Hiring Freeze Guidelines

Effective March 23, 2020, and until further notice, all vacant positions in the University of Minnesota System are subject to a hiring freeze.

• Vacancies in which a job offer has already been made and accepted may proceed.• Vacancies in which a job offer was made prior to the hiring freeze implementation (but not

accepted) may be honored, withdrawn, or the start date postponed, at unit leadership discretion.• Vacancies that are now in the hiring process should be reviewed and an exception granted prior

to continuation and job offer.• COVID-1 9̶ -related positions (direct care, research, and support) and positions that a unit has

designated as essential are not included in this freeze and can be approved to fill by unit leadership. For this purpose, the University administrative policy State of Emergency: Human Resources Implications describes what is meant by an essential position.

• Positions fully funded by a grant, foundation, or external resources may proceed.• Student workers, graduate students, teaching assistants, residents, and temp/casual employees

are not included in the hiring freeze. Postdoctoral associates who are fully funded by a grant may proceed, but those funded by other means require an exception to be approved.

• With unit leadership approval, posting and selection processes for some positions may proceed but must be paused before setting a start date. All postings must clearly state that a hiring freeze is in place and candidates may apply but job offers will not be made until the hiring freeze is lifted. (This will allow us to build our talent pools for quick response once hiring freeze is lifted.)

How will an exception request be considered? If a position is determined by the collegiate or administrative unit leadership to be critical to the mission of the University, submit this Hiring Freeze Exception Request form to the Office of Human Resources at [email protected]. The form will be reviewed by the vice president for human resources and the Executive Leadership Review Team (or designees). This team will include the President and Provost for academic hires. OHR or the review team may ask for more information, as needed. The vice president for human resources (or designee) will communicate the final decision to the collegiate or administrative unit as soon as possible.

No hiring action should be taken, outside of the exceptions noted, without completing this process.
