At HLA, we believe one of the fundamental steps towards
Ecologically Sustainable Development (ESD) is the thorough
appreciation and accounting of natural capital (biodiversity,
fresh water, clean air etc.). If you are responsible for
managing activities with impacts on our natural
environment, HLA offers a range of services to help

WATER RESOURCE MANAGEMENT at HLA encompasses
not only the monitoring and managing of existing surface
and groundwater resources but also the use and re-use of
extracted supplies. In this area, HLA offers staff with
extensive experience in projects involving optimisation of
water resource potential.
ECOLOGICAL STUDIES are increasingly important in the
identification of opportunities and constraints to a wide
range of developments and activities. To provide services
in this area, HLA employs a number of specialists, including

of threatened species and development of habitat

SPATIAL DATA ANALYSIS AND VISUALISATION is fast

LAND REHABILITATION is essential for the long-term
maintenance and restoration of biodiversity in many of our
stressed landscapes. Our rehabilitation professionals have
experience in planning and undertaking works such as:
• Erosion control;
• Revegetation; and

HLA rehabilitation teams have undertaken projects for
many types of industries, mining operations and linear
infrastructure developments.
Case Study: Wader bird habitat and water quality
management, QM Properties
Bribie Island is a large sand island located in south
east Queensland. HLA personnel have a long history
of involvement on the island assisting with a variety
of environmental planning and management issues.
In particular, HLA’s approaches to wader bird habitats
and surface and groundwater quality management have
been crucial to environmentally sustainable property
development. In recognition of the unique approaches
adopted, HLA and our client QM Properties have
received both the 2002 and 2004 UDIA Consultants
Excellence Award and the 2001 Prime Minister’s Award
for Community Business Partnership.

ENVIRONMENTAL AND HEALTH & SAFETY
MONITORING is now an essential component of all major
infrastructure developments. With our involvement in a
number of high profile projects such as the Homebush Bay
Olympics site, HLA has the depth of expertise to ensure
your monitoring program is compliant and efficient.
ARCHAEOLOGICAL SERVICES are provided by HLA for
sites with Indigenous and non-Indigenous issues. These
services may range from the field survey, excavation and
management of Aboriginal sites to the development of
archaeological management plans for industrial areas.
Case Study: Eastern Gas Pipeline Project,
Duke Energy International
HLA was commissioned to provide a range of
environmental services for the construction of a 795 km
gas pipeline between Victoria and NSW. These services
ranged from baseline surveys and rehabilitation planning at
project onset through to land restoration and revegetation
management after construction of the pipeline. Pro-active
stakeholder management approaches involved close liaison
with landowners, community groups and a number of
regulatory authorities. At project handover, HLA personnel
provided safety, cultural and environmental training to
Duke Energy maintenance staff.

facilities, HLA offers a range of environmental and health &
safety services.
ENVIRONMENTAL IMPACT ASSESSMENTS (EIAs)
represent one of the most important steps in the
permitting of many projects. Having performed some of
Australia’s first EIAs in the 1970s, HLA has grown to
become a leading practitioner in this area.
COMPLIANCE AUDITS AND MONITORING are widely used
to confirm the public health risk, safety and environmental
performance of many projects and facilities. Through the
provision of advanced air, water and acoustic monitoring,
modelling and audit services, HLA allows clients to assess and
meet their regulatory and due diligence requirements.
HERITAGE MANAGEMENT services are provided by HLA
using an in-house group of specialists who can carry out
works such as heritage assessments and development of
conservation management plans.
WASTE MANAGEMENT is one of the more challenging
issues facing contemporary society. Recognising this, HLA
offers in-house waste management experts who can
provide assistance in the following areas:
• Waste minimisation;
• Waste re-use and recycling (including green organics);
• Management of residual wastes; and
• Landfills.
CONTAMINATED SITE MANAGEMENT has become
a significant element of property transactions and
development. To assist clients in this area, HLA provides
contaminated site auditing, assessment and remediation
services. Our experienced staff ensure that the latest cost
effective approaches (e.g. financial risk management) and
regulatory knowledge are applied to your projects.
ENVIRONMENTAL DUE DILIGENCE is performed
regularly by HLA for a variety of purposes including
international multi-site acquisitions and divestments.
Case Study: Total Environmental Management,
Camberwell Coal Mine
Since 1997, HLA personnel have provided Camberwell
Coal with specialist advice on all aspects of environmental
management at its open cut coal mine in the Hunter Valley,
NSW. Monitoring systems have been established for air and
water quality, blasting performance, acoustic impacts and
meteorological conditions. Rehabilitation planning and
implementation support is conducted to meet sustainable
landform objectives. A community liaison program is also
managed by HLA and involves regular newsletters,
complaints management and community consultation.

Integral to the management of the constructed
environment are health and safety issues associated with
the enclosed spaces that can occur. Providing optimal
work and living environments in these spaces requires
consideration of a wide variety of factors. To assist clients
meet duty of care requirements associated with workplace
environments, HLA offers a number of specialised services.
INDOOR AIR QUALITY has become a significant
occupational health & safety issue in recent years.
HLA provides professional assessment and evaluation
services for many parameters associated with equipment
and human requirements including air flow rates, airborne
particulates (e.g. asbestos, SMF), bacteria (e.g. Legionella sp.),
gases, vapours and general “comfort” factors such as
temperature, illumination and humidity.
HAZARDOUS MATERIALS MANAGEMENT is an issue
frequently confronted during the redevelopment and
refurbishment of buildings and facilities. Ensuring the
health and safety of all parties involved in such projects
requires early assessment of materials now recognized for
their health risks e.g. asbestos, lead and polychlorinated
biphenyls (PCBs). HLA employs trained and experienced
staff to provide specialist services in hazardous materials
identification and management.

WORKPLACE TRAINING & EDUCATION is provided by
HLA using in-house VETAB accredited trainers and qualified
senior personnel. Examples of training and education
courses that can be delivered include:
• OHS legal framework;
• Risk management;
• Hazardous materials;
• Contractor OHS management;
• Environmental legislation;
• Application of ISO14000; and
• WorkCover accredited courses.
In the provision of these or any other courses our staff
facilitate knowledge transfer by interweaving practical
advice with tested examples.
Case Study: Asbestos Remediation,
Confidential Client
In 2005, HLA completed the delivery of a single sourced
asbestos remediation project for a confidential client in
Brisbane. The project involved HLA, as the head contractor
providing a combination of project management,
occupational hygiene and laboratory services and
remediation contracting services under one umbrella
contract.
The project required a total man-hour input of 14,000
hours delivered within 30 calendar days and was delivered
on-time and budget which guaranteed the client a return
to work date which was critical for its on-going operation.
