Historical HQ Phase II Total Transfer Capability and Energy Flows

ISO investigated historical Phase II Total Transfer Capability and energy flows during the January 2003 through August 2006 period.

Results show that when loads are at 24,000 MW or above:– The Total Transfer Capability was equal to or greater than 1,400 MW

approximately 85% of the time.

– There is some uncertainty with the historical Total Transfer Capability data because the default TTC is set at 2,000 MW and it is not adjusted by the operator if the expected energy flow on the HQ Phase II is low. For example, if the TTC shows a 2,000 MW value and the scheduled energy flow is 200 MW, then the operator does not check the actual limits and as a result, the TTC is not updated to reflect the actual limit.

– These data are consistent with actual flow data, as energy imports from the HQ Phase II tie were seldom higher than 1,400 MW, especially at high loads.
