

J.P. Mayo - is the New England Business Development Manager for Hillyard, Inc. He has conducted training seminars in the northeast area for the cleaning industry over the last twenty-five years. His focus on providing innovative solutions and processes to a fast-changing, resource challenged marketplace.

Jim Harper - K-12 educational end user specialist for ASSA ABLOY covering 1300 school districts in the New England Region. Jim has over thirty nine years of industry experience.

Jim is also a past president of the Institutional Locksmith’s Associa-tion and remains a life member. He is also an instructor for the As-sociated Locksmiths of America. Jim performs services as a legal expert witness in negligent security legation. He is recognized as an expert in master-key system design and key control procedures.

Pamela Brasil - IT Financial Analyst for Executive Office of Health and Human Services. Over the past 15 years my career has taken on many roles working within the Commonwealth. Each role while unique has all been working towards the same goals “educating participants”. When training groups of people to work with the State of MA eProcurement System it became apparent to me that while it was educational it was also very important to learn to fore-cast and budget. This brings me to my current position as the IT Finance Analyst for EOHHS.

Budgeting is one of the most important tasks that will help ensure consistency as well as give you the opportunity to realize needs throughout any fiscal year or calendar year. Even though we all work within different guidelines and projections the main denomi-nator remains the same…Funding.

Carolyn Dann - Since 2001, she has worked for MassDEP as a Regional Municipal Assistance Coordinator, most recently working to improve and expand cafeteria recycling in school systems in Andover, North Andover, Waltham, Stoneham, Hamilton-Wenham and Lawrence.

Rich Swanson - an educator for twenty-three years and currently works as an assistant principal at Hingham High School (HHS). A former history teacher and Social Studies Department Head, Rick helped to found Hingham's award-winning Green Team in 2007. Last year, thanks in part to his leadership, HHS took the top prize for high schools in MassRecycle's 18th Annual Recycling Awards. This year, HHS was one of just three MA schools to win federal recognition as a 2015 USED Green Ribbon School.

Carolyn Sarno Goldthwaite - manages Northeast Energy Efficiency Partner-ships’ (NEEP) High Performance Building team. She assists states in improving ener-gy code compliance and operational ener-gy savings for retrofit and new buildings. Carolyn is the Chair of the Collaborative for High Performance Schools Board of Directors, Co-Chair of the SEE Action Ex-isting Commercial Buildings Working Group, past Chair and current member of the Town of Bedford’s Energy Task Force and chaired Governor Deval Patrick's Net Zero Energy Task Force for Public Build-ings. For the City of Newton, Carolyn man-aged operations and maintenance for 85 public buildings, developed a capital im-provement plan incorporating sustainable practices, and coordinated a 330,000 sq. ft. high school addition. Carolyn’s High Performance Building team received a CHPS Green Apple Award for advancing public policy concerning schools and was recognized for excellence

in the advancement of building energy codes and performance, winning the U.S. Department of Energy Jeffrey A. Johnson Award for her participation in developing the nation’s first stretch energy code.

Our Speakers: Carlos Alonso Neimeyer - LEED AP, CEM Carlos brings over twenty years of experience working in the lighting and energy efficiency industry as an engineer, salesman and manager. Currently working with New Eng-land’s most respected Lighting Manufacturer Representative organiza-tion, Reflex Lighting Group providing specification sales services in the territory. Formerly a Program Manager with NSTAR for the Energy Efficiency Ser-vices, developing and implementing an outreach program directed to ar-chitects, mechanical and electrical engineers, lighting designers and large chiller manufacturers. Carlos area of responsibility was large new construc-tion and served as chairman of the Massachusetts Lighting Committee in behalf of the Utilities in the State.

Cammy Peterson - manages the Clean Energy Division at the Metro-politan Area Planning Council (MAPC), the regional planning agency serving the 101 cities and towns of Metro Boston. In this role, she oversees and facilitates municipal and regional renewable energy and energy efficiency planning, project, and policy efforts across the MAPC region. She enjoys collaborating with cities and towns to facili-tate progress toward Green Communities designation, stretch code implementation, clean energy technology and services procurement, and improved permitting and zoning. She further works with her team to coordinate community energy resiliency projects; solar, re-newable thermal, climate, and energy efficiency policy development; and statewide and municipal governance initiatives. Since joining MAPC in 2013, Ms. Peterson has also led the Energy team's solar pro-jects, including the Regional Solar Initiative and other solar energy management services projects.

She earned a Masters degree in Urban and Environmental Policy and Planning from Tufts University, where she focused on clean energy and climate policy and planning, and she holds a Bachelors degree, cum laude, from Harvard University.

Patrick Roche Roche joined MAPC in 2014 as an Energy Coordi-nator in the Clean Energy Division. Mr. Roche currently manages the LED streetlight retrofit program, and has helped 15 communi-ties, with over 18,000 lights, to procure a vendor to design and retro-fit their streetlight systems. Mr. Roche also manages the Communi-ty Choice Aggregation (CCA) program, which helped the City of Melrose procure a consultant that will implement the first CCA pro-gram the requires additionality (i.e. verifiable emissions reductions) from purchases of excess renewable energy. The summer of 2015, Mr. Roche has been piloting a daily notification program to antici-pate the peak hour of demand on the ISO-NE grid. The notification enables municipalities to execute targeted load reductions to reduce costly capacity charges.

SUSAN M. GOLDFISCHER serves as Deputy General Counsel with the Massa-chusetts Division of Capital Asset Man-agement and Maintenance (DCAMM), the agency responsible the Common-wealth’s major public building construc-tion projects with annual spending on construction and design of over $400 mil-lion. Ms. Goldfischer has primary respon-sibility for DCAMM’s construction pro-curements and bidding; its compliance activities including the MBE/WBE partic-ipation, prevailing wage and minority and women workforce participation; support-ing agency construction projects from inception through completion; and re-views emergency waiver requests from public entities across the Common-wealth.

Ms. Goldfischer has worked with con-struction industry participants including public officials, construction and design industry representatives and workforce participants on identifying and imple-menting public construction law en-hancements. She has made presentations across the commonwealth on matters related to public construction; is a regular presenter for the Office of the Inspector General’s MCPPO training program for public procurement officials and has au-thored a chapter on debarment in Crime and Consequence, The Collateral Effects of Criminal Conduct, MCLE.

Bonnie Borch-Rote - As the Outreach Lead in the Marketing, Com-

munications, and Events unit for the Operational Services Division (OSD), Bonnie Borch-Rote is responsible for promoting OSD’s Programs and Services to two distinct audiences: public buyers and vendors. For public buyers, Bonnie specializes in highlighting the variety of programs offered by OSD, such as COMMBUYs, the Environmentally Preferable Products Program, and Surplus Property. For vendors, Bonnie provides valuable information related to doing business with the Commonwealth of Massachusetts, highlighting the certification programs and processes and training opportunities. Prior to joining Marketing, Communications, and Events, Bonnie served as a Supplier Diversity Office Certification Investigator, a role that required her to verify that business enterprises met all standard criteria for being certified as minority- and/or women-owned and controlled businesses. Bonnie holds a Juris Doctorate from Loyola University New Orleans and is a licensed attorney in Massachu-setts and in her native Louisiana.

Natasha Bizanos, Esq. - Senior Cousnel/30B Coordinator for the Regulatory & Compliance Division of the Office of the Inspec-tor General. Natasha joined the Office of the Inspector General in early 2013 as an Associate General Counsel. She is now serving as Senior Counsel/30B Coordinator. Natasha coordinates the 30B Team, instructs for the MCPPO Program and is primarily involved in Chapter 30B matters and bid protest issues and handles calls from cities, towns and their counsel on the 30B hotline. Previous-ly, she worked as the Contractor Certification Manager at the Di-vision of Capital Asset Management Maintenance, and as a Policy Analyst at the Massachusetts State Auditor’s office.
