In early N o v e m b e r , the Federal M a n a g e m e n t Agency (FEMA)

adopted new flood insurance rate maps for Onondaga County, which affected several properties within the Radisson Community. Some residents have been contacted by their mortgage lender advising them that they are now required to pur-chase flood insurance. We reached out to the Town of Lysander for any assistance they may be able to pro-vide. On Page 3 is a letter from Al Yager, Town of Lysander Engineer, regarding these new maps. In addi-tion to background information on how/why FEMA made this deter-mination, he details a step-by-step process that property owners can use to determine if they are affected and if so; options available to them. This letter and other helpful information will also be posted on the Town’s website, www.townoflysander.org.

At the November Board of Director’s meeting, we wel-comed special guests from the Baldwinsville School District: James Rodems, Assistant Superintendent for Management Services; and Dana Nelson,

Assistant Transportation Supervisor. They presented to the Board, and those in attendance, an update on the progress of the new transportation facility to be built in the Radisson Corporate Park. The energy efficient building will have three egresses: one located on West Entry Road; and two located on Brundage Road. Buses will exit from all three locations. Some will travel into Radisson to pick up students, while others will travel through the village and/or Hencle Blvd to Route 690 for other bus routes.

The facility will include a confer-ence room, which can be used for training all school district employ-ees, not just those employed at the transportation facility. It will also include a bus washing area, as well as a specifically designed space to paint buses, when needed. The district plans to be a facility that provides fleet management services to other school districts and municipalities. In doing so, the school district can bring in additional revenue, offsetting the overhead costs of the facility. The outside municipalities will be able to have needed repairs completed at a lower rate.

Architectural concept drawings (see below) were presented at the

meeting, to allow us to see a rendi-tion of what the completed project may look like, although there may continue to be changes as this pro-cess continues. The approval process by New York State can be lengthy and will ultimately determine the completion date of the new facility. At this time, they are projecting that they will be utilizing the new facility by July of 2019.

The Board of Directors greatly appreciates Mr. Rodems and Mr. Nelson attending last month’s meeting to give us the oppor-tunity to hear about the progress being made on the transportation facility and provide us the opportunity to ask ques-tions.

I’d like to welcome CountryMax to the Radisson Corporate Park. Located on Route 31, across from the Town of Lysander offices, the 25,000 square foot store showcases multiple custom-built, wood-themed interior elements which reflect local history. The store carries premium, healthy pet foods/supplies, climate-controlled small pet rooms (includ-ing a reptile room!), wild bird and stable supplies. In addition, it has

a private room with self-serve, dog wash stations. This newest location is CountryMax’s sixteenth store. The other locations are across New York State, including several in the Central New York area.

Donations are still being accepted at the RCA Office until December 15th for the Christmas Bureau and Central New York SPCA. On page 5 you will find a wish list of items requested from both charities. The collection of used bikes for the CNY Bike Giveaway has ended, to ensure ample time for the bikes to be repaired before the distribution date. Thank you to those that have already contributed a gen-erous donation to any of the above organizations.

A special thank-you goes out to Jeanine Downes and the Recreation Committee for host-ing such a wonderful Children’s Holiday Event last weekend. They made several changes to past years’ events and provided children a magi-cal ride on the Polar Express! A com-plete recap of this event will be in the next issue of the Reflections. Also in the 12/23 issue of the Reflections, will be the announcement of the winners in the Home Decorating Contest and Children’s Coloring Contest!

CountryMax recently held a ribbon-cutting ceremony to celebrate the opening of its new superstore located at 2964 Route 31 in Lysander. Local community representatives welcomed CountryMax to the community. A Grand Opening Celebration will be held on December 10 and 11. Pets are welcome!

The 2017 budget is adopted—the tax rate is at an historic low at $5.07 and the property tax levy, as proposed by the administration, was reduced by more than $1.75 million dollars. We also managed to eliminate the proposed $20 increase to the sewer unit charge.

Throughout my tenure in public service, this was undoubtedly the most challenging budget I have encountered—costs are up dramatically, revenue forecasts continue to be low and tough decisions were needed. Left unchecked, the County was facing a $20 million deficit.

Employee healthcare, which is a collectively bargained expense driven solely by claims, is increasing by nearly $12 million. Additionally, several union contracts were settled this year resulting in substantial salary and benefit increases. In total, these fixed personnel costs increased the top line by $22 million.

As usual, Federal and State mandates continue to hammer our bottom line. Medicaid will cost $99 million in 2017—the State must find ways to reduce this burden to County taxpayers.

On the revenue side, lower gas prices have been great for all of us at the pump, but it also reduces sales tax revenue. My view on this is very simple—tighten our belt, make do and thank goodness for entertainment and tourism generating sales tax from out-of-towners to offset reduced revenue.

Thanks to the ingenuity of the Administration, the majority of the $20 million gap was closed with a voluntary retirement incentive program that more than 200 employees took advantage of. Many positions will eventually be refilled, but at lower salary and pension costs, saving millions of dollars.

Lastly, we also authorized the merger of the Metropolitan Water Board (MWB) and the Onondaga County Water Authority (OCWA), combining the wholesale distributor (MWB) and the retail supplier (OCWA) into one entity. This will save the County more than $10 million annually and will be seamless to ratepayers.

As for the gorillas in the room… Eleven good County employees were laid off—this was a difficult, but necessary decision to balance the budget. Next, a local law to codify salary increases for elected officials was presented as part of this budget. Consistent with my position from the very beginning, I voted against it and will leave it at that. The frivolous lawsuits, childish bickering and disingenuous political grandstanding on this and other matters need to end.

With all of the challenges, the Legislature was still able to adopt a balanced budget with a tax rate decrease, continued funding for opioid treatment services, veterans, infrastructure funding for towns and villages and Land Bank investments including funding earmarked for Baldwinsville. of the holidays is upon us, full of family, food, fun…and stress. For the furry, feath-ered and fi nned members of our family the holidays can be stressful too. With a little planning you can make the holidays more enjoyable for your pets. Keep emergency numbers for your veterinarian, veterinary emergency clinic and poison control on hand so you don’t have to search, if and when the need arises.

Food is a big part of everyone’s holi-day celebrations. Your holiday table may contain foods that are healthy for people, but toxic to pets. Garlic, onions, shallots, grapes and raisins are common ingre-dients in holiday cooking, but they are poisonous to dogs and cats. Even some nuts, such as macadamia nuts can be toxic. The artifi cial sweetener, Xylitol, is found in many sugar free baked goods, candy and chewing gum. All yummy to people, but liver toxic and potentially fatal to dogs. Rich fatty foods, turkey skin, gravy, bones and table scraps can cause diges-

tive problems and pancreatitis. Chocolate and caffeine, even in small amounts are poisonous for all pets. Unbaked bread dough can cause severe distress if eaten. Even your feathered friends cannot share everything on the table. While some fresh fruits and veggies are great, things like avocado, olives and onions should not be given to birds. For your pets holiday treat, stick to the normal dog biscuits, cat treats or favorite bird food. Treating them from the table could end up with a stomach ache or worse. If you suspect your pet has eaten something they should not have, contact your veterinarian or the Animal Poison Control (1-888-426-4435, fee applies) im-mediately. If your pet has been poisoned immediate intervention and treatment are critical.

Holiday decorations are beautiful to look at, can make your house smell won-derful and are a joy to behold. For your pets they can be hazardous. Your Christmas tree, with the bright lights and decorations looks like a playground for your cat, dog or even bird, but there are hazards from

electrical cords, tinsel and sharp objects. If you have a real Christmas tree, keep pets away from the base. The water is not safe for pets to drink. Garland, candles, liquid potpourri can cause injury to your pets. Houseplants such as, Poinsettia, Hibiscus, Amaryllis, and even Holly and Mistletoe are poisonous if ingested, for all pets. Try not to leave your pet unsupervised around your holiday decorations to avoid injury.

With Holiday parties, friends and relatives visiting, and decorations and shopping, our pets can feel stress with all the changes. It is important to pay at-tention to your pets needs when there are new people and visitors in your home. A safe space separate from the crowd with their favorite toy, food and water, will help reduce stress.

Your pet is not asking for the latest electronics or fashions for Christmas. The gift they treasure most is your time. Extra time with their favorite person, a game of fetch or a nice long walk will make them happy and you less stressed! Scientifi c studies have shown that pets can reduce

depression, lower blood pressure and boost immunity in their owners. Consider a donation in your pets name to a local food bank, rescue group, the Humane Association or SPCA. And if you do give toys to your pet this holiday season, make sure they are safe and they are supervised when playing with them for the fi rst time.

And when New Year’s rolls around, don’t forget your pets do not need any alcohol to ring in the New Year, or confetti to munch on. When you make your New Year’s resolution to get more exercise…include your pet! Use the exercise tracker you got for Christmas to put miles on with your pooch. Have your cat follow you and your laser pointer around the house. Get-ting moving can improve not only your health, but your pets too.

Our pets are part of our family all the year through. With a little planning and some precautions everyone, even our pets can enjoy the holiday season. From our family at the Animal Ark Veterinary Ser-vice to yours, we wish you and your loved ones a happy and safe holiday season.

Annou ncing Final Brush and Leaf PickupThe weather forecast at the time of printing was used to plan our pick up schedule. RCA Maintenance Staff will make

a complete pass through the community on Friday, December 9, picking up piles of loose brush, bagged brush/leaves and loose leaf piles. Pick up will begin at 7:00am. We will not be able to make more than a single pass on each street, so please put bags/piles out Thursday evening.

If the weekend weather allows for more bags/piles to be set out by residents, Maintenance will go through the community once more on Monday, December 12. Weather permitting, pick up will again begin at 7am and will consist of a single pass on each street. Any brush or bags accumulated after this date OR not out by 7am on Monday, will have to be stored behind your house or in your garage until spring – as this will be the FINAL day of yard waste service for 2016.
