European Research Area:
"A unified research area open to the world based on the Internal Market, in which researchers, scientific knowledge and technology circulate freely.... “
Priorities: More effective national research systems; Transnational; An open labor market for researchers co-operation and competition; Gender equality and gender mainstreaming in research; Optimal circulation and transfer of scientific knowledge.
Seven Societal Challenges
Health, and well-being;
Food security, sustainable agriculture, marine research &
bioeconomy
Secure, clean and efficient energy;
Smart, green and integrated transport;
Climate action, resource efficiency and raw materials;
Understanding European society and societal change
Protecting freedom and security in Europe.
EU 2020 targets
Employment 75% of the 20-64 year-olds to be employed
R&D 3% of the EU's GDP to be invested in R&D
Climate change / energy greenhouse gas emissions 20% 20% of energy from renewables 20% increase in energy efficiency
Education Reducing school drop-out rates below 10% at least 40% of 30-34–year-olds completing third level education
Poverty / social exclusion at least 20 million fewer people in risk of poverty & social exclusion
...and as the EU researchers informed me we shall....
-Foundation of technologies, jobs, wellbeing
-Attract and retain research talent
-Access to the best infrastructures
-Investments in key technologies -Innovation across sectors -Attract private investment in R&D -SMEs to create growth and jobs
-Concerns of the society (environment etc...)
-Multidisciplinary collaborations, including
social sciences & humanities
-Promising solutions to be tested and scaled
up

What is new in Horizon 2020
A single programme bringing together three separate programmes/initiatives
Coupling research to innovation – from research to retail, all forms of innovation
Focus on societal challenges facing EU society, e.g. health, clean energy and transport
Simplified access, for all companies, universities, institutes in all EU countries and beyond
Horizon 2020 partnership instruments
Public-private partnership Public-public partnership European innovation
partnership
• Grants for collaborative
transnational projects
• Contractual agreement:
(PPP Bio-based)
• Knowledge and
Innovation communities
(KICs’)
• ERA-Nets
• Joint Programming
Initiatives (JPIs’)
• Not funding
instruments, but for
coordination with
other programmes
(DG - Agro)
• Links with regional
policies
Participation of SMEs
Integrated approach - around 15% of the total budget
A dedicated activity for research-intensive SMEs in 'Innovation in
SMEs‘
Access to risk finance' - strong SME focus (debt and equity facility)
Enterprise networks involvement (EU, the Netherlands)

-Support policy reforms
Widening participation
• acceding countries
• candidate countries
• potential candidates and selected third countries that fulfil the relevant criteria
(capacity, track record, close economic and geographical links to the Union, etc.)
Simplification of participation rules
Horizon 2020 Financial Scheme
Total budget proposed: ~80 billion euro / seven years
P1 Excellence Science Base: €24 598 million
P2 Building Industrial leadership in Europe: €17 938 million
P3 Tackling societal challenges for better Europe: €31 748 million
Food security and sustainable agriculture:
Phosphorus use issues in the EU
Knowledge, tools, services and innovations to support more productive, environmentally-friendly resource-efficient and resilient agriculture and forestry, supply sufficient food, feed, biomass and other raw-materials and deliver ecosystems services.
Enhance productivity and the adaptive capacity of plants, animals and production systems to cope with rapidly changing environmental/climatic conditions and scarce natural resources.
Move towards a low energy, low emission and low waste economy, and to reduced natural resources demand and reduce food losses along the entire food and feed supply chain. Use of biomass and by-products from agriculture and forestry for a wide range of non-food applications.
Multi-disciplinary approaches to improve the performance of plants, animals, micro-organisms, while ensuring efficient resource use (water, land, soil, nutrients, energy and other inputs) and the ecological integrity of rural areas.
Opportunities for rural communities for primary production and delivery of eco-systems services, production of new and diversified products (food, feed, materials, energy), low-carbon short-chain delivery systems
Cohesion of rural areas to prevent economic and social marginalisation, resource management
Climate change, resource efficiency and raw materials:
Phosphorus use issues in the EU
Sustainable supply of non-energy and non-agricultural raw materials, knowledge base on raw materials and develop innovative solutions for the cost-effective and environmentally friendly exploration, extraction, processing, re-use, recycling and recovery of raw materials
Promote the sustainable supply and use of raw materials, including mineral resources, from land and sea, covering exploration, extraction, processing, re-use, recycling and recovery
Find alternatives for critical raw materials
Improve societal awareness and skills on raw materials
Enabling the transition towards a green economy and society through eco-innovation
