FAO IN VIET NAM High-level Delegation Visits Innovative Rice Seed project in Da Nang MARCH - JUNE 2014 A high-level delegation headed by Mr. Jong-Ha Bae, FAO Representative in Viet Nam, the United Nations Resident Coordinator Ms. Pratibha Mehta as well as the Ambassadors of Brazil, India and South Africa visited the UN-India, Brazil, South Africa (IBSA)-funded project “Establishment of Rice Seed Production Hub in Da Nang City” on 24- 25 April, 2014. The delegation met with project stakeholders, talked with cooperative members in Hoa Tien commune and visited an innovative seed testing laboratory. The US$529,000 project is being implemented by the Da Nang Department of Agriculture and Rural Development, with FAO technical expertise. In an exciting development, the project has supported the setting up of a hub for the production of rice seeds to enhance agricultural yields, thereby developing rural livelihoods and reducing poverty and hunger among communities in the area. In addition, the project is improving farmers’ knowledge and production capacity as well as enhancing the community’s post-harvest processing methods and activities. A seed quality control and certification system for the city and reinforcement of farmers’ marketing capacities are also bringing added value to products and making them more commercially attractive. The delegation and Vietnamese Government have recognized the project’s achievements as a good example of successful South-South cooperation in Viet Nam, which will open the door to other collaboration opportunities for future projects and programmes with support from the UN-IBSA fund.

FAO Backs Development of Restructuring Plans for FisheriesThe FAO has co-chaired the Fisheries Sector Restructuring Plan consultation workshop in Ha Noi to build a shared vision for stakeholders’ participation in improving the country’s fisheries sector competitiveness and sustainable development. The Ministry of Agriculture and Rural Development (MARD) hosted workshop on 12 March 2014 was co-chaired by Mr. Jong-Ha Bae, FAO Representative in Viet Nam and Vice Minister of MARD Mr. Vu Van Tam.

Enhancing Nationally Appropriate Mitigation Actions in Agriculture in Viet Nam

FAO is supporting Viet Nam to prepare for Nationally Appropriate Mitigation Actions (NAMAs) in agriculture to achieve large-scale emissions reductions. The project “Enhancing NAMA Readiness: building capacity in integrated food and energy systems in Viet Nam - UNJP/VIE/054/UNJ” has been officially endorsed by

the Government of Viet Nam and the Ministry of Agriculture and Rural Development (MARD) will implement the three-year project from March 2014. The project will contribute to the Government’s plan to reduce greenhouse gas emissions in agriculture by 20 per cent by 2020, with the implementation of the National Green Growth Strategy to receive crucial policy and technical support from FAO. FAO Representative in Viet Nam Mr. Jong-Ha Bae emphasized the agriculture sector’s important role to create synergies in the adaptation and mitigation of climate change.

The project will help design a NAMA framework for agriculture in Viet Nam based on integrated food and energy systems and enhanced capacity of policy makers and national technical experts. To enhance communications among stakeholders within the country, effective communication channels will be devised, including the NAMA Working Group at the MARD and the Annual Plenary Meeting on NAMA Development.

In December last year, the FAO-supported Fisheries Sector Restructuring Plan was approved to promote the comparative advantages of Viet Nam’s fisheries products in the international market, maintain the growth rate of capture fisheries, aquaculture and processing as well as improve productivity, quality and export earnings. In aquaculture, along with intensive production for key commodities, farmed species and systems need to be diversified to take

FAO has provided meaningful assistance to Viet Nam to develop its forest and tree resources assessment capacity since 2011. Viet Nam is one of five pilot countries of a global FAO programme “Sustainable Forest Management in Changing Climate”. The National Forest Assessment (NFA) project was implemented in Viet Nam by the Forest Inventory and Planning Institute, under supervision from the Ministry of Agriculture and Rural Development’s (MARD) Viet Nam Forestry Administration. The total project budget is US$33.2 million for 2011-2013, of which the Government of Finland through the FAO-Finland Forestry Programme funded US$2.7 million with a US$489,000 contribution from the Government of Viet Nam.

Overall, NFA project outputs have gained wide national and international recognition, especially from MARD. The Government of Viet Nam is committed to continue the long-term monitoring of forest and tree resources in Viet Nam following the NFA project template. The Government is also seeking financial support from the Ministry for Foreign Affairs of Finland to implement NFA project Phase II after 2014 and expand project outcomes into nationwide implementation.

It is also essential to review the driving forces, strengths and weaknesses of the sector, as well as areas for State management to facilitate the sector’s development. FAO continues to support the development of the Restructuring Plans for the livestock, crop production and fisheries sub-sectors in Viet Nam.

Numerous small, independent hatcheries in Viet Nam are yet to be compliant with minimum biosecurity practices which are legislatively required only in large-scale commercial hatcheries. To address this gap, FAO ECTAD Viet Nam and the Ministry of Agriculture and Rural Development - Department of Livestock Production (DLP) have worked to improve the quality of standard operating practices for smaller scale hatcheries.

Hatcheries in 21 out of Viet Nam’s 63 provinces were mapped and a stakeholder workshop brought together hatchery owners, Provincial authorities, and national legislators. These stakeholders agreed on 15 easy-to-implement minimum operating standards to enhance hatchery biosecurity, decrease disease that impact production, and improve production performance ultimately increasing the hatchery owner income. A master training programme was developed to show hatchery owners how to implement the new standards and acquire certification.

Tho and Quang Tri provinces to serve as excellent examples of good practices. Based on these successful hatchery models, FAO ECTAD Viet Nam developed a film featuring hatchery biosecurity guidelines to strengthen small independent hatcheries. Improved hatchery biosecurity and management practices will increase hatching rates and the quality of day-old birds as well as reducing the risk of disease transmission along the poultry value chain. Application of these hatchery standards in northern Provinces of Viet Nam can help increase the availability of healthy, disease-free, inexpensive home-grown poultry which may contribute to decreasing the demand for inexpensive imported poultry. An additional benefit of such an approach would be to decrease the likelihood of importing diseases such as influenza viruses from neighboring countries.

The technical guidelines film, and a second film featuring the successes of this FAO ECTAD - DLP collaboration on hatchery strengthening hatcheries will be available on the FAO Viet Nam website in the near future.
