HOME VISIT RISK ASSESSMENT
Indrek IntsEstonian Rescue Board
Number of residential fires and accompanying fatalities in Estonia is
remarkably high
• approximately 50% of all fires in buildings
• about 85% of fatalities are from residential fires
• number fire deaths per 100 000 inhabitants in 2018 was 3,79 in Estonia,
Why
Statistic 2018
Home visits 2009 - 2018
Võru, 1923
• to create a questionnaire
• provide effective assessment of fire safety conditions in homes
• including the physical and social environment of the home
• Improve effciency of home visits
• better overview

Cause
list of factors which have an impact on fre safety and their corresponding
assessment scales were compiled
• 21 parameters
• summary assessment is presented on a 100-point
scale, with results given the following ratings: very good, good, moderaate
and unsafe
Model
Implemented ERB home visit database
very good or good rate was achieved in 88,3% of homes
3,1% of homes belonging to the at risk group received over 60 points thus being identifed
as unsafe
concentrate on homes at high risk, detecting and selecting those that require supplementary
helpand advice.

Fire safety requirements for buildings
Working Group of wooden building gathered during 2016-2017 in EstonianAcademy of Security Sciences.
WG worked out standard-solutions for using timber in 8-storeys buildings.
Also they:
• proposed to use more timber in buildings by using so called capsuledmethod.
• organized building burning test in Väike-Maarja at 1.11.2017.
Fire safety requirements for buildings
The combustible-material supporting structure of a building shall be deemed a noncombustible-material supporting structure if it is sufficiently enclosed in noncombustible covering materials. Thefire resistance ability of covering material shall be at least K230 in the case of fire resistance R 30 orR 60 and at least K260 in the case of fire resistance R 90.
We allow use timber in up
to 8-storeys residential- and
office-buildings in Estonia
Fire safety requirements for buildings
Insulating material with a reaction to fire class ranging from C to E is alowed to use in buildings up to 28 m but only in range22 m. It shall be installed so that the spread of fire along the insulating material is prevented. Class TP1 and TP2 buildingswith three to eight storeys is alowed a thermal insulation system whose insulating material has a reaction to fire class rangingfrom C to E only in case if the structure surrounding an air vent prevents the spread of fire on the surface of the wall and itsinsulating material meets the requirements of class A1 or A2. Also must prevent the spread of fire along and inside theinsulating material.
In high-rise building is alowed insulating material from class A only!
