HAZARD IDENTIFICATION & RISK ASSESSMENT (HIRA)
WHAT IS THE HIRA? • The HIRA provides historic and current information on human-
caused, natural, and technological hazards which states are most vulnerable
• Provides knowledge, frequency, and the state’s vulnerability to these hazards
• It allows state and local government officials to better assess their risks to plan and prepare for consequences of threats and hazards
• The HIRA will now be required every 3 years• The next HIRA will be due no later than 31 December 2020

HAZARD IDENTIFICATION & RISK ASSESSMENT (HIRA)
METHODOLOGY• A hazard identification and risk assessment consists of two elements:
1. Identification of a hazard 2. Assessment of the vulnerability associated with that hazard
• Comprehensive review of historical and statistical data regarding disaster and large-scale emergencies in Indiana and around the world
• Information is then systematically analyzed for potential risk value• Data is obtained from government agency records, open-source
media, personal interviews, and consultation of subject matter experts

HAZARD IDENTIFICATION & RISK ASSESSMENT (HIRA)
WEIGHTED SCORES IN FOUR AREAS1. Probability: Chance a hazard/threat
will occur causing injuries/deaths, property/CI damage, disruption of essential services and degradation of emergency response
2. Magnitude/Severity: The relative size and overall impact a hazard/threat
3. Warning Time: Amount of time between initial warning and onset of hazard/threat
4. Duration: Length of time the effects of a hazard/threat will remain active

WHAT IS THE NEW THIRA?• The THIRA is a 3-step risk assessment completed every 3
years1. Identify the Threats and Hazards of Concern 2. Give the Threats and Hazards Context3. Establish Capability Targets
• Allows communities to collect more specific information while also providing important context
• The new assessment includes standardized language to describe threat and hazard impacts and capability targets

• Through the updated SPR process, communities collect more detailed and actionable data on current capabilities and identified gaps
• Communities indicate their approaches for reducing gaps, and assess the impact of relevant funding on building and sustaining capabilities
• Communities are encouraged to seek input from stakeholders, SMEs, businesses, non-profit organizations, and higher education
• States, territories, tribes, urban areas, and the Federal Government use SPR results to prioritize capabilities to build and sustain, plan for threats and hazards, and validate capabilities
