Presenter Bios
WAYNE POLLARD, Director of Tarrant County Housing Assistance Mr. Pollard's eleven years of housing and executive management experience has catapulted him into many statewide leadership roles in Texas including Immediate Past President of Texas NAHRO. On the regional level, Mr. Pollard serves on the SWNAHRO Executive Board and Housing Committee. On a National level, Mr. Pollard serves on NAHRO's Housing Committee and NAHRO Education Taskforce. He is often called by HUD officials for consultation, panels and committees on a broad range and scope of housing topics. In addition to this service he is actively involved with the North Texas Housing Association where he served as President for two years.
Mr. Pollard is known for his strong ability to troubleshoot and solve problems. His agency is implementing a paperless work flow and on-line Annual Recertification. The agency also hosts other Public Housing Authorities to present the paperless as well as electronic signature process from beginning to end.
Mr. Pollard has a strong desire to see people better themselves and encourages our participants to attend meetings that will offer solutions to improve their lives, often inviting special speakers from organizations that can help motivate and influence a different way of thinking.
Mr. Pollard has earned a Bachelor of Arts Degree and Master of Science Degree in Social Work. His hobbies are professional photography and college football officiating. CHRISTINA CARYL, Portfolio Management Specialist at HUD New Orleans Field Office Christina Caryl is a Portfolio Management Specialist with the New Orleans HUD Field Office. In August 2016, Christina successfully completed the two-year Presidential Management Fellows program, a flagship leadership development program within the federal government. Originally from West Virginia, Christina first moved to Louisiana to become an AmeriCorps VISTA working with the Tulane University Center for Public Service. Christina has a Bachelor of Arts degree in International Studies from Emory University and a Master of Public Administration degree from American University. CARRIE F. MARTIN, Secretary of State Records Management Officer Carrie Fager Martin has worked for the Louisiana Secretary of State’s Office for over 21 years. She is the Records Management Officer Statewide for the Louisiana State Archives.
She has a B.A. and a Master of Public Administration (MPA) from Louisiana State University (LSU) and a Master of Business Administration (MBA) from the University of Phoenix-Louisiana Campus. She is a Certified Records Manager, Certified Archivist, and Certified Document Imaging Architect.
Carrie is president of the Baton Rouge/Lafayette Chapter of the Association of Records Managers and Administrators (ARMA). She is also a member of the Louisiana Historical Records Advisory Board. JAN KEARNEY-KING, Enforcement Brach Chief, HUD FHEO New Orleans Jan is the HUD’s Branch Chief of the New Orleans FHEO Center. She has worked to eliminate and reduce housing discrimination for over 34 years. KENNITH STARNES, Executive Director of Bossier Parish Section 8 Housing Mr. Starnes has been the executive director of Bossier Parish Section 8 Housing for 26 years managing 900 vouchers at present. Kennith is certified in all aspects of the Housing Choice Voucher program and also certified in HQS from NAHRO and Nan McKay, Indoor Air Quality from Nan McKay, Lead Base Paint Risk Assessment from LSEU, and Lead Base Paint Sampling Technician from HUD, EPA, LDEQ, & TDH. TIM GILMORE, East Baton Rouge Parish Housing Authority Mr. Gilmore has 20+ years in Criminal Investigator and 18 years in Human Resources.

BRANDON J. DECUIR, Attorney, DeCuir, Clark & Adams, LLP Mr. DeCuir is a partner with the firm of DeCuir, Clark & Adams, L.L.P., joining the firm in 2002 working mainly in the area of Commercial and Employment Litigation. In 2004 Mr. DeCuir earned a Masters of Tax Law from Southern Methodist University, and expanded his practice to include Low Income Housing Tax Credits, Community Development and Block Grants, Estate Planning, Tax and General Civil Litigation.
Since 2002 Mr. DeCuir, represents several public bodies including the Housing Authority of New Orleans, Lafayette Housing Authority, and the East Baton Rouge Parish Housing Authority and its affiliate non-profit,
Partners for Progress, Inc., as general counsel. During this representation, the East Baton Rouge Parish Housing Authority was awarded a HOPE VI (Housing Opportunity for People Every) through the U.S. Department of Housing and Urban Development. The grant required extensive document preparation including creation of master development agreement, reviewing proposals from architects, engineers, general contractors, evaluation of plans and drafts for consistency with the Grant. Recently Mr. DeCuir has provided assistance with the EBRPHA award of a Choice Neighbor Hood Initiative Grant (CNI), to redevelop an area of Baton Rouge known as Smiley Heights. Collectively Mr. DeCuir has assisted various authorities in completing several projects utilizing Low Income Housing Tax Credits, Rental Assistance Demonstration, and other mixed financing.
Mr. DeCuir currently serves as member of the adjunct faculty at Southern University Law Center, teaching courses in Federal Income Taxation, Estate Planning, and Commercial and Business Transactions. Mr. DeCuir also served on the faculty of the Louisiana Association of Defense Counsel, Trial Advocacy Program. Mr. DeCuir is active in the community and serves on the State Chapter Board for the March of Dimes and as Board Counsel of the Valley Park Community Association, and Hope Academy.
WINSTON G. DECUIR, JR., Partner, DeCuir, Clark & Adams, LLP Winston DeCuir, Jr. was born in Baton Rouge, Louisiana; admitted to bar in October, 1998, Louisiana, U. S. 5th Circuit Court of Appeal and U. S. Middle, Eastern and Western Districts of Louisiana.
Education background includes Juris Doctorate from the Louisiana State University (1998); and a Bachelor of Arts Economics & History at Amherst College (1995).

KIM BROWN, Public Housing Revitalization Specialist, HUD New Orleans Field Office Kim has been working in public housing for more than 30 years. She began her career with the Housing Authority of New Orleans as a Communications Specialist. After several years of producing newsletters, annual reports, and other printed materials for the agency, she left to pursue a teaching career and then worked as a managing editor for a family owned newspaper.
Eventually, she returned to HANO’s Communications Department and through the years held various positions including Director of Communications, Public Affairs, and Resident Services Departments. KRISTEN HERNANDEZ, Tobacco Equity and Disparities Coordinator for Well-Ahead Louisiana Ms. Hernandez leads the Smoke-Free Housing Project and participates in various activities aimed to promote Health Equity including the Reducing Health Disparities committee for the Office of Public Health and the Louisiana Tobacco Disparities Taskforce. She is the team’s expert for tobacco-free policy development and implementation. She currently coordinates statewide smoke-free housing activities for the state of Louisiana. As a fellow for Directors for Health Promotion and Education she began working with the Department’s Bureau of Chronic Disease Prevention and Health Promotion conducting research on Louisiana’s
disparate populations. Her background in smoke-free housing stems from her previous experience working on a researching team at the University of Texas at El Paso coordinating community smoke-free outreach activities with the Housing Authority of the City of El Paso.
JOHN DICARLO, Training Program Manager, Department of State Civil Service John has worked in Louisiana State Government for 22 years. He is currently a training program manager for the Department of State Civil Service. John served as the senior trainer for the Department of State Civil Service from 2002–2012. John has developed many courses over the years and has conducted more than 800 classes and trained more than 28,000 state employees throughout the state of Louisiana. John brings a wealth of training and human resources experience with him. He has worked in training and human resources for the state since 1994. In addition to his experience as the senior trainer for the Department of State Civil Service, John spent two years as a human resources auditor/ investigator for the Department of State Civil Service, six years working in human resources and training at the Orleans Levee District, and one year working in human resources and training at the Interim LSU Public Hospital. John is a graduate of the University of New Orleans with a bachelor of arts degree in communications. He also attained a “Certificate in Supervisory Techniques” (CST) certification through the comprehensive public training program (CPTP). John served two terms as the elected president of the Louisiana Association for Training and Organizational Development (LATOD).
JERRY STOVALL, President & CEO of the Baton Rouge Area Sports Foundation Mr. Stovall attended LSU from 1959 – 1962, where he was an All-American running back and runner-up for the Heisman trophy in 1962. He received his undergraduate degree from Missouri Baptist College, while playing in the National Football League for the St. Louis Cardinals, who chose him as their #1 draft choice in the 1963 NFL Draft. Jerry was a 3-time Pro Bowl defensive back for the Cardinals and played 9 seasons in St. Louis before retiring from the NFL in 1971. With his professional football career behind him, Jerry was hired as an assistant coach to Paul Dietzel at the University of South Carolina before he returned to Baton Rouge to serve as
an assistant coach to Charles McClendon. Stovall was promoted to head football coach at LSU in 1980, and during his three-year tenure he was named SEC Coach of the Year (1983) and Walter Camp National Coach of the Year (1983). He also led the Tigers to an Orange Bowl bid in 1983.
In 1993, Jerry accepted the leadership role at the Baton Rouge Area Sports Foundation. The mission of the Sports Foundation is to assist in the securing and staging of statewide, regional, national and international sporting competitions and special events for the Greater Baton Rouge Area, thereby having a positive economic impact on the Baton Rouge community.
Mr. Stovall was inducted into the National Football Foundation College Football Hall of Fame in December of 2010 and enshrined in July 2011. Jerry is also a member of LSU Hall of Fame and the Louisiana Sportswriters Hall of Fame. He was named the 1990 Volunteer Activist of the Year and in 1993 was named to the LSU Modern Day Team of the Century. In 2007, Jerry was honored with the Brotherhood/Sisterhood award for his work in the Baton Rouge community.
