HK sorely needs a roadmap for energy efficiency in buildings!
Buildings Buildings -- which way should we go ?which way should we go ?
CODES & LABELINGbuilding codes to be enforced and tightened over timeobligatory energy labeling for all non-residential buildingsenergy audits to identify performance & prioritiseimprovementsregular inspections of building envelope / energy systemsseparate energy controls and charges for each unit in multi-occupied buildings
SUBSIDIES & PRICE SIGNALStax packages / subsidies high enough to stimulate the marketcharging structures to encourage lower energy use and on-site renewablescreative business models that overcome the first-cost hurdle (utilities, business, financial institutions)
INTEGRATED DESIGN & INNOVATIONgovernment authorities to introduce process incentives for developersdevelopers to restructure business / contract terms for early contractor involvementutilities & stakeholders & developers to work via integrated design teamssubsidies / other incentives for domestic energy-efficiency improvements
TECHNOLOGY FOR ENERGY SAVING BEHAVIOURgovernment support for R&D of effective energy-efficient technologiesefficient information / communication technology in new / refurbished buildingsimprove energy / savings information to each customer from utilities
WORKFORCE CAPACITY FOR ENERGY SAVINGenergy efficiency training / vocational programs for all building workers and stakeholdersdevelop a ”system integrator” profession to support retrofitting in residential properties
MOBILIZE AN ENERGY-AWARE CULTUREsustained energy awareness campaigns by business / governmentbusiness & government to demonstrate leadership in their own buildings
Some ideas: WBCSD “EEB – Transforming the Market”
• 0.037 Million tonnes CO2e or 0.25% reduction in carbon emissions if
applied to new buildings only
• 2.98 Million tonnes CO2e or 20% reduction in carbon emissions if applied to
all new and existing buildings

• Current situation
– $450 Million allocated under ECF
– $76 Million approved
– 33,100 tonnes of CO2e savings
• How much to completely retrofit all buildings?
• How much to reach 45% intensity reduction (1M – 3M tonnes from buildings) or 2 deg limit (3M to 6M tonnes from buildings)?

Nov 2009:12.00am
Providing BEAM qualifications to industry professionals help facilitate the wider take-
up on green building practices appropriate to Hong Kong
• Training for professionals to enhance knowledge on building sustainability issues in Hong
Kong and how BEAM addresses these (announcement this May)
• Examination to distinguish professionals with the knowledge to facilitate the BEAM
assessment process and advise on design, construction and management, etc
• Bring BEAM Plus inline with other green building label schemes overseas and keep pace
with the rapid expansion of HK’s green building industry
Scheduled Training Courses:
• 20th April 2010
• 12th May 2010
• 4th June 2010 (Certificate Presentation Ceremony / Testing & Commissioning Workshop)
• 9th June 2010
• 6th July 2010

• Mandatory BEC’s a step in the right direction but by no means on their own a silver bullet for our energy / climate change challenges
• Progressive tightening of standards required
• Actions need to be placed in the broader context of a carbon budget for Hong Kong
• Systems that are efficiently designed and installed are not necessarily efficiently used!!!
• Let’s not forget the wider opportunities for energy saving at the neighbourhood vsbuilding level – district cooling, “carbon balancing” etc
