Breakout Session:
How Can the NAP
Process Enhance the
NDCs by 2020?
We’ve got some ideas.
About the
Goal is to enhance national adaptation
planning and action in developing
countries
Established in 2014 @ COP20 in Peru
Funding from Germany, United States,
Canada and Austria
Participation: 1100+ participants from
123 countries – including 11 donors
Governance:

Secretariat (IISD)
Management Team (US State Dept, GIZ)

The NAP
Process
A domestic process that integrates
climate adaptation into development
planning and budgeting at national,
sectoral and sub-national levels.
The Role of the
National Adaptation
Plan (NAP) process in
NDC implementation

What are we talking about?
NAP NDC
NAP: National process to
identify medium- and
long-term adaptation
needs and put in place
strategies to address
them.
NDC: A country’s pledge
for meeting the goals of
the Paris Agreement,
including on adaptation.
What is
the link
between
NAPs and
NDCs?
• NDCs → goal-setting on
adaptation: Set out the high-level
vision, objectives and needs a country
will address through its adaptation
efforts
• NAPs → vehicle for NDC
implementation: nationally-driven
processes for integrating adaptation
into planning and implementing
adaptation priorities outlined in NDCs
Where to start?
Range of approaches
NAP folded into NDC
Adaptation notin NDC
Adaptation in NDC…but unsure if/how
it links to NAP
NAP mandated by / recognised
as implementationvehicle in NDC
Keep themseparate
Have themclosely aligned
Why are
we talking
about it?
• 132 countries submitted NDC with
adaptation information
• Raise the profile of adaptation –
Paris Agreement → political support, $
• Build on what’s been done:
leverage the experience, expertise,
investments in adaptation
• Efficiency: Streamline, coordinate,
avoid duplication, lessen the burden
• Explore adaptation-mitigation
links: putting goals beside each other
in one place
What are
countries
saying?
• Most countries recognize that
there should be links and aspire to
strategic or systematic alignment
between the NAP and their NDC and
recognize links to other framework
(e.g. SDGs, DRR) to streamline and
minimize burden
• Recognition that NDCs might be
an opportunity for adaptation,
particularly in terms of profile and
access to resources
• But links are still largely
theoretical and harder to realize
Challenges

Political: Who’s driving the process
Institutional: Who’s responsible for
NAP vs NDC
Timing: national policy context
