HQPARIS TAKES THE LEAD IN THE WORLDWIDE ASSOCIATION BUSINESS

The Paris Convention Bureau (PCB) is no

stranger to these situations. And I must be

even more precise: I’m talking about the team

of Elodie Coudre, Congress Manager. In a very

short time, Elodie has become the darling of

many association executives. Because she’s a

charming young lady? No, that’s not the only

reason! In particular, it’s because she’s compe-

tent, displays great enthusiasm for her work,

and has mapped out with her team a working

process that can serve as a model for a lot of

European convention bureaus. I experienced

this fi rst-hand at the beginning of April, dur-

ing the second edition of ‘Paris Destination

Congrès’ gathering the local scientifi c profes-

sion, the French members of international

associations based in Ile-de-France, and the

Parisian congress players hosted by the Mayor

of Paris in the City Hall’s elegant salons. What

an honour!

AN EXPERIENCED CONVENTION BUREAUThere was a clear overtone during ‘Paris

Destination Congrès’: a city can only develop

into a successful congress destination when

all partners make an extra effort. Paul Roll,

Paris Convention and Visitors Bureau general

manager, knows that better than anyone. He

can take pride in the fact that he has created

in 2004 a specialised unit within the PCB that

seems to be at ease with coordinating the Pa-

risian players as well as assisting association

executives at each stage of their bidding proc-

ess and event. And there are just a handful of

these in Europe, or rather, in the world. During

‘Paris Destination Congrès’, the tremendous

efforts that must be made to land a congress

were frequently attested to by the association

executives themselves. Competition is fi erce,

and the know-how has to be there.

Pro-activity and mobilisation - these are the

key characteristics that the Paris Conven-

tion Bureau team keep clearly in view when

they go about attracting large congresses to

Paris. In 2008, this service kept track of 350

associations and supported 60 bids for large

international congresses (a 30% growth over

2007). Mobilising all the players in the fi eld

has resulted in more than 50 international as-

sociations selecting Paris for their congresses

between 2009 and 2016 (for a total of over

200,000 delegates). Meanwhile, another 60

projects are up and running in competition

for congresses between 2010 and 2019.

AN ACTIVE AND LONG-TERM IN-VOLVEMENT OF THE CITY OF PARISIn 2006, the Mayor of Paris, Bertrand De-

lanoë and the Paris City Council committed

themselves to giving active support to host-

ing international congresses in the city by

creating a welcoming atmosphere (support

letters and welcome speech, social event

at the City Hall, messages on the 170 city

billboards, etc.), guarantying the smooth

running of the whole process and heighten-

ing public awareness of the content of the

THOSE WHO FOLLOW THE CONGRESS INDUSTRY KNOW THAT PARIS IS CONSTANTLY

DEVOTING THE GREATEST CARE TO THE ASSOCIATION BUSINESS. OBVIOUSLY IT WORKS;

PARIS HOSTS OVER 600,000 DELEGATES AND 900 CONGRESSES EVERY YEAR AND

REACHED THE FIRST PLACE EX AEQUO WITH VIENNA IN THE 2008 ICCA CITY RANKING.

congress to ensure event legacy. Since then,

the Paris Convention Bureau has sought

assistance from the City of Paris for more

than twenty international congresses (over

100,000 delegates), without forgetting meet-

ings between deputy mayors and internation-

al associations during site inspections.

On the local picture, the City of Paris has

implemented a 7,000 additional bedrooms-

plan by 2020 (including heavy-weight 3 stars

hotels), to adapt the Parisian offer to the

ever-growing demand and to international

standards.

And do not underestimate the role played

by the Paris Chamber of Commerce and

Industry – CCIP which among other things

has merged its conference, exhibition and

corporate event sites with the Unibail-

Rodamco group to give birth to VIPARIS, the

fi rst European operator.

‘PARIS DESTINATION CONGRÈS’ AWARDS ITS AMBASSADORSOn April 9th, 2009, during “Paris Destina-

tion Congrès”, 10 France-based association

executives involved at the European or

international level were honoured by the City

of Paris for their essential share in defend-

ing Paris’ bids over the last fi ve years, all

of them with the assistance of the Paris

Convention Bureau. Those were touching mo-

ments, when the 10 medals were pinned on

by Christian Sautter, Deputy Mayor in charge

of employment, economic development and

international attractiveness, who said: ‘True

ambassadors, these great personalities of

various scientifi c disciplines can best share

their experiences while hosting their inter-

national congress. By winning, they assess

the “Parisian know-how” in their scientifi c

and professional environment. The goal has

been reached in Paris: the mobilisation of all

professionals from the meeting industry, the

local authorities and the scientifi c circles, in

order to win.’

EXAMPLES OF SUCCESSFUL CONGRESS BIDSESC CONGRESS 2011 Every city wants to woo and win - at least

once in its life - the congress of the European

Society of Cardiology (ESC). Not easy to pull

off, because the requirements set by the

ESC are very high, because this congress

is regarded as the reference in the medi-

cal sector, and because this is also one of

the largest congresses in the world. The

Paris Convention Bureau, the City of Paris,

VIPARIS, the CCIP and the hotel chains, have

been working for over 5 years to offer the

ESC a VIP-PARIS treatment in 2011 all the

way to a global scientifi c approach. This will

indeed be a unique opportunity to enhance

the city’s general concern on cardio-vascular

HEMOPHILIA WORLDCONGRESS 2012 Mrs. Elise de Haro, French Hemophilia As-

sociation (AFH)’s treasurer, gave a beautiful

example of how they have been working as

a team with the Paris Convention Bureau

and Le Palais des Congrès de Paris to land

their World Congress. She sketched out the

various steps they undertook through a fi ve

year-process, “from Paris bid announce-

ment to the completion of the bid book, site

inspections, promotional documents and

support letters, the Paris Convention Bureau

has been standing alongside the AFH at each

stage of the bid” says Elise. Even though

Paris had already lost once to Buenos Aires,

the AFH refused to give up and they applied

again for 2012. During the 2008 Congress,

the AFH and the PCB spoke loud and clear

from their common experience in front of

a general assembly of 109 countries. The

unprecedented verdict (78 % for Paris), has

been sum up by Elise as such: “It is a wonder-

ful human experience, it has been wonderful

and it will be all the way till 2012”.

AN OUTSTANDING ECONOMIC AND SCIENTIFIC ENVIRONMENTDid you know that the Paris region ranks

1st in Europe in terms of GDP and 2nd

worldwide for the hosting of the 500 largest

multinational companies? The French capital

is just behind Tokyo but ahead of New York

and London. Another asset is unquestionably

the diversity of its economic fabric which cov-

ers a vast spectrum of activities, from highly

innovative sectors such as biotechnologies,

nanotechnologies, wireless technology and

3D animation graphics to traditional indus-

trial activities including aeronautics and the

automotive sector. These diverse economic

sectors are driven by a vigorous R&D activ-

ity, the 1st in Europe with a workforce of

136,000 researchers and technicians, notably

in renowned institutions such as CNRS, CEA,

INSERM, Institut Pasteur, not forgetting the

17 universities and over 350 higher education

establishments.

PARIS IS A METROPOLIS OF GLOBAL STATURE, PROBABLY THE ONLY CITY IN THE WORLD

THAT EXERTS SUCH A DISTINCTLY ALLURING ATTRACTION ON PEOPLE ALL OVER THE

WORLD. MOST CONGRESS ORGANISERS ARE FOND OF SAYING THAT THEIR PARTICIPANT

FIGURES ALWAYS GO UP WHEN PEOPLE LEARN THAT THE CONGRESS IS BEING HELD IN

PARIS. EVERYONE WANTS TO VISIT PARIS AT LEAST ONCE IN HIS OR HER LIFE! THIS WAS

ALSO THE OBSERVATION REPORTED BY THE 10 AMBASSADORS: UP TO 30% MORE PARTICI-

PATION. PARIS IS A BOOMING DESTINATION WITH THOUSANDS OF PROJECTS AND SEVERAL

KEY CHARACTERISTICS THAT HAVE A DIRECT INFLUENCE ON CONGRESS ACTIVITY.

ON SEPTEMBER 17, 2007, FRENCH PRESIDENT NICOLAS SARKOZY STATED HIS WISH FOR IN-

TERNATIONAL CONSULTATION ON A «NEW COMPREHENSIVE DEVELOPMENT PROJECT FOR

GREATER PARIS». THE KEY ISSUES? EMPLOYMENT, HOUSING BUT ALSO TRANSPORTATION,

COMPETITIVENESS CLUSTERS AND SUSTAINABLE DEVELOPMENT. PARIS IS DEFINITELY ON

THE MOVE TO SHOWCASE ITS ASSETS AT AN INTERNATIONAL SCALE!

WHAT’S THE SECRET TO PARIS’ MAGICAL POWERS?

This has been boosted by the creation of

competitiveness clusters which have

opened up new opportunities for coopera-

tion between the public sector and private

enterprise: Advancity, (urban living and

mobility - sustainable development), ASTech

Paris Region (aeronautics), Cap Digital (IT

and digital content techonologies), Cosmetic

Valley, Finance Innovation, Medicen Paris

Region (healthcare), Mov’eo (transport), Sys-

tem@tic Paris Region (software and complex

systems).

AN EASILY-ACCESSIBLE CITY WITH SPECIAL OFFERS FOR CONGRESS ORGANIZERSBecause of its geographical location, Paris -

the gateway to Europe - guarantees optimal

accessibility thanks to its consistently reliable

network of transport infrastructures (air, rail

and road).

Europe’s 2nd European hub, the two interna-

tional airports Paris-Charles de Gaulle (CDG)

and Orly operate more than 14,000 fl ights a

week serving 625 cities in 136 countries.

Air France-KLM has launched a product

specifi cally designed for congress organisers:

Air France-KLM Global Meetings. Regis-

ter your event anywhere from 5 years to 2

months in advance and your participants will

be able to take advantage of discounts of up

to 10% on a wide range of already reduced

international fares (and up to 47% off on

national routes).

Upon arrival, your delegates will fi nd their

way thanks to the new signage at the

airports and the Paris Region information

desk. Moreover, the Paris Airport Author-

ity has launched a package dedicated to

professional events: you can then offer

your visitors the best possible welcome with

mobile counters, mobile notice boards and

television signage in your event’s colours but

also a VIP welcome from the gang-board exit

and reserved spaces for shuttles. By 2015, the

new suburban train CDG Express will offer an

additional means of transportation to your

delegates, allowing them to rally the city in

20 minutes (Gare de l’Est station).

Thanks to its exceptional rail network, the

High Speed Trains link up the main European

cities to CDG airport and the 7 Parisian train

stations in less than 4 hours: Brussels in 1hr

25 min, Luxembourg in 2hrs 05 min, London

in 2hrs 15 min, Geneva in 3hrs 20 min, Frank-

furt in 3hrs 50 min and Amsterdam in 3hrs

13 min, to name a few...

You will then have your fi rst step in one of

the renovated train stations, transformed

into very welcoming areas with shops and

Paris information desks (Gare du Nord, Gare

de l’Est and Gare de Lyon).

Upon arrival, Paris offers a large range

of possibilities to move freely and eco-

friendly. You can choose between the metro,

the bus, the tramway, but also the Vélib free-

to-use cycle, and Voguéo, the fi rst waterway

metro line… Public transport is defi nitely

the smart environmental option you can

propose to your delegates. This is the reason

why the RATP Paris Public Transport has

developed a congress card, valid from 2 to

7 days to guaranty freedom of movement to

your attendees in and around Paris (airports

included).

Rather than disappear, the car is undergoing

something of a transformation. Paris already

boasts initiatives which pre-date this transi-

tion into a new era: among the 16,400 taxis

(20,000 in 2012), some companies - such as

Taxis Bleus and Taxis G7 - have converted

to biofuel. Another company, Verture, offers

the least-polluting fl eet of the market, with

neutral impact on the climate thanks to its

hybrid engines. You will be able to try them

upon arrival as a route is now dedicated to

busses and taxis at peak time between CDG

airport and Paris!

PARIS, A SUSTAINABLE TOURISM DESTINATIONIn 2009, the 21st-century traveller can get

around town on a Velib’, eat organic food in

specialized restaurants and enjoy a walk in

one the city’s 400 green spaces. In doing

so, your delegates can expand the scope of

their discovery to the lesser-known Parisian

districts and seek out encounters with true

Parisians. Very soon, the reality of being

a ‘responsible tourist’ - in the same way as

being a ‘responsible citizen’ - will be matched

by that of professionals, major players in

sustainable tourism.

Paris is coming up with answers to make

the most of the natural, cultural and social

resources it already possesses, for the long

term. This includes awarding ‘green’ accredi-

tation to greater numbers of hotels and

favouring urban transport initiatives that

respect the environment. Not to mention

the participatory and fair cultural tourism

that it seeks to promote. In Paris, the environ-

ment is a subject that occupies minds on a

daily basis.

PARIS, INFRASTRUCTURES ADAPTED FOR EVERYONE. There’s no better way to sum things up than

to say that Paris has 1001 meeting possibili-

ties and even more if we take into account

the large number of projects. Just have a

look at the following pages…

1001 WAYS TO MEETGIVEN ITS INTENSE AND VARIED ECONOMIC AND

SCIENTIFIC ACTIVITIES, PARIS SEEMS TO BE THE

PLACE TO BE WHEN IT COMES TO HOSTING ASSOCIA-

TION CONGRESSES. WHAT PARIS HAS TO OFFER TO

CONGRESS DELEGATES IS SIMPLY OUTSTANDING,

NO MATTER THE REQUIREMENTS OF YOUR BUDGET

OR THE NATURE OF YOUR EVENT. FROM PURPOSE-

BUILT TO ATYPICAL VENUES, FROM CONFERENCE

HOTELS TO SCIENTIFIC VENUES, THERE’S LITERALLY

1001 WAYS TO MEET. AND BETTER: THE OFFER IS

CONSTANTLY RENEWED.

In an ever-more competiting market, congress centres

are being refurbished, new venues open, and strategic

alliances see light of day. In Paris, no less than 18 confer-

ence centres are homogeneously spread out all over the

city and the Paris Ile-de-France region, each being sur-

rounded by almost 8,000 bedrooms in all categories.

Besides the 10 venues managed by VIPARIS (see pages

8 & 9), three venues stand out. In the north of Paris and

at the heart of the ‘Cité des Sciences et de l’Industrie’

museum, La Villette Conference Centre gives your event

a scientifi c, cultural dimension, for up to 1,450 people

theatre style. One of France’s oldest conference centres,

the Maison de la Chimie enjoys a prime location on the

left bank, close to the Boulevard Saint-Germain: it boasts

three conference halls and 27 conference rooms, for up

to 914 delegates. Just 30 minutes from the city centre by

suburban train and with an on-site international TGV and

Thalys railstation, Disneyland® Paris Business Solutions

offers two convention centres, 95 meeting rooms for 10 to

4,000 delegates, and one amphitheatre with seating for

570, surrounded by 7,800 hotel rooms.

Strategically located and very affordable, an unexpected

category is getting more and more committed to wel-

coming congresses, namely scientifi c venues.

In 2008, almost 90 universities, hospi-

tals and research institutes such as In-

stitut Pasteur, La Sorbonne or the René

Descartes University have hosted over

200 congresses. As an example, the

Centre Universitaire des Saints-Pères

boasts 6 auditoriums and 67 meeting

rooms next to the Louvre.

Add to that hundreds of meeting

spaces and many Parisian conference

hotels among which 25 with over 300

bedrooms and you will wonder why your

event has never been to Paris yet or

how soon you will return!

And the good news is that there’s even

more to come. Just to name a few…

New business districts will emerge

close to the two Paris international

airports. In 2010, next to Orly Airport,

Coeur d’Orly will offer offi ce space, a

conference centre and a 4-star hotel.

In 2012, close to Paris CDG airport,

Airapolis will feature 3 new 4-star

hotels totalizing 631 rooms,a congress

centre with a 3000-seat auditorium

and 50,000 sq.m of exhibition space. In

2015, the tourist and business district

of Paris La Défense will be fully

modernized: in addition to hotels open-

ings, such as the Radisson Blu Paris

La Défense, eco-friendly skyscrapers

will arise a mere 10-minute ride from

downtown Paris.

CASE STUDYINTERNATIONAL FORUM ON QUAL-ITY AND SAFETY IN HEALTH CAREPalais des Congrès . 17-20 April 2012 and 8-11 April 2014

The International Forum is a 4-day health-

care event now in its 15th year which

attracts 2,000 healthcare professionals

from over 60 countries worldwide. It is co-

owned by the BMJ Publishing Group based

in London and the Institute for Healthcare

Improvement based in Boston, who explains

why they chose Paris… and VIPARIS

‘Paris is a very exciting city and has many

attractions no matter how many times you

may have previously visited. It is easily

accessible for all our participants by sea, air

and land and, it offers many great social at-

tractions. We are also very lucky to have the

support of many French healthcare organisa-

tions and we plan to work with them very

closely in 2012 and 2014.

We held our largest Forum in Paris in April

2008 and at that time were seriously consid-

ering holding the event at a repeat location.

Due to the success of the event and the fact

that it is such an exciting city - we agree to

consider Paris as one of our repeat locations.

We approached the Viparis team to propose

that we bring the Forum to Paris for two

years (2012 and 2014) in the fi rst instance

and consider the possibility of future book-

ings after 2014. We had some very honest

discussions with the team about our budget-

ary limits, especially in view of the current

economic climate. The team at the Palais

des Congrès de Paris and the catering team

at Concorde La Fayette then worked very

closely with us to meet our requirements.

The Palais des Congrès is situated in a good

location with easy access by shuttle to the

airport and by metro and taxis to Eurostar. It

has two 5-star hotels onsite and many others

of varying price range in the immediate sur-

roundings. The venue size and format gives

us the opportunity to continue to grow our

event in future years. It is an extremely easy

venue to negotiate around and, most impor-

tantly, the teams at the Palais des Congrès

are very welcoming and have already proven

that they can manage our event to the very

high standards we have set.’

Today representing 45,6% of the total hotel

landscape, hotel chains arise as a growing

force in Paris. International chains from

Europe, America, more recently Asia, and

other parts of the world are developing their

offer in the French capital: among them,

Park Inn (2010), the Crowne Plaza Boulogne

(2010), the W Paris-Opéra (2011) and three

additional Marriott hotels in 2010! Further-

more, three Asian groups will also be opening

their fi rst hotels in Paris: the Shangri La

(December 2009), Mandarin Oriental (2010)

and Peninsula (2012).

Keep in mind that Paris will also offer 7,000

additional bedrooms by 2020, among which

a 3-star heavyweight hotel.

ALTERNATIVE ACCOMMODATION

LONG STAYIdeal for those planning to stay more than 3

nights, Paris offers wonderful alternatives, in

aparthotels of all categories. These ‘resi-

dential hotels’- which represent 14,000 beds

altogether! - are fast developing as they are

options well worth considering if you wish

to combine the freedom and privacy of an

apartment with the convenience of a hotel,

at a competitive quality/price ratio.

Citadines and Citéa aparthotels have been

historical leaders with respectively 16 and 9

residences in Paris. Among the 16 Resid-

home aparthotels in and around Paris, the

Residence Paris Opera offers 16 high comfort

apartments in an elegant 18th century build-

ing next to the Opera house and Residence

Descartes is a few steps away from La Vil-

lette Conference Centre.

Created in 2007 by Accor and the Pierre &

Vacances Group, the 9 Adagio City Apartho-

tels provides an innovative accommodation

concept to meet the needs of business trave-

lers and/or congress delegates on medium

and long stays.

ACCOMMODATION AT ITS BESTWITH OVER 76,000 BEDROOMS IN 1,465

HOTELS AND 20,000 BEDROOMS IN

APARTHOTELS AND YOUTH ACCOMMODA-

TION WITHIN THE CITY, IT SEEMS QUITE

DIFFICULT TO COMPETE WITH THE DIVER-

SITY OF WHAT PARIS HAS TO OFFER. PARIS

IS DEFINITELY NOT ONLY ABOUT 4-STAR

HOTELS AND PALACES. IN FACT, 77% OF

THE PARISIAN ACCOMMODATION OFFER IS

MADE OF 2- AND 3-STAR HOTELS: AS SUCH,

IT OFFERS EXCELLENT VALUE FOR MONEY

AND DOESN’T NEED TO BLUSH WHEN COM-

PARING TO ITS COMPETITORS. WHETHER

YOU’RE STAYING IN INTERNATIONAL

CHAINS OR INDEPENDENT HOTELS, YOU’RE

LIKELY TO FIND A PLACE THAT WILL MEET

YOUR NEEDS SINCE THE OFFER IS CON-

STANTLY RENEWED AND MODERNIZED.

Last but not least, the brand-new Home

Business Paris Grande Bibliothèque is

especially devoted to welcoming scientists in

its 144 suites at the heart of this lively new

district, becoming the fi rst ever aparthotel

to be awarded the ‘research and teaching

houses’ label in Paris.

LOW BUDGETAs a crucial component of the Parisian

offer, youth accommodation represents a

total of 6,000 beds in Paris. Let’s mention

the CISP - for ‘Centres Internationaux de

Séjours de Paris‘ - Kellerman and Maurice-

Ravel, who together provide more than

600 beds distributed in two economic but

quality accommodation centres situated

in the students areas of Paris. Opened in

1968 in the heart of Paris, the FIAP Jean

Monnet is committed to receiving visitors

from around the world in 200 rooms. It

even boasts 22 meeting rooms for up to

200 people!

More recently the St Christopher’s Inn

Paris is a youth hostel featuring almost 300

beds on a peaceful canal, in the up and com-

ing 19th district.

Available for obvious reasons in summer

time, the Cité Internationale Universitaire

de Paris - the international campus if you

will - is located on a wooded park of 34

hectares in Southern Paris and represents

the largest concentration of residence

halls in the whole region: 5,600 beds in 38

residences.

Possibilities seem endless. Just take your

pick!

Paris as an opportunityStarwood Hotels’ convenient locations keep you

easily connected to the main congress and exhi-

bitions centres: the Paris Convention Centre, Le

Carrousel du Louvre, Paris Nord Villepinte and

many others.

Le Méridien Montparnasse’s new Conference CentreLe Méridien Montparnasse with its impressive

4,215 square meters of conference centre and

banqueting facilities welcomes your events for

up to 2,000 people, making the venue one of

Europe’s largest in-hotel centers. After its recent

refurbishment, the high tech meeting rooms now

allow you exceptional flexibility and endless pos-

sibilities from general plenary sessions to exhibi-

tion space.

A star is reborn + illuminates ParisWith a respect for heritage and appreciation for

the future, Le Méridien Etoile has been re-ima-

gined into a complete sensory and contemporary

experience. The newly decorated lobby and execu-

tive guest rooms create a stimulating and interac-

tive experience that allows guests to explore Paris

from a new perspective. 1025 guest rooms and

full conference facilities for events up to 1,200

guests offers you one of the biggest capacities of

rooms and meeting spaces in Paris.

Our Parisian properties also include The Wes-tin Paris, with a total of 2,000 square meters of

meeting space – including three specta-

cular historical ballrooms and the largest

conference room with daylight in the city

centre, the Prince de Galles, a Luxury Collection Hotel a few steps away from

the renowned boutiques of the Champs-

Elysées and the Arc de Triomphe and

finally the Sheraton Paris Airport, the

only hotel directly built inside the Termi-

nal 2 of the CDG International Airport.
