Roadway Improvement Projects

Entellus’ Transportation Engineering Department has been providing engineering services for state, county, and municipal agencies since 1985. We understand the need to provide cost-effective solutions to reduce congestion before it becomes overwhelming with your growing population. Our team of design engineers has the expertise in all areas of plan preparation including, but not limited to, designing to standards, utility coordination, permitting, construction sequencing, identification of proposed easement and right-of-way limits and preparation of legal descriptions for land acquisition, and communicating with the public and other stakeholders. Dobbins Road Design Concept Report (DCR)

City of Phoenix

Updated the DCR which was originally completed almost 15 years ago. The updated report established the proposed roadway cross section including sidewalks and multi-use paths while taking different land use in the area into consideration. A major project component included evaluating the effect of the existing irrigation canals on the flooding in the area.

Roeser Road

City of Phoenix

Currently completing the design for this federally-funded roadway project which includes one vehicular lane and one bicycle lane in each direction. The improvements include new curb and gutter, driveways and sidewalks. In areas where the street is already improved, sidewalks, handicap ramps and driveways will be upgraded as-needed to meet the City standards and the Americans with Disabilities Act (ADA) guidelines. In addition to hardscape, this project will also address drainage, signing and striping, street lighting, and landscaping and irrigation.

Lake Pleasant Parkway Sidewalk

City of Peoria

Entellus worked with the City to complete the missing sections of concrete sidewalk along the west side of Lake Pleasant Parkway. These vary from five-feet to eight-feet in width, meet ADA standards, and are detached from the curb wherever possible to provide a continuous pedestrian route. Our team completed this project successfully, keeping in mind existing right-of-way, utilities, and drainage, to maximize the new sidewalk width while minimizing impacts to existing conditions.

32nd Street Improvements and Multi-Use Path

City of Phoenix

Developed a Design Concept Report (DCR) and completed final design plans for improvements that aimed to provide connectivity from South Mountain Park to the Rio Salado path near the Salt River. Final design included ultimate street improvements designed for five lanes with curb, gutter, sidewalks, ADA upgrades, drainage improvements, street light and traffic signal improvements. Our team assisted the City in extensive right-of-way and utility coordination including SRP Irrigation and Electric relocations.

Germann Road Improvements

Town of Gilbert

As the Town’s Engineer for this $7 million project, Entellus enlarged a portion of Germann Road to six lanes, with a raised median, sidewalks, bike lanes and street lights. The project also included installation of a 12-inch waterline, signing and pavement marking, relocations of RWCD and private irrigation facilities, and coordination of utility facility relocations. The project was completed successfully on-time and within budget.

Apache Trail Paving Improvements

City of Apache Junction

Entellus designed roadway improvements along Apache Trail from Meridian Road to Idaho Road. The pavement was designed for rehabilitation using hot in-place recycling. Sidewalks and ramps were upgraded to meet current ADA guidelines. The roadway was re-striped and signed to allow three travel lanes in each direction along with on street bicycle lanes.

Kelvin Bridge Replacement

Pinal County

Over the years, Entellus has had the opportunity to work with Pinal County on many exciting projects including providing design and construction phase services for the new Kelvin Bridge. Our team prepared a Design Concept Report (DCR), Environmental Assessment (EA), construction plans, specifications, and estimates. The structure will be installed next to a century-old bridge spanning the Gila River. The older bridge will remain in place and will be open for use by pedestrians and bicyclists as a link in the Arizona Trail.

Camino Rio Road

Pinal County

Entellus was retained to complete design of approximately 10 miles of roadway/pavement improvements. The roadway was located west of Winkelman in the eastern portion of Pinal County and is primarily used by ASARCO. The roadway was a graded, dirt road which followed the existing topography. The purpose of this project was to help mitigate the dust control issues that were present due to traffic traveling this road. The paved cross section was anticipated to be generally be 26 feet wide with a normal crown. There were areas where the pavement width was modified to avoid impacts with utilities (overhead electric or water), drainage ways or other features to minimize costs and disruptions.

Mesa Drive and Southern Avenue Intersection Improvements

City of Mesa

Entellus designed intersection improvements at Mesa Drive and Southern Avenue which is located approximately one-half mile north of U.S. 60. These improvements provide capacity and access for multi-modal users through the intersection. The project was constructed using the CMAR delivery method requiring a significant amount of coordination with the contractor. The corridor serves as a gateway to downtown Mesa and included pedestrian amenities, artistic entry monuments, decorative bus shelters and enhanced landscaping and hardscaping. Entellus assisted the City with right-of-way acquisition for more than 70 parcels, coordination and approval from ADOT and UPRR and resolved all utility conflicts including major relocations with SRP Irrigation and Electric.

Cooper Road Improvements

City of Chandler

Entellus is completing the design for approximately 1.75 miles of Cooper Road. This project includes roadway widening, sidewalk, bike lanes, drainage improvements, street lighting, and traffic signals. It will also complete the existing water, sewer and reclaimed water systems and relocate the private irrigation system. Drainage improvements, including storm drain, and retention basins, are included to handle on-site and off-site flows. Entellus is assisting in right-of-way acquisition from over 30 parcels by completing legal descriptions and meeting with property owners. We are leading the utility coordination, with SRP and RWCP being major stakeholders.

Water-Related Projects

Entellus has extensive experience in delivering water infrastructure projects throughout Arizona. These projects have involved studies, assessments, site and alignment investigations, planning, preliminary design concepts, detailed plans, utility coordination, public outreach, asset management, cost estimating, phasing, right-of-way and easement acquisitions, legal description preparation, permitting, including obtaining Approval to Construct (ATC) and Approval of Construction (AOC) and all facets of construction administration. We have delivered these projects utilizing all delivery methods including Job Order Contracting (JOC), Construction Manager-at-Risk (CMAR), and Low Bid procurement. We will evaluate and use the most recent technological advancements, where it provides the most benefit to the County, and plan/design systems that fulfill capacity demands, are easy to operate and maintain, and meet regulatory requirements.

Water Main Replacement Program

City of Phoenix

Provided design for the replacement of water mains and relocation of water services in various streets as part of the City’s Water Main Replacement Program since 2001. This has included approximately 30 projects with more than 350,000 linear feet of new 4-inch, 6-inch, 8-inch and 12-inch water main. Over 6,000 water service/meter installations and relocations were designed. These designs included appropriate valve spacing for operation and maintenance flexibility and installation of fire hydrants, providing fire protection with minimal impacts to residents and properties.

Raw Water Pipeline and Improvements to Elliot Road

City of Mesa

Designed more than 3 miles of 54” raw water pipeline from the CAP Canal turnout structure to the City’s new Signal Butte Water Treatment Plant (WTP). The design was coordinated with design of the WTP and included measures to prevent quagga mussel infestation of the new pipeline. To complete the pipeline and prevent future disturbance, Entellus will also design the north half street improvements of Elliot Road from Signal Butte Road to Mountain Road. The roadway includes 3 through lanes in each direction, bike lanes, a raised median, curb, gutter, sidewalk, street lights, signing, striping, landscaping and irrigation.

Coyote Lakes Water Main Replacements

EPCOR

Designed new water mains in three phases to replace approximately 12,600 linear feet of water lines. The project included an aggressive design schedule where a normal six to nine-month design needed to be finalized and approved by the Maricopa County Environmental Services Department (MCESD) and the City of Surprise within three months. Our team completed the design and approvals ahead of schedule and assisted EPCOR in the bidding process. As an additional value-added component, we designed the water mains to be constructed using both ductile iron pipe or C-900 PVC pipe.

Concrete Reservoir Assessment and Repair

City of Phoenix

Performed full site and reservoir condition assessments for Deem Hills (15MG), Happy Valley (5MG), and 64th St. #1 (20MG) for the City of Phoenix as part of their Reservoir Maintenance Program. This project included the full inspection and condition assessment of all equipment and facilities on-site as well as float-down and dry inspections of Deem Hills (4A-ES5) and 64th St. #1 (1-ES1). Condition assessment involved civil, structural, and electrical engineering disciplines as well as several other subcontractors and JOC contractors all being coordinated and directed to complete critical inspections and repairs within a strict and very limited shut-down schedule. As part of this work, our team also was required to perform leak tests and various other special inspections to determine the condition of the existing reservoir and prepare a comprehensive report including costs.

Improvements included additions of new gaseous chlorine systems at each site, complete with prefabricated building enclosure, chlorine analyzer, dosing system, pumps, valving, injection, etc. Improvements also included the design of new well pump, POE sampling stations, a deep well pump control valve, new piping and valving for connecting to the transmission main, electrical and SCADA upgrades, new potable water services, emergency eye-wash/showers, flow meters, sewer drains and site work. Special consideration was required in designing the chlorination system for Well 25 due to its location as the size of chlorine cylinders and notification/evacuation system were factored into our design. Entellus was also able to assist the City in bringing these well sites up to current City standards as well as incorporate several additional design improvements that were based on valuable input received from City maintenance staff.

Rio Salado Distribution Main Replacement

City of Mesa

Entellus provided design and construction phase services for the Val Vista Transmission Main, Phase 3. As part of this project, the City asked Entellus to perform additional work for design of a 12-inch water distribution main in Rio Salado Parkway from Alma School Road to Country Club Drive and a half mile, 12-inch, well supply line in Alma School Road to replace their aging infrastructure. These two projects were completed concurrently to avoid having construction occur twice in these major roadways and utilized a combined trench detail wherever possible for additional savings. The project was constructed using the CMAR delivery method and included new water service connections, fire hydrants, connections to the side streets with swing-tie isolation valves as-needed, public meetings and coordination, utility coordination and legal descriptions for acquisition of easements.

Entellus design and construction administration and inspection for three miles of waterline and appurtenances ranging in size from 16 inches to 42 inches, installed in both urban arterials and residential side streets. Additionally, our team designed and inspected the construction of the associated 24MGD Booster Pump Station. The finished improvements were assumed into the City’s water distribution system to support future high-density developments in the Camelback Core area. The project was a Public Private Partnership which enabled the City to obtain water delivery improvements at a fraction of the total cost due to Entellus’ ability to manage contractor change orders.

Layton Lakes Force Main

Rehabilitation

Town of Gilbert

Entellus conducted a feasibility study for the rehabilitation for the reconstruction of the Layton Lakes Dual Force Mains (14” & 18” concrete-lined DIP). Each line is approximately 13,500 liner feet. Five pipe technologies were assessed including HDPE slip-lining, Cured-in-Place Pipe (CIPP), new PVC, new HDPE replacement and pipe-bursting. The results from this study led to the recommendation of a combination or replacement (~1,466 liner feet) and rehabilitation (~10,643 liner feet) for a total of approximately 2.3 miles of piping. The project also included the complete removal and replacement of the existing 13 underground vault structures. Following design, Entellus performed construction administration and inspection services for this project.

Entellus has assisted several agencies (Pinal County, Coconino County, Avondale, Gilbert) with developing and updating their Engineering Design standards that set the minimum requirements for construction/improvements to public and private projects to promote safe, reliable, and livable communities. Our familiarity with government standards provides Entellus with well-rounded knowledge of public and private streets; water, sewer, and reclaimed water utilities; storm water systems; placement and operation of any other structures within agency rights-of-way and easements. Our previous experience on planning and design projects for Pinal County has been the catalyst for developing a thorough knowledge of its contractual requirements, design guidelines, and procedures. We have developed an excellent working rapport with Pinal County Engineering staff as well as the other supporting departments.

Our quality program consists of adhering to offsite improvement regulations and Standard Details in Pinal County’s Subdivision and Infrastructure Design Manual and Traffic Impact Analysis Guidelines. Our team utilizes Maricopa Association of Governments (MAG) and Arizona Department of Transportation (ADOT) Specifications and Details for any project construction items not covered by the County’s Manual. We utilize County standards to maintain consistency and minimize future maintenance issues. Updates to the Drainage Manual will also be incorporated into plans appropriately. Flood hazard projects with CLOMR’s or LOMR’s resulting in the modification of the existing regulatory floodway will integrate Pinal County’s Rules of Development. Elements of previous projects involved extensive coordination with County staff, the public, utility companies, and interface with other agencies, including ADOT, FHWA, BLM, City of Apache Junction, Flood Control District of Maricopa County, Central Arizona Project, SHPO, etc.

RAW WATER PIPELINE AND IMPROVEMENTS TO ELLIOT ROAD , MESA, AZDesigned more than 3 miles of 54” raw water pipeline from the CAP Canal turnout structure to the City’s new Signal Butte Water Treatment Plant (WTP). The design was coordinated with design of the WTP and included measures to prevent quagga mussel infestation of the new pipeline. To complete the pipeline and prevent future disturbance, Entellus will also design the north half street improvements of Elliot Road from Signal Butte Road to Mountain Road. The roadway includes 3 through lanes in each direction, bike lanes, a raised median, curb, gutter, sidewalk, street lights, signing, striping, landscaping and irrigation.

LAKE PLEASANT PARKWAY SIDEWALK, PEORIA, AZEntellus worked with the City to complete the missing sections of concrete sidewalk along the west side of Lake Pleasant Parkway. These vary from five-feet to eight-feet in width, meet ADA standards, and are detached from the curb wherever possible to provide a continuous pedestrian route. Our team completed this project successfully, keeping in mind existing right-of-way, utilities, and drainage, to maximize the new sidewalk width while minimizing impacts to existing conditions.

32ND STREET MULTI-USE PATH AND STREET IMPROVEMENTS, PHOENIX, AZEntellus developed a Design Concept Report (DCR) and completed final design plans for these improvements which aimed to provide connectivity from South Mountain Park to the Rio Salado path near the Salt River as part of the City’s trail system. This project initially was limited to half street roadway improvements to include bike lanes and a 10-foot multi-use trail during the DCR phase. These improvements provided capacity and access for multi-modal users through the intersection. The project was a CMAR, requiring a significant amount of coordination with the contractor. The corridor serves as a gateway to downtown Mesa and included enhanced pedestrian amenities, artistic entry monuments, decorative bus shelters and enhanced landscaping and hardscaping. Entellus assisted the City with right-of-way acquisition from more than 70 parcels. Bill oversaw the project design and led the team to complete the roadway widening and drainage improvements. He facilitated the communication and coordination with City and all the different stakeholders for the project.

WEST ANTHEM WATER AND WASTEWATER INFRASTRUCTURE, PHOENIX, AZThe City retained Entellus to complete a Basis of Design Report for the proposed water and sewer improvements required to provide services to the West Anthem area. CONCRETE RESERVOIR ASSESSMENT AND REPAIR, PHOENIX, AZPerformed full site and reservoir condition assessments for Deem Hills (15MG), Happy Valley (5MG), and 64th St. #1 (20MG) for the City of Phoenix as part of their Reservoir Maintenance Program. This project included the full inspection and condition assessment of all equipment and facilities on-site as well as float-down and dry inspections of Deem Hills (4A-ES5) and 64th St. #1 (1-ES1). Condition assessment involved civil, structural, and electrical engineering disciplines as well as several other subcontractors and JOC contractors all being coordinated and directed to complete critical inspections and repairs within a strict and very limited shut-down schedule. As part of this work, our team also was required to perform leak tests and various other special inspections to determine the condition of the existing reservoir and prepare a comprehensive report including costs.

KELVIN BRIDGE REPLACEMENT, PINAL COUNTY, AZ Over the years, Entellus has had the opportunity to work with Pinal County on many exciting projects including providing design and construction administration services for the new Kelvin Bridge. Our team prepared a Design Concept Report (DCR), Environmental Assessment (EA), construction plans, specifications, and estimates. The structure will be installed next to a century-old bridge spanning the Gila River. The older bridge will remain in place and will be open for use by pedestrians and bicyclists as a link in the Arizona Trail.

AGUA FRIA MULTI-USE PATH IMPROVEMENTS, AVONDALE, AZThis project extends on the east side of the Agua Fria River from Van Buren Street to the Interstate 10 freeway, for approximately 2,400 linear feet. Entellus is currently completing the construction drawings in close coordination with the City of Avondale and Flood Control District (FCD). The project provides a 10-foot multi-use path, consisting of a 3-inch thick asphalt layer on existing soil cement, and 2-foot shoulders on each side with 3-inch stabilized ABC. Coordination with existing utilities is underway in order to obtain clearance forms. The project also provides a 12-foot wide access road for FCD use. Once construction is completed, it will connect to the proposed trail improvements that will cross underneath the I-10 bridge, providing City residents and visitors in the region additional and safer trail routes.

32ND STREET MULTI-USE TRAIL AND STREET IMPROVEMENTS, PHOENIX, AZDeveloped a Design Concept Report (DCR) and then to complete final design plans for 32nd Street from Broadway Road to Southern Avenue. RIO SALADO DSITRIBUTION MAIN REPALCEMENT, MESA, AZ Entellus provided design and construction phase services for the Val Vista Transmission Main, Phase 3. As part of this project, the City asked Entellus to perform additional work for design of a 12-inch water distribution main in Rio Salado Parkway from Alma School Road to Country Club Drive and a half mile, 12-inch, well supply line in Alma School Road to replace their aging infrastructure. These two projects were completed concurrently to avoid having construction occur twice in these major roadways and utilized a combined trench detail wherever possible for additional savings. The project was constructed using the CMAR delivery method and included new water service connections, fire hydrants, connections to the side streets with swing-tie isolation valves as-needed, public meetings and coordination, utility coordination and legal descriptions for acquisition of easements.

ROESER ROAD, PHOENIX, AZCurrently completing the design for this federally-funded roadway project which includes one vehicular lane and one bicycle lane in each direction. The improvements include new curb and gutter, driveways and sidewalks. In areas where the street is already improved, sidewalks, handicap ramps and driveways will be upgraded as-needed to meet the City standards and the Americans with Disabilities Act (ADA) guidelines. In addition to hardscape, this project will also address drainage, signing and striping, street lighting, and landscaping and irrigation.

COOPER ROAD IMPROVEMENTS, CHANDLER, AZEntellus was retained to complete design for approximately 1.75 miles of roadway. Improvements will upgrade undeveloped sections of Cooper Road to the City’s minor arterial section and include roadway widening, sidewalk, bike lanes, drainage improvements, street lighting/traffic signals, completion of City utility systems, and private irrigation. As part of the design, Entellus will review existing conditions and ensure ADA guidelines are met. Construction will be completed with federal funding and plans will be phased based on anticipated funding availability. Breanna led preliminary design for roadway geometrics and drainage design. She assisted in public outreach meetings to educate concerned residents on project purpose and efforts to minimize impacts to these residents.

32ND STREET MULTI-USE TRAIL AND STREET IMPROVEMENTS, PHOENIX, AZEntellus developed a Design Concept Report (DCR) and then completed final design plans for this project. The purpose was to provide connectivity from South Mountain Park to the Rio Salado path near the Salt River as part to the City’s trail system. This project initially was limited to half street roadway improvements to include bike lanes and a 10-foot multi-use trail during the DCR phase. Final design included ultimate street improvements designed for five lanes with curb, gutter, sidewalks, ADA upgrades, drainage improvements, street light and traffic signal improvements in addition to the anticipated bike lanes and 10 foot multi-use trail. Breanna developed roadway geometrics and profiles. She led storm drain design efforts and coordinated directly with subconsultants for street light design.

WATER MAIN REPLACEMENT PROGRAM, PHOENIX, AZ Entellus has provided design for the replacement of water mains and relocation of water services in various streets as part of the City of Phoenix Water Main Replacement Program since 2001. This has included approximately 30 projects with more than 350,000 linear feet of new 4-inch, 6-inch, 8-inch and 12-inch water main. Over 6,000 water service/meter installations and relocations were designed by our team as part of this program. These designs included appropriate valve spacing for operation and maintenance flexibility and installation of fire hydrants, providing fire protection with minimal impacts to residents and properties.

MESA DRIVE AND SOUTHERN AVENUE INTERSECTION IMPROVEMENTS,MESA, AZOur team designed the intersection of Mesa Drive and Southern Avenue which is located approximately one half mile north of U.S. 60. These improvements provided capacity and access for multi-modal users through the intersection. The project was constructed using the CMAR delivery method requiring a significant amount of coordination with the contractor. The corridor serves as a gateway to downtown Mesa and included enhanced pedestrian amenities, artistic entry monuments, decorative bus shelters and enhanced landscaping and hardscaping. Breanna led design for storm drain, water and sewer facilities. She developed horizontal geometrics and vertical roadway profiles. She also developed limits of right-of-way and easement acquisitions and review corresponding legal descriptions.

LAKE PLEASANT PARKWAY SIDEWALK, PEORIA, AZEntellus worked with the City to complete the missing sections of concrete sidewalk along the west side of Lake Pleasant Parkway. These vary from five-feet to eight-feet in width, meet ADA standards, and are detached from the curb wherever possible to provide a continuous pedestrian route. Our team completed this project successfully, keeping in mind existing right-of-way, utilities, and drainage, to maximize the new sidewalk width while minimizing impacts to existing conditions.

VAL VISTA WATER TRANSMISSION MAIN PHASE 3, MESA, AZEntellus designed and provided construction phase services for the Val Vista Water Transmission Main, Phase 3. As part of this project, Entellus designed more than one mile of a 16-inch waterline to feed the new transmission main directly from City Well 27. The alignment of the 16-inch waterline needed to go through a heavily traveled intersection. Entellus evaluated various alignment alternatives to develop an optimal alignment which minimized disruption to the public. Entellus coordinated with utility companies and resolved all conflicts prior to construction.

DORSEY LANE WATERLINE REPLACEMENT, TEMPE, AZDesign of a new 12-inch waterline, replacement of existing fire hydrants and water services. Coordinated design clearances with utility companies and obtained approval to construct from Maricopa County Environmental Services Department.

WEST ANTHEM WATER & SEWER IMPROVEMENTS, PHOENIX, AZ City retained Entellus to complete a Basis of Design Report for the proposed water and sewer improvements required to provide services to the West Anthem area. The improvements include about five miles of gravity sewer and force mains, 1.5 miles of water transmission main, pump station upgrades and a new lift station. Following completion of the Basis of Design Report, Entellus will complete final design of all the water improvements and sewer improvements north of the lift station.

LAYTON LAKES SEWER FORCE MAIN REHABILITATION & DESIGN, GILBERT, AZConducted a feasibility study for the rehabilitation and reconstruction of the Layton Lakes dual Force Mains (14” & 18” concrete-lined DIP) which convey flows over approximately 13,500 linear feet. Five pipe rehabilitation/reconstruction technologies were assessed including HDPE slip-lining, cured in-place pipe (CIPP), new PVC, new HDPE replacement and pipe-bursting. The results from this study led to the recommendation of a combination of replacement (approximately 1,466 linear feet) and rehabilitation (approximately 10,643 linear feet) for a total of 12,109 linear feet or approximately 2.3 miles.

INTEGRATED WATER MASTER PLAN, COTTONWOOD, AZOur team developed an integrated water, sewer and wastewater treatment master plan for the City of Cottonwood. The plan included detailed hydraulic modeling, demand factor development for current and future uses utilizing the latest zoning maps and general plan projections. Using GIS mapping, a preliminary water and sewer system database was developed as well. Ultimate CIP costs were also developed for key infrastructure including current inadequacies in the system as well as future needs for ultimate build-out.

CONCRETE RESERVOIR ASSESSMENT AND REPAIR, PHOENIX, AZPerformed full site and reservoir condition assessments for Deem Hills (15MG), Happy Valley (5MG), and 64th St. #1 (20MG) for the City of Phoenix as part of their Reservoir Maintenance Program. This project included the full inspection and condition assessment of all equipment and facilities on-site as well as float-down and dry inspections of Deem Hills (4A-ES5) and 64th St. #1 (1-ES1). Condition assessment involved civil, structural, and electrical engineering disciplines as well as several other subcontractors and JOC contractors all being coordinated and directed to complete critical inspections and repairs within a strict and very limited shut-down schedule. As part of this work, our team also was required to perform leak tests and various other special inspections to determine the condition of the existing reservoir and prepare a comprehensive report including costs.

This project looked to establish the 100-year flows for an industrial park between the I-10 and SR387 in Eloy and re-delineate the existing FEMA floodplains for the area. The scope of work consisted of a hydrologic analysis on a 266-square-mile watershed, a Bulletin 17b stream gage analysis for the large Santa Cruz River contributing flow, and a controversial split flow that our team analyzed using FLO-2D. Hydrologic models were created to determine peak flows for the 100-year, 50-year, 25-year, 10-year, 5-year and 2-year recurrence interval storms.

Mountain View Estates

Performed hydrologic and hydraulic analysis for the re-delineation of numerous floodplains in the Mountain View Estates community. As part of the project, Entellus expanded on a previous hydrologic model that we had produced for a floodplain delineation in the Eloy Industrial Park area. This existing community is a rural Arizona community south of Casa Grande, where we removed several homes from an existing Zone A floodplain and re-delineated with a more accurate Zone AE.

Arizona City Design Concept Report (DCR)

Pinal County

Developed a drainage DCR for Arizona City. The big unknown was the size of the contributing watershed that leads to flooding. Our team expanded on a previous hydrology model, which includes part of the larger Lower Santa Cruz River Watershed, to include the Arizona City Area. We developed HEC-1 models for 2-year to the 100-year storm events to test the effectiveness of proposed solutions. The final solution includes a multi-phased basin and channel system designed to fit within the proposed County budget over several years, and this solution will significantly reduce the flood risk of the community.

Entellus reviewed several CLOMR applications and drainage reports for the County. The CLOMR/LOMR review included checking for adherence to FEMA, County, and local jurisdiction standards and procedures. As part of this process, Entellus provided written comments to the County outlining the results of the technical review and the need for any additional analysis, clarifications, or design changes. Reviews performed for Pinal County ranged from large subdivisions with lots of drainage infrastructure to small lot development with limited effect on the floodplains.

Lower Santa Cruz River Master Plan

Pinal County

Entellus consolidated years of previous studies, documented known drainage issues, conducted GPS field survey on major watershed features and provided interactive maps and deliverables for the Lower Santa Cruz River Watershed. The Santa Cruz River is among one of the most important and controversial rivers in the Southwest. Data collected included major flooding events, subsidence, fissures, structural drainage improvements, headcutting, erosion, sedimentation, and environmental concerns. Although there have been many previous studies along the Santa Cruz River, few focused on the reach within Pinal County. This reach has exhibited a “lessening stream” behavior in which the river appears to disappear once it enters Pinal County, except in times of heavy storm flows when it has been known to destroy everything in its path.

South Mountain Flood Assessment and Recovery

Prepared a Flood Recovery Collective Report and collected all the information on the efforts the City undertook to recover from the 2014 floods. The intent of this report is to document what happened, how the City and other agencies responded, and what is needed to more efficiently and quickly respond and recover from future events. This report included an educational brochure, which will be distributed to residents affected by future flooding, that outlines recovery activities and what the City, State and Federal agencies are or will be doing to help them understand the complexities of the recovery efforts.

67th Avenue Drainage Study

City of Peoria

Entellus was selected by the City of Peoria to perform a drainage study in a historically flood-prone area. The study consisted of identifying local solutions which could be designed quickly and inexpensively to help improve the drainage situation throughout the project area, as well as develop the long-term regional drainage solution to mitigate the 100-year flood event. Field interviews were held with residents which allowed them to be heard and feel like their concerns were being taken seriously. This helped with the public perception that the City was “doing something” to help them. These interviews yielded invaluable information regarding flooding that allowed us to validate the two-dimensional hydraulic models. Proposed improvements are currently under design.

This project had two components: a 320 square-mile drainage master plan for a watershed, and the analysis of McMicken Dam. The hydrology incorporated alluvial fans, CAP and Beardsley Canal impoundment, and flow across I-10. As part of this effort, our team developed systematic procedures, including custom GIS applications to increase efficiency. We proposed creative solutions which resulted in the preservation of the natural watercourses, adding conveyance to the system by expanding the bank capacity and creating a naturally functioning braided wash.

Chandler Boulevard Analysis and Storm Drain Design

City of Chandler

For this project, the most critical element was determining how a proposed Chandler Boulevard bridge would affect people downstream. Entellus used HEC-RAS 5.0 2D to model flooding for the 100-year storm for several different bridge configurations and compared the results to current conditions. The focus was on how does each of these bridge scenarios change how storm water flows downstream. Variations from 40 to 120-foot bridges were analyzed. Each scenario had its merits: a 40-foot bridge pushed flow towards an existing channel, while the longer 120-foot bridge helped maintain a closer resemblance to the existing conditions. Erosion Control Standard Detail and Design

Apache Junction

Entellus was retained to develop standard details for erosion control for three conditions typically found in drainage channels within Apache Junction. The typical details were based on the use of gabion baskets that can be installed by City maintenance crews. The erosion control standard detail included protection for channel bends, spillways, and step banks. In addition to these details, our team developed construction documents for the lining of a small section of a channel.

Watershed Countywide Area Drainage Master Plan

Pinal County

Developed a Countywide Area Drainage Master Plan (ADMP) for the 21 independent watersheds within Pinal County. The watershed areas varied from sparsely populated to fully urbanized. As part of the project, we prepared an existing facilities inventory, geographically locating over 10,000 natural washes and major man-made drainage facilities. The condition, capacity, and ownership of these facilities were noted if the information was available, providing Pinal County a useful tool, not just a location of the facility. This project identified drainage issues and provided recommendations for further analysis or mitigation measures. We created a GIS overlay for the County identifying zones of special flood hazard types including ponding, alluvial fan areas, and earth issues, among others.

Schnepf Road Evaluation

After a significant flood event in Queen Creek, severe scour occurred at the Schnepf roadway crossing bridge. Entellus reviewed site conditions and provided an assessment of future scour in the area to determine if the current bridge was safe for traffic. Our analysis revealed that the structural stability of the bridge had been compromised by the scour and was unsafe. Additionally, the potential for continuing erosion was high and the current bridge could not be fixed and would need to be replaced.

Kelvin Bridge Replacement

2.2 Familiarity of personnel with municipal, local and state government standards.

Entellus has assisted several agencies (Pinal County, Coconino County, Avondale, Gilbert) with developing and updating their Engineering Design standards that set the minimum requirements for construction/improvements to public and private projects to promote safe, reliable, and livable communities This included the incorporation of Low Impact Development (LID) elements into the design standards. Our proposed Project Manager, Hernan Aristizabal, has worked with ADWR’s State Standards Workgroup to review and create State Standards. Our familiarity with government standards provides Entellus with well-rounded knowledge of public and private storm water systems and the placement and operation of structures within agency rights-of-way and easements. Our previous experience on planning and design projects for Pinal County has been the catalyst for developing a thorough knowledge of your contractual requirements, design guidelines, and procedures. We have developed an excellent working rapport with Pinal County Engineering staff as well as the other supporting departments. We are also familiar with FEMA and USACE requirements as they relate to floodplains, mitigation assistance and 404

Our quality program consists of adhering to offsite improvement regulations and Standard Details in Pinal County’s Subdivision and Infrastructure Design Manual and Traffic Impact Analysis Guidelines. Our team utilizes Maricopa Association of Governments (MAG) and Arizona Department of Transportation (ADOT) Specifications and Details for any project where construction items not covered by the County’s Manual. We utilize County standards to maintain consistency and minimize future maintenance issues. Updates to the Drainage Manual will also be incorporated into plans appropriately. Flood hazard projects with CLOMR’s or LOMR’s resulting in the modification of the existing regulatory floodway will integrate Pinal County’s Rules of Development. Elements of previous projects involved extensive coordination with County staff, the public, utility companies, and interface with other agencies, including ADOT, FHWA, BLM, City of Apache Junction, Flood Control District of Maricopa County, Central Arizona Project, SHPO, etc.

This on-call contract represents an opportunity to continue our long-standing relationship with the County. Our team of experienced professionals have a track record of performance with the County, from our years of successful completion of previous projects. LOWER SANTA CRUZ RIVER MASTER PLAN, PINAL COUNTY Entellus consolidated years of previous studies, documented known drainage issues, conducted GPS field survey on major watershed features and provided interactive maps and deliverables for the Lower Santa Cruz River Watershed. The Santa Cruz River is among one of the most important and controversial rivers in the Southwest. Data collected included major flooding events, subsidence, fissures, structural drainage improvements, headcutting, erosion, sedimentation, and environmental concerns. Although there have been many previous studies along the Santa Cruz River, few focused on the reach within Pinal County. This reach has exhibited a “lessening stream” behavior in which the river appears to disappear once it enters Pinal County, except in times of heavy storm flows when it has been known to destroy everything in its path.

67TH AVENUE DRAINAGE STUDY. PEORIA, AZEntellus was selected by the City of Peoria to perform a drainage study in a historically flood-prone area. The study consisted of identifying local solutions which could be designed quickly and inexpensively to help improve the drainage situation throughout the project area, as well as develop the long-term regional drainage solution to mitigate the 100-year flood event. Field interviews were held with residents which allowed them to be heard and feel like their concerns were being taken seriously. This helped with the public perception that the City was “doing something” to help them. These interviews yielded invaluable information regarding flooding that allowed us to validate the two-dimensional hydraulic models. Proposed improvements are currently under design.

MCMICKEN DAM WITTMANN ADMSU/ADMP, MARICOPA COUNTYThis project had two components: a 320 square-mile drainage master plan for a watershed, and the analysis of McMicken Dam. The hydrology incorporated alluvial fans, CAP and Beardsley Canal impoundment, and flow across I-10. As part of this effort, our team developed systematic procedures, including custom GIS applications to increase efficiency. We proposed creative solutions which resulted in the preservation of the natural watercourses, adding conveyance to the system by expanding the bank capacity and creating a naturally functioning braided wash.

MOUNTAIN VIEW ESTATES, PINAL COUNTY, AZEntellus was retained by Pinal County to re-delineate several washes within the area immediately south and west of the Interstates 10 and 8 intersection. This included detailed hydrologic analysis, HEC-RAS modeling, public meetings with residents, development of elevation certificates, and FEMA submittal. The project included modeling of the culvert under Interstate 8, and several miles of shallow, wide channels with multiple man-made structures such as road embankment, fences, and residences. Hernan served as the Project Manager and was responsible for overseeing the team to ensure budget and schedule was maintained. He was also responsible for the quality of the hydrologic data, hydraulic analysis and alternative formulation as well as the public involvement process.

ELOY INDUSTRIAL PARK, PINAL COUNTY, AZThe goal of this project is to establish the 100-year flows for an industrial park between the I-10 and SR387 in Eloy and re-delineate the existing FEMA floodplains for the area. As the Project Principal, Hernan reviewed progress reports, recoursed availability and provided support to the Project Manager. Additionally, he provided technical guidance and reviews and all materials to ensure they are technically-sound and reasonable. He also helped in the development of the hydrologic analysis for the project.

PALO VERDE WATERSHED ZONE A FLOODPLAIN DELINEATION STUDY, MARICOPA COUNTY, AZEntellus completed the Palo Verde Watershed Detailed Floodplain Delineation project for the Flood Control District of Maricopa County. This project was completed through FEMAs CTP program and included a detailed hydrologic analysis and the delineation of 80 miles of detailed “Zone AE”, 16 miles of floodway, and additional “Zone AO” and “Zone AH” floodplains for selected washes within the Palo Verde Watershed. These delineations have been approved by FEMA and were updated as part of a Physical Map Revision (PMR). Hernan served as the project manager on this project.

WASH 5E AND WASH 6E FLOODPLAIN DELINEATION STUDY: JOMAX ROAD TO HAPPY VALLEY ROAD, MARICOPA COUNTY, AZEntellus was contracted by the Flood Control District of Maricopa County to perform a re-delineation of the Wash 5E and 6E in the Wittmann watershed based on current conditions which had changed since the original FEMA delineation. A total of just over 2 miles of floodplain and floodway were re-delineated as part of this study. With development in the area, the conditions had been significantly altered since the FEMA study had been first conducted. Hernan oversaw and performed much of the analysis and delineation of the two washes. This included an n-value assessment, an assessment of the existing conditions with the new development and how it affected the hydraulics of the area, and the actual hydraulic analysis of Wash 5E and 6E, and the FEMA submittal.

ARIZONA CITY DESIGN CONCEPT REPORT, PINAL COUNTY, AZDeveloped a drainage DCR for Arizona City. The big unknown was the size of the contributing watershed that leads to flooding. Our team expanded on a previous hydrology model, which includes part of the larger Lower Santa Cruz River Watershed, to include the Arizona City Area. We developed HEC-1 models for 2-year to the 100-year storm events to test the effectiveness of proposed solutions. ELOY INDUSTRIAL PARK ANALYSIS, PINAL COUNTY, AZThe Eloy Industrial Park Analysis looked to establish the 100-year flows for an industrial park between the I-10 and SR387 in Eloy and re-delineate the existing FEMA floodplains for the area. As Project Manager, Ryan oversaw all improvements. He also performed a Bulletin 17B analysis which was submitted to FEMA to estimate the flows entering the watershed and then led a FLO-2D analysis to estimate the split flow along the Santa Cruz River towards Eloy. After the establishment of the split flow, a hydrologic analysis was performed utilizing the split flow data to finalize the 100-year flows at the Eloy Industrial Complex.

WITTMAN ADMSU/ADMP, MARICOPA COUNTY, AZThis project involved a 320 square mile watershed analysis performed for the FCDMC. Scope of work included updating the hydrology, collecting relevant information, developing alternatives and 15% plans for the recommended alternative. As a Project Engineer, Ryan supervised the hydrologic and hydraulic analyses and provided his technical experience and expertise to resolve difficult technical issues. These analyses included the 320 square mile hydrologic analysis of the watershed with 2 dams, 120 linear miles of detailed Zone AE floodplain delineations, and two locations where FLO-2D models were utilized to better understand the movement of flow through the area. He participated in multiple public and stakeholders meetings and had the opportunity of interact with many residents and agencies representatives. He also participated in a Value Analysis workshop and several PAAC meetings.

Alternatives were developed that addressed local and regional flooding and the final plan utilized realistic budget forecasts, addressed political “hot-buttons” in a timely fashion and identified phased implementation options to avoid “throw-away” infrastructure. Ryan served as the Project Manager and Lead Drainage Engineer for this project.

AGUA FRIA MULTI-USE PATH IMPROVEMENTS, AVONDALE, AZThis project extends on the east side of the Agua Fria River from Van Buren Street to the Interstate 10 freeway, for approximately 2,400 linear feet. Entellus is currently completing the construction drawings in close coordination with the City of Avondale and Flood Control District (FCD). The project provides a 10-foot multi-use path, consisting of a 3-inch thick asphalt layer on existing soil cement, and 2-foot shoulders on each side with 3-inch stabilized ABC. Coordination with existing utilities is underway in order to obtain clearance forms. The project also provides a 12-foot wide access road for FCD use. Once construction is completed, it will connect to the proposed trail improvements that will cross underneath the I-10 bridge, providing City residents and visitors in the region additional and safer trail routes.

32ND STREET MULTI-USE TRAIL AND STREET IMPROVEMENTS, PHOENIX, AZDeveloped a Design Concept Report (DCR) and then to complete final design plans for 32nd Street from Broadway Road to Southern Avenue. The project purpose was to pro-vide connectivity from South Mountain Park to the Rio Salado path near the Salt River as part to the City’s trail system. This project initially was limited to half street roadway improvements to include bike lanes and a 10-foot multi-use trail during the DCR phase. Final design included ultimate street improvements designed for five lanes with curb, gutter, sidewalks, ADA upgrades, drainage improvements, street light and traffic signal improvements in addition to the anticipated bike lanes and 10 foot multi-use trail. Alberto helped with the roadway and drainage design for this project. He also helped QA/QC of the final plan set.

RAW WATER PIPELINE AND IMPROVEMENTS TO ELLIOT ROAD , MESA, AZDesigned more than 3 miles of 54” raw water pipeline from the CAP Canal turnout structure to the City’s new Signal Butte Water Treatment Plant (WTP). The design was coordinated with design of the WTP and included measures to prevent quagga mussel infestation of the new pipeline. To complete the pipeline and prevent future disturbance, Entellus will also design the north half street improvements of Elliot Road from Signal Butte Road to Mountain Road. The roadway includes 3 through lanes in each direction, bike lanes, a raised median, curb, gutter, sidewalk, street lights, signing, striping, landscaping and irrigation.

RIO SALADO DSITRIBUTION MAIN REPALCEMENT, MESA, AZ Entellus provided design and construction phase services for the Val Vista Transmission Main, Phase 3. As part of this project, the City asked Entellus to perform additional work for design of a 12-inch water distribution main in Rio Salado Parkway from Alma School Road to Country Club Drive and a half mile, 12-inch, well supply line in Alma School Road to replace their aging infrastructure. These two projects were completed concurrently to avoid having construction occur twice in these major roadways and utilized a combined trench detail wherever possible for additional savings. The project was constructed using the CMAR delivery method and included new water service connections, fire hydrants, connections to the side streets with swing-tie isolation valves as-needed, public meetings and coordination, utility coordination and legal descriptions for acquisition of easements.

ROESER ROAD, PHOENIX, AZCurrently completing the design for this federally-funded roadway project which includes one vehicular lane and one bicycle lane in each direction. The improvements include new curb and gutter, driveways and sidewalks. In areas where the street is already improved, sidewalks, handicap ramps and driveways will be upgraded as-needed to meet the City standards and the Americans with Disabilities Act (ADA) guidelines. In addition to hardscape, this project will also address drainage, signing and striping, street lighting, and landscaping and irrigation.

DRAINAGE MASTER PLAN, PINAL COUNTY, AZPinal County retained Entellus for professional engineering services necessary to produce the County-Wide Area Drainage Master Plan (ADMP) for 21 watersheds within Pinal County. As part of the project, Entellus prepared an Existing Facilities Inventory illustrating the location of over 10,000 major man-made drainage facilities (including dams, stock ponds, culverts, bridges, wet crossings and others) in the watershed. Exhibits included all culverts and storm drains under public roads, large man-made runoff conveyance facilities, and large non-drainage facilities that affected drainage patterns (irrigation canals, railroads, etc.) Chris served as the GIS lead on this project and was responsible for generating the information in a GIS format which matched the County’s existing GIS database.

PALO VERDE WATERSHED ZONE A FLOODPLAIN DELINEATION STUDY, MARICOPA COUNTY, AZIn addition to the floodplain delineations, public Involvement was a large part of this project as the re-delineations affected numerous property owners and public meetings were held to communicate these changes to the public. Chris’ led the GIS presentation to the public and Entellus brought a workstation loaded with the effective and newly delineated floodplains as well as other data (parcels, aerials, streets, etc). Residents then sat down for a few moments with a Team member to find their parcel and print out a personalized map showing the effective and new delineations around their property.

GILA RIVER FLOODPLAIN DELINEATION STUDY, YUMA COUNTY, AZEntellus was retained by Yuma County to prepare a detailed floodplain study of the Gila River between Avenue 20E and 49E. Avenue 20E is the upper end of a previous detailed study on the Gila River. Avenue 49E coincides with weir, levee and siphon structures crossing the river. The study area contains bridges, culverts, dip crossings, levees, dikes, canals, laterals, check structures and roads. The existing floodplain was based on approximate methods and is 2-4 miles wide. During the mapping phase of this project, Chris worked closely with the County and the mapper to coordinate the limits of study, ground survey, and data deliverable requirements. Once the mapping was complete, Chris utilized the data to generate a basemap suitable for floodplain delineation, including aerial photography, contours, digital terrain models and other topographic features. Chris was also involved with the floodplain delineation process utilizing GIS to prepare data for modeling software and ultimately to generate floodplain maps and graphics.

ELOY INDUSTRIAL PARK ANALYSIS, PINAL COUNTY, AZThis project looked to establish the 100-year flows for an industrial park between the I-10 and SR387 in Eloy and re-delineate the existing FEMA floodplains for the area. The scope of work consisted of a hydrologic analysis on a 266-square-mile watershed, a Bulletin 17b stream gage analysis for the large Santa Cruz River contributing flow, and a controversial split flow that our team analyzed using FLO-2D. Hydrologic models were created to determine peak flows for the 100-year, 50-year, 25-year, 10-year, 5-year and 2-year recurrence interval storms.

MOUNTAIN VIEW ESTATES, PINAL COUNTY, AZPerformed hydrologic and hydraulic analysis for the re-delineation of numerous floodplains in the Mountain View Estates community. As part of the project, Entellus expanded on a previous hydrologic model that we had produced for a floodplain delineation in the Eloy Industrial Park area. This existing community is a rural Arizona community south of Casa Grande, where we removed several homes from an existing Zone A floodplain and re-delineated with a more accurate Zone AE.
