The last two months of the year were eventful for CMMC Van-
couver branch. In addition to the monthly meetings, CMMC
members participated in the Remembrance day ceremony, a
Pub lunch, Christmas Dinner for Vancouver members and a
Christmas Lunch for the Vancouver Island members. Some
photographs from these events have been appended for your
viewing pleasure.
Twenty Sixteen is upon us; I wish and pray that it brings good
health, happiness, peace and prosperity to all members and
their families.

On the 20th of June 2015 we had our Annual General Meeting at the Mission to Seafarers. At
that time Captain Tony Crowther, after several years of doing an excellent job stepped down
as editor of the “Port Log”. A vote of thanks for a job well done was given to Captain Crowther at the
meeting. Captain Raman Mangat (Deputy Master of the Vancouver division of C.M.M.C.) agreed to
take over as editor of the “Port Log”. All at the meeting were pleased that Captain Mangat agreed to
take on this task. He has done an excellent job, which we are confident will continue.
On the 14th of October 2015 we had a very interesting Technical Dinner. The speaker was Davit Jar-
rett a lawyer with Bernard LLP.

On the 11th of November 2015 we held our usual Remembrance Day Service at Sailor’s Point in
North Vancouver that was very well attended. Each year we are pleased to report that attendance has
been increasing. The service was conducted by Stella Maris Father John Eason. Captain Andrew Law
led in the singing of the Hymn “ALL HANDS” and our National Anthem “O CANADA”. Following the
service refreshments were provided by Captain Jack Bishop and his family.

As some of you may know the Mission to Seafarers had a flood in their basements. As a result we
were unable to hold our Christmas party there because of the damage which is still under repair.
Thanks to the efforts of Colleen Barber and Captain Geoff Harris we were able to use the Hall at St.
John Apostle Anglican Church in Port Moody. Due to the change in location the Christmas Party was
not as well attended as in the past. Hopefully soon we will have the use of the Mission to Seafarers for
our events.
For the past several years catering at our technical dinners and Christmas parties has been provided
by “Sheridee Lee Catering Ltd. We have been very well satisfied with her service and quality of meals.
In closing I would like to wish everyone a very Merry Christmas and all the best in the upcoming New
Year.

Remembrance Day — Pictures by Jane McIvor
Remembrance Day Services for Seafarers was held at Sailor's Point Memorial in North Vancouver on Remem-
brance Day, November 11, 2011. Father David Marriot conducted the service of remembrance with assistance
from Captain Don Rose, serving as master of ceremonies. Wreaths of remembrance were placed at the Sailor’s
Memorial.
AGM St Johns New Foundland October 2-4, 2015 - Summary report
In October, Captain Alec Provan attended the CMMC AGM at St Johns New Foundland. He has kindly
submitted a brief review of the proceedings for information of members. Please see Annex 1 appended at

Christmas Party 2015 — Pictures by Captain Don Rose
Pouring rain could not dampen the spirits on the evening of December 5th when members and spouses
got together for Christmas dinner and party. Sheridee Lee catering prepared an excellent dinner spread
and everyone had a wonderful time. Thanks to the efforts of Colleen Barber and Captain Geoff Harris
who secured the hall at St. John’s Apostle Anglican Church in Port Moody and Captain Don Rose for all
the arrangements. Some pictures from the evening are appended below.

Rolls-Royce Unified Bridge wins Ergonomics Design Award
The Rolls-Royce Unified Bridge Design has won the
2015 Ergonomics Design Award, presented by the
UK Chartered Institute of Ergonomics & Human Fac-
tors. The award recognises industrial design which
puts the customer at the heart of the process using
their views to generate ideas, develop concepts and
test prototypes and finished products.
The Unified Bridge is a complete redesign of the ship
bridge environment, including consoles, levers and
software interfaces, done using a user-centred design
process resulting in a more comfortable, clutter-free
and ultimately more safe and efficient working envi-
ronment.

PMV Cargo Import and Export growth YTD Sept 2015 compared to Sept 2014
Overall cargo movement through Port Metro Vancouver, both import and export , was 1.1% lower YTD
September 2015 compared to same period in 2014.
Market Outlook 2016: Wall Street signals red on shipping - Fairplay Dec 31, 2015
The steep slide in public values suffered by US-listed ship owners in 2015 implies a highly negative
outlook for recovery prospects in 2016 and suggests that even tighter capital constraints lie ahead.
According to a new data analysis by IHS Fairplay, the aggregate market capitalisation (share price times
shares outstanding) of all US-listed shipping companies fell by USD4.5 billion or 14% in 2015, from
USD31.8 billion in early January to USD27.3 billion at the closing bell on 31 December. During 2014, US-
listed shipping stocks lost USD7.4 billion or 18.9% of their value.
Although the decline in company values did slow in 2015, the aggregate tally was skewed by strong gains
in the tanker sector, concealing steep drops in other asset classes. During 2015, the aggregate market
cap of US-listed tanker companies doubled, primarily driven by the initial public offerings of Euronav and
Gener8 and Frontline’s merger with Frontline 2012. Although many tanker stocks gave back a significant
portion of their annual gains in November and December, full-year performance remained relatively
strong. At the top end of the spectrum, the market caps of Teekay Tankers and Nordic American Tankers
grew by USD458 million and
USD433 million respectively.
Beyond tankers, every other ship-
ping category experienced heavy
value declines in 2015. The aggre-
gate US-listed public value sank by
53% for owners of mixed fleets,
44% for LNG carrier owners, 41%
for bulker owners, 24% for offshore
support vessel owners, 19% for
container-ship owners, and 21% for
LPG carrier owners.
As a result of tumult in the Master Limited Partnership (MLP) space, Teekay Corp suffered the steepest
decline in public value of any US-listed shipping company, with its market cap falling USD2.5 billion over
the course of the year. The market caps of Golar LNG Ltd and Golar LNG Partners, likewise exposed to
MLP turmoil, declined by USD1.3 billion and USD1.1 billion respectively.
A company’s market cap represents what it is hypothetically worth at the moment, based on the collective
‘wisdom of the crowd’. What a company is worth now is, in turn, based on assumptions regarding its future
earnings potential. Thus, if most investors believed rates and asset values in a given shipping sector
would rise in 2016, public companies in that sector should have theoretically seen an aggregate increase
in market cap during 2015, or at the very least, during the second half.
The valuation trends for US-listed companies imply that market-watchers have little hope of a 2016 turna-
round for dry bulk, LNG, LPG, container ships, offshore support vessels or mixed fleet operators. Tankers
alone are expected to show higher profits in the year ahead.
TSB deploys a teams to occurrences involving ship groundings
17 December 2015 — The Transportation Safety Board of Canada (TSB) deployed a team of investigators
to the grounding of the cargo ship BBC MAPLE LEA on Lake Saint-Louis, Quebec.
21 December, 2015. The Transportation Safety Board of Canada (TSB) deployed a team of investigators
to the Squamish terminal in British Columbia, following an occurrence involving the bulk carrier Kai Xuan.
The TSB will gather information and assess the occurrences.
Port approves changes that will see coal ships loaded on Fraser River
Port Metro Vancouver has approved changes to a planned Surrey Fraser Docks coal-loading terminal that
will see transport on the Fraser River switched to ocean-going vessels from barges.
The proposed $50-million project will enable thermal coal from the U.S. — used to fire electricity plants —
to be loaded onto ships for direct transport to energy-hungry Asia.
The earlier project plan was to load up to 640 barges annually, which would be towed to Texada Island
where the coal was to be transferred to ocean-going ships. The new plan will see 80 Panamax-size ships
— 225 metres in length — loaded each year.
About 275 ocean-going vessels called at the Surrey Fraser Docks in 2014.
The volume of coal that will be loaded — four million tonnes a year — will not change, with the switch to
ships from barges made to reduce operating costs.

panies and services. Such an initiative will contribute to the optimisation of Canada’s trade and infrastruc-
ture investments, while also growing the business opportunities arising out of the Asia-Pacific gateway

Unofficial Summary Report on CMMC meetings in St. John’s, Nfld. on October 2, 3, and 4, 2015.
This report is intended to give a brief review of items discussed at the2015 Annual General Meeting of
the Company of Master Mariners of Canada, also associated meetings held in conjunction with this
event. Details and any necessary corrections to this report will be provided in the forthcoming
Minutes. It was a privilege for me to attend these meetings as a substitute for Captain Don Rose, who
was unable to be there. The Newfoundland Division hosted the event and made every effort to ensure
that meetings went smoothly and that attendees were well looked after. The level of discussion and
the topics introduced were impressive and of great importance to our seafaring members.
The event commenced with a “Meet and Greet” at the historic Crow’s Nest Club on the evening of
Friday, October 2, 2015. National Master Rick Gates and Nfld. Division Master Chris Hearn, welcomed
delegates from all across the country. Many old friendships were renewed and everyone had a good
time.

Saturday, October 3, 2015
194th Meeting of the Board of Directors (National Council).
The meeting started with a general discussion on the lack of information from Transport Canada with
regard to various issues, including Places of Refuge, CMAC Agenda, renewal/validation of Certificates of
Competency and MED certificates (particularly in view of forthcoming STCW requirements), also the
Certification of DP (Dynamic Positioning) Operators. A letter will be sent to Transport Canada
requesting updates on these issues. Treasurer, Captain Jack Gallagher, reported that finances were in
good shape, due in part to a very cost-effective AGM in 2014. A discussion on various items ensued,
such as the update on the Website, possible Twitter account, professional development, positions on
issues and views and the requirement to submit annual report to Industry Canada. Invitations to submit
applications for Baugh Fund scholarships have been sent out. The fund is declining and scholarships will
eventually be granted from the Foundation. Captain Yezdee Kooka reported on a declining
membership, with the exception of Cadets. The matter of “Inactive members” and late payment of dues
was brought up as a topic for further discussion. The implementation of the Strategic Plan will require
improved communications and Captain Chris Hall showed a Youtube video, produced for the Saint John
Missions to Seafarers, as a means of increasing awareness of the existence and activities of the
organization. Approval was given to develop plans for production of a video promoting the Company of
Master Mariners.

CMMC Foundation Annual Meeting.
The early afternoon was given over to the Annual Meeting of the CMMC Foundation. Minutes of the
previous AGM were approved. Captain John Ennis outlined the financial status of the fund and
accepted a donation of $4,000 from Captain Rick Gates on behalf of the Company. The previous
Executive was re-elected unchanged. Usage of the funds for research projects and other suitable
endeavours were discussed.
48th Annual General Meeting of the Company of Master Mariners of Canada
Commencing at 1500hrs. the remainder of the afternoon was devoted to the 48th AGM of the Company,
commencing with a period of silence recognising members who had passed away during the past year.
Minutes of the previous AGM were approved, continuing with the reports from each of the Divisional
Masters, followed by representatives of committees and the administrators of the Baugh Memorial fund
and CMMC Foundation. The Treasurer advised that the Finances were in good shape, and requested
that the Divisions submit funds to the national treasurer in a timely manner. Captain Yezdee Kooka
spoke about the difficulty in maintaining accurate records on membership and requested that Divisions
keep him posted on any changes within their membership. Captain Turner is resigning from the
position of Chair of the Views and Positions committee and will be replaced by Captain John McCann.
Captain Paterson spoke about the need for practical experience, particularly for DP operators and the
slowdown in the industry due to falling oil prices. Issues of concern for the marine industry should be
identified by each Division and brought to the attention of the Views and Positions committee. Captain
Paterson also addressed the need for professional development to maintain proficiency and the need
for Transport Canada to provide guidance on re-validation requirements. Reports on the Baugh Fund
and CMMC Foundation were given, including the grant of bursaries to deserving students. Four
individuals, Captains Vale, Hall, Connor and Dunbar were elected to the Board of Directors (National
Council). The Auditor’s report is available for members. Next AGM will be hosted by the Maritimes
Division in late September or early October 2016. Meeting adjourned. The majority of delegates and
spouses spent the evening enjoying a delicious meal at the Gypsy tearoom, adjacent to the Murray
Premises hotel.
Sunday, October 4, 2015
195th Meeting of the Board of Directors (National Council).
Meeting opened by Captain Rick Gates. Verbal minutes of 194th Meeting approved. Current Executive
re-installed with no change. Captain John McCann will take over from Captain Turner as chair of the
Views and Positions Committee. No change in other Committee chairs. Input required from Divisions
for presentations to CMAC. Possibility of holding a seminar in conjunction with next year’s AGM in
Halifax. Continued discussion on issues such as Places of Refuge; sea-time and training for DP
operators; ability to go ashore in foreign ports; certification and validation of existing qualifications
(Master Mariner certificate renamed as Master Unlimited?), etc. Treasurer’s report and Budget for
2015-2016 approved. $7,000 transferred to new line item for Conferences and Professional
Development purposes. Recommendation to change titles of the Company and the executive
positions will be submitted to Divisions for their input. Newfoundland Division thanked for hosting
AGM and special thank-you to Captain Ahamad Zaki for all his hard work to ensure smooth conduct of

the proceedings. Captain Hall advised that preliminary arrangements had already been made for
developing plan for video to promote the Company. Next meeting of the Board of Directors will be
held on January 14, 2016 by tele-conferencing. Meeting adjourned, followed by Executive Meeting.
For the benefit of those who were available for the afternoon, a visit to the Marine Institute had been
arranged, where we were able to view the impressive array of state of the art ship simulators, including
a bridge simulator with 360 degree visuals and realistic motion (especially when running aground!!), also
snow, rain and fog. In addition we viewed a training simulator for DP operators and the latest
simulator for training officers in anchor-handling when working with drill-rigs. In addition to operator
training these simulators are also used extensively for research purposes when designing new port
facilities, etc. Captain Chris Hearn and his staff were thanked for taking time to demonstrate these
wonderful devices.
