Definitions

Measures of Light Lux (lx) is the unit in which light is measured on a surface from a source. Average Lux (Eav) is the maintained average illuminance. Minimum Lux (Emin) is the maintained minimum illuminance. Maximum Lux (Emax) is the maintained maximum illuminance. Upward Light Ratio (ULR) is the maximum permitted percentage of luminaire flux that goes directly into the sky. Sky Glow is the illumination of the night sky caused by artificial light. Obtrusive light is the existing spilling of light beyond the boundary of the area being lit. Environmental Zones are a permitted classification for the environment in which lighting can be designed to recommended levels.

Luminaires Louvre is an accessory provided with a luminaire where slats are angled to reduce light passing through. Cowl is an accessory provided with a luminaire where a covering is placed over the lens to reduce light passing through. Baffle is an accessory provided with a luminaire where the luminaire itself is recessed back to reduce light passing through.

1.1 Executive Summary Highthorn Surface Mine

Enlighten Design has been commissioned to carry out baseline monitoring and an impact assessment of a proposed fixed lighting scheme for the Highthorn surface mine development. By agreement with Northumberland County Council’s environmental health officer the site is considered to be generally an E2 area with increased sensitivity towards the coastal area where an E1 zone is deemed more appropriate. The proposed lighting design has been assessed and found to be within the required levels for an E2 and E1 area. The Upward Light Ratio (measured by Sky Glow apparent) is expected to be 0 falling within the recommended ILP levels of light. Mitigation and ongoing management through the site Environmental Management Plan, could include retro fitting of accessory baffles or cowls to avoid any issues of glare, however, lighting units used in the assessment are designed to avoid this issue. The impact of the proposed site is considered insignificant on the surrounding sensitive receptors, as explained within the assessment and as such acceptable.

1.2 Brief Highthorn Surface Mine

Enlighten Design has been commissioned by Banks Mining to undertake a fixed lighting assessment and lighting design in connection with a full planning application for the Highthorn surface mine development in Northumberland. The development is surrounded by a number of sensitive locations and therefore site lighting needs to be approached with consideration for the neighbouring areas. The site is sensitive to light spill and so the design objective of this task is to create a suitable lighting scheme which will allow workers safe illumination of working areas and permit safe access and egress to and from the site whilst also keeping obtrusive light and upward light to a minimum, meeting recommended lighting guidelines. A baseline summary is also included as a foundation to the assessment, detailing existing conditions on the site boundary. This lighting assessment report is structured in a way that is compliant with the ILP recommendations (PLG-04 Guidance on undertaking Environmental Lighting Impact Assessments). Please note that this report is limited to an assessment of fixed lighting to be used within the compound and excavation area. Mobile lighting outside of the excavation area, to be used in the short term for activities on site such as building and deconstruction of overburden mounds and tipping associated with surface mining activity, and / or attached to the plant and excavators, is not included within this assessment. This is because of the temporary and transient nature of this lighting. It is proposed that temporary, mobile lighting will be managed through the Highthorn Environmental Management Plan, which will endeavour to ensure that external sight of mobile lighting is minimised at all times and the appropriate action taken when necessary to reduce the impact. Please refer to Appendix 16 of the planning application to view the proposed Highthorn Environmental Management Plan.

The Highthorn development is situated in Northumberland, North East England, adjacent to the A1068 and Druridge Bay. The development proposed by Banks Mining is set to commence in 2017 and works to continue there for a duration of seven years, five years of which will be coal extraction, where up to 3 million tonnes of coal will be extracted. The Commission Internationale de l’Eclairage (CIE) has outlined five environmental zones to establish a basis for outdoor lighting regulations. The west side of the site is more residential with agricultural fields surrounding the properties at Widdrington Station and Village, with street lighting on the A1068, as well as general domestic lighting apparent. The east side, closest to the dunes and Druridge Bay is more of a dark landscape, with some more remote residential properties. Taking this into consideration, and in agreement with Northumberland County Council’s environmental health officer the site has been deemed primarily as an E2 Zone but the areas closest to the coast are deemed sensitive as this area is more fitting of an E1 Zone. (Definitions of the Environmental Zones can be found in Section 3.1, Figure 4).

The site itself requires fixed lighting within the compound and predominantly temporary lighting within the excavation area. Lighting requirements have been provided by Banks Mining with advice on necessary positions and lighting levels needed to perform and carry out essential works and tasks throughout the site. The lighting scheme is based on these requirements.

In order to correctly and accurately assess the existing lighting environment, the existing lighting levels and obtrusive light are measured which helps to inform an Environmental Zone Classification (CIE) is required. Whilst Northumberland County Council has not formally classified an Environmental Zone around the proposed site, discussion with Northumberland County Councils environmental health officer has taken place to inform the assessment. Given the rural environment, location and proximity to sensitive locations, an E2 zone has been generally deemed appropriate. However, the eastern side of the site boundary is recognised as a darker area and as such can be judged as an E1 zone. Whilst designing the lighting scheme and determining the calculations, other assumptions have been made, as per below: Assumptions on which the scheme is based on: • The West side of the site by the A1068 is deemed an E2 Zone. • The East side of the site by Druridge Bay is deemed an E1 Zone. • Working hours on site will be from 7am to 10pm, which is Pre-

Curfew (11pm). • 10% (Black/Brown) Reflection value has been adopted as the

working environment will be dark due to the exposed rock and soil.

3.2 Site Survey Highthorn Surface Mine

The ILP Guidance states that site visits during day and night-time are a necessity in order to accurately measure existing light spill and sky glow. Percentage figures are also provided within this guidance as recommended limits corresponding to appropriate Environmental Zones, which should be adhered to both pre and post curfew. A day and night survey was carried out of the existing area, between the hours of 12pm and 11pm on the 26th March 2015 where it was noted to be clear dark skies post 8pm. During the Survey, the following was completed: • Light Levels were measured on a vertical and horizontal plane, using a Konica Minolta T-10A Light Meter, recently calibrated in March 2015 • Necessary notes which would be of use for the assessment report were taken The sensitive locations were defined by the client following consultation with Northumberland County Council’s environmental health officer as they are in close proximity to the site and mirror the sensitive locations assessed in other environmental studies for the proposed site. Refer to Chapter 2.3, Page 10 for list of locations where meter readings were taken. The baseline condition is summarised through commentary of results in Chapter 4, from Page 15 onwards.

3.3 ILP Guidelines Highthorn Surface Mine

Additional ILP guidance necessary to assess the lighting at the proposed site, is illustrated above in Figure 5. To guide our assessment, recommendations from the ILP have been strongly referenced, especially with regards to obtrusive light as this is deemed a source of light pollution and therefore should be dealt with as an essential part of this assessment. It is vital that light spill beyond the site boundary and upward light is kept to an absolute minimum.

Enlighten Design carried out the Day-time site survey between 12pm and 3pm on the 26th March 2015. The Survey included a study of the existing site and taking light meter readings. 4.3 Baseline Conditions – Night Time Visit Highthorn Surface Mine

Enlighten Design carried out the night-time site survey between 7pm and 11pm on the 26th March 2015. The survey included a study of the existing site and taking light meter readings. The readings taken during the night survey, in locations illustrated on Page 16, are shown in a table below. During the night visit, the weather was noted as being dry with partial cloud and sunset was at 6:30pm however sufficient darkness was not apparent until approximately 7:30pm.

4.4 Baseline Summary Highthorn Surface Mine

Overall, the results of the baseline assessment indicate low levels of light in the areas surrounding the proposed development site. Readings show that the highest levels were apparent around Houndalee Cottages, alongside the A1068 and what is proposed to be the access point for the site, nearby to the site compound area. Areas of most critical concern are the Dunes and Cresswell Pond due to this side of the sites E1 Zone classification. Sky Glow is the illumination of the night sky caused by artificial light. Obtrusive light is the existing spilling of light beyond the boundary of the area being lit. The ILP state that these issues can be a nuisance in law and can be substantially reduced without detriment to the lighting task. During the baseline assessment, it was apparent that sky glow was visible from various points around the site, particularly looking toward Cresswell Village viewing from the Druridge Farm area. The glow was likely to be from street lighting which will have been used to illuminate roads in the village.

Other lighting which was apparent during the survey was from domestic dwellings around the site, whether this be from internal light sources spilling from windows or residents exterior security lighting which was visible from various viewpoints. It was also noted that there was existing street lighting in the surrounding area, through the use of aged sodium light fittings with minimal optical control mounted on street columns. These aged street lights incorporate a curved glass lens beneath the light source which produces the orange glow that was very clearly visible and contributes to the upward light which was apparent. The street lighting was sighted around the more distant critical viewpoints such as Cresswell and Widdrington Village. Street lighting was visible on Cresswell Road leading from St. Bartholomew Church through to Ellington, see image to the left (figure 7).

This chapter details the proposed development scheme for Highthorn Surface Mine. Specialist lighting software Relux has been used to generate the predicted calculations of light levels within the compound to ensure they are up to necessary regulations and that obtrusive light does not impact surrounding sensitive locations. The following pages show the design split into two parts - the compound area and the excavation area. The site has been split into two parts as the lighting requirements within each parts are different. Lighting within the compound area will generally be fixed in nature, whilst the majority of the lighting in the excavation area is proposed to be mobile in nature and thus temporary. It is also likely to be mainly positioned below ground level. The proposed lighting scheme is based upon the assumption that the West side of the site, closest to the A1068 where the compound is to be located, is an E2 classification and should fall within the ILP recommendations of 1 lux maximum (Post Curfew) and 5 lux maximum (Pre Curfew). The Dunes and Druridge Bay are areas of particular sensitivity and therefore extra consideration is required within the development to ensure it falls within E2 requirements but closer to E1 zone recommended light levels. For an E1 Zone, the ILP recommend that 2 lux is suitable, with regards to light spill (Pre-Curfew) while 0 lux is suggested (Post Curfew).

Other assumptions of which the design is based upon are listed below:- • Working hours on site will be from 7am to 10pm, which is Pre-Curfew (11pm). • 10% (Black/Brown) Reflection value is adopted as the working environment will be dark due to exposed rock and soil. • The Upward Light Ratio is to be 0% as recommended by ILP guidelines.

5.5 Design Continued Highthorn Surface Mine

For full details on the proposed development and lighting calculations, please refer to our supporting calculation document (Appendix 2). Lighting level requirements for the compound area were designed to ensure sufficient illumination of required areas of the site to carry out relevant tasks safely and allow safe access and egress for employees. These requirements were combined into the proposed development and the predictions were made. The compound boundary mounds will be 10m and 12m in height and lighting column heights of between 6m and 9m have been used, with a varying number of heads dependant on the amount of light needed in certain areas. High Intensity Thorn Metal Halide fittings, which have been used throughout, in the compound and excavation area, which use an asymmetric optic and therefore allow for a more controlled light spread, reducing any upward light which as recommended by the ILP, should be a value of 2.5% to meet E2 Zone requirements and 0% to meet the E1 classification recommendations. The lighting provided in the excavation area of the site will be in the form of mobile columns, mounted at 4m as well as more general lighting to light a larger area, using a frame which will be created to house four high output luminaires providing light into the void. In order for the lighting to be screened outside of the site boundary, the frame will be concealed within the void itself, upon a bench created below the haul road. It is expected that these general lights will change position every 3-4 months as the void progresses and a new bench will be cut each time to maintain the lights within the mining void.

6.1 Environmental Impact Highthorn Surface Mine

External lighting schemes have the potential to increase light pollution, obtrusive light and sky glow and as such should ideally adhere to guidelines provided by the ILP and CIBSE. In this instance, the lighting scheme has worked to the PLG-04 Guidance on undertaking Environmental Lighting Impact Assessments and GN01: 2011 Guidance Notes for the Reduction of Obtrusive Light in order to meet the recommended light levels and to ensure there is no detriment to the surrounding environment. Sky Glow is the illumination of the night sky caused by artificial light. Obtrusive light is the spilling of light beyond the boundary of the area being lit. The ILP state that artificial light can be a nuisance in law and can be substantially reduced without detriment to the lighting task. The site itself, being in close proximity to sensitive locations, should satisfy the necessary target values which the appropriate environmental zone permits. Predictions have been made using specialist lighting software to model light spill beyond the boundaries to these critical viewpoints. A results summary can be found in Chapter 5.6 on Page 26. The results indicate that the location which may be subject to the largest amount of light spillage from the site is Houndalee Cottages due to its close proximity to the compound. Baseline results show that this location had the highest readings (2.02 lx), whilst our predictions indicate an average of a minimal 0.02 lx spillage to the Houndalee boundary. However, as the recommended average level of light intrusion pre-curfew for an E2 Zone is 5 lux and 1 lux post-curfew, the maximum light intrusion to the closest sensitive location falls well within the recommended E2 levels and as such can be considered acceptable. Results indicate that there will be no impact on particular sensitive areas i.e. The Dunes, Cresswell Pond and Druridge Pools.

According to CIBSE recommendations, lighting within the compound and overall sky glow of the site is shown to be designed to necessary standards, required for carrying out tasks safely. Please refer to the supporting calculation document for results and requirements (Appendix 2). All fittings proposed within the scheme have been suggested due to their optical control that conforms with the ILP recommended levels as shown above in Figure 11. As the light fittings used within the excavation area will be concealed within the void itself, the impact of the fittings intensity will therefore be minimal to the surrounding areas of the site. The management of the lights, through repositioning as the void progresses and ensuring lights are performing correctly will assist in making certain no light spill is apparent beyond the site boundary. The proposed lighting scheme has been designed so as not intrude or impact on any aspect of wildlife. Further details of any impacts on wildlife can be found in the ecology chapter. Based on the results of the assessment, the impact of the proposed site is considered to be insignificant on the surrounding area and sensitive premises as very minimal light spill should occur as a result of the scheme and as such is acceptable in terms of lighting the site.

7.1 Recommended Strategies Highthorn Surface Mine

The Highthorn Surface Mine development Lighting Scheme and Assessment has been designed in accordance with the following: • Professional Lighting Guide – PLG 04: Guidance on undertaking Environmental Lighting Impact Assessments (ILP) • GN01: 2011 Guidance Notes for the Reduction of Obtrusive Light Calculations show that the proposed scheme will have a ULR Value of 0%, which falls within the recommended 2.5% for an E2 Zone as well as 0% for E1. If at any time, the issue of glare should be apparent this can be overcome through the use of baffles/cowls on the fittings, should this be required. The fittings proposed for the scheme have been chosen due to their high optical efficiency. The luminaires are available with additional accessories, for on-site ‘fine tuning’, which are recommended in areas of extreme sensitivity. These include an adjustable shutter to cut-off the intensity in the vertical plane and anti-glare louvres. This additional equipment, if used, will alleviate any glare issues and intensity of the light on the vertical plane that may occur although the fittings suggested have been designed to reduce glare and calculated predictions show the ULR value to be 0%, indicating no upward light will occur. As asymmetric optics are used in the fittings proposed, tilting of the luminaires will not be necessary. The asymmetric beam allows the fitting to provide a much more controlled spread of light, reducing spill and glare. There is an option to control the fittings via a timer or photocell, should this be required. The management and maintenance of the lighting will be assured through the use of Banks Mining’s Environmental Management Plan, designed to ensure regular inspection of the lighting units to ensure position and performance of the lighting is as required and expected. If glare proves to be an issue from a particular viewpoint, luminaire tilt should be adjusted.

Predictions show that minimal light spill will occur beyond the boundaries to sensitive locations surrounding the Highthorn Site. The Baseline and Boundary results table below summarises this positon. The parameters defined within the ILP Guidelines on ‘Obtrusive Light Limitations for Exterior Lighting Installations’ are also reiterated below for comparison. The predictions indicate compliance with these guidelines.

8.2 Recommendations Highthorn Surface Mine

A recommended lighting scheme has been developed for the proposed Highthorn surface mine. Suitable luminaires have been used within the predictions. • Should the issue of glare become apparent, additional accessories are available for the fittings, in the form of anti-glare louvres and an

adjustable shutter to control the intensity in the vertical plane. These can be fitted to provide additional mitigation. This will further reduce glare or-intensity which may be visible from any sensitive locations. Predictions indicate that an ULR value of 0% is achievable and no upward light or glare should be apparent.

• It is suggested that lighting within the excavation area will be incorporated into a bench within the void so it is not visible outside the site boundary. It is recommended that the mobile columns which are used around the excavation area are also contained within the void as it progresses.

• The Highthorn Environmental Management Plan should be referred to for inspection and optimisation of mobile lighting units and to ensure inspection of the lighting units to guarantee position and performance of the lighting is as required and expected.

• Should there be any glare from the mobile luminaires, the luminaire tilt should be adjusted.
