Housing Issues Frequently Asked Questions (FAQs) 1. What are considered life, health and safety issues?
a. Discolored water b. Water damage c. Mold d. Peeling paint (on pre-1978 homes) e. Pest infestation f. Broken floor or ceiling tiles g. Foul smells h. Issues the resident or assessor deem a life, health, or safety issue.
2. Why are you sending assessment teams and what can we expect when they arrive? The Secretary of the Army has directed all installations with family housing to conduct an assessment to ensure our Soldiers and Families are receiving quality housing. If you choose to let us in, we will be assessing windows, doors, plumbing, lights, appliances, mold issues and any other concerns you identify for us. 3. How long will the assessment take? Our assessment should not take longer than 20 minutes. 4. How will I know this is an assessment team? They will come in Army Combat Uniform (ACU) as a team of two. They will identify themselves as an Assessment Team. They will have a “Request to Visit” form for you to sign either allowing them access or stating you do not want them to enter your home. 5. What if no one is home during the appointment window for my village? The home will be bypassed. We will leave a "sorry we missed you" letter with contact information so you can call to reschedule an assessment if you wish. 6. Can I request a different appointment time? Yes, but it must be within the make-up period for these assessments. See that schedule on the main page of the Carson website.

7. What if I don’t want to let them in? Can I say NO? Yes you have a “Right to Refuse”. As a tenant in privatized housing managed by Balfour Beatty, you have the legal right to choose NOT to allow our team into your home to conduct an assessment. This is your leased housing, and you get to decide what you want to do. 8. What are the ramifications of not letting the team into my house? We won’t have an assessment of your home. If you would like to conduct your own assessment, you can do that, noting any deficiencies and whether you’ve submitted a work order to Balfour Beatty for them. Turn them in to the assessment team or your Soldier’s chain of command. 9. What do I do if I think my house has a mold issue? We know that mold is a major concern to you. If you suspect a health hazard due to mold immediately inform and show your assessment team or contact Balfour Beatty. There is also a mold addendum, which can be found here with more information: http://www.fortcarsonfamilyhomes.com/media/541227/ADDENDUM-Mold.pdf 10. If the assessment team does note an issue, what can I expect in terms of follow up timeline and from whom? Issues will be addressed by the agency best suited for the problem, whether a contractor or Balfour Beatty personnel. Issues will be addressed according to Balfour Beatty’s work order priority. This work order priority is published on the Balfour Beatty site within the resident guide pages 17-19: http://www.fortcarsonfamilyhomes.com/media/2107209/Carson-Resident-Guide-Updated--March-2017.pdf **Note: There is a big difference between an emergency work order and a life-threatening emergency. In the event of a life-threatening emergency, call 911 immediately**
