ANNUAL GENERAL MEETING.

The annual meeting of the subscribers and others inter¬

ested in the Whitchurch Cottage Hospital was held at the

Hospital on Wednesday afternoon, when there were present:

THE MATRON’S DEATH.

The chairman said that, before tihe commencement of

the business for which the meeting was convened, Ih-e would

like to mention the sad loss they had sustained in the death

of the Matron, Miss Bankes, after a comparatively short ill¬

ness. Her knowledge and skill were shown in the number of

cases of serious illness which sihe had so successfully handled

during the short time she had been there, since May, 1935.

It was decided to; send a message of sympathy from the

meeting to the relatives, and those present stood for a moment

in silence.

ANNUAL REPORT.

The Chairman said that he had pleasure in presenting

the Annual Report and Accounts of the Committee for the

year ended September 30th, 1936. They regretted to record

the death of Miss M. E. Buckton, who was formerly a member

of the Committee for a period of over 30 years, and also of Mr.

George Edge, for many years chairman of the Carnival Com¬

mittee, both of whom were staunch supporters of the Hospital.

As they were aware from the 1935 report, Mr. C. M. Beckett

relinquished his appointment as Chairman, and General Lyon had been appointed in his place. With regard to the work of the Hospital, during the year 117 cases had been received, of which 76 were surgical, and 41 medical. The out-patients numbered 56. The out-patient visits were 46 and materials and dressings used were 118 and 48 respectively. They were very pleased to observe that the good use of the Hospital was being maintained, as it was the Committee’s endeavour always to ensure that all patients should receive the very best atten¬ tion and nursing, and they desired to record their appreciation of the valued services of the Medical staff and the staff of tihe Hospital towards that end. The number of patient days this year had been 2687 and for the staff 2142—a total of 4829, compared with 5263 for 1935. The average daily cost of main¬ tenance during 1936 was 5s. 1.5d. against 4s. 1.85d. During the year a necessary improvement had been made to the ac¬ commodation for the nursing staff by the provision of a fur¬ nished sitting room. A complete new set of sterilizing equip¬ ment had had to be installed, of which tIhe larger dressing sterilizer was the generous gift of Mr. and Mrs. C. M. Beckett, whilst through the kindness of Mrs. Black the Theatre Corri¬ dor had been completely decorated in white enamel. They were also indebted to an anonymous donor for the renovation of the private ward furniture. The Committee were desirous of placing on record their grateful acknowledgment of the services of the local organisation of the V.A.D. (Women’s and Men s Sections). Their assistance had been very valuable and had always been given willingly.

Frorn the accounts they would see that unfortunately the expenditure had exceeded that of last year by £.144, while the receipts had increased by £49. The patients’ fees had produced some £33 more the donations £11, and the invest¬ ment income £15, whilst I he main item of decrease was in the Church Collections, which, however, was due to non-receipt at the date of closing the accounts of usual contributions under that heading. The outstanding increases in the expenditure were in the fuel, £31 ; repairs £52; medical supplies £24, and salaries £46. The fuel increase was mainly due to weather conditions and advanced prices. Necessary inside decorations, steam ventilation and repairs to heating apparatus and boilers, and to electric installation accounted for the increased items of repairs. The difference in salaries was due to the difficulty the3^ had experienced in obtaining permanent staff nurses. The food accounts showed an increase of £9. The resultant finan¬ cial position was that tihere appeared a debit balance of £46 2s. lOd. at the end. of the year, against a credit balance of £49 16s. 3d. brought forward from 1935. On the capital account thev had received legacies amounting to £370 of which £250 had been invested in further War Stock.

Again the Committee wished to express its gratitude to those constant friends of the Hospital. The Carnival Commit-

tee had once more helped them with the splendid sum of £100, and they were much indebted to Mr. R. J. Eccleston (chair¬ man) and the members of that committee. The Churches and Chapels had maintained their support both in money and gifts in kind. The large body of helpers at the Annual Rummage Sale; the Alexandra Rose Day, and the collectors of silver paper had also contributed to the finances of the Institution. The Committee was also appreciative of the gifts in kind whidn were sent by numerous benefactors and particularly of the con¬ tinued support of their annual subscribers. They would very mudh welcome new Subscribers to the Hospital Income.

APPOINTMENTS AND THANKS.

General Buston, proposing the adoption of the Report and Accounts, said that he thought, taking them all round, they were quite satisfactory, but they wanted more sub¬ scribers.—This was seconded by Mr. John Gardner and carried

The retiring members of the Committee were re-elected, namely Mrs. Lambert, Mrs. Beckett, Mrs. G. Bristow, Mrs. T. W. Godsal, Miss M. S. Vawdrey, and Miss G. Darlington.

Mr. J. D. Patrick v^^as re-elected Treasurer on the pro¬ position of tlh,e Chairman, seconded by Mr. R. Manley.

Mr. F. Clayton was re-appointed Auditor, on the propo¬ sition of Mr. A. Clayton, seconded by Mr. G. Reeves.

Mr. M. W. Sowden was elected Architect, on the proposition of Mr. John Gardner, seconded by General Buston.

Mr. A. Clayton proposed a hearty vote of thanks to the Medical Staff, whidh, he said, was second to none in any Hos¬ pital of that size in the county. Without them the Hospital would close its doors.

This was seconded by Mr. Whittingham, and heartily carried, the Chairman associating himself with the remarks.

Mrs. Black proposed, and Mrs. Corser seconded, a hearty vote of thanks to the Nursing and Domestic Staff. 7 his was carried unanimously

Mr. G. Reeves said that it was his privilege to move a vote of thanks to the Chairman for his admirable services during tihe past year—a year, which, from the Chairman’s point of view, must have been an unusually difficult one. He knew, as a member of the Committee, that the Chairman had had a great deal of arduous and difficult work, and they were grateful to him for the way in which the work had been done.

The proposition was carried with applause.

The Chairman replied, and again stressed the need for more annual subscribers and said that he would do in the future all he could for the Hospital as he had done in the past. He thanked Mr. South for the excellent work he had done during the year. —Mr. South replied.

RULES

Name of Institution.

1.—The Institution shall be called the WHITOHUROH COTTAGE HOSPITAL and DISPENSARY.

II- —Its objects shall be the treatment in the Hospital

of cases of disease and accident among the poor and others, which cannot be efficiently treated in their own homes. All patients must be resident within eight miles of the Hospital.

III- —The property of the Hospital shall be conveyed to and vested in not more than seven nor less than three Trustees. In case of any vacancy in the Trust it shall be filled up at a General Meetiug of the Subscribers.

IV. The Institution shall be managed by a Committee who shall have full control over its affairs, including the appointment of Sub-Committees (with all or any of the powers of the Committee) the making of Bye-Laws and the appointment of Nurses. The Committee shall con¬ sist of not less than 15 persons, nor more than 21, in the proportion of one-third Gentlemen and two-thirds Ladies (with a Lady President if deemed necessary), to^ be appointed at a General Meeting of Subscribers, and of the Medical Officers, Secretary, Treasurer and Trus¬ tees. One third of the members of the Committee shall retire at each Annual General Meeting by rotation, but shall be eligible for re-election. Three members of the Committee shall form a quorum. The domestic arrange¬ ments shall be under the management and supervision of a Sub-Committee of Ladies. The Secretary may at any time call meetings of the Committee. In case of a casual vacancy occurring in the Membership of the Committee, the same may be filled by the Cbmniittee itself, the person so appointed serving for the unex¬ pired term of the member replaced.

V. —There shall be an Hon. Auditor, also an Hon. Treasurer of the Institution, both of whom shall be ap¬ pointed at a General Meeting of the Subscribers and shall vacate their offices at the Annual General greet¬ ing. A Secretary shall be appointed by the General Committee.

_ VI.—Every registered medical man in bona fide prac¬ tice residing within the parish of Mhitchurch shall be invited to be an Honorary Surgeon of the Institution.

VII. Patients will be admitted by the Committee and must bring with them a recommendation, signed by a subscriber, and countersigned by a Medical man. In cases of accident or immediate urgency no recommenda¬ tion is required. No person suffering from contagious or incurable disease shall be admitted. Patients will be admitted for one month. The necessity for a longer stay to be certified by the Medical Officer in charge.

VIII. —Each patient shall pay a weekly sum towards the Hospital expenses, the amount of which shall be fixed by the Committee in proportion to the circum¬ stances of each case. Such payment shall be guaran¬ teed by a subscriber or other responsible person satis¬ factory to the Committee.

IX. —Medical men shall be entitled to make their own charges for attendance upon patients in cases where patients are able to pay, but the Medical men shall always intimate their intention of so charging to the Weekly Committee. Medical men so charging to sup¬ ply medicines and appliances.

X. —There shall be an Annual Meeting of the Sub¬ scribers in the month of October in each year, to be convened by the Secretary, and of which at least one week’s notice shall be given, when a statement of Accounts for the past year shall be submitted, the Officers of the Institution elected and any other neces¬ sary business transacted.

XI. —A special General Meeting of Subscribers may be called at any time by the Secretary on a request in writing signed by six subscribers.

XII. —^No new rule nor any alteration in an existing rule shall be made except at the Annual General Meet¬ ing, or at a special General Meeting of the Subscribers.

REGULATIONS RELATING TO OUT-NURSES.

!•—All applications for the Nurses shall be made to the Matron at the Hospital, who, on receipt of a request by, a medical man will supply same if possible.

II.—The services of the Nurses are specially intended for working people and the poor, and when there are several applications, these shall have the preference. The Matron shall keep a register of all applications made and of all visits paid by the Nurses, and shall lay it each Monda,y morning before the Sub-Committee for the month.

Ill-—Subject to this condition, the applications shall be entertained according to their priority. In case several applications are made at the same time, the most urgent cases shall have the preference. When it is intended the Maternity Nurse should act as Midwife, the application form mlist be countersigned by a member of the Medical staff.

IV. —In case any question shall arise with regard to the application it shall be decided by the Sub-Committee for the month.

V. —When engaged at any house the Nurse shall carry out the instruc¬ tions of the Medical Attendant. She must not receive any gratuity at the house of any patient.

VI. —When not engaged in out-nursing, the Nurse shall render a^y assistance in the Hosioital as the Matron shall direct.

VII. —All applicants living at a distance from the Hospital shall pay all travelling expenses incurred by the Nurse.

VIII. —All patients whose means admit of their doing so, shall make a weekly payment for the services of the Nurse. The amount of the weekly payment in each case, and any question whether a payment shall be made, shall be decided by the Sub-Committee for the month. Maternity Nursing fees from 5s., Midwifery fees from 7s 6d; these terms shall be for daily visits for seven days only, and do not include board, etc. Pre¬ payment and three months’ notice required.

IX. —The District Nurse will visit cases of illness of a non-infections nature within a radius of one mile from the Hospital, but may not remain in attendance on any case longer than 48 hours, except in cases of emer¬ gency and at the request of the Medical Attendant.
