    Horizon 2020 delivering excellent sciencefor Europe

    Horizon 2020 is the biggest EU research and innovation programme ever.It will lead to more breakthroughs, discoveries and world- irsts by takinggreat ideas rom the lab to the market. Almost 80 billion 1 o unding isavailable over 7 years (2014 to 2020) in addition to the private andnational public investment that this money will attract.

    Horizon 2020 has the political backing o Europes leaders and theMembers o the European Parliament. They agreed that investment inresearch and innovation is essential or Europes uture and so put it at theheart o the Europe 2020 strategy or smart, sustainable and inclusivegrowth. Horizon 2020 is helping to achieve this by coupling research toinnovation and ocusing on three key areas: excellent science, industrialleadership and societal challenges. The goal is to ensure Europe producesworld-class science and technology that drives economic growth.

    EU research unding under previous ramework programmes has alreadybrought together scientists and industry both within Europe and romaround the world to ind solutions to a vast array o challenges. Theirinnovations have improved lives, helped protect the environment andmade European industry more sustainable and competitive. Horizon2020 is open to participation by researchers rom all over the world.

    Their experience has been essential or the development o this pioneeringprogramme the Commission collected their eedback and took intoaccount recommendations rom the Member States and the EuropeanParliament, as well as lessons learned during earlier programmes. Themessage was clear make Horizon 2020 simpler or users and it is!

    Excellent science, competitive industry and tackling societalchallenges are at the heart of Horizon 2020. Targeted funding willhelp to ensure that the best ideas are brought to the market faster and are used in our cities, hospitals, factories, shops and homesas quickly as possible.

    Excellent scienceHorizon 2020 will bolster the EUs position as a world leader in science,attracting the best brains and helping our scientists collaborate and shareideas across Europe. It will help talented people and innovative irms boostEuropes competitiveness, creating jobs along the way, and contributing toa higher standard o living bene iting everyone.

    Frontier research funded by the European Research Council (ERC)Some o todays most signi icant inventions are the result o our naturalcuriosity about the way the world works. Although curiosity drivenresearch at the rontiers o knowledge is rarely explicitly in support ocommercial products, its discoveries nonetheless stimulate countlessinnovations. However, rontier research is o ten the irst area to ace cutsin times o economic di iculty, which is why through the ERC the EU isboosting the level o investment. Excellence is the sole criterion here orEU unding, which is awarded to individual researchers or research teams.

    Marie Skodowska-Curie Actions

    Training and career development helps produce leading researchers.Support is o ered to young and experienced researchers to rein orcetheir career and skills through training, or periods o placement in another

    country or in the private sector. This gives them new knowledge andexperience to allow them to reach their ull potential.

    Funding: 6.162 billion

    Future and emerging technologies

    Staying at the cutting edge o new technologies will keep Europe

    competitive and create new, high-skilled jobs and this means beingproactive and thinking one step ahead o the crowd. EU unding ishelping to make Europe the best possible environment or responsibleand dynamic multi-disciplinary cooperation on new and uturetechnologies.

    Funding: 2.696 billion

    World-class infrastructure

    Research equipment can be so complex and costly that no singleresearch team or even country can a ord to buy or construct oroperate it alone. Examples include: the high powered lasers that servea diverse research community spanning medicine, materials sciencesand biochemistry; specialised high-tech airplanes; or a monitoringstation at the bottom o the sea, used or observing climate change.

    These can cost millions o euro, and need the skills o the worlds topexperts. EU unding helps to pool resources or such large-scale projects,and provides Europes researchers with access to the very latest, state-o -the-art in rastructure making new and exciting research possible.

    Industrial leadership

    To be the best at what it does, Europe needs to invest in promising andstrategic technologies, such as those used in advanced manu acturingand micro-electronics. But public unding alone is not enough: the EUneeds to encourage businesses to invest more in research, and targetareas where they can work with the public sector to boost innovation.

    Businesses gain by becoming more innovative, e icient and competitive.This in turn creates new jobs and market opportunities. Every 1invested by the EU generates around 13 in added value or business.And increasing investment urther to 3 % o GDP by 2020 would createa urther 3.7 million jobs!

    Leadership in enabling and industrial technologies

    Horizon 2020 supports the ground-breaking technologies needed

    to under pin innovation across all sectors, including in ormation andcommunication technology (ICT) and space. Key enabling technologiessuch as advanced manu acturing and materials, biotechnology and

    nanotechnologies, are at the heart o game-changing products:smart phones, high per ormance batteries, light vehicles, nanomedicines,smart textiles and many more besides. European manu acturing industryis a key employer providing jobs or 31 million people across Europe.

    Funding: 13.557 billion

    Small and medium enterprises (SMEs) a key source of jobs and innovation

    receive special attention in Horizon 2020. They can collaborate in projectsas part of a consortium and can receive support through a dedicatedinstrument designed specifically for highly innovative smaller companies.The integrated and streamlined character of Horizon 2020 will boost SMEparticipation to at least 20 % (8.65 billion) of the total combined budgetsof the Leadership in enabling and industrial technologies and the SocietalChallenges themes. The SME instrument will be pivotal in achieving thistarget by providing support to help single SMEs, or consortia o SMEs, assessthe market viability o their ideas at the high-risk stage, and then to helpthem develop these ideas urther. Funding is also available or businesscoaching and guidance on how to identi y and attract private investors.

    Funding: At least 3 billion allocated to the SME instrument

    Access to risk nance

    Innovative companies and other organisations o ten ind it di icultto access inancing or high-risk new ideas or their development. Horizon2020 helps to ill this innovation gap through loans and guarantees,as well as by investing in innovative SMEs and small midcaps. Thissupport acts as a catalyst to attract private inance and venture capitalor research and innovation. It is estimated that every 1 the EU invests

    generates 5 in additional inance.Funding: 2.842 billion

    Societal challenges

    The EU has identi ied seven priority challenges where targetedinvestment in research and innovation can have a real impact bene ittingthe citizen:

    X Health, demographic change and wellbeing

    X Food security, sustainable agriculture and forestry, marine andmaritime and inland water research and the bioeconomy

    X Secure, clean and efficient energy

    X Smart, green and integrated transport

    X Climate action, environment, resource efficiency and rawmaterials

    X Europe in a changing world - inclusive, innovative and reflectivesocieties

    X Secure societies - protecting freedom and security of Europeand its citizens.

    Health and wellbeing

    Everyone wants a long, happy and healthy li e, and scientists are doingtheir best to make this possible. They are tackling some o the majorcurrent health issues as well as emerging threats such as the increasingimpact o Alzheimers disease, diabetes and antibiotic-resistant super-

    bugs. Investment in health research and innovation will help us stayactive, develop new, sa er and more e ective treatments and help keepour health and care systems viable. It will give doctors the tools they

    need or more personalised medicine, and it will step up prevention andtreatment o chronic and in ectious diseases.

    Funding: 7.472 billion

    Food security and sustainable use of biological resources

    With the world population set to reach nine billion by 2050 we need toind ways to radically change our approach to production, consumption,processing, storage, recycling and waste disposal while minimising theenvironmental impact. This will include balancing the use o renewableand non-renewable resources rom land, seas and oceans, trans ormingwaste into valuable resources, and the sustainable production o ood,eedstu s, bio-based products and bioenergy. In the EU, agricultureand orestry and the ood and bio-based industry sectors altogetheremploy 22 million people and play a key role in rural development andthe management o Europes natural heritage.

    Sustainable energy

    Energy drives the modern economy but even just maintaining ourstandard o living requires a huge amount o energy. As the worldssecond-largest economy, Europe is over-dependent on the rest o theglobe or its energy energy derived rom ossil uels that accelerateclimate change. The EU has, there ore, set itsel ambitious climate andenergy targets. EU unding through Horizon 2020 will play a key role in

    achieving these goals.Funding: 5.931 billion

    Green, integrated mobility

    Mobility drives employment, economic growth, prosperity and globaltrade. It also provides vital links between people and communities.However, todays transport systems and the way we use them areunsustainable. We rely too heavily on shrinking stocks o oil, whichmakes us less energy secure. And transport-related problems congestion, road sa ety, atmospheric pollution impact on our dailylives and health. To address these issues Horizon 2020 is contributingto the creation o a sustainable transport system that is it ora modern, competitive Europe.

    Funding: 6.339 billion

    Climate action, environment, resource efficiencyand raw materials

    The era o never-ending cheap resources is coming to an end: access

    to raw materials and clean water can no longer be taken or granted.Biodiversity and ecosystems are also under pressure. The solution isto invest now in innovation to support a green economy an economy

    that is in sync with the natural environment. Dealing with climatechange is a cross-cutting priority in Horizon 2020 and accounts or35 % o the overall budget across the programme.

    Waste and water are particular priorities. Waste is currentlyresponsible or 2 % o the EUs greenhouse gas emissions, whileboosting growth in the water industry by just 1 % could create up to20 000 new jobs.

    Europe in a changing world - inclusive, innovativeand reective societies

    In 2011 around 80 million people were at risk o poverty in Europe.Signi icant numbers o young people on whom our uture depends are not in education, work or training. These are just two examples ochallenges that threaten the uture o Europe and individuals in largesectors o society. Research and innovation can help, which is whyHorizon 2020 is unding research on new strategies and governancestructures to overcome prevailing economic instability and ensureEurope is resilient to uture downturns, demographic change andmigration patterns. Funding also supports new orms o inno vationsuch as open innovation, business model innovation, public sectorand social innovation to meet social needs. By supporting researchand innovation on European heritage, identity, history, culture andEuropes role in the world, the EU is also building re lective societies in which shared values and their contribution to our joint uture areexplored.

    Secure societies protecting freedom and security of Europeand its citizens

    Today, keeping citizens sa e means ighting crime and terrorism,protecting communities rom natural and man-made disasters,thwarting cyber-attacks and guarding against illegal tra icking inpeople, drugs and counter eit goods. EU research and innovation isdeveloping new technologies to protect our societies, while respectingprivacy and upholding undamental rights two core values at theheart o EU security research. These technologies have a signi icantpotential to stimulate economic activity through new products andservices and create jobs.

    Spreading excellence and widening participation

    Research and innovation are crucial to economic prosperity and someasures are needed to ensure that the innovation per ormances oall Member States and their regions converge and improve. Experienceshows that when economic crises constrain national budgets, disparitiesin innovation per ormance across Europe become more apparent.Exploiting the potential o Europes talent pool and maximising and

    spreading the bene its o innovation across the Union is there ore thebest way to strengthen Europes competitiveness and its ability toaddress societal challenges in the uture.

    Speci ic measures under Horizon 2020 include:

    X Teaming excellent research institutions with lower per orming counter-parts to create or upgrade centres o excellence

    X Twinning institutions, including sta exchanges, expert visits andtraining courses

    X Establishing ERA Chairs to attract outstanding academics to high-potential institutions

    X A Policy Support Facility to help improve national and regionalresearch and innovation policies

    X Providing excellent researchers and innovators with better access tointernational networks

    X Strengthening the transnational networks o National Contact Points

    to provide in ormation to those seeking support.

    Synergies with other policies

    A basic premise o the Europe 2020 strategy or smart, sustainableand inclusive growth is that all EU policies should work togetherto achieve its objectives. As regards research and innovation,the European Structural and Investment Funds are providingcomplementary support to Horizon 2020 to inance the upgradeo scienti ic in ra structure rom laboratory equipment to

    supercomputers, to high-speed data networks and to boostresearch and innovation capacities where needed.

    Science with and for society

    E ective cooperation between science and society is needed to recruitnew talent or science and to marry scienti ic excellence with socialawareness and responsibility. This means understanding the issues romall sides. Horizon 2020 is, there ore, supporting projects that involvethe citizen in the processes that de ine the nature o the researchthat a ects their everyday lives. Broader understanding between thespecialist and non-specialist communities on objectives and the meansor achieving them will maintain scienti ic excellence and allow society toshare ownership o the results.

    Substantial support or innovation is provided throughout Horizon 2020or prototyping, testing, demonstrating, piloting, large-scale productvalidation and market replication. Signi icant support to demand side

    approaches is another important eature, notably pre-commercial andirst-commercial public procurement o innovation, as well as regulationto oster innovation and standard-setting. New orms o public sectorinnovation and social innovation as well as pilot actions or private sectorservices and products are also covered.

    Social Sciences and Humanities

    As a cross-cutting issue o broad relevance, Social Sciences andHumanities (SSH) research is ully integrated into each o the generalobjectives o Horizon 2020. Embedding SSH research across Horizon2020 is essential to maximise the returns to society rom investmentin science and technology. Integrating the socio-economic dimensioninto the design, development and implementation o research itseland o new technologies can help ind solutions to societal problems.Indeed, the idea to ocus Horizon 2020 around Challenges rather thandisciplinary ields o research illustrates this new approach.

    Nuclear research for all citizens

    EU research on nuclear ission ocuses on sa ety and security, medicalresearch, radiation protection, waste management, industrial uses oradiation, and includes many other areas such as the use o radiationin the agricultural sector.

    EU research on nuclear usion aims at demonstrating that usion

    can become a viable energy source or large-scale commercialexploitation within a reasonable time rame, by gathering the e ortso all stakeholders into a unique European joint programme.

    Science for policy the role of theJoint Research Centre (JRC)The Joint Research Centre is the Commissions in-house service providingindependent, evidence-based scienti ic and technical support or EUpolicies. Its activities are unded through Horizon 2020 and manyo its actions address the seven societal challenges. Through theresearch and training programme o the European Atomic EnergyCommunity, the JRC also supports the EUs e orts to strengthennuclear security, sa ety and radiation protection.

    Horizon 2020 is open to everyone. Under Horizon 2020 there is onlyone set of simplified rules and procedures to follow. This meansthat participants can focus on what is really important: research,innovation and results.

    This focused approach makes sure new projects get off the groundquickly and achieve results faster.

    The rules are designed to guarantee fairness, protect participantsand ensure public money is spent appropriately.

    Who may apply?

    X For standard research projects a consortium o at least three legalentities. Each entity must be established in an EU Member State or anAssociated Country.

    X For other programmes European Research Council (ERC) (p.23), SMEInstrument (p.24), the co- unding o national or public sector callsor programmes (p.28), coordination and support (p.23), training andmobility (p.24) the minimum condition or participation is one legalentity established in a Member State or in an Associated Country.

    Research and innovation actions

    Funding or research projects tackling clearly de ined challenges, whichcan lead to the development o new knowledge or a new technology.

    Who? Consortia o partners rom di erent countries, industry andacademia.

    Innovation actions

    Funding is more ocused on closer-to-the-market activities. For example,

    prototyping, testing, demonstrating, piloting, scaling-up etc. i they aim atproducing new or improved products or services.

    Agreements between the EU and individual governments havecreated a number of associated countries , where legal entitiescan participate in Horizon 2020 on an equal footing to thoseof EU Member States.

    Funding covers the coordination and networking o research andinnovation projects, programmes and policies. Funding or research andinnovation per se is covered elsewhere.

    Frontier research grants European Research Council

    Funding or projects evaluated on the sole criterion o scienti ic excellencein any ield o research, carried out by a single national or multinationalresearch team led by a principal investigator.

    Who? The ERC unds excellent young, early-career researchers, alreadyindependent researchers and senior research leaders. Researchers can

    Support for training and career development Marie Skodowska-Curie Actions

    Funding or international research ellowships in the public or privatesector, research training, sta exchanges.

    Who? Early stage researchers or experienced researchers (o any nationality),technical sta , national/regional research mobility programmes.

    SME Instrument

    This instrument is aimed at highly innovative SMEs with the ambition todevelop their growth potential. It o ers lump sums or easibility studies,grants or an innovation projects main phase (demonstration, prototyping,testing, application development...); lastly, the commercialisation phaseis supported indirectly through acilitated access to debt and equityinancial instruments.

    Who? Only SMEs can participate. Either a single SME or a consortiumo SMEs established in an EU or Associated Country.

    Fast track to innovation

    Funding is due to start in 2015 as a pilot action. Continuously open,innovator-driven calls will target innovation projects addressing anytechnology or societal challenge ield. The pilot action will undergo

    an in-depth assessment hal -way through Horizon 2020.

    Who? Industry, including SMEs, with a minimum o three andmaximum o ive partners and a maximum EU contribution o3 million per project.

    Funding ratesIn Horizon 2020 there is one single unding rate or all bene iciaries andall activities in the research grants. EU unding covers up to 100 % oall eligible costs or all research and innovation actions. For innovationactions, unding generally covers 70 % o eligible costs, but mayincrease to 100 % or non-pro it organisations. Indirect eligible costs (e.g.administration, communication and in rastructure costs, o ice supplies)are reimbursed with a 25 % lat rate o the direct eligible costs (thosecosts directly linked to the action implementation).

    Checks and audits

    Only coordinators in projects requesting unding rom the Union o500 000 or more will be subject to a inancial viability check, in whichthey must prove that they have the resources to implement the project.

    The European Commission audits project participants up to two yearsa ter payment o the balance. The audit strategy is ocused on risk andraud prevention.

    Access rights

    Access rights are a right to use results or background o anotherparticipant in a project.

    Access rights are enjoyed by participants to implement the project orexploit their results, by the EU or non-commercial policy purposes, andby Member States in the area o Secure Societies or non-commercialpolicy purposes.

    Sharing results while protecting IPR

    Each participant must disseminate the results it produces and there oreowns as early as possible. Exceptions only apply to protect intellectualproperty rights (IPR), security or legitimate interests.

    When publishing results in scienti ic publications, open access to thepublication must be ensured. This guarantees that research resultsunded by EU taxpayers are available or ree to everyone.

    IPR belongs to the team that generates the results. In very speci iccircumstances, joint-ownership may apply. Once results have been

    generated the joint owners may agree on a di erent ownership system.

    Ethics and research

    Ethics is an integral part o research and a driver or research excellence.All activities unded under Horizon 2020 shall comply with ethicalprinciples and relevant national legislation. The ethical principles includethe need to avoid breaches o research integrity, in particular any orm oplagiarism, data abrication or alsi ication.

    Public-Public Partnerships also allow public sector organisations in EUMember States to draw up joint research programmes. Areas covered

    include: support or high-tech SMEs; new treatments or poverty-relateddiseases; new measurement technologies; and technologies empoweringthe elderly and disabled to live sa ely in their own homes.

    Programme co-fund

    The main purpose o Programme co- und actions is to supplementindividual calls or programmes. For example:

    Borderless research

    I Europe is to ind solutions to societal challenges while boosting growthand competitiveness, it needs a ully unctioning network o researchexcellence a European Research Area (ERA). This single market orknowledge, research and innovation is being developed with the aid oEU unding and is helping researchers, their knowledge and results tocirculate reely across Europe.

    The ERA guarantees that knowledge and ideas are shared across Europe,reducing the risk o wasting money on duplicating research scientists indi erent European labs carrying out the same research simultaneously.This coordinated approach encouraged by Horizon 2020 helps toensure that every euro spent on research is invested strategically.

    Open to the world

    In line with the Unions strategy or international cooperation inresearch and innovation, Horizon 2020 is open to the participation oresearchers rom across the world. As more research and innovationis per ormed in international partner countries, it is crucial that Europeis able to access the best researchers and research centres worldwide.Not only does this provide sources o new ideas and expertise, it is alsoimportant to ensure that European researchers are able to collaborateworldwide with the best in the ield.

    Targeted international cooperation activities are included in thesocietal challenges, enabling and industrial technologies and

    other relevant parts o Horizon 2020. The areas and partners orcooperation are identi ied in the relevant Work Programme.

    Work programmes announce the speci ic research and innovation areasthat will be unded. They are accessible through the Participant Portal(http://bit.ly/H2020PP) and indicate the timing o orthcoming Calls orProposals. When ready each Call gives more precise in ormation onthe research and innovation issues that applicants or unding shouldaddress in their proposals.

    Journal, the Participant Portal goes urther. It provides easy-to- ollowguidance and all the tools needed to apply or unding and manageprojects throughout their li ecycle. It covers every type o research andinnovation action.

    Submitting a proposal

    Proposals must be submitted be ore the deadline o the relevant Call.The Participant Portal provides clear instructions. The system is simplerthan ever no more paper! All proposals must be submitted online only.

    Finding partners

    Many Calls require a team to have at least three partners. The ParticipantPortal partner search unction helps to identi y potential partners withparticular competences, acilities or experience.

    Evaluation by experts

    A ter the deadline passes, each proposal is evaluated by a panel oindependent experts in the areas covered by the Call. The expert panelsscore each proposal against a list o criteria (see http://bit.ly/H2020Eval).On that basis, the best proposals are selected or unding.

    Grant agreement

    Once a proposal passes the scienti ic evaluation stage (duration ivemonths), applicants are in ormed about the outcome. For the proposalswhich are selected or unding, the European Commission then draws upthe grant agreement.

    The time limit or signing the grant agreements is generally three months.

    The grant agreement con irms the description o the research andinnovation activities that will be undertaken, the project duration andbudget, rates and costs, rights and obligations, division o roles, rules onsuspending and terminating projects, and more.

    Then the project can begin!
