FROM THE PRESIDENT & CEOThe 5th IRF Latin America Regional Congress will provide a unique forum for sharing the latest industry technologies, solutions and best practices from all over the world. Delegates will exchange knowledge and take it back to their respective countries for the benefit of their industry and societies. Roads play a vital role in the economic development of all nations. It is a well-established fact that a poor road network hampers economic and social progress; therefore, in these challenging economic times, investments in the road sector can benefit the whole of society by providing access to markets, jobs, education, healthcare and other services, by lowering the cost of moving
goods, and — my personal passion — by saving lives and avoiding injuries in unnecessary accidents.
The fifth edition of this event will serve as a means to deliver world-class knowledge resources and practical guidance across shared transportation challenges, including road safety, infrastructure asset management; urban development & mobility; and funding transport Infrastructure. It will bring together regional and local industry stakeholders from government, academia, civil society and the private sector to help find solutions to the region’s transportation challenges.

FROM THE CHAIRMANOn behalf of IRF’s global volunteer leadership and members, it gives me great pleasure to invite you to the 5th IRF Latin America Regional Congress.
The IRF’s highly successful cycle of congresses offers tangible evidence of the need for platforms where proven and innovative mobility solutions can be shared at regional level. Since our first Latin America Regional Congress in 2006, we have come a long way in promoting a meaningful dialogue among transportation professionals and applying the resulting outputs to advance the region’s transportation policy.
We are delighted to return to Colombia with a mandate to innovate across a range of industry challenges, from resilient road design to public partnership models, all designed to ensure that the value of roads to society is maximized.
We have also reached a crucial mid-term point in the UN Decade of Action for Road Safety 2011-2020. Like many of its neighboring countries, Colombia has set ambitious goals and taken concrete steps to eradicate roadside hazards and other risk factors. More can be done to accompany the region as a whole and we will be placing safer roads for all at the center of the Congress.
I trust all of you will enjoy this event and take this opportunity to learn, explore and share valuable insights, solutions, and technologies that can be applied to solve critical transportation challenges in your respective countries.
