Recommendation & Overview
• Recommendation that Council approve the annual Continuum of Care (CoC) application to HUD>Funding request of $3,411,155 for 16 projects
• HUD NOFA released 09/17/15, due 11/20/2015>Includes new & renewal funding>Nationwide $1.89 billion is available through
NOFA• City will submit applications for 13 renewals, 2 new
projects, and 1 project utilizing reallocated funds• These funds could be at risk if actions to
criminalize homelessness are taken.

Continuum of Care Background
• The CoC is the entity in a geographic area that:> Plans for and administers programs to prevent & end
homelessness> Submits Annual Application to HUD > Includes City, homeless providers, health & mental
health agencies, faith community> City of Pasadena is Collaborative Applicant/Lead
Agency for Pasadena CoC• Application funds existing homeless programs
> Funds are awarded competitively by program, not block-granted
> Limited funding available annually for new targeted programs

Funding Requests
• Application includes 3 Categories of Funding Requests:>Reallocation Funding-$124,423 for 1 project
Consists of funds awarded in prior competitions that are being redirected to new activities/projects
>Renewal Funding-$2.7 million for 13 projects Projects that have been awarded in past
competitions and are eligible for renewal>New Project Funding-$529,279 for 2 projects
Limited pot of available funding for prescribed programs4

• Reallocated funds from Union Station Adult Center Transitional Housing project>Reallocation is result of HUD guidance, best
practices Non-reallocation would result in possible
loss of funds Will not result in loss of emergency shelter

Renewal Projects
• 13 Renewal Projects - grants expiring in 2016 totaling $2,757,453>HMIS-data collection software>Permanent Supportive Housing
Navarro House, Hestia House, Euclid Villa, CHOISS Housing
Holly Street Housing-40 rental assistance slots and outreach/case management
Shelter Plus Care-5 grants for rental assistance Rapid Rehousing-2 grants for short- and
medium-term rental assistance (maximum of 24 months)

New Projects
• Two new project applications will be submitted• After selection via RFP, Union Station will submit an
application for rental assistance>Permanent Housing Bonus Project
$441,066 for rental assistance for chronically homeless individuals
• The City as CoC Collaborative Applicant is eligible to apply for one new Planning Project based on limited, targeted funding available >Planning Funding
Maximum award of $88,213

Matching Funds Required
• HUD requires a 25% local funds match for all projects> City-sponsored projects require City match
HMIS-$35,095 in General Funds included in FY16 budget
Planning Project-$22,053 in General Funds included in FY16 budget
City-utilized Administrative Funds require $22,661 match
» $6000 in General Funds included in FY16 budget
» Additional $16,661 in General Funds required» Will bring budget amendment to Council if HUD
