Senior Managing Officer and DirectorChief Officer

 Kohei TakeuchiGreetings

of Driving Safety Promotion CenterHonda Motor Co., Ltd.

Honda has been working hard and making progress in its efforts to promote safe driving. I would like to take this opportunity to express our sincere gratitude for your continued support and cooperation, without which we would not be able to implement our act ivi t ies as successfully as we did.

To realize a ‘collision-free mobility society’, which is an important mission for a mobility manufacturer, Honda has established the global safety slogan, “Safety for Everyone.” Aiming to ensure the safety of all types of road users , including not only automobile drivers and motorcycle riders but also pedestrians and cyclists, we conduct locally tailored activities across six regions (North America, Latin America, Europe, Asia and Oceania, China, and Japan), placing particular focus on three areas: vehicle technologies, telecommunication networks, and safety education. While we are working to improve the quality of individual activities, we are also aiming to generate synergies from combining different initiatives.

However, as brought to light by the World Health Organization (WHO), there is a serious situation where 1.25 million people die annually in traffic accidents around the world, with the majority taking place in developing and emerging countries. The United Nations and other affiliated organizations are implementing initiatives to reduce the number of such accidents by 2020 to half of the 2010 value.

At the same time, when we look at the situation regarding traffic accidents in Japan, the number of injuries and traffic accidents in 2015 declined for the 11th consecutive year. However, the number of persons who died within 24 hours of an accident was 4,117, an increase for the first time in 15 years. As of the end of October 2016, the number of deaths went back down, but in this increasingly aging society, both the public and private sector must work together to come up with effective measures to further reduce the number of deaths from traffic accidents.

In response to this situation, in 2016, the Japanese government established the 10th Basic Plan for Road Safety. This plan aims to reduce the number of traffic accident deaths to 2,500 persons or less by 2020, which is the year of the Tokyo Olympic and Paralympic Games. Honda will be expected to go to even greater lengths to make a positive contribution to achieving the government’s goal of becoming a mobile society with the world’s safest roads.

The safe-driving technologies that Honda announced in 2 0 1 4 , c o l l e c t i v e l y k n o w n a s H o n d a SENSING/AcuraWatch, is a set of advanced safety technologies that utilize sensors and other features to support all aspects of driving—from normal operations to accident prevention—based on information of the vehicle’s surroundings. In 2015, we expanded the number of vehicle models in Japan, Europe and the United States with these technologies installed, and have also started installing

them on vehicles offered in Thailand and China. We aim to reliably yet swiftly expand the use of such features as we pursue the development of self-driving technologies in the future.

Honda has also been continuing in its efforts to provide prefectural police departments and local governments with information from our SAFETY MAP mapping system so that they can utilize such data toward making specific road improvements and developing accident prevention measures. The SAFETY MAP allows users to check hazardous areas online, such as sites involving frequent sudden braking, areas with high accident rates, and areas that people have identified through submitted information as being dangerous. Honda has made use of its strengths and worked to prevent accidents from the perspective of providing relevant information.

In the area of safety education, we have been working to promote safety measures for the elderly, particularly in providing traffic safety education, as well as in educating children of all ages, from toddlers to high school students. In our activities to promote safe driving in the field of social welfare, which we have been emphasizing the past few years, we have been partnering with local driving schools and working together with neighboring hospitals and rehabilitation facilities to support sufferers of higher brain dysfunction who wish to resume driving to be able to return to the road in a safe manner. We have also been increasing the number of educational programs for drivers working at rehabilitation centers and daycare centers, whose work is to ensure safety and peace of mind in providing transportation services for older persons. We will continue to answer the needs of society, even in the f ie ld of sa fe ty educa t ion , and wi l l b r ing new perspectives and innovation as we advance our activities in such educational efforts.

Honda is also taking proactive steps to promote road safety outside of Japan, primarily in Asia, with efforts led by Honda’s overseas offices and in partnership with the Honda dealers. These efforts involve educating drivers, but also encompass a diverse range of awareness-building activities, including education for children. We will continue providing support, such as by offering Japan’s know-how and personnel training, in a manner tailored to the needs of the local environment.

Honda will aim to realize a ‘collision-free mobility society’ as we strengthen our partnerships even further with everyone involved, including the government, affiliated organizations, and the local community, in striving to achieve road safety.

I hope you will join us on this journey to promote safe driving and road safety and I look forward to your continued support.

Honda’s Approach to Safety

Honda dreams of a collision free mobility society where our customers, and everyone sharing the road, can safely and confidently enjoy the freedom of mobility.

We are dedicated to identifying and implementing safety improvements through vehicle technologies, safety education, and telecommunication networks that can connect everyone sharing the road.

Recognizing the importance of working together with local communities in promoting safety education, we closely collaborate with grassroots organizations to offer various awareness-raising activities for specific age groups, ranging from children to senior citizens.

Activities of the Honda Driving Safety Promotion CenterAt Honda, we are engaged in activities to promote safe driving that focus on three main pillars: instructor training, opportunity creation, and software development. Our aim is to pass on safety education from person to person and provide participatory, hands-on education that can let people experience hazards in a safe environment.

SoftwareDevelopment

We are nurturing traffic safetyinstructors.

We provide people withopportunities to think and learnabout traffic safety.

We are developing educationalprograms and equipment to helpincrease learning effects.

We need to develop traffic safety instructors in order to effectively provide and expand traffic safety education. To this end, Honda is proactively developing instructors who will pass on safety education from person to person. We also provide the companies, local communities, and driving schools that support us in our activities with know-how in giving safety instructions, thereby helping them develop their own traffic safety instructors.

We provide customers and local inhabitants with various opportunities to think about traffic rules and manners for driving safety. For example, we provide parents and their c h i l d r e n w i t h t r a f f i c s a f e t y c l a s s e s ; participatory hands-on training and seminars where participants can experience hazards in a safe environment; and lessons in which participants can discuss with each other and review their past traffic-related behavior.

We regard it as one of the Driving Safety Promotion Center’s important activities to deve lop educa t iona l t oo l s , i nc lud ing educational programs and equipment that can be used to teach people about traffic safety. We focus on the development of a range of programs for traffic safety education to help people increase their safety awareness. We are also promoting the development of simulators that enable people to virtually experience hazards in a safe environment.

The Driving Safety Promotion Center’sSystem to Promote Activities

We are expanding the target of ouractivities to provide more people withsafety education.

The Driving Safety Promotion Center aims to provide safe driving education in a manner appropriate to each age group. Honda’s driving safety promotion bases, where instructors and staff concerned with traffic safety education are stationed, provide people with opportunities to receive traffic safety education and conduct other traffic safety activities in cooperation with related organizations.

Priority Objectives

Towards the future

Third year of the Three-year Plan

partnerships with everyone in a variety of different fields

In FY2016, the third and final year of our three-year plan, we at the Honda Driving Safety Promotion Center continued to focus on the following three objectives in line with a policy that calls for a shift in the focus of our driving safety promotion activities to more strategic initiatives by developing innovative and unique educational programs:

Traffic safety is closely associated with our daily lives; therefore, it is important to educate toddlers about traffic safety before their range of activity expands. However, traffic safety education is usually rather stiff and formal for children in their early years, and is not something that normally attracts their interest. We believe that we could make such education more effective if we add elements that are fun and interesting to the educational aspects of traffic safety. Thus, we developed a new traffic safety educational program that allows children to become aware about safety while having fun. This program uses original traffic safety animat ion geared toward smal l children, and aims to nurture the ability to become aware of potentially d a n g e r o u s s i t u a t i o n s t h r o u g h c o n v e r s a t i o n s h e l d w i t h t h e instructors. The introductory part of this program begins with physical exercises so that children can begin by having fun moving their bodies while learning about actions related to safety.

In developing this program, we

collected comments from local instructors who educate children on traffic safety, as well as teachers at kindergartens and daycare centers, with the aim of formulating a program to be easy to use a t the s i t e o f education, while also making i t effective for children. We are truly grateful for their valuable insight.

We have also begun to develop educational programs for children. As with the program for toddlers, these programs aimed at children are also being developed while incorporating f e e d b a c k f r o m t r a f f i c s a f e t y instructors working on site, as we seek to create unique educational programs of the kind that only Honda can offer.

Toward the wider applicationof SAFETY MAP

Honda’s SAFETY MAP is a social map des igned fo r use by loca l residents, elementary and junior high schoo ls , bus inesses , and o ther organizat ions for t raff ic safety activities in their communities. We aim to reduce road accidents, as much as possible, by making proposals on improving road environments based on information obtained through this map service. In March, we signed an agreement with the Osaka Prefectural Police Department to promote traffic accident prevention measures, thereby agreeing to mutually work together in analyzing traffic accidents and other activities utilizing the SAFETY MAP. Specifically, locations prone to sudden braking as shown by data collected from the SAFETY MAP are reflected in the Osaka Prefectural Police Department’s traffic accident analysis map, thereby allowing the realization a multi-faceted approach to analyzing accidents. Other such efforts are being implemented toward realizing measures to prevent traffic accidents. We are expanding the scope of such activities, with plans underway to sign a similar agreement with the Nagano Prefectural Police Department.

2) Further improvement of existingactivities and launch of new initiatives

Safe driving initiatives for persons with disabilities

For people who suffer from higher brain dysfunction, such as following a stroke, and wish to resume driving a car, currently, there are few medical institutions that are able to evaluate their ability to drive. This is because the evaluation criteria and standards for determining whether a person is able to drive have not yet been clarified. Thus, we put our many years of experience in safe driving education and know-how to use in developing software and programs to assist healthcare practitioners in judging whether or not their patients are able to drive. We are also working toward promoting the wider use of such software and programs.

Current ly , in order to ass is t driving evaluation and training using an actual car, we offer the Safety Driving Program for Disabled Drivers at Honda’s Traffic Education Centers nat ionwide. However , the most convenient place for people who wish t o r e s u m e d r i v i n g i s a t t h e i r neighborhood driving school. Thus, we are developing a system to enable drivers to receive the Safety Driving Program for Disabled Drivers at their local driving school.

Furthermore, we are also involved i n a c t i v i t i e s t o s u p p o r t t h e d e v e l o p m e n t o f a p r o c e s s f o r resuming driving within the local community. We launched a project t o g e t h e r w i t h h o s p i t a l s a n d rehabilitation centers in the four prefectures within the Shikoku area that seeks to clarify the methods and judgment standards for evaluating the driving abilities of a person who wishes to resume driving, before they start training with an actual car. Through this project, this year we were able to establish evaluation methods that can be put into practice at many hospitals. The project seeks to implement the results of our efforts not only within the four prefectures of Shikoku, but also to hospitals all throughout Japan that share the same concerns.

Moreover, with the advancement

of aging, there are an increasing number of cases where hospitals and r e h a b i l i t a t i o n c e n t e r s o f f e r transportation services to and from their facilities. Thus, we are involved in initiatives to ensure safety and r e a s s u r a n c e t o u s e r s o f s u c h t r a n s p o r t a t i o n s s e r v i c e s . W e d e v e l o p e d t h e D r i v i n g S a f e t y Program for Transportation Services, which is being utilized to educate drivers by organizations that offer such services. This program has been i m p l e m e n t e d i n G u n m a a n d Yamagata prefectures starting this year as a part of practical training for d r ivers of these t ranspor ta t ion services.

Creating opportunities to offer traffic safety programs to more people

W e a r e s t r e n g t h e n i n g col labora t ion wi th Honda Cars automobile dealerships, which are the point of contact between Honda and our customers and local communities, and supporting their traffic safety activities. These activities are built on our desire to expand our activities to the local communities where these dealerships are located, in order to protect not only our customers, but also everyone in the local community.

As part of such efforts, the staff at each of the Honda Cars dealerships receives training on Honda’s road safety lessons for toddlers, known as the Ayatori i Hiyoko program. These s ta f f cur ren t ly p rov ide loca l ly grounded activities, such as offering traffic safety classes to children visiting their dealership showrooms, as well as to children at tending ne ighbor ing k indergar tens and preschools.

In addition to the above safety activities, we reviewed our training system for Honda’s in-house safety coordinator certification that allows the staff to give safety advice to customers at each dealership. The training programs are designed to have participants acquire an accurate understanding of the company’ s philosophy on traffic safety, which

●Initiatives to promote theexpansion of traffic safety education

W e a r e a l s o s t r e n g t h e n i n g collaboration with local communities and schools in order to increase opportunities to provide traffic safety education.

The program for older pedestrians that we developed in November 2015 entered into full-scale nationwide implementation from 2016. Looking at traffic accident deaths in 2015, the number of older people (age 65 and over) involved account for 54.6% of the total figure, with nearly half (47.6%) t a k i n g p l a c e w h i l e w a l k i n g . B y expanding this program to as many local instructors as possible, we hope to be able to contribute toward reducing the number of deaths of older pedestrians as a result of traffic accidents.

Our traffic safety education program for high school students, which started in 2012, has now entered its fifth year. In 2016, we created an instructors’ manual that makes it possible for high school teachers to voluntarily conduct bicycle-riding education, either as lectures in the classroom or as practical training using bicycles. These manuals are being distributed to high schools that wish to implement such educational activities. Our hope is that this manual can contribute toward enhancing traffic safety education at high schools.

3) Efforts to reduce motorcycleaccidents outside Japan

Honda’s overseas offices play a l e a d i n g r o l e i n o u r e f f o r t s t o communicate the importance of traffic safety to our customers and local communities outside Japan, with Honda providing support. Honda carried out a major renewal of their curriculum, feedback methods, and educational materials used in their programs for training motorcycle instructors from overseas offices. The renewed training p r o g r a m s p l a c e i m p o r t a n c e o n strengthening instruction abilities and improving participants’ abilities to plan and operate safety programs. Five countries have received this training so far.

Furthermore, A.P. Honda, our s a l e s c o m p a n y i n T h a i l a n d , established new traffic education facilities in two locations—Chiang Mai and Phuket. We also provided support in training persons newly hired at these facilities to become qualified as instructors.

We have been working on the above three key objectives in our three-year medium-term plan, which ends in 2016. All three areas have produced results, and activities have started to be widely implemented. We hope to continue advancing and developing a variety of activities in accordance with the relevant traffic environment. We will continue to promote activities based on Honda’s global slogan of bringing “Safety for Everyone.”

Honda has continued to inherit to this day since its founding. The system has also been revised to allow each Honda Cars office to host these safety coordinator training seminars on their own initiative.

Traffic safety promotion activities for customers and local communities outside Japan are conducted by Honda’s overseas offices. Some of our main activities include safety awareness-raising activities by Honda dealers, hands-on education provided by our overseas Traffic Education Centers , and safety education offered to women and children, all of which are conducted in cooperation with the government and other affiliated organizations. Honda prov ides support to ensure that such act iv i t ies are implemented in a manner that is appropriate to the traffic situation in each country.

Honda is actively working to reduce the number of motorcycle accidents in various countries, mainly in Asia, where motorcycles serve as the main means of transportation. In order to support our overseas offices in their efforts to develop motorcycle instructors that contribute toward realizing a safe mobile society, Honda w o r k e d w i t h J a p a n’s T r a f f i c Education Centers to completely revamp the instructor training course. I t now has a new curr iculum to strengthen participants’ instruction, planning and operational abilities. The course also has a newly developed feedback sheet that informs the participants of their strengths and weaknesses after they finish their

training. These changes are designed to comprehensively enhance the abilities that a person is required to have as an instructor. Previously used educational materials and references were integrated and linked to the curriculum in order to enhance the efficiency of the training program. These mater ials have also been developed in the English language so that they can be u t i l ized in the participant’s home country. This new training program has been given to instructors working at motorcycle offices in India, Indonesia, Taiwan, China, and Thailand. In the future, we look forward to seeing these activities being developed and expanded in their home countries.

in line with the increase of large engine displacement motorcycles

Honda Taiwan Co., Ltd. is working with local dealers in strengthening its activities to promote safe driving, placing particular focus on customers riding large motorcycles. Honda Taiwan is conducting its activities throughout Taiwan mainly by giving safety advice at the time of new motorcycle delivery to customers, and hosting riding schools. From March 2015, staff from Taiwan participated in the new instructor training course held in Japan; and now, 11 instructors are currently working in Taiwan.

Furthermore, instructors from Taiwan went to Japan to participate in the t r a i n i n g p r o g r a m s a n d r i d i n g competitions hosted by Honda in order to improve their knowledge and skills. In September 2015, Honda Taiwan and local dealerships joined hands to host a riding school, which was highly appreciated by customers. Honda will continue to assist such initiatives implemented by Honda Taiwan and support their activities to promote safe driving in Taiwan.
