specificationsTHE DEL MAR NATIONAL QUARTER HORSE SHOWS are approved by the American Quarter Horse Association and Pacific Coast Quarter Horse Association and will be conducted by the current rules of these organizations . Shows are approved double judged split/combined including Youth Qualifying . Exhibitors are responsible for knowing and complying with those rules .
REGISTRATIONS: All horses must have a copy of current AQHA horse registration with the owner listed on the entry form . A copy must be submitted with entry form .
MEMBERSHIPS: All exhibitors must possess a current AQHA membership card for the division in which they are competing (Youth, Amateur, Novice, etc .) . A photocopy must be submitted with entry form . Membership may be submitted at the show . Applications are available in the show office .
PRE ENTRY: Exhibitors are required to submit their completed entry forms and photocopies of AQHA cards for each exhibitor and horse registration prior to April 1st or a post entry fee of $25 will be charged . An open check payable to “22nd DAA” is acceptable . A non-refundable stall fee of $140 per stall must be submitted with entry form .
CHANGES: All adds and scratches must be made in the show office and must be submitted at least three classes prior .
GREEN CLASSES: AQHA approved .
SCHOOLING CLASSES: Management reserves the right to close class to additional post-entries should the class fill beyond allotted time . Please be sure to include any schooling classes on entry form .
CONFLICTS: Every effort will be made to accommodate exhibitors showing in conflicting classes . Undue delays shall not, however, be permitted and, if necessary, exhibitors are responsible for deciding which of two conflicting classes to enter . Management reserves the right to combine and change scheduling as deemed necessary to benefit the show .
AWARDS TO HI-POINT ALL-AROUND IN THE FOLLOWING DIVISIONS: Senior Horse, Junior Horse, Novice Amateur, Amateur, Select, Amateur (50 & over), Novice Youth, Youth 11 & under, Youth 13 & under, Youth 14–18 . To qualify for All-Around Awards, riders must enter at least three separate catagories . Division specifications are outlined in the current AQHA Handbook .

Every entry at recognized competition shall constitute an agreement and affirmation that all participants (which include without limitation, the owner, lessee, trainer, manager, agent, coach, driver, rider, handler and the horse), for themselves, their principals, representatives, employees and agents: (1) Shall be subject to the local rules of the competition; (2) Represent that every horse, rider, driver, and handler is eligible as entered: (3) Agree to be bound by the rules of the competition, and will accept as final the decision of the hearing committee on any question arising under said rules, and agree to hold the competition, their officials, directors and employees harmless for any action taken: (4) Agree that as a condition of entry, they authorize the competition management to market, transfer, assign or otherwise make use of any photographs, likenesses, films, broadcasts, cablecasts, audiotapes taken of the horse(s) and participant(s) while on the grounds, incident to, or transit between the stabling facility and the event site, in any way they see fit for the promotion, coverage or benefit of the event, or the sport without compensation to any of them, so long as the use neither jeopardizes amateur status nor endorses a specific product or service and hereby expressly and irrevocably waive and release any rights in connection with such use including any claim to invasion of privacy, right of publicity, or to misappropriation; and (5) Agree that they participate voluntarily in the competition fully aware that horse sports and the competition involve inherently dangerous risk of serious injury or death, and by participation they expressly assume any and all risks of injury or loss, and they agree to indemnify and hold the 22nd DAA, Del Mar Fairgrounds and the Del Mar National Horse Show, and singularly their officials, directors, employees and agents harmless from and against all claims including for any injury or loss suffered during or in connection with competition, whether or not such claim, injury or loss resulted, directly or indirectly from the negligent acts or omission of said officials, directors, employees or agents of the competition . The Del Mar National represents three distinctly different disciplines; western, dressage, and hunter/jumper . As different as they are, once you look beyond the Stetsons, top hats, and helmets, you begin to see the similarities . The horses are muscled, fit, impeccably groomed, trained, tack is spotless, and years of arduous, painstaking effort coalesce in this moment to result in the very best performance . Competition can be fierce, but every exhibitor will tell you winning is the objective, but it’s more about becoming your very best than it is about beating someone else . There are no losers .
In fact, this relatively small community we refer to as the “horse world,” as diverse and competitive as it is, shares a single value we call “heart .” Nationally, donations and volunteers rushed to ease the pain of catastrophic losses suffered during Hurricane Sandy and deadly barn fires . Right here on the Fairgrounds, the shocking abandonment of performers and their horses by producers who left them without even the most basic resources resulted in perhaps the greatest display of heart we’ve seen in our 68-year history .
In spite of significant losses sustained by the Fairgrounds as well, our CEO and General Manager, Tim Fennell, and many of our longstanding Del Mar National sponsors acted swiftly to provide support, including the last-minute arrangement of a stunning benefit performance so performers and their horses could get home . The air that night was thick with emotion; western, dressage, hunter/jumper, racing, endurance, Friesian, Mini, trail, and polo enthusiasts were among the crowd . Performers and attendees did their best, and in spite of the heartache, in the end there were no losers .
We are immensely proud and consider it an honor to present the 68th Del Mar National Horse Show to this remarkable community .

1. This portion of the show will be governed under Pacific Coast Horse Association Show rules, and such rules shall prevail in each of the PCHA classes .
2. All exhibitors must either be members of the PCHA or may pay a non-member fee of $5 .00 to the Horse Show Office . All members must show their card to the show office staff or submit a copy of their card with their entries . Each horse entered must pay a $3 .00 horse fee .
3. To be eligible for the Championship (Sunday) classes, exhibitors must enter at least one qualifying class in the same division .
4. All class winners will receive an award . Ribbons will be awarded to 6th place . Unless otherwise specified, any prize money will pay to 5th place: 30%, 25%, 20%, 15%, 10% . Prize money will be paid by check to owners within 30 days of the show conclusion .
5. Horses five years old and under may be shown in a ring snaffle or hackamore with two hands in Trail, Pleasure and Horsemanship classes . Horses six years old and older must be shown in a bridle . A horse five years old and under may be shown in a bridle (one-handed), or ring snaffle or hackamore with two hands . Pleasure or Trail horse may be switched back and forth from bridle or snaffle to hackamore .
6. TRAIL WALKS: Only riders/trainers will be permitted to walk the course collectively and only when the judge and course designer are ready . When the collective walk is completed, riders/trainers will be excused and there will be a three-minute period before the first horse and rider will be called on course . If this rule is abused by any rider/trainer, management reserves the right to restrict walking of the course to the rider for the balance of the day or the duration of the show .
7. SCHOOLING TRAIL: Available every day starting Wednesday . One time fee of $40 .00 is mandatory .
8. PCHA JACK & LINDA BAKER REINING CLASSIC: Open to youth and amateur riders of any age who are current PCHA members; horses must be currently PCHA registered . (Riders over 18 years of age must have a current USEF or AQHA Amateur Card .) NRHA Patterns 1–10 . Points will accrue to horse/rider combinations; a rider may qualify more than one horse . To fill a class, three (3) horse and rider combinations must show with proper appointments . Trainers of riders in this class must be current professional members of PCHA and may join at show .
9. STICK HORSE CLASS: Entrants to be seven and under and must ride the stick horse alone . Entrants must be properly attired in western dress . Each entrant will receive the Stick Horse as the Trophy .
10. 1ST & 2ND YEAR GREEN TRAIL OR PLEASURE HORSE: Is a 1st or 2nd year horse that has not been shown in any trail or pleasure classes (respectively) prior to December 1, 2011, excluding pleasure or trail futurities .
11. PRELIMINARY HORSE/RIDER: A horse or rider that has not placed in the top two (2) in year-end award standings of any breed association including National or World show standings of any breed with the exception of Green and Youth/Amateur Preliminary Awards . A horse/rider may not show more than two (2) calendar years in this division .
12. YOUTH/AMATEUR PRELIMINARY DIVISION: A horse/rider that has not placed in the top two (2) in the year-end award standings of any western association, including National and World Standings of any breed association, with the exception of Green Championship Awards and Open Trail Preliminary Awards . A horse/rider may not show more than two (2) calendar years in this division .
13.INTERMEDIATE TRAIL HORSE: May show in this division for no more than two calendar years . Top two (2) PCHA Open Year-end Trail Champions are automatically ineligible to show in Intermediate Trail .
14.BASIC TRAIL/PLEASURE HORSEMANSHIP: Open to Youth and Amateur riders in their first two years of showing in these trail divisions at PCHA shows or at any national, world, or breed association shows . Champion and Reserve may not compete in succeeding years . Riders must not have shown in these divisions prior to December 1, 2011 .
15. JUNIOR HORSE: Horses five years old and younger may be shown in a hackamore or ring snaffle bit with two hands . Horses five years old and younger may be shown in the bridle one-handed .
16.BASIC YOUTH/AMATEUR REINING: Open to non-pro riders (Youth or Amateur) in their 1st or 2nd consecutive year of showing in the Reining Division . Riders must not have shown in a reining class prior to December 1, 2011 . Riders in this class cannot have earned more than $50 lifetime in any reining competition, nor could they have won any year-end award from any organization for reining . Champion and Reserve Champions may not compete in succeeding years .
17. 1ST & 2ND YEAR GREEN REINING: A horse that has not been shown in any stock horse, reining, or cow class prior to December 1, 2011 . A Green Reining horse may be shown in the bridle or if the horse is five years of age or under, it may be shown in the hackamore or snaffle with both hands .
18. WALK/JOG: May only show in the walk/jog division . May not cross-enter into a lope class .
19. YOUTH CLASSES: Exhibitor age 18 and under .
20. LIMITED AMATEUR/NON PRO REINING: Rider has earned less than $2,500 as of the beginning of the year .

1. THE 2013 DEL MAR NATIONAL HORSE SHOW is covered by the Rules and Specifications of the current AQHA, NRHA, and PCHA Rule Books and will be conducted and judged in accordance therein .
2. CONDITIONS OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show, its Directors and employees, the 22nd District Agricultural Association and Del Mar Fairgrounds harmless for any loss or accident to their horse, horses or equipment which may occur from sickness, fire or otherwise . Misrepresentation on the Entry Form shall result in forfeiture of trophy, ribbon, prize money and possible exclusion from subsequent shows .
3. MANAGEMENT: Horse Show Management reserves the right to itself to interpret all questions and conditions in regard to or arising out of an incident to the Show without claims for damages or recourse of any kind . All questions not covered in these Rules and Regulations shall be decided by Horse Show Management — their decision to be final . Horse Show Management reserves the right to refuse, accept conditionally or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim for damages; to change any course, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate or change judges and officials; to change specifications in jumper classes in order to facilitate the time schedule .
4. REQUIREMENTS FOR EACH ENTRY: A) One owner and one horse per Entry Form . Form may be reproduced; B) Social Security number required to receive prize money; C) Signature of owner or authorized agent; D) Name, mailing address, telephone and signatureof trainer; E) Name, mailing address, telephone and signature of all riders; F) Name and age of minor exhibitors and signature of parent or guardian . A trainer signature may not substitute; G) Correct description of horse including name; H) Applicable membership numbers; I) Please use class numbers from Class List—not Tentative Schedule .
5. MINOR EXHIBITORS: Parents or guardians of minor exhibitors shall hold the 22nd District Agricultural Association and the Del Mar Fairgrounds harmless for injury to such minor(s) . The signature of instructors, agents or other unrelated persons will not be accepted .
6. REFUNDS: (Please refer to each specific section for refund eligibility) . A) Before the closing date of entries, all fees shall be refunded, less a $25 office charge; B) STALL FEES ARE NOT REFUNDABLE UNDER ANY CONDITION AFTER THE CLOSE OF ENTRIES AND A $25 OFFICE CHARGE WILL BE ASSESSED ON ALL REFUND REQUESTS; C) All scratches must be submitted in writing to be; considered for a refund; scratches via phone will NOT be considered . D) The only other refunds given will be cancellation of a class by Management, overpayment of fees or the rejection of entries because of ineligibility or lack of stall space .
7. TRANSFERS: The transfer of horses and/or riders from one class to another class will be allowed under the following circumstances: A) The Horse Show Office is notified the day preceding the transfer; B) Full credit will be given for the scratched class or division .
8. SUBSTITUTIONS: No substitutions .
9. PRIZE MONEY: Out-of-state residents may have CA state taxes deducted . Tax forms and schedules may be requested prior to the show and will be available in the Horse Show Office . Refunds and prize money will be paid by check to owners within 45 days of the show’s conclusion . No money will be mailed unless the owner’s social security number or tin is listed on the entry blank .
IMPORTANT TAX INFORMATION: Federal tax law requires a W-9 from US winners and a W-8 from foreign winners claiming prize money totaling $600 or more . W-9 information must match the payee . California tax law requires all non-California winners whose earnings are $1,500 or greater throughout the show must have 8% state tax deducted from their prize winnings . 10: RAIN: In the event that it rains prior to the Show, it is the riders’ responsibility to call Show Management to determine whether the show is cancelled or rescheduled .
11: RESPONSIBILITY OF PAYMENT OF SERVICES & SUPPLIES: All owners and exhibitors will be held responsible for any damage incurred by them, their agents or employees to stalls, buildings and other properties on the Fairgrounds and shall be billed accordingly . All bills for veterinary, farrier services and feed/bedding are due and payable during the Show . Management reserves the right to deduct any unpaid veterinary, farrier and feed/bedding bills from premium money due the exhibitor . Any exhibitor not meeting their obligations to the official show veterinarian, farrier and feed/bedding vendor will be termed an undesirable exhibitor and entries from that exhibitor may not be accepted at subsequent shows .
12. RETURNED CHECKS OR DECLINED CREDIT CARDS: Checks returned by the bank or declined credit cards are regarded as a most serious offense and will be handled according to the following procedure: A $50 penalty or 10% of the face value of the check will be assessed for each returned check . Accounts will be given 10 days to be paid in full with cash or equivalent or they will be referred to the USEF for further disciplinary action . Checks will NOT be deposited a second time .
13. UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance of entry fees will be billed for these charges and a $50 billing fee will be added to the total due . Until these charges are settled, all further entries of rider and owner will be returned .
14. STABLING: Stalls with doors will be available; no first bedding included (see Entry Form for stall costs) . NO STRAW BEDDING WILL BE PERMITTED—ONLY SHAVINGS . It is strictly forbidden to remove stall doors, hammer nails, or attach anything directly into concrete blocks . Exhibitors will be fined $100 per violation, and will be billed for any damage to property . Water buckets and hoses with nozzles must be provided by the exhibitor .
15. SAFETY REGULATIONS: Unauthorized use of the light fixtures will result in removal of your appliance . Smoking or open flame devices are not permitted within the stables . Keep flammable decorations to a minimum . Electrical outlets have been provided .

16. FEED & BEDDING: Orders must be made by 1:00 p .m . each day for same-day delivery . To advance order call feed office at (858) 509-5245 .
17. CLOSED RINGS: Horses are not permitted in arenas when equipment is being used or a course is set or in the process of being set for an upcoming class . Violations of the above MAY be considered cause for elimination from the Show .
18. SCHOOLING SUPERVISION: Gate Stewards are schooling supervisors and have absolute authority to scratch riders who do not follow USAE or appropriate association rules .
19. NUMBERS: Management will provide a number card for each horse which shall be visible to the judges at all times when in competition . Riders wearing the wrong number or no number at all MAY be eliminated from the class according to specific association rulings .
20. CONFLICTS: It is the intention of Management to avoid delays in competition . Competitors with conflicts must arrange their order with the Gate Stewards so that they will not hold up a class . TRAINING CONFLICTS WILL NOT BE RECOGNIZED . In any case, a ring will not be held for longer than two (2) minutes for any horse or rider before eliminating the competitor, regardless of conflicts .
21. DOGS: All dogs must be restrained at all times while on the show grounds . Unrestrained dogs create a serious safety hazard to exhibitors and their horses . Therefore, NON-COMPLIANCE WITH THE RESTRAINT RULE WILL NOT BE TOLERATED . Loose dogs will be picked up and detained until the owner has paid a fine of $100 . A second offense may cause the owner to be barred from showing and expelled from the show grounds . Refusal to pay the fine will bar the owner from further participation in the horse show and the owner will not be entitled to any refund of entry or stabling fees paid or due . Management reserves the right to call Animal Control to have an animal removed from the premises . No dogs allowed in seating area .
22. WEST NILE VIRUS VACCINATION INFORMATION: The management of the 22nd DAA and the Organizing Committee of the Del Mar National Horse Show in consultation with respected veterinarians and local animal health authorities, strongly recommend and urge that all horses attending the Del Mar National Horse Show, follow a two-part vaccination protocol consisting of a primary vaccination, followed by a booster 3–6 weeks later . Exhibitors should be prepared to provide proof of vaccination upon request of horse show management . Exhibitors should consult with their own veterinarians to effectively manage the possible effect and threat of West Nile Virus . 23. ARRIVAL & DEPARTURE: All exhibitors will enter the Stable Gate on Jimmy Durante Blvd . and proceed to the Stable Manager’s Office for barn assignments . Back numbers and additional exhibitor information will be issued at the Horse Show Office . Horses may not arrive before noon, Monday, April 15, and must vacate one hour after conclusion of show, Sunday, April 21.

25. JUDGES: It is the purpose of Management to run the Horse Show at the highest possible level of sportsmanship . Management used the utmost care to select judges with broad experience and knowledge . The judges’ decisions in the show ring are their own responsibility and Management accepts no responsibility for those decisions . Management reserves the right to rotate judges .
26. PROTEST: Any exhibitor lodging a protest must first deposit $100 with the Show Secretary, which sum shall be forfeited to the Horse Show if same is not sustained . All protests must be in writing, signed by the protester and filed within 48 hours of the occurrence of the alleged violation . A protest may be filed with the Show Manager, Show Secretary or USEF/PCHA Steward of the Del Mar National Horse Show . If the protest is sustained, the entries standing next in award shall be moved up accordingly .
27. WESTERN ATTIRE: All exhibitors are required to wear a long-sleeved collared shirt, chaps, hat, and boots . Protective headgear (helmet) is permissible .
28. STATE OF CALIFORNIA DRUG TESTING RULES APPLY: For a copy, contact the Show Office .
29. GOLF CARTS AND BICYCLES: Will be used in the Stable Area ONLY . All golf cart drivers must be at least 16 years of age and have a valid driver’s license .
30. PARKING: Allowed in designated areas only . Violators parked in NO PARKING ZONES AND FIRE LANES will be issued citations and/or towed from the premises at the owner’s expense . There are Handicapped parking areas in the Stable Area and public parking lot . Parking permits required in stable area .
31. WASHING HORSES: In an effort to keep the stable area clean, all horses must be washed in designated areas . To help conserve our water supply, nozzles are required on all hoses . Hoses without nozzles will be confiscated . Violators will be fined $50 for each violation .
32. STALL CLEANING: Please deposit all manure in designated locations in the barn aisles and NOT in the front or middle of the stalls .
33. MEDICAL WASTE: Please deposit all needles and syringes in appropriate containers or give to the Show’s Veterinarian .
34. LIGHTS: Shed row lights must be turned off during the day .
35. CREDENTIALS: A maximum of four (4) per exhibitor will be issued . Bearer is entitled to show seating in bleachers only on a space-available basis . Exhibitors must purchase a ticket to attend Saturday night performance . See Ticket Order Form for reserved seating information .
36. TURN-OUTS AND LUNGEING: Horses may not be turned out in arenas at any time . Lungeing in designated areas only . Lungeing permitted on the East side of A/AA Barn only .
37. POLING: Poling is prohibited in the State of California . No bamboo or offsets allowed on the Fairgrounds . Non-compliance will result in elimination from the show .
