ACT Background

• The Secretary of the Army and CSA established a Task Force to Review Education, Training and Assignments for Leaders (RETAL).

• The NCO Team conducted detailed reviews of RETAL requirements.

• The Secretary of the Army and CSA approved the RETAL action plans.

• HQDA and TRADOC consolidated initiatives from previous studies & reviews into one set of initiatives titled Army Leaders for the 21st Century (AL 21).

• HQDA G3 published the AL 21 Implementation Guidance.

USAR Survey Responses

• I believe that this is going to be a beneficial tool for all Soldiers and Leaders that will actually sit down and utilize it.

• This is a powerful and necessary tool for soldiers in the Army Reserve who did not have access to knowledge of an MOS and certifications they wish to pursue a career in, outside their own current MOS.

• ACT really shows me, the solider, that the Army is taking the careers of its soldiers seriously. Great program.

• WOW, for an AKO site this is easy. Got around wonderfully, learn huge amounts of things I need to get started on. Thank you!!! This is to easy to use.

– The awareness campaign describes the ACT Project objectives and benefits, explains the case for change

– The planned messages are designed to help target audiences move from unawareness to positive perception of the project

Understanding Campaign

• The Understanding Campaign helps affected audiences understand why expected changes are necessary and how the changes benefit them

• Describe the types of improvements Soldiers will see in the future and define the expected business process changes and benefits for impacted stakeholders

• The campaign provides the level of understanding necessary for users to support the expected changes and to begin to understand their role in the implementation.

Acceptance Campaign

• The acceptance campaign prepares users for the implementation of process and application changes

• Training and change management activities are highlighted and participation activities are scheduled and communicated

• Messages for this campaign are very tactical and targeted to specific audience groups
