HIFLD Background

• Established in 2004 as a joint effort by the Department of Defense (DOD), the Department of Homeland Security (DHS), the National Geospatial-Intelligence Agency (NGA), and the U. S. Geological Survey (USGS).

• Formed to address desired improvements in collection, processing, sharing, and protection of homeland infrastructure geospatial information across all levels of government and to develop a common foundation of homeland infrastructure data to be used for visualization and analysis on all classification domains

• HIFLD participants include more 5,860 mission partners representing• 14 executive departments, 98 agencies, 53 states and territories,

and more than 700 private sector institutions

• All HIFLD principles endorsed; Achieved unanimous consent of the FGDC EXCOM• Modeled after the NDOP Subcommittee Charter• Includes a Program Management Group

– Comprised of DHS GMO, OIP, FEMA, DOI GIO, DOD ASHD, NGA– Chairperson selected by PMG for 2-yr term, Vice chair rotated annually among members

Primary Scope and Objectives:

• The HIFLD Subcommittee is responsible for developing, promoting, and executing a coordinated strategy for acquisition or development of homeland infrastructure geospatial information for Federal agencies while creating and utilizing partnerships with State, local, tribal, territorial, and private organizations.

• The HIFLD Subcommittee is accountable to the FGDC Steering Committee and provides recommendations to the FGDC Coordination Group.

• The HIFLD Subcommittee ….serving as a focal point to coordinate homeland infrastructure geospatial information requirements among Federal, State, local, tribal, territorial, and private organizations

Summary

Recommendations: Steering Committee approval of the establishment of the FGDC HIFLD Subcommittee, and approval of the FGDC HIFLD Subcommittee Charter

• FGDC ExCom has reviewed and recommends these SC actions• Strengthens coordination between Operators & Data Providers

– Expands FGDC interactions with DOD\IC\HLS\LE communities– Facilitates availability of common operating data across the national community

• Complements and Enhances FGDC contributions to NSDI– HIFLD includes data requirements not covered under A-16

• Formalizes HIFLD Governance and demonstrates strategic level coordination– Promotes national efficiencies for geospatial data sharing (at all operating levels)– Bolsters national geospatial support for PPD 8, 21, information sharing, and digital

government
