The minutes from the last meeting were agreed and signed off.

We went through the action pad for this group and this has now been updated and is included here:

Agenda Items for today

1) Review feedback on Health section of the 2013/14 Self-Assessment Framework:

Tracey explained the 2013/14 Self Assessment Framework to the group.

There are 11 authorities in the East of England and Luton is one of these.

The overall rating was published by IHal on the 15th June 2015; the rating given for Luton was Amber.

Jon Wallis has done a comparison on some of the questions between Luton, Central Bedfordshire and Hertfordshire. This comparison is included here, as well as an easy read copy:

The group had a workshop around 2 of the questions from the health section of this self assessment, to see if there is anything we can do here in Luton to improve our ratings.

There was some further discussion following the workshop and the points that were mentioned were:

Most of the numbers around AHC are held on health registers and these cannot be accessed by LBC

Health systems do not always ‘talk’ to each other Available training is not accessed by all GP’s; or picked up by

opticians, dentists etc. GP’s do not always capture the information around someone’s

learning disability on the referral letters sent to other health professionals

The flagging system at the L&D does not trigger if the referral information is not detailed enough to include the learning disability

Learning disability training is now mandatory in the hospital, should it also be mandatory for all health professionals?

Should there be extra training for all health related services? Should there be other forms of alerts for appointments other

than letters, such as a reminder by text Expanding the Health Facilitation Service would support much

of what needs to be done around training and support Could pharmacies be working better for people with a

learning disability Health checks might be done better if a carers is present, as if

you are on your own they do less and explain less to you

2) Annual Health Checks 2014/2015:Tracey talked to the meeting about the results so far for the numbers of people with a leaning disability in Luton who has had their annual health checks.

3) Any Other Business:

Tracey reminded the group that in Luton we do have a lead GP for Learning Disabilities, Dr Riasat, to support us with our work with GP’s.

GP’s are paid for the learning disability checks that they claim so the question asked to the group today was “What can Dr Riasat do to help us with GP’s and Health Checks / Health Action Plans?”

Look into being able to hold HAP surgery’s within some of the GP practices

Making sure people know how to communicate properly with someone, relevant to their disability/personal needs. This is not just GP’s but anyone working within the practice; Practice nurse, receptionist or those responsible for appointments

Look into how contact is made by doctors and who is using the easy read letter(s)

Remind GP’s about the information needed to be included in referral letters

Alan told the group that there is going to be a significant increase in bus fares. This will affect those on a fixed income as well as the elderly, the unemployed and people with a disability.

Alan would like everyone to keep this in mind when they are booking people’s appointment times and book times that take into account the 9.30am bus pass restrictions.

POhWER – Emma Hart from POhWER explained to the group that the way the subgroups work is going to change. There will be weekly meetings with service users and each week a different subgroup will be discussed, with a voice group around Being Safe on the fourth week. The subgroups will then have a professionals meeting where feedback will be given by the service user groups and this will then feed into the main Partnership meetings.
