  • The Round Table of Donors and Technical and Financial Partners (TFPs) was held in the conference room of the African, Caribbean and Pacific Group of States (ACP) in Brussels on 26th June 2019

    Organized by the European Marketing Research Center (EMRC), following the memorandum of understanding signed on 1st August 2018 in Malabo, Equatorial Guinea, with the Economic and Monetary Community of Central Africa (CEMAC), this meeting was aimed at mobilizing resources to finance and implement the eleven (11) projects of the CEBEVIRHA's 2015-2025 strategic plan (CEMAC) and the thirteen (13) projects of the Regional Program for Agricultural Investment, Food Security and Nutrition (PRIASAN / ECCAS).

    Took part: Mrs. AZIZA BAROUD, Ambassador Extraordinary and Plenipotentiary of Chad to the Benelux countries and the United Kingdom, Permanent Representative to the European Union and the ACP Group of States, represented His Excellency IDRISS DEBY ITNO, President of the Republic of Chad, Head of State, Head of Government and "Champion" of the said Round Table; Professor DANIEL ONA ONDO, President of the CEMAC Commission; Ambassador AHMAT ALLAM-MI, Secretary General of ECCAS; Ambassador AWAD AHMAT SAKINE, Representative of the African Union to the European Union; Dr PATRICK GOMES, Secretary General of the ACP Group; Mr. PEDRO BAYEME BAYEME AYINGONO, Executive Secretary of CEBEVIRHA and Mrs. IDIT MILLER, Managing Director and Vice President of EMRC.

  • In addition, donors, investors and technical and financial partners were strongly mobilized. We will mention in particular the African Development Bank (AFDB) represented by Dr. OUSMANE DORE, Director General Central Africa region; the European Union (EU) represented by Mrs FRANCESCA DI MAURO, Central Africa Director at DG DEVCO; Futures Agribusiness (FAGRIB) of the USA, FOKABS INC. of Canada, as well as Turkish, Israeli, Belgian, German, Austrian and Dutch partners and investors.

    The Opening Ceremony was marked by six (06) addresses by senior ACP officials, EMRC, CEBEVIRHA, AU, ECCAS and CEMAC respectively. These speeches preceded the opening speech of the round table delivered by Mrs. AZIZA BAROUD, Representative of the President of the Republic of Chad, Head of State, Head of Government, "Champion" of the event.

    The speakers all encouraged the donors and partners to make realistic statements to be transformed into concrete financing, necessary for the realization of the strategic projects of the 2015-2025 strategic plan (CEBEVIRHA/CEMAC) and PRIASAN (ECCAS).

    In addition to the personalities mentioned, this ceremony recorded the presence of nearly 200 participants, including Ambassadors from several African countries, Ministers and Directors in charge of Livestock and Fisheries of the countries of Central Africa, representatives of CEMAC bodies and institutions, representatives of diplomatic missions, representatives of international and regional organizations, breeders, fishermen and aquaculturists.

  • The opening ceremony preceded:

    The presentations

    • PRIASAN (CEMAC);

    • the Strategic Plan of CEBEVIRHA;

    • a documentary presenting the potential of livestock farming, fishing and aquaculture in the CEMAC area, the constraints to the development of these sectors and the testimony of the actors.

    The statements

    • His Excellency HERMES ELA MIFUMU, Deputy Minister of Fisheries and Water Resources of the Republic of Equatorial Guinea;

    • His Excellency Mr. URBAIN OTSALA, Minister Counselor at the Congo Embassy to BENELUX and the EU, representing His Excellency the Ambassador of Congo, President of the ACP Group of Ambassadors of Central Africa.

    • All presentations and declarations were intended to encourage donors and partners to invest in Central Africa to promote the emergence of promising value chains within the agriculture, livestock, fisheries and aquaculture to ensure the food and nutrition security of the peoples of the region.

  • From this perspective, donors and partners have made a strong commitment to supporting the projects presented. These were :

    the African Development Bank (ADB) represented by Dr. OUSMANE DORE, Director General for the Central Africa Region. He informed the audience of the approval by the AFDB Board of Directors of the integration strategy in Central Africa which takes into account projects of the strategic plan of CEBEVIRHA and PRIASAN. Dr. DORE is committed to supporting the eligible projects of CEBEVIRHA's strategic plan as early as 2020. These projects will be included in the global envelope of EUR 47 million for the financing of integrating and structural projects in Central Africa.

    the European Union (EU) and in particular the Directorate-General for International Cooperation and Development of the European Commission (DG DEVCO). The Head of the Central Africa Unit, Mrs. FRANCESCA DI MAURO took note of the projects presented and encouraged CEMAC and ECCAS to coordinate the development activities in Central Africa. However, she took a commitment to integrate these projects with the balance of EUR 27 million earmarked for the regional economic integration program.

    FOKABS and FAGRIB who are committed to mobilize the partners for the implementation of the projects contained in the Strategic Plan of CEBEVIRHA and PRIASAN (CEMAC).

  • Investors and partners from Israel, Belgium, Turkey and the Netherlands who are committed to supporting the structuring projects of Central Africa. They are:

    Turkish investors and partners:

    • TASCA: partner for agricultural training;

    • KINGSPAN: Turkish partner specializing in sustainable development, particularly in the agri-food, agriculture and livestock sectors.

    Israeli investors and partners:

    • INTEGRAL: partner specialized in the development of sustainable solutions in fish farming;

    • RIVULIS IRRIGATION: specialized in the implementation of autonomous and intelligent irrigation systems.

    a resident partner in the Netherlands:

    • AFRIC-EU: a Chadian structure based in the Netherlands that focuses on the processing and export of meat products from Central Africa to Europe.

    Belgian partner:

    • DIGNITY SERVICE: specialized in resource mobilization, technology transfer, development of infrastructure and agricultural equipment.

    Other donors and partners have made a strong commitment to support the projects presented. Among them:

  • In addition, two Memorandums of Understanding were signed between ECCAS, EMRC and the partners FOKABS (Canada) and FAGRIB (USA) for the mobilization of finances in favor of PRIASAN projects.

    The signing of Memorandums of Understanding between CEMAC, EMRC and the partners FOKABS and FAGRIB has been postponed indefinitely.

    On the sidelines of this event, Professor Daniel ONA ONDO, President of the CEMAC Commission and Ambassador AHMAD ALLAM-MI, Secretary General of ECCAS signed a Memorandum of Understanding for the joint implementation of PRIASAN and strategic action plans of CEMAC.

  • The Round Table of Donors, investors and TFPs for the financing of the 2015-2025 Strategic Plan projects of CEBEVIRHA and the PRIASAN community projects (CEEAC) ended with B2B meetings where CEBEVIRHA-CEMAC and CEMAC could exchange, separately, with several potential investors and development partners among which:

    • Mr. MOHAMMED AL-ADIL of TASCA (Turkish-Arab Association of Strategic and Economic Cooperation), Turkish partner for the mobilization of resources, Turkish and Arab investors and agricultural training;

    • Mr. ISMAIL H. AYDINLI of MUSIAD, Belgian partner representing the powerful employers' association of Turkey which contributes to bring Turkish investors and entrepreneurs closer to Africa;

    • Mr. AMOUGOU ETOGO of the Binguela Agricultural Practical School (Cameroon), partner for capacity building in the agricultural field;

    • Mr. PAUL PERUCCHIETTI of RIVULIS Irrigation and Mr. SHMUEL ASAF of Xanthous, Israeli partners specialized in the installation of autonomous irrigation systems;

    • Mrs. SOLANGE DOMAYE from AFRIC-EU, a Chadian structure based in the Netherlands that focuses on the processing and export of meat products from Central African countries to Europe;

    • Mr. TUNCAY SEVER and Mr. METIN OZER from KINGSPAN, a Turkish partner specializing in sustainable development, particularly in the agri-food, agriculture and livestock sectors;

    • Mr TARIK ISGUZAR from DEIK (Turkish Economic Relations Council) and CANTEK, Turkish partner for infrastructure development including slaughterhouses and processing units for livestock products, fisheries and aquaculture;

  • • Mr. EMILIO SANS of KTI., German partner for refrigeration solutions (cold and ice cold water, ice-cream and plate ice-cream refrigeration plants) and industrial heaters;

    • Representatives of DIGNITY SERVICE BVBA (Mrs MARIA DE LOS ANGELES GARCIA) on behalf of UNION CHAMBER OF EUROPEAN EXPERTS, Belgian partner for the mobilization of donors and investors;

    • Mr. PAUL FRIX of PROPADEV, Belgian partner for socio-economic integration;

    • Mr. JEAN AUGUSTIN TSAFACK DJAGUE, President and CEO of FAGRIB, United States of America;

    • Mrs MARTHE DJUIKOM, International Network Coordinator of FERDEDSI (Forum of Renewable Energies for Solidary and Integrated Sustainable Economic Development), specialized in the installation of transformation units through the use of renewable energy sources including biomass and other waste from agriculture;

    • Mr SERNEELS FRANCOIS, Head of International Cooperation CARAH (Center for Agronomy and Agroindustry of the Province of Hainaut), Belgian partner specializing in agriculture in hot countries and cheese training;

    • Professor KALAME FOBISSSIE, President and CEO of FOKABS, Canada;

    • The representatives of ASODEV (Action for Solidarity and Development), a Congolese NGO (DRC) based in Bosobolo with a secondary seat in Brussels, particularly interested in the development of the palm oil sector.

    These various exchanges offer better prospects for the strengthening of production and trade within the sectors of agriculture, livestock, fisheries and aquaculture in Central Africa.
