Contributing to these events takes time and dedication and our Board would like to acknowledge the many people who get involved! Here are some examples from this spring: Thanks go to Nancy Woolley and the Friends of Bright Leaf for creating www.brightleaf.org website, for coordinating Nature Day at Bright Leaf and the guided hikes that occur every month in the preserve. Thanks go to Carolyn Robinson for organizing the spring HPWBANA Egg Hunt in Perry Park. Thanks go to Karen Cannatti, Barbara Watt and the Mayfield Park/Community Project for putting together the Trowel and Error event and the monthly guided hikes at Mayfield Park. Thanks go the Texas State Military Museum volunteers for putting on another great Muster Days event at Camp Mabry. Thanks go to Coach Dave Woods, Tom McClure, Kevin Golliher and Cathy McHorse and for their continuing focus on repairing the running track in Perry Park and improving the playgrounds. Thanks go to Greg Morning for helping coordinate the APF It’s My Park Day at Perry Park. And thanks go our beautification committee volunteers for sprucing up our green spaces this spring. At Perry Park, ligustrumremovalinthequarryareawasthefocus.PARDcuttheligustrumandvolunteersmovedthebrushtoapickuparea.Thewoodedareaismuchmoreopenandthemanynativeplantswillthrive.

by Sam Haddad ForthoseneighborhoodsthatrunalongtheMoPACcorridorandneighbors affected by sound and traffic from Mopac, there is hope that theremaybesoundwallsinthenearfuture.Inresponsetoconcernsvoicedby the residents alongMopac in centralAustin, a groupofneighborhoodassociationscametogetherastheMopacNeighborhoodsAssociationsCoalition(MoNAC).ThegoalofMoNACissimplytowork toward improving and maintaining the overall quality of theneighborhoodsadjacenttoMoPac(Loop1). Bynow,someoftheneighborswhosepropertybacksuptoMoPAC,havebeenorwillbecontactedtosignareleasetoallownoisestudiestobeconductedbyDMJMHarrisforTxDOT.StartingthemonthofApril,noisereadingsareplannedforabout40backyards thathavesignedtheDMJMHarrisreleases. Asanupdate,atthemostrecentMoNACmeeting(April18,2006)the following important information was disclosed: sample soundwallsplannedforMoPACmaybeavailableforviewinginJune2006,andwillbelocatedattheTxDOTBullCreekfacility;theselectedstyleofsoundwallswouldbeplacedwhereappropriatealongMoPACasdeterminedbythenoisestudyresultsandpropertyownerinput;and,ownersofbothbusinessandresidentialpropertythatbackuptoMoPACwillbeabletovoteonacceptingasoundwallontheirproperty. Atthisstage,thesamplesoundwallswillonlyshowtheaesthetics

ofthedesignandheightrange(3styles,rangingfrom10-18feet)andnot noise reduction capability. Since finding consensus and agreement betweenthevariousgovernmentagenciesandtheneighborsisalwaysfun,anAestheticAdvisoryCommitteewillbeformedtogatherinputfromthecommunity. Remember that sound walls are not officially approved, since the onlywaythatfundingcanbeobtainedisiftherewillbeadditionalcapacityonMoPAC.Basedontheavailableinformation,increaseofcapacityonMoPACislimitedbythecurrentfootprintofMoPAC(nolandwillbetakentoaddnewlanes). Therefore,somesolutionstoincreasedcapacityareHOVormanagedlanes.Ifyouareinterestedinthesetopicsorhavequestions,pencilinonyourcalendarthenextMoNACmeetingwhichisscheduledforJuly18,2006at6:30attheWestminsterManor. Thisisachancetoofferyourcommentsandaskquestionsaboutthese developments before they proceed. If you’re interested inhow these new Bull Creek Road developments may affect ourneighborhood, including traffic volume, population density, and designstandards,pleasecontactaboardmembertohearmoreaboutthem.

NeighborJenniferMillerdidjustthat.JenniferandherhusbandToddbuiltalargeu-shaped,waisthighstructurefromcedarboards.They filled it with gardening soil and started planting. The shape fits the only sunny, flat space in their backyard. And since the soil intheirbackyardissorockythissolutionwasidealforgardening.Tendingthegardeniseasyofcoursebecausetheplantsareatwaistlevel. Theyhavealreadyhadafullyearoffreshvegetables theystartedfromseed. Evenanherbgardenwasplanted. Jennifer’sfavoritevegetablefromthegarden–cucumbers! JenniferandTodddon’thaveaproblemwithdeerorotheranimalseatingtheplantsbecausetheirbackyardisfenced.Ifdeerorotheranimalsbecomeaproblemthenwallsorscreeningwillbeadded.Their focus this seasonwillbemaking thewater source idealbyincorporatingarainbarrel. Theirabovegroundgardenis16feetlongand12feetwideintheshapeofasquare“U”sotheycanwalkinthemiddle.

AllofthisactivitywasdonewithaneyetowardsAustinNatureDaywhichtookplaceApril15ththisyear.Thisisacitywideeventthatencouragespeopletogetoutdoorsandappreciateallthewonderfulsitesandorganizationsaroundtown.Checkoutthebrochureonlineatwww.AustinNatureDay.org.Eventhoughtheeventisover,thereisstillalotofgoodinformationifyouwanttogetoutdoors,buthaverunoutofideasofwheretogoorwhattodo.AtBrightLeaf,wehadover forty five visitors on Austin Nature Day. Continuingfrompart6… The Baby Boom ended in 1964 and the need for additions tothe school slowed.The last addition to the school camewith theopeningofwhatisnowthethirdgradewinginAugust1999.Early-onenvisionedasapark,theopenlandbetweentheschoolandthewesternedgeoftheoldquarryremainedundevelopedforyears. BythetimeHighlandParkwasdeveloped,thequarryhadbeenmined as far as practicable and lay abandoned. When the school first opened,thecliffsseemedasfreshandwhiteasthoseofDover,butacombinationofnativeandintroducedvegetationhasmadetheareaseemalmostnatural. Though the school was named for the neighborhood, the parkto thewestof itwasnamed inhonorofPerry,aswasoneof theneighborhood’smainthoroughfares,PerryLane.Twotenniscourtswerebuiltinthemid-1960s.Aplaygroundfollowedand,inthe1990s,awalkingtrailwaslaidout. Bythelate1960sandearly1970s,theschooldistrict’sfocuswasmoreontheeducationalprocessthanbuildingnewplantsandhiringnewstaff.Teamteachingcameintovogue.Onebigbuzzwordwas“Individually Guided Education,” or IGE, another way of sayingclassroomswithoutwalls.IGE,accordingtoa1972PTAbrochure,allowed“eachchildtohaveexperiencesthatareuniquelytailoredtohisindividualneedsineachlearningarea.Childrencanoperateeitherindividuallyorasmembersofasmallgroupwithmoreorlessidenticalneeds.” IGEwasaradicaldeparturefromtraditionalclassroomeducation,andsowasacity-stateprojectpopularlyknownasMoPac,formallyknown as Loop 1. Starting in the mid-1970s, the Missouri-Pacific Railroadrightofwaywastransformedintoanorth-southroadwaythatwouldtakepressureoffI-35,LamarBoulevardandBurnetRoad.ThenewwestsidefreewaycutofftheeasternthirdoftheHighlandParkneighborhood,takingsomehouseswithit.ThenewroadwaymadeiteasiertogetfromHighlandParktodowntown,butitraisedthenoiselevelinadjacentresidencesandeventuallytheincreasedtraffic began contributing to diminished air quality. Whileneighborhoodactivistsandenvironmentalistsworriedaboutthe affect traffic and elevated ozone had on Austin’s quality of life, on April 17, 1978 fourth and fifth-graders at Highland Park got a chancetoexaminerocksfromaplacewithnoatmosphere.Formerastronaut Jack Schmidt–the first geologist on the moon--brought a samplingofmoonrockstotheschoolandtalkedtostudentsabouthistrip.TheAustinAmerican-StatesmanreportedthatHighlandParkwasthe first school to be sent moon rocks from the National Aeronautics andSpaceAdministration. ClassesarestillK-5,butdividingchildrensolelyonthebasisof

theiragegavewaytostate-mandatedassessmenttestingandteachingchildrenbytheirdemonstratedlearninglevel. Today,morethanahalfcenturyafterCommodorePerrydevelopedHighland ParkWest and sold land to the city for a school, theneighborhood is still a fine place to live and raise a family. Highland ParkElementaryisrecognizedasoneofthedistrict’sbestschools,a fact supported in recent years by numerous local and nationalrecognitions.Apieceofrealestateonceminedforlimestonecontinuestoproducesomethingless tangiblebutmoreenduring,generationaftergenerationofeducatedchildren.
