Since 2001 over $33M has been spent on improvements to the Malahat Segment of Highway 1.
In 2007 the “Trans-Canada Highway 1 – Malahat Corridor Study” report was prepared which developed a long-term transportation strategy for the Corridor.
In 2012 a safety review of the corridor was conducted, and the report “Malahat Highway No. 1 Safety Review – Proposed Highway Improvements” was prepared which identified several short term and long term safety improvements for the Corridor.
The findings from the two reports form the basis of the safety improvements works that have been ongoing on the corridor since summer 2012. In 2015, this Malahat Village section was the area of the corridor identified as the next priority in B.C. on the Move. The above reports can be found at: www.gov.bc.ca/malahatsafetyimprovements
HISTORICAL REPORTS

The Malahat section of the Trans-Canada Highway is approximately 20 km long, generally beginning near the Leigh Road Interchange in Langford and ending around the Bamberton Overpass near Mill Bay.
It is the main highway corridor on Vancouver Island that connects the communities of southern Vancouver Island with the communities of central and northern Vancouver Island.
The current annual average daily traffic along the corridor is 24,000 vehicles per day making this one of the most important transportation corridors on the island.
The Malahat Village project will enhance the safety of the corridor while also improving corridor reliability and mobility, by providing:• Over 3 km of new median barrier• 5 km of four-laning• Numerous access and intersection improvements
The estimated total project cost is $34M. The Province of BC will be contributing $20M to the project and the Government of Canada will be contributing $14M.
BACKGROUND

Phase 1 of the Malahat Safety Improvement Works was completed in 2013, and included the following improvements:
• Installation of seven sections of new concrete median barrier totalling 5.8 km• Upgrades at Finlayson Arm Road, Shawnigan Lake Road, the area near Leigh Road and the south boundary of Goldstream Park, and the Malahat village intersections• Additional RCMP enforcement pullout areas• Installation of an advanced weather advisory system• Improved lighting, signage and roadside delineation
PREVIOUS WORK ON THE MALAHAT CORRIDOR
Phase 2 of the Malahat Safety Improvement Works was completed in 2015 and included the following improvements:
• Installation of an additional 2.3 km of median barrier from Shawnigan Lake Road to the Malahat Summit weather station to address safety concerns in the area known locally as “NASCAR Corner”• A 1 km southbound passing lane extension• Improvements to the Whittaker Road and Holker Place intersections

Collision History• The Aspen Road to Shawnigan Lake segment has a collision rate of 0.45 collisions per million vehicle kilometres which is 41% higher than the provincial average of 0.32 collisions per million vehicle kilometres• Three fatalities have occurred along this section of the highway within the last 14 months
EXISTING CONDITIONS
Reliability• The Malahat section of Highway 1 has a history of closures due to collisions and natural hazards. On average, the Malahat highway segment has unplanned closures 10.5 times per year• The closure times range from less than 1 hour to 20 hours with the average closure duration being just over 1 hour• These closures are of great concern as no reasonable alternate detour routes are available south of Shawnigan Lake Road
MobilityThe average travel time through the corridor in the southbound direction is approximately 15% longer on a typical weekday PM Peak and over 30% longer on a typical weekend PM Peak compared to the northbound direction.

STRATEGIES FOR IMPROVEMENT
Cross Over Collisions
Intersection Collisions
Narrow Paved Shoulders
High access density along corridor
Lack of southbound passing opportunities
Southbound Travel Time Delays
Highway Closures along corridor
Installation of an additional 3.0 km of median barrier which will reduce the severity of collisions.
Converting the Malahat Village and Aspen Road intersections to right-in / right-out and left-in configurations. Converting McCurdy Road intersection to right-in / right out, as well as effectively relocating Okotoks Road intersection and converting it to right-in / right-out only. These improvements to the intersections will reduce the number and severity of collisions.
Increasing the paved shoulder width to 2.0 m will benefit cyclists and provide more refuge area for a stalled vehicle to pull over.
Consolidation of accesses and the construction of backage / frontage roads will reduce the overall number of access points along the corridor and improve safety and mobility.
Construction of 5 km of an additional southbound lane will improve the ability to pass a slow moving vehicle and help reduce the occurrences of aggressive passing maneuvers often seen on shorter passing facilities.
Construction of 5 km of an additional southbound lane will improve travel time and reduce traffic queues behind slow moving vehicles.
Installation of median barriers will reduce the severity of collisions and by extension the duration of any closure caused by a collision. The wider shoulder and the additional southbound lane will provide more width to bypass a collision or stalled vehicle. Also, with the additional southbound lane, crews will be able to implement temporary 2 way traffic to keep people moving around an incident.

Making a left turn movement from a side road onto a high volume high speed four-lane highway is difficult
Heavy volumes, high speed and limited visibility along Highway 1 all contribute to the drivers inability to safely judge gaps in traffic for left turning movements onto the highway
As the delays on the side roads increase, drivers begin to get frustrated and are willing to accept shorter and shorter gaps to make their turning movements
This willingness to accept shorter gaps increases the likelihood of angle type collisions which are generally of high severity
Eliminating the left-out movement at an unsignalized T-Intersection reduces the conflict points from 11 to 6 as represented in the adjacent graphics (the 5 eliminated conflict points are shown in red).
Eliminating the left-out movement at high speed and high volume intersections is a widely accepted safety improvement

Improvements to the Malahat Village centre access by converting it to a left-in only con�guration to improve safety
A new right-in / right-out intersection will be provided just south of the Malahat Village to provide access to a new backage road and existing businesses on the west side of the highway
A new right-in / right-out and left-in intersection will be located approximately 800m north of Aspen Road. The intersection will provide access to a new northbound to southbound U-turn facility that will replace the current facility. It will also provide access to a new backage road and short frontage road to service the properties south of the Malahat Village and west of the highway.
Improvements to the Aspen Road intersection include increasing the length of the southbound left turn bay into Aspen Road and the addition of a northbound right turn acceleration lane

Addition of a second southbound lane starting from Shawnigan Lake Road, connecting into the existing dual southbound lanes located just south of Aspen Road.

Tender the construction contract in December 2016
Start construction in early 2017 through late summer 2018
Ministry of Transportation and Infrastructure staff will be monitoring traffic 24/7 during construction to ensure delays are kept minimal.
A minimum of one lane in each direction will always remain open to traffic, with the exception of brief stoppages for blasting, tree falling, and equipment crossings, all generally occurring outside peak commuter periods.
Regular updates and advance notification will be provided as needed through DriveBC, social media, traffic advisories, changeable message signs, and on the project website.
