Naples, Florida, once a small, sleepy fishing village, has quickly become an internationally recognized vacation

destination and the definition of luxury living on the Paradise Coast. The lifestyle, varied culture and environmentally conscious attitudes of Neapolitans have molded this Southwest Florida gem into one of the most attractive locations in the world to vacation, retire, have a second home or just live life to its fullest.

In 1911, Barron G. Collier bought most of Naples including over a million acres of swampland. Collier was a visionary for the area and had grand plans to bring the railroad to this part of the state. With his own money he helped construct the Tamiami Trail to connect Tampa to Miami forever changing the landscape of Florida. With that pledge, the state legislature created Collier County, the largest county in the State of Florida. One hundred years later, Naples has close to 1.5 million visitors per year. Through innovation, Barron Collier succeeded in changing the swampland into paradise.

With the recent U.S. Supreme Court Decision on the Patient Protection and Affordable Care Act to uphold the health care law, we look to the future as we face the many challenges in implementing the law and addressing the long-standing problems in our healthcare delivery system. In order to survive in these turbulent times, we will need to be much like Barron Collier, innovative and bold, we must demonstrate incredible leadership and go beyond the ordinary to create a sustainable, value-based system of care for the future of our country.

On behalf of the 2012-2013 HFMA Florida Chapter Board and Leadership Team, I thank you for attending the Region V Dixie Institute in beautiful Naples, Florida. A very special “sunny” welcome to our friends from Alabama, Georgia, South Carolina, and Tennessee.

Our Dixie Institute Committee, chaired by Billie Jean Mounts and David Sierra, have put together an exceptional curriculum addressing timely subjects such as the challenges and opportunities we all face associated with the industry’s ongoing transformation from volume to value, the implementation of the Affordable Care Act (ACA), and the drivers of change that will alter the delivery of Medicaid. You are certain to be impressed with the caliber of our speakers and take away valuable information to assist you in managing through these complex subjects going forward.

Since education and opportunities for career advancement are important to our members, we implemented a scholarship program for this Dixie that truly demonstrates the benefits of becoming an HFMA member. Thirty applicants applied for a full scholarship to the Dixie this year and after an exhaustive evaluation of the applications, twelve members from Region V were awarded full scholarships to attend the Dixie Institute.

NCH Healthcare is a private not for profit healthcare system in Naples Florida. NCH has 684 licensed beds which are split between two hospitals NCH-Downtown Campus andNCH-North Naples Campus. NCH is rated as A2 by Moody’s and was the first hospital in Florida to become a member of the Mayo Clinic Care Network. During its 54 year history prior to 2010, NCH employed very few physicians, instead focusing on being the community’s leading provider of inpatient care. As a consequence in 2009 as a system, approximately 76% of NCH’s net revenue came from inpatient services and 24% came from outpatient services. Starting in the latter part of 2009, the management team, recognizing that the healthcare system was not well positioned in the outpatient arena, launched a strategic initiative that included the purchase of four cardiology practices, an outpatient catheterization lab, and the community’s largest multi-specialty physician practice. This initiative when fully implemented resulted in the adding 67 physicians, 20 midlevel providers, 350 “support” personnel and roughly $53M in new outpatient revenue. These transactions brought NCH’s outpatient revenue to 36% of total net patient revenue.

Sandy Kraiss of the Illinois Hospital Association was directly involved with crafting the 2012 tax exemption and charity legislation flowing from the landmark Provena Medical Center case. Lea McLaughlin, Baptist Pensacola will review with us their recent 3 year IRS examination process and issues. Lea will discuss the issues the IRS challenged and how they handled the examination; as well as discuss how they implemented new internal controls and processes around the tax function. John Woodhull with Crowe Horwath will discuss the 501(r) regulations, best practice CHNA Reports and how you can use Form 990 as a business case to support, preserve and manage your tax-exemption.

Jason Hwang, M.D., M.B.A. is an internal medicine physician. Together with Professor Clayton M. Christensen of Harvard Business School and the late Jerome H. Grossman of Harvard Kennedy School of Government, Dr. Hwang co-authored “The Innovator’s Prescription: A Disruptive Solution for Health Care” (McGraw-Hill, January 2009), which is the American College of Healthcare Executives 2010 Book of the Year and recipient of the 2011 Health Service Journal Circle Prize for Inspiring Innovation.

Dr. Hwang previously co-founded and was the Executive Director of Healthcare at Innosight Institute, a non-profit social innovation think tank. He also taught as chief resident and clinical instructor at the University of California, Irvine, where he received multiple recognitions for his clinical work. He has also served as a clinician with the Southern California Kaiser Permanente Medical Group and the Department of Veterans Affairs Medical Center in Long Beach, California. Dr. Hwang received his B.S. and M.D. from the University of Michigan and his M.B.A. from Harvard Business School.
