Two-days 16th National Workshop on “Succession Planning for Board Level Positions” was inaugurated by Mr. K. V. Chowdary, Central Vigilance Commissioner organized by Standing

Conference of Public Enterprises (SCOPE). Mr. Ved Prakash, Chairman, SCOPE & CMD, MMTC, Dr. U.D. Choubey Director General, SCOPE and Mr. Saptarshi Roy, Director (HR), NTPC also addressed the participants.

Mr. K.V. Chowdary, Central Vigilance Commissioner in his inaugural address said public sector enterprises are symbolized as model employers. He advised the senior executives to prepare themselves for multiple skills and have thorough knowledge of various disciplines, laws, regulations pertaining to the organization.

Mr. Ved Prakash, Chairman, SCOPE & CMD, MMTC in his address said corporate structure is becoming flatter. He advised the senior executives who are aspiring for the board level positions to be well versed in all areas of organizational functioning.

Dr. U.D. Choubey, Director General, SCOPE in his welcome address said succession planning is a weaker area in PSUs which needs to be strengthened as relates to competitiveness, continuity and retain skilled and knowledgeable persons in the organization.

While proposing vote of thanks, Mr. Saptarshi Roy emphasized the need for building a strong leadership pipeline line the organization. The Workshop was attended by a large number of Senior Level Executives from various public enterprises.

SCOPE organized an Interactive Meeting of Chief Executives, Directors and Senior

Executives of PSEs with Mr. Ajay Tyagi, IAS, Chairman, Securities & Exchange Board of India (SEBI). Chairman, SCOPE & CMD, MMTC, Mr. Ved Prakash and Director General, SCOPE, Dr. U. D. Choubey also spoke during the interactive meeting. A large number of CEOs and Directors from various public sector enterprises listed PSEs interacted with Chairman, SEBI which interalia included CMD, NTPC, CMD, MECL and MD, IRFC and others.

initiative to improve governance. He also highlighted the need to make the size of the board more effective so as to engage in fruitful discussions.

DG, SCOPE in his address highlighted the issues which interalia include appointment of Independent Directors in PSEs, level playing field between public and private sector and separation of posts of Chairman & Managing Director. He strongly pleaded for robust mechanism to select Independent Directors out of professionals, researchers, academicians, and financial experts with proven track record.

Mr. Ajay Tyagi, Chairman, SEBI assured to

look into the issues concerning corporate governance. Empathizing with the limitations of PSEs regarding appointment of Independent Directors, he reiterated the need for effective board with requisite number of independent directors, women directors, and ensure transparent disclosures with regard to related party transaction. He urged PSEs to send their issues to SCOPE so that it can be discussed by DG, SCOPE in the forthcoming meeting of SEBI Committee on Corporate Governance of which Dr. Choubey is also a Member. He also agreed to have another meeting within a short span of time with select PSEs.

Standing Conference of Public Enterprises (SCOPE) organised two-days National Convention on “Digital India: Opportunities

& Challenges” which was inaugurated by Mr. Ravi Shankar Prasad, Union Minister of Law & Justice and Electronics & Information Technology on 28th June, 2017 at SCOPE Convention Centre, New Delhi. The Minister also released Two SCOPE Booklets: (1) Special issue of KALEIDOSCOPE on Digital India; and (2) Best HR Practices to be adopted by Public Sector Enterprises which is the synopsis of Two-day International HR Summit organized by SCOPE this year.

The Minister, Mr. Ravi Shankar Prasad highlighted the advantages of digitalization not only for system development but also for inclusion of rural India. He told that PSEs has to take up the challenge to digitalize India in both letter and spirit. The Minister reaffirmed the government’s commitment to digitalize India which is the vision and mission of Prime Minister.

initiatives towards Digital India mentioned that SCOPE has organized this Convention to discuss the current trends practiced by leading organizations and to better equip PSE executives with latest digital technology.

Dr. U.D. Choubey, Director General, SCOPE while expressing his concern on risk of cyber security emphasized review of existing cyber security policy (2013) to bring new policy for risk management and risk advisory role. He expressed that

there must be mandatory provision for alternative back up in digitalization so that in case of any emergency, back up system could run without hindrance.

Also present on the occasion were Mr. R.K. Bahuguna, Vice Chairman, SCOPE & CMD, RailTel, and a galaxy of PSEs which included Chairmen, Directors and senior executives. Knowledge resource person, Mr. Neeraj Singh, Director, Management Consulting, KPMG India Pvt. Limited was also present.

On this occasion, Yoga guru Saurabh Samir from Munger Yoga Centre shared the benefits of Yoga and also demonstrated the exercises.

On the invitation from OECD, Dr. U.D. Choubey, Director General, SCOPE spoke on Reforms taken in Public Sector Enterprises in India. The

occasion was the OECD 2nd Meeting of the Global Network on Corporate Governance of State Owned Enterprises (SOEs) held in Dubai where large number of countries represented their State owned Enterprises.

Dr. Choubey complimented Government of India for initiating large number of reforms including classification of PSUs into Maharatna, Navratna and Miniratna, listing of PSUs on Stock Exchanges, improving Corporate

Governance, leadership qualities and appropriate succession planning etc. He advocated for well documented Ownership Policy for public sector enterprises.

DG, SCOPE concluded by saying that Public Sector Enterprises in India have done better in the post liberalization era and also has successfully made headway towards global competitiveness. Indian CPSEs have taken Corporate Social Responsibility (CSR) in both letter and spirit.

Hon’ble Prime Minister Shri Narendra Modi, recently flagged off the maiden UDAN - Ude Desh Ka Aam Naagrik flight under the Regional Connectivity Scheme (RCS). Already touted to be a revolution in the aviation sector, the first flight

took off from Jubbarhatti Airport, Shimla to New Delhi. On this occasion, the Hon’ble Prime Minister also flagged off flights on Kadapa - Hyderabad and Nanded - Hyderabad sectors under the Scheme through video link. The flag off ceremony was held in the presence of Mr. Acharya Devvrat, Governor, Himachal Pradesh, Mr. Virbhadra Singh, Chief Minister, Himachal Pradesh, Mr. P. Honb’le Prime Minister, Shri Narendra Modi visited the WAPCOS pavilion during African Development Bank (AfDB) Exhibition at

Mahatma Mandir Convention and Exhibition Centre, Gandhinagar, Gujarat recently. WAPCOS Limited had participated in African Development Bank (AfDB) Exhibition. The work of WAPCOS was widely appreciated by the dignitaries at the event.

Bharat Heavy Electricals Limited (BHEL) has proposed an equity dividend of 79 percent (including 40 percent interim dividend

paid earlier) for fiscal 2016-17. Significantly, not only is this four times the dividend paid (20 percent) in the previous year but also the highest dividend to be paid by the company in the last three years.

Notably, in fiscal 2016-17, BHEL has achieved double digit growth in its topline and bounced back into profit. During the year, BHEL recorded a turnover of Rs.28,840 Crore, up 11 percent over the previous year - after reversing the trend of negative topline growth prevailing for the last three years.

Prime Minister Lays Foundation Stone of NTPC Hydro Engineering College in Himachal

Prime Minister, Mr. Narendra Modi, laid the foundation stone of Hydro Engineering College

at Bilaspur, Himachal Pradesh recently. The college being set up by NTPC, the largest power utility in the country and NHPC, will provide B.tech courses in mechanical, electrical, civil and computer science disciplines of Engineering. The setting up of the college will go a long way in promoting hydro sector and exploring its potential in the state and country. This shall give boost to industrialization of the state and facilitate self employment amongst the youth.

The fourth edition of the International Bunkering Conference resolved to take Cochin to the state of a global bunker destination like Fujairah

4th International Bunkering Conference Hails Cochin Model in Promotion of Bunkering in India

BPCL-KR and Mr. P. S. Mony, GM, IOCL highlighted the growing importance of Cochin Port as a bunkering destination during the Inaugural Session.

Khanderi, the second of the six Scorpene class submarines being built in India at MDL, sailed out recently from Mumbai harbour for her maiden sea sortie. It was

also the first major trial for her propulsion plant and a very important milestone in the construction programme. The successful trial moved the submarine a significant step closer to her induction into the Indian Navy later this year. She will now be put through her paces via a rigorous set of trials, which are designed to test her operating envelop to the maximum.

The existing Pragati Maidan Complex that so far used to organise National and International Exhibitions and facilitate

holding of various other events, is set to get all new face with its upcoming redevelopment into a World class state-of-the-art Integrated Exhibition-cum-Convention Centre (IECC). At a joint Press Conference by Mr. L. C. Goyal, CMD, India Trade Promotion Organisation (ITPO) and Dr. Anoop Kumar Mittal, CMD, NBCC (India) Limited, held in New Delhi recently, announced the launch of this sophisticated Project to be implemented by the latter at a cost of approx. Rs 2,500 Cr. Mr. Goyal and Dr. Mittal on the occasion, released the layout and the design of IECC and an outline of comprehensive solutions to decongest traffic in and around Pragati Maidan.

Northern Coalfields Limited, commonly known as NCL, has received its holding company Coal India Limited (CIL) board’s assent for the Rupees 1783.09 cr. coal

mining expansion in Singrauli district in Madhya Pradesh. The subsidiary of Coal India Ltd wants to expand its flagship Jayant Opencast Project (OCP) for increasing coal production from 10 million tonnes per annum (MTPA) to 20 MTPA.

To mark the celebration of 19th National Technology Day, National Aluminium Company Limited (NALCO) organized Technology Day

Lecture on “Importance of energy and role of nuclear energy in global energy mix” at its Corporate Office recently. Padma Shri Dr. Ravi Bhushan Grover, Homi Bhabha Chair Professor and Member, Atomic Energy Commission was the Chief Speaker. In his address, Dr. Grover mentioned that demand for energy can be a threat to lifestyle because of inequality among consumers and issues of economic and political stability.

Dr. Tapan Kumar Chand, CMD, NALCO in his presidential address, mentioned technology has brought tremendous development and qualitative changes in the standards of living of the people. Delivering

the welcome address Mr. S.K. Roy, Director (Project & Technical) informed that NALCO has been spending 1% of its PAT of previous year on R&D activities.

On this occasion, NALCO Utkal Gaurav Madhusudan Das Quality Awards for the year 2017 were conferred to organizations for their outstanding practices and results achieved through implementation of Total Quality Management, in different categories. At the outset, Mr. S.K. Satpathy, General Manager (BD and R&D) of the company introduced the Chief Speaker and Mr. Subrat Kar, GM (R&D) proposed a vote of thanks. RINL, the corporate entity of Visakhapatnam Steel Plant crossed yet another milestone recently with completion of modernization of

Convertor-B, 18 days in advance of the original schedule. With this, the total modernization of the SMS-1 shop consisting of 3 Convertors has been completed successfully at a cost of around Rs 400 crores.

Mr. P Madhusudan, CMD,RINL commenced the commissioning process of Convertor-B. Mr. P. C. Mohapatra, Director (Projects), Mr. D. N. Rao, Director (Operations), Mr. P. Raychaudhury, Director (Commercial), EDs, GM (Steel) I/c, GM(SMS)-1 and senior officials were present on the occasion.

Steel Authority of India Ltd. (SAIL) is the largest and main supplier of steel for constructing country’s longest bridge 'Dhola-Sadiya’ which is built on

river Lohit in Assam. SAIL has supplied around 90% or around 30,000 tonnes of steel, including TMT, Structurals and Plates, for this bridge which will connect the states of Assam and Arunachal Pradesh. The product mix offered by SAIL was one of the major criteria for selection of the company for this prestigious project. The construction of this 9.15-km-long bridge began in 2011 under public private partnership. Defence Secretary Sanjay Mitra visits GSL

Mr. Sanjay Mitra, Defence Secretary, Ministry of Defence, Govt. Of India visited GSL recently. During the visit, Defence Secretary

was briefed by RAdm Shekhar Mital, NM, IN (Retd), CMD GSL on progress of ongoing projects for Sri Lanka Navy and Indian Coast Guard under construction at GSL.

It is noteworthy that the Shipyard is executing large export orders from Myanmar, Sri Lanka and Mauritius. Today GSL is the largest exporter of ships from country with present order book of over Rs 1200 Cr.

Airports Authority has provided an Ambulance Service with Advanced Life Support Systems (ALS) for Longding District of Arunachal Pradesh

with an objective of strengthening the health services in the remote North-East Region under Airports Authority of India’s CSR Initiatives.

Dr. Guruprasad Mohapatra, IAS, Chairman, AAI while flagging off the ambulance service said that the ALS ambulance shall definitely bring a big relief to the patients coming from far off places and will be a great support to the Primary Health Centre facility in the Longding District of Arunachal Pradesh. AAI, had in the past provided similar ambulance facilities to the Primary Health Centre at Pakyong, Sikkim, and also to Dr. Shakuntala Misra National Rehabilitation University, Lucknow and Primary Health Centre at Udaipur, Rajasthan.

Central Electronics Limited (CEL) is a PSU under Ministry of Science & Technology, Govt. of India, which has pioneered development of

Solar PV in the country and has the distinction of having manufactured India’s first Solar Cell in 1977 and first Solar Panel in 1978 and has also set up India’s first Solar Power Plant in 1992. CEL has done services to the nation in the area of Rural Development through solar energy and has successfully implemented a number of Govt. programmes for provision of home lighting systems, street lighting systems as well as community facilities including entertainment facilities and primary health service (facilities) in remote areas of the country including Chhatisgarh, remote areas of Assam, Jharkhand, Laddakh etc.

In recent years, CEL has brought solar energy to the reach of almost 10,000 beneficiaries in remote villages of Rajasthan & Bihar under CSR programmes of leading PSUs. CEL has also recently commissioned micro grids in two villages in Gaya district of Bihar under another CSR programme along with provision of solar water pumping system on an innovative entrepreneur driven revenue model along with drip irrigation system. In another CSR project for a leading PSU, CEL had provided1500 number solar home lighting systems along with mobile charging facilities and equal number of solar lanterns to villagers of Leh and Kargil.

Consequent to commissioning of NRL’s Wax Plant, the single largest Wax Manufacturing unit in the country, NRL has embarked on a mission of training the youth of North East

states in candle making and supporting them in their entrepreneurial journey of setting up self sustaining candle making units. Towards this end, a training program was inaugurated recently by MP (Rajya Sabha), Meghalaya- Ms. Wansuk Syiem in Thangsning village located at the outskirts of Shillong. Also present on the occasion were GM(Mktg. & BD) NRL, Mr. Bruno Ekka; Liaison Officer to MP, Ms. L N Jyrwa; Executive Director, Women for Integrated Sustainable Empowerment (WISE)-Sister Judith, Village headman and a few other NRL officials.

25 men and women have been identified as beneficiaries for the one week candle making training in this downtrodden hamlet comprising of 110 households , whose primary source of livelihood is agriculture.

BEL wins six Raksha Mantri’s Awards

Navratna Defence PSU Bharat Electronics Ltd (BEL) has won six of the Raksha Mantri’s Awards for Excellence for the years 2014-15 and 2015-16. Mr. M. V.

Gowtama, Chairman & Managing Director, Directors and other senior officers of BEL received the awards from Mr. Arun Jaitley, Raksha Mantri, and Mr. Subhash Bhamre, Raksha Rajya Mantri, at a ceremony organized in New Delhi on May 30, 2017. The Raksha Mantri’s Awards have been instituted to recognize exemplary performance amongst Ordnance Factories and Defense Public Sector Undertakings (DPSUs).

Oil India Limited (OIL) recently bagged the Golden Peacock National Training Award 2017 and Golden Globe Tigers Award 2017 for

industry excellence in Training. aids and appliance by Mahanadi Coalfields Limited (MCL) at a cost of Rs 5 crore under Corporate Social Responsibility (CSR).

In this regard, MCL has signed a memorandum with ALIMCO (Artificial Limb Manufacturing Corporation of India), a Central Public Sector Enterprise under the administrative control of Ministry of Social Justice & Empowerment for providing aids and appliances to needy people with orthopaedic disability in its four operational districts in Odisha.

The MoU was signed recently by Mr. A. K. Pandey, General Manager (CSR), MCL and Mr. R. K. Mathur, DGM and In-charge AAPC-Bhubaneswar (ALIMCO) in the presence of Mr. D. R. Sarin, CMD, ALIMCO, Kanpur and Mr. B. B. Mishra, General Manager (Civil), In-charge MCL Office, Bhubaneswar.

National Aluminium Company Limited (Nalco) signed an MoU with the Ministry of Mines, Govt. of India setting higher targets in

production, productivity, turnover and CAPEX for the FY 2017-18. The MoU was signed between Mr. Arun Kumar, Secretary, Ministry of Mines and Dr. Tapan Kumar Chand, CMD, Nalco in New Delhi recently. Secretary Mines complimented the management in NALCO for the excellent performance of the company in 2016-17 and its robust business plan for 2017-18.
