# 19-01 2019 Tax Notices in the Mail
on or before May 20, 2019
The tax rates have been set for 2019 and
represent an increase in tax revenue of 1.5%
(actual tax increases will vary from property to
property depending on assessment changes,
construction).
School tax requisition amounts are typically determined in accordance with the release of the provincial budget, as the amount requisitioned from each municipality is dependent on the overall education budget for the year. Because municipalities depend on knowing the requisition amount to prepare tax notices for property owners, section 168(4) of the School Act directs municipalities to make requisition payments based on the previous year’s requisition amount if the current year’s amount is not determined by March 15. This means that until the 2019 provincial budget is tabled, municipalities will continue to be requisitioned by the province at 2018 requisition rates.
In terms of collecting requisitions from property owners, section 359(3) of the Municipal Government Act states that “If in any year the property tax imposed to pay the requisitions results in too much or too little revenue being raised for that purpose, the council must accordingly reduce or increase the amount of revenue to be raised for that purpose in the next year.”
Please note taxes are due on JUNE 30, 2019.
There will be a 10% penalty assessed on all
taxes that are received with a postmark that is
after June 30th. We accept postdated cheques,
so if you normally pay at the end of June, you
are encouraged to mail a postdated cheque
dated June 30th and we will hold your payment
until that date.

Weed Management Program
Dandelions - will be sprayed on the golf course and horseshoe
pit lands in May (weather permitting).
Noxious Weeds – in mid-June, Prairie Environmental will be in
the Village to check on the weed growth and if there is enough
weed leaf development, they will post signs with the timing
planned for the spraying with an alternate day in case of rain.
Please note that according to the Weed Control Act RSA, the
Summer Village of Ghost Lake is responsible to ensure that
noxious weeds are controlled on lands within the Summer
Village. Landowners are responsible for controlling noxious
weeds on their own property. Council has approved a weed
control management program for public lands. 2019 is the third
year of the program and is being implemented by Prairie
Environmental.
Private lands - If there are weed infestations on private property
that individuals want treated at the same time as the public
lands, please contact Prairie Environmental ahead of mid June
to arrange for action the day the public lands are being
sprayed. The cost of spraying on private lands, will be the
landowner’s responsibility and payment arrangements made
directly between landowner and Prairie Environmental. Prairie

ANNUAL GENERAL MEETING
SATURDAY JUNE 22, 2019 @10am
The Village Annual Meeting will be held on Saturday, June 22,
2019 at the Community Services Building. The meeting will
commence at 10:00 am to discuss the civic business of the
Village from the past year.
Minutes from last year’s meeting are now available on
www.ghostlake.ca and the agenda for the 2019 meeting will be
available after June 10th. Anyone who would like a copy of
these items in advance of the meeting, is asked to contact the

Ghost Lake Village
Community Association
There have been a few questions about this new Association.
Here are some details on who they are.
The Ghost Lake Village Community is a Not-For-Profit Society
incorporated in the province of Alberta.
As part of the incorporation documents they have identified
their purpose as the following:
a. To promote and foster Community spirit and health and wellness;
b. To facilitate the recreational, cultural and social activities of the
residents of Ghost Lake Village; and
c. To use funds of the Society only according to and in pursuit of
these objects.
As an incorporated entity they are separate from the municipality and are subject to the same provincial and federal laws regulating any other not for profit.
Come out to their AGM on May 25th to meet the
Board and see what they have planned.
The Summer Village is Hiring a Seasonal Labourer
Hours are flexible – generally the position will be scheduled
Monday – Friday and shifts will not last longer than 7 hours
between 7am and 5pm. Position start date will be July 2 and
will last for 6 weeks until Aug 9.
The competition is open to secondary and post-secondary
students returning to school in the fall.
Rate of pay: $18.00 per hour.
Supervisors for Seasonal Labourer
To comply with the Alberta Health and Safety Act and Work
Alone regulations a supervisor is required for the Seasonal
Labourer position. Previous years have been successful having
individuals take turns one week at a time supervising. All we
require is your attendance at the Orientation Meeting held on
the employee’s first day of work and then each day during the
week you are scheduled to supervise. If you are interested in
helping out this year, please contact the Village Office at

week(s) between July 2 and Aug 9 you are available to help.
The program cannot proceed without
supervisors, so please contact the Village
Office by June 15th if you are willing to
assist.

the Emergency Phone Broadcast System on
Sunday June 23, 2019 at 11am.
A test message will be sent to all phone numbers on our
list.
If you do not receive a test call or have additional phone
numbers that you would like added to the broadcast list,
(cell phones, family members, renters, etc.) please

It is located on the Fees & Forms page. Email, mail, or
fax the completed form to the Village office to have your
numbers added to the list. . Paper copies will be
available at the AGM as well.
Note: the system accepts both Canada and US numbers.
Please note that the emergency broadcast is an informal “best attempt system” for the Village to try to advise as many residents as possible of a potential emergency in the Village. It is not 100% accurate and the Village does not assume any liability for missed or dropped calls.
How Fire Service and First Response has changed in the Village
Last Summer Council successfully secured a Fire Services Agreement with the MD of Bighorn. It was effective August 1, 2018 and
lasts for 5 years.
This means when a 911 call is placed for Fire or Emergencies the Jamieson Fire Hall is now our designated first responder.
The Summer Village secured this agreement partly due to a meeting with the office of the Fire Commissioner of Alberta. In that
meeting we were told that it was not advisable for our Volunteer Initial Assist Team to be responding to any fires in the Village. The
training requirements to keep them safe are vey extensive and not what our volunteers had signed up for. As a result, the Initial
Assist Team was disbanded - we no longer have a team of local volunteers that will respond to structure fires in the Village. All First
Responders will come from the Jamieson Fire Hall. The Town of Cochrane Fire Department will continue to support the Summer
Village through a mutual aid agreement they have with the MD of Bighorn,
The Fire Prevention and First Response Committee is still active to provide recommendations to Council on issues like Fire Safety
Programs, and a permanent water source in the Village.
Fire Insurance Please check your fire insurance
policy to confirm that the Summer Village of Ghost
Lake’s nearest “manned” fire station is in the Town of
Cochrane. Jamieson Fire Hall is the first responder for
Village fires; however, they are classified as a volunteer
fire department. It is important that your insurance
company is aware of that. Also, under the provisions of
the fire bylaw, property owners can be billed for the cost
of fighting fires on their property. This can amount to
thousands of dollars. Check with your insurance
company to ensure that you have adequate coverage
for firefighting expenses.
911 Medical Emergency calls will still
result in an ambulance being dispatched from
Cochrane. The Jamieson Fire Hall will also respond, as
our medical first responders, to provide emergency
medical support until an ambulance can arrive on
scene.

Evacuate all people and pets to a safe distance
If someone is available – pull the Emergency Pull
Station on the Community Services Building. This
will sound the Community Alarm so your neighbors
will be alerted to the potential danger

The Summer Village of Ghost Lake Municipal Development
Plan (MDP) Steering Committee has been working hard on
the Draft Version of the Plan. On May 5th, and again on May
13th the committee met with the consultant and provided
feedback and direction on the first draft of the MDP.
What Happens Next? The Draft MDP will be posted online at www.ghostlake.ca in
mid-June. An email will be sent to all property owners, with a
link to the webpage the MDP will be found on, as soon as it
is available. Watch your in-boxes.
The MDP Steering Committee will be holding an Open
House on Sunday July 21, 2019 beginning at 10am in the
Community Services Building. This will be your opportunity
to give the committee feedback on the draft MDP, have your
questions answered, learn more about why we are even
doing this in the first place, and enjoy a morning snack. If
you are unable to attend the Open House, there will be an
opportunity to provide feedback in writing through the Village
Office.
After the Open House the MDP Steering Committee will be
meeting again to review all the feedback and finalize the
MDP for Council. Once revised, a new DRAFT of the MDP
will be available to the public for review.
Because the MDP is a Statutory Plan, Council will hold a
Public Hearing (date still to be determined) where all
residents have an opportunity to speak on the changes that
were made, or on any other concerns with the content. This
hearing will help Council decide if the MDP meets the needs
of the community or if more work by the Steering Committee
is needed to address the needs of the community
Last summer the Natural Environment and Lake
Stewardship (NELS) Committee began examining our
Community Composting Pile. What they learned was very
surprising. Municipal Composting facilities are regulated
by Alberta Environment and Parks and require onerous
reporting and testing requirements. The NELS committee
reported that for the Summer Village Composting Pile to
continue the way we have in the past there would be a very
high cost. Certified staff would be required to manage the
site, and much more involvement by regulatory bodies
would occur.
In order to continue to provide a location for residents in
the Village to dump unwanted vegetation such as grass
clippings, leaves and branches we are changing our
system a bit. Starting immediately the old composting area
will be re-designated as a COLLECTION AREA for
vegetative matter. Once or twice a year, depending on
use, the material that is collected will be hauled away to a
registered composting facility such as at the Spyhill Landfill
site.
The NELS Committee will be working with Administration
to identify where material can be dumped in the Collection
Area.
If you need soil for your garden beds this spring, consider
heading out the older sections of the compost pile to collect
some.

REGATTA 2019 AUGUST 2, 3, & 4
REGATTA 2019 is once again upon us. Thanks to LEAH
FINK and her amazing team of volunteers for organizing
the event this year.
The Regatta schedule is attached and available on the
Village website for easy reference. http://ghostlake.ca/
Unfortunately, we were unable to get the necessary
permits to allow fireworks this year. We will continue
to work with Trans Alta and Forestry over the next year
to get approvals in place for next year.
Municipal Development Plan (MDP)
The Summer Village of Ghost Lake MDP Steering
Committee Held an Open House on Sunday July 21,
2019. The steering committee was available to discuss
the plan with all who attended. The MDP and feedback
forms are posted on the Summer Village Website at
http://ghostlake.ca/municipal-development-plan/
Feedback can be emailed to [email protected] until
Monday August 5, 2019
There are large format versions of the Figures from the
plan posted in the
Community Services Building
along with paper copies of
the DRAFT MDP and Paper
feedback forms. As the
building will be open often
during Regatta, take a
moment to drop in and look
at the information if you
have not yet had a chance to.
A Public Hearing will be held later this fall to allow for
residents to make final official statements regarding the
plan before Council deliberates on the plan’s approval.
If there are changes you would like to see made watch
for the Public Hearing announcement so you can have
an opportunity to voice your opinion. Details on the

SLIDE CLOSED
It has been determined that the slide at the playground
is no longer safe for use.
The slide has been closed off for
use until a certified company can
be hired to remove it
completely.
The Summer Village is currently
looking at options to replace the
slide itself or to replace that play
component with an alternate
option
Please ensure your children know not to use the slide.
Garbage and Recycling Reminder
The garbage bins are intended for household waste
only. Please do not dispose of large items such as
furniture or appliances in the bins.
Because of high use during Regatta there will be an
extra garbage pick up the week of August 5th.
Ensure your recyclables are bagged and cardboard is
broken down.
Do not leave any garbage alongside the bins. The
contractors will not pick up those materials and your
neighbours end up having to clean up after you!
TEMPORARY SIGNS on Public Lands
Bylaw 222 regulates the placement of signs on public
land in the Summer Village of Ghost Lake. This bylaw in
full is available to view online at

Please remember that temporary signs such as realtor
signs, election signs, and garage sale signs cannot
remain posted on public land indefinitely. The Summer

Village of Ghost Lake will remove signs posted on public
lands that contravene this bylaw.
TREES on Public Lands
The Summer Village of Ghost Lake Council, with the Help of the Natural Environment and Lake Stewardship Committee (NELS), has been working on a Tree Protection Bylaw and Policy. The purpose of the Bylaw is to protect,
preserve and retain trees in public spaces owned or controlled by the Summer Village of Ghost Lake. The purpose of the policy is to provide a procedure for addressing individual requests for cutting, removing, moving or pruning trees on Summer Village Lands.
Trees and Shrubs located on public lands including
boulevards, parks, open spaces and leased lands cannot
be removed without prior written approval from the
Summer Village.
Until Council has an opportunity to approve the this Bylaw and Policy we would ask anyone who would like to anything with trees on public land to please contact Administration at [email protected] with the location of the tree(s), what the issue or concern is and what the proposed action you would like to take. As well any pictures of the tree(s) are very helpful if available. Administration will refer your request to the NELS committee and Public Works for review.
PARKING on Public Lands
Boulevards and Village land are not to be considered an extension of your personal parking. Personal vehicles. RVs and equipment should be parked or stored on your own property.
Ghost Lake is a summer village which means during the summer, residents can park their boats on the boulevard in front of their property, that is acceptable in a lakeside community. However, parking your Recreational Vehicle/Trailer on the boulevard is not acceptable practice. RV’s should be parked wholly inside your own property.
If you have visitors on the weekend in the summer, the boulevard directly in front of your property can be used to accommodate your guests’ vehicle with their RV over the weekend but the vehicle and/or RV cannot continue to park on the boulevard throughout the week and beyond.
Off Road Vehicles
Please note that off highway vehicles (including ATV’s)
are not permitted on public lands except
• for the sole purpose of servicing a boat in the lake or launching a boat or
• removing a boat from the lake,
• solely for gaining access to or leaving the frozen waters of the lake by way of the boat launch or
• when working with a Village sanctioned work crew on a project.
NOTE: Go-carts and golf carts are not allowed on
Village roads at any time, pursuant to Provincial
regulations
Rural Crime Watch
The purpose of a Rural Crime Watch program is to
improve awareness of the potential for crime and
promote crime prevention through the
communication of information. The role of a Rural
Crime Watch member is to observe and make note of
information that can be passed on to the RCMP which
can be helpful in the investigation of criminal activity
and help lead to arrests and charges being laid.
