Aajeevika Skills

• Aajeevika Skills Guidelines 2013 approved on 20th September 2013

• Programme Details

– 25% of allocation under NRLM for skills and placement

– Financial support to Skills project to the extent of 90%, remaining

10% by the State Governments (only North East States) 10% by the State Governments (only North East States)

– The programme works in a public private partnership (PPP)

mode through PIAs

• Key features of the programme

– Placement linked, market driven training for 3 months to 12

months.

– Trained youth assured of a job after skilling (75% minimum)

Who is eligible?

• Age Category

– Poor Rural youth in 18-35 category

– Upper age limit for 45 years in case of Particularly

Vulnerable Tribal Groups (PGTs)

• Identification of Poor

– Participatory Identification of Poor (PIP)

– Below Poverty Line (BPL) households

– Youth who have worked as labourers in MGNREGS work

sites for at least 35 days in each of the previous three years

Coverage of programme

• 33% candidates to be women

• 50% of target candidates from SC & ST families (nationally, in

each state it will vary, depending on their percentage share in

population)

• 15% to belong to minorities

• 3 % to belong to differently abled

Categorization of State Governments

• Two kinds of states – Annual Action Plan (AAP) and non AAP

• Two kinds of projects – MSP and SSP

• Multi State Projects (MSP) to be brought to an orderly closure • Multi State Projects (MSP) to be brought to an orderly closure

• AAP states will sanction SSP projects at their level

• Non AAP states recommends SSP projects, but MoRD will

sanction

Role of State Governments

• Contribution of 10% State share (NE States , Uttrakhand and

Role of District Administration

• Preparation of youth database at panchayat level.

• Assist PIA in mobilization of rural candidates.

• Identify and enable access to suitable public infrastructure

in these districts for undertaking skilling projects.

• Enable assistance for tracking of candidates who have

been given placement through involvement of community

based organizations (SHGs) or PRI’s.

• Monitoring of ASDP Projects and inspection of training centres.

Concurrent monitoring

• Level -1 PIA

� Weekly online monitoring of data uploaded daily by training centre

� Bio metric geo tagged time stamped attendance of trainees and trainers

� CCTV recording of class room transactions

� Monthly inspection of training centres by Q team of PIA

• Level -2 SRLM (with help of DRDA & State TSA)

Who can be a PIA?

• Entities registered under any Indian Trust Acts or any State

Society Registration Act or any State Co-operative Societies or

Multi-State Co-operative Acts or the Companies Act, 1956:

– Educational Institutions with their own or leased (for 20

– Corporate entities (for captive placement)

– Entities that train and place for improved Public Service

Delivery

– Commercial and not for profit training providers (providing

employment elsewhere)

• Federation of SHGs and cooperative societies

• Market leaders running established fee-based skilling

programmes which the poor can access through

vouchers/scholarships provided under Aajeevika Skillsvouchers/scholarships provided under Aajeevika Skills

• Government/semi government/autonomous government

organizations at the State and National Level

Eligibility conditions for PIA

• More than three years old at the time the application is

received by MoRD.

• Not have negative net worth in at least two out of the last three

years.

• Have a turn over that is at least 25% of the size of the proposed

project.

• In the case of NSDC partners i.e. entities in which NSDC has an

equity stake or provided loans, the minimum existence for a

period of 3 years and the negative net worth requirement will

not be required.

Consortiums can also apply provided they meet the following

conditions:

• The lead consortium partner meets the conditions of

eligibility set forth in this guidelines.

• In case core activities are undertaken by consortium

members, such member has to be eligible as per the

Guidelines.

• The oversight mechanism of the lead partner is explicit and

adequate.
