My best wishes to you and your family for happiness and success in the new year of the Rabbit. I wholeheartedly thank you for the unwavering support and trust you have placed in me as President of the Singapore Human Resources Institute (SHRI) since 1999.

I am offering myself for re-election in the forthcoming council elections at the annual general meeting on March 2, 2011, and wish to seek your support again.

My nomination is being made on the springboard of significant achievements that I’ve led SHRI to make over the past decade. Together with my highly capable executive council and secretariat, we have put in place the following programmes that have strengthened the HR capabilities of our members:

• The establishment of the AdvocateConnect-Enhance (ACE) programme to raise HR standards and encourage lifelong learning

• The establishment of the HR AccreditationCompetency Framework to enhance the standing of HR professionals

• The establishment of the SingaporeProfessionals and Executives Co-Operative (SPEC) to help the unemployed and PMETs find new jobs

Building on Our Past Strength in the New DecadeA personal statement by Lim-Ho Geok Choo (Mrs)

• The creation of the YouthMob taskforce togroom youth for a career in HR

• The creation of the ElderMob taskforce tointegrate mature and economically inactive professionals into the workforce

• The creation of an MoU between SHRI andthe National University of Singapore’s Career Centre to build a pipeline of competent HR professionals

Over the years, SHRI has also organized mega-events and initiated awards to generate buzz and raise the visibility of the HR profession locally and internationally. We hosted the 11th World HR Congress in Singapore in 2006, started the HR Awards to recognize ethical and professional HR practices of exemplary corporations and individuals, and launched HR Challenge, a programme to induct the young into professional HR practices. In addition, we have raised SHRI’s profile and value through linkages and networking with government agencies, industry and key stakeholders, and run signature events graced by prominent guests of honour, including the Prime Minister and many ministers.

If you honour me with re-election, my plans are to continue to build on what has already been achieved in raising the profile and prospects of the HR profession in Singapore.

A major first step in that direction would be to make the current accreditation system for HR professionals more robust and evidence-based through the pursuit of national accreditation status.

I will ensure that this would be qualitative and comparable to some of the best accrediting practices in the world. This would bring about the much awaited recognition of placing HR professionals on par with other professions such as accounting, law and medicine.

You must however appreciate that any change at SHRI needs to be gradual and not instant. Even the Circle Line wasn’t built in a day.

Complete switching of leadership is not the best solution versus succession planning to implement change management, as the wealth of experience from the current leadership may not be effectively transferred to future leaders. Instead of a sudden seismic shift, we should work towards a planned and gradual renewal of leaders. New ideas and fresh thinking are important, but so are stability and historical perspective. The legacy, brand and growth of SHRI have to be carefully nurtured to ensure that radical changes will not affect our reputation and commitment to all stakeholders, on both sides of the HR table.

I believe with my proven experience and the invaluable support of my executive council and secretariat, I shall be in a good position to continue to lead SHRI to actualise its Vision, Mission and Core Values.

I seek your support and encouragement in the major tasks ahead by re-electing me as the president of SHRI along with my team of council members.

If re-elected, I pledge that the interests and professional development of fellow members will remain my foremost priority.

I shall be available to meet you and other members on a regular basis so that our future developments will be even more participative and sharing.

SHRI today is on the cusp of the next strategic leap forward. We are now standing at a crossroads: the path I offer will lead to more planned achievements and logical goals that follow from what we have done. The other path will give you an untested and unknown leadership whose only merit is that it is new.

Annie is Senior Vice President of Millenia Private Limited, part of the Pontiac Land Group of Companies.

Annie started her career as an auditor with the then Coopers & Lybrand before joining DBS Land as an Accountant. In 1993, she joined the hotel industry as Financial Controller of The Oriental Singapore for a period of 12 years, including 2 years in Hong Kong with the Mandarin Oriental Hotel Group before joining the Pontiac Land Group. In her role as SVP in charge of the four major hotels in Singapore, her roles as an owner representative include overseeing the collective agreement negotiations of the hotels. She also approves the hotels’ senior executive appointments and staff compensation packages and other HR-related policies that involve financial commitments on the part of the owner. Since 2009, Annie has also been heading the Human Capital department in the Pontiac Land Group.

Arthur began his career as a Senior Police Officer with the Singapore Police Force after which he embarked on a career in the field of human resource management and development. He started as Human Resource Administrator with Western Digital Pte Ltd in 1993 and has since climbed the corporate ladder to be the Assistant Personnel Manager of Hyatt Hotel, Director of Human Resources of Goodwood Park Hotel, Group Human Resource and Administration Manager of Liang Huat Aluminum Ltd, Director of Human Resources, Hotels Division of Far East Organization, Group Regional Vice President, Human Resources of Yeo Hiap Seng Ltd and presently General Manager, Human Resources of Keppel Energy Pte Ltd. In his 18 years of HR career, other than overseeing the HR operations in Singapore, he oversaw the HR functions in Malaysia, Hong Kong, China, United Kingdom and United States of America.

Arthur is a Council Member and Chairman of the Employment Laws and Industrial Relations Committee of the Singapore Human Resources Institute, Non-Practitioner Member of the Law Society of Singapore and Fellow Member of the Singapore Institute of Arbitration. Annie Chiam Arthur Khong

Brenda is currently HR Director at Lonza Biologics Tuas Pte Ltd. Lonza, a Swiss company headquartered in Basel, is a leading supplier to the pharmaceutical healthcare and life science industry.

Brenda has many years of HR experience, including regional roles supporting the Asia Pacific, covering countries like China, Australia, Korea, Japan, Taiwan, Thailand, Indonesia, Hong Kong and the Philippines. Kam Fai has more than 20 years’ experience in HR, Corporate Planning and related work spanning both the public and private sectors. He was involved in both the conceptualization and implementation of major HR programs and initiatives in the various organizations he worked in. Currently heading the HR Department of Keppel Land as General Manager, he is responsible for the formulation and implementation of all HR policies targeted at attracting, retaining and motivating talent. Keppel Land has about 4,000 employees, and has businesses in property development, property fund management and hospitality businesses in diverse markets such as China, Vietnam, India and Middle East.

Prior to joining Keppel Land, Kam Fai spent four years as the Director of Global Rewards and Benefits at SingTel Group. In the early part of his career, he held senior leadership positions in key public sector organizations e.g., the Singapore Public Service Commission, the Singapore Trade Development Board (now renamed as IE Singapore), the Ministry of Trade and Industry and the Ministry of Home Affairs.

Brenda Goh Chan Kam Fai

After serving the National University of Singapore Business School for 24 years, Dr David Wan joined the School of Human Development and Social Services, SIM University, in June 2008 as the Head of the new Bachelor of Human Resource Management Programme.

David works closely with fellow academics, human resource professionals and key industry players (SHRI, SNEF, NTUC, MOM). He has successfully proposed to the university’s Academic Board to launch the Master of Human Capital Management (MHCM) Programme in July 2011. This is the first Master of Human Capital Management Degree in Singapore that has the input and support from both the Ong Teng Cheong Labour Leadership Institute and the Singapore National Employers Federation (SNEF).

David has been an active council member of the Singapore Human Resources Institute since 2005. He has established himself as one of the leading academics is the field of management and human resource management. He is the author/co-author of 35 refereed journal articles; 32 conference papers; 12 book chapters; and editor of two Special Issues of an international Journal. One of his conference papers, presented at the 2006 Academy of Management (AOM), received the prestigious Distinguished Paper Award, Business Policy & Strategy Division.

Edward is CEO of Treino Consulting, a regional organization providing full spectrum HR services to clients in Asia. Treino’s services include Executive Search, Compensation & Benefits advisory services, Training & Development and Organization Development.

Edward started his career in Sales & Marketing and subsequently moved into HR, contributing to US-based, European-based and Singapore Temasek Linked Corporation. He moved his way up in various organizations including IBM Singapore, Abbott Laboratories, Coca-Cola, Gemplus Technologies and before becoming an entrepreneur, he was Senior Assistant Vice President of MediaCorp, responsible for 3,000 staff across the organization.

He is an active grassroots leader, a board member of the Singapore Professionals’ and Executives’ Cooperative, and is continuously looking for other ways to serve the HR community and country.

David Wan Edward Foong

Candidates

Erman is Chief Executive Officer of Asia Polyurethane Mfg Pte Ltd (APU). Erman’s forte is in managing the “change process”. He is also a firm believer in the concept of “empowerment”. He is a keen learner and he encourages all his staff to engage in life-long learning. His innovative management techniques and leadership have turned APU from a family-owned business into a professionally-run, award winning entity with international coverage. Erman is a senior member of various professional bodies like the Singapore Computer Society and British Computer Society. He is also an executive council member of the Singapore Human Resources Institute (SHRI) and committee member of Enterprise 50 Club (E50). In 2005, Erman was one of the recipients of SHRI’s Leading CEO Awards. He was also a winner of the 2005 ASME / Rotary Club Entrepreneur of the Year Award. In addition, he was appointed member of the Taxpayer Feedback Panel (TFP)-Mandarin Dialogue from 1 Sep 2010 to 31 Aug 2012. Dr Goh is currently ParkwayHealth’s Senior Vice-President of Growth, Innovation and Strategy, driving business development activity and strategic planning for the Group. He is also the project leader for the development and construction of Parkway’s newest hospital in Singapore, a 333-bed premier hospital with 254 physician suites, which will be completed in 2012.

Dr Goh has extensive experience and a positive track record of success since joining Parkway Holdings Limited in 1997. During his time with Parkway, he has served as the Executive Director of its primary care division (Parkway Shenton) and its healthcare insurance unit (Shenton Insurance). In the last four years, he has held several leadership positions as CEO of Gleneagles Hospital and Director of Special Projects. As Division President, Singapore Operations, Dr Goh successfully drove continuous improvement in business processes for the Singapore Operations Division and played a critical role in establishing Parkway’s clinical programmes.

Prior to joining Parkway Holdings Limited, Dr Goh was with the Ministry of Health.

Over the years, Dr Goh has also served in the Councils of the Singapore Medical Association and the College of Family Physicians Singapore. He is also Vice-President of the Singapore Human Resources Institute.

Erman Tan Dr Goh Jin Hian

Candidates

Geok Choo is the CEO of Human Capital Singapore (HCS), the national accredited continuing executive education centre for human capital and people managers.

Geok Choo started her career in the HR Department of SISIR, a statutory board and moved on to the private sector such as UOB and Minolta as well as GLCs such as CIAS and SIA. Her 30 years of experience and expertise in people management and business operations have enabled her to value-add human competitiveness to business and operations excellence in various MNCs and SMEs in Singapore and overseas.

Geok Choo is also elected Member of Parliament; elected President of SHRI; was elected as President of the Asia Pacific Federation of Human Resource Management for 3 years; founded the Singapore Professionals and Executive Co-operation (SPEC) and now serves as Deputy Chair; and was appointed as Chairman of the first Manpower Skills Training Council for HR. She is also an Independent Director of the Select Group, Trustee of Home Nursing Foundation and member of the Board of Governors of Raffles Institution (RI) as well as Chairman of the Establishment Committee of the Board of Governors of RI.

Beng Lee joined the NTUC Administration and Research Unit (ARU) as Industrial Relations Officer (IRO) in 1981. From 1983 to 2003, he served in various capacities and for different durations as Senior IRO, Consultant, IR, Head IR and Assistant Executive Secretary with NTUC industrial unions. He is also involved in various capacities in the implementation of membership discount card, general branch membership, union mergers, turf resolution and seamless membership at union, industry, sector and NTUC Membership Department.

In 2003, he was seconded from NTUC ARU to NTUC Fairprice Co-operative Limited as Manager, Human Resource covering, welfare, communication, industrial relations and recruitment. He joined the Cooperative in 2007 overseeing the training, learning and development needs of employees and managing the in-house training centre, a WDA Approved Training Organisation.

Beng Lee is a Professional Member of the Singapore Training and Development Association, and a Professional Member of the Institute of Adult Educators Network (IAL AEN). He joined SHRI as Professional Member in 2004 and as Executive Council member in 2006.

Ho Geok Choo Kao Beng Lee

Lynn has over 20 years of experience in human resource. Currently Chief Human Resource Officer of Alexandra Health, she is responsible for Alexandra Health’s human resource policies, programmes and services.

Lynn has a wide spectrum of human resource experience in large organisations, both in the private and public sector. She was the Head of Human Resource and Administration in the Singapore Power (SP) Group for eight years before joining Alexandra Health. There, she oversaw human resource policies, programmes and services both locally and for the Group’s Australian subsidiaries.

Prior to joining SP Group, Lynn was with the Central Provident Fund Board, Changi International Airport Services, US multinational Pepsico Group International and Singapore General Hospital.

She is the Vice President on the Council of Singapore Human Resources Institute and a National Assessor for the People Developer Standard. She is also an independent member of the Committee of Inquiry for ITE. Previously, she was a member of the Manpower Skills Training Council of Singapore Workforce Development Agency and a resource member for the Government Parliamentary Committee for Manpower. She was presented the May Day Commendation Award by NTUC in 2007.

Lynn is Director, Incentives Policy and Management Division, Singapore Workforce Development Agency.

At the agency, she leads a team in designing and implementing incentive policies and schemes to raise workforce employability and industry competitiveness. She has extensive experience working with stakeholders in the creative, information and communications technology, financial services, and community and social services sectors to design manpower development programmes.

Lynn has an illustrious career with the public service of Singapore. She has held management positions in the Ministry of the Environment, Ministry of Education and Ministry of Manpower. She was involved in strategic policy formulation and development in higher education, waste management, and manpower development issues, specialising in policy studies, resource allocation, financial management and administration.

Lynn Gan Lynn Ng

Candidates

Patrick joined the People’s Association (PA) as its Head of Youth Movement in 1993 and is currently its Director of Quality Management Division. He oversees PA’s service quality policies and initiatives, spearheads PA’s innovation and productivity movement as well as developing its enterprise risk management and organization excellence framework.

Patrick’s 18-year career in PA include engaging youths at the grassroots level as Head of Section overseeing 100 community centre/club youth groups and enhancing youth organisations’ capability development as Deputy Director of National Youth Council. He also served as Deputy General Manager of then Tanjong Pagar Community Development Council (CDC) and was appointed Director of CDC Planning and Development Division in 2003 where he was responsible in the strategic planning and implementation of community development policies/programmes administered by all CDCs.

Patrick is the elected Honorary Secretary of SHRI. He has been serving as a Management Committee Member of the HomeTeam NS Association since April 2005 and Board Member of the Asian Civilisations Museum since November 2005. He volunteers as a Member of NUSS Alumni Development University Relations Sub-Committee and is an active mentor of NUS Faculty of Arts and Social Science Student Mentoring Programme.

He was also appointed a Member of the first WDA Community and Social Services Industry Skills and Training Council. He served on the then Singapore Police Association for National Servicemen Association Management Committee, MDA Cyber Wellness Taskforce, NCSS VWO Capability Fund Panel, Singapore Kindness Movement Council, MDA Broadcast, Publications and Arts Appeal Committee and MICA Creative Community Singapore Council.

Sardar is presently a Director with Human Capital Singapore (HCS), SHRI Corp and 8th Pinnacle. He started his career as a primary and secondary school teacher from 1958 to 1965. He was mobilised for service with the Singapore Armed Forces in 1965. He has held command, staff and instructional appointments in various SAF formations as a Manpower Officer, and retired in 1992 as a Lieutenant-Colonel. Sardar joined the SembCorp Group in 1993 and was seconded to head an Indonesian human resources company in the Riau Province as its Deputy General Manager. He provided HR/IR services to MNCs located in the Batamindo Industrial Park in Batam, Bintan and Karimun. Sardar was appointed Senior Vice President, Corporate Services/Business Excellence, SembCorp Parks Management from 1999 to 2008. Sardar joined the Singapore Human Resources Institute (SHRI) in 1984 and has since then held posts of Hon Secretary, Asst Hon Secretary and Vice President. He chairs the Publications Committee that produces the Human Capital magazine. Presently he is also the Hon Secretary of the Singapore Professional Executives Co-operative (SPEC). LTC. (Ret) Sardar Ali Bin Rahmat Ali

Sabrina is Senior Divisional Director, Corporate Services, ITE, and is responsible for spearheading and overseeing ITE’s strategic corporate functions under “One ITE System” at ITE Headquarters. These include corporate governance and strategic planning; organisational development and results; human resource management, talent development and culture transformation; organisational, people, innovation and service excellence; corporate branding, communications and marketing; international development and relations; and corporate administration and procurement.

Sabrina was an active change agent and driver of ITE’s successful transformation through three five-year strategic blueprints, the turnaround of ITE’s brand name and image, and its win of the prestigious Singapore Quality Award (SQA) in 2005 – the highest national award for global business excellence – and the Global Harvard-IBM Innovations Award in Transforming Government in 2007.

As Senior Assessor for the National Business Excellence Programme, Sabrina has served as Team Leader for several SQA Winners. She chairs the Publicity and Marketing Committee of the Singapore Human Resources Institute and chaired the PR and Ceremonies Committee for the 11th HR World Congress in 2006, graced by the Prime Minister.

Sabrina was conferred the Singapore National Day Award – Public Administration Medals (Bronze and Silver) – in 1996 and 2009 respectively.

Sabrina Loi

Hui Boon is General Manager (Training Academy) of SIA Engineering Company Limited.

Hui Boon started her career in the Human Resource Division of SIA Engineering Company, a leading aircraft maintenance, repair and overhaul (MRO) company providing maintenance solutions to a client base of international airlines.

With more than 15 years of experience, Hui Boon has overseen the full spectrum of human resource functions including both core human resource functions and strategic initiatives such as corporatisations, mergers and acquisitions, change management and productivity-related projects. As the Senior Manager for Human Resources, she supports a 6,000 strong workforce in Singapore and various subsidiaries and joint venture companies overseas, and participates in various professional and industry-related committees.

Appointed as the General Manager for the Training Academy of SIA Engineering Company in 2010, Hui Boon is responsible for establishing the Training Academy as the commercial arm of the Company’s Engineering Training Division to serve the aerospace industry both locally and overseas.
