100 THE NJROTC PROGRAM
101 GENERAL
This Standard Operating Procedure (SOP) contains the rules and regulations that will guide the administration and discipline
the NJROTC program at Sol C. Johnson High School. Emphasis is placed on areas that are subject to misinterpretation as
well as those that are necessary for the efficient running of our unit. All NJROTC Cadets are expected to be familiar with
this SOP and with the NJROTC Cadet Field Manual (CFM), and to comply with the rules and regulations contained therein.
Finally, this handbook is a “living document” - it is your guide on how things are done, so you can recommend additions
and deletions via the chain of command whenever you feel they will improve our unit.
102 PROGRAM GOALS AND OBJECTIVES
The primary goal of the NJROTC Program is to develop skills and attributes that will help you face life’s many challenges.
Program objectives are:
1. To develop informed and responsible citizens.
2. To strengthen character and self-esteem.
3. To promote an understanding of our national security through historical studies.
4. To help form habits of self-discipline.
5. To develop respect for adult and peer authority.
6. To assist all who express a need for guidance.
7. To develop follower and leadership skills.
8. To promote TEAMWORK.
103 ENROLLMENT REQUIREMENTS
To be eligible for the NJROTC Program at Johnson High School, a student must:
1. Be enrolled in high school, in grades 9-12.
2. Be a United States Citizen.
3. Be able to participate in the school’s PE program.
4. Comply with NJROTC grooming and uniform wear standards.
5. Special Needs students may enroll on a selective basis as determined by the Senior Naval Science Instructor
and the Principal.
6. Be of good moral character.
7. Be willing to follow and lead.
Requirements for enrollment as an NS-4 are detailed in Appendix 1.
104 PROGRAM BENEFITS
The major benefit to be gained from participation in the NJROTC Program is the development of responsibility and
leadership. Other program benefits include:
Advanced Pay Grade
Students who earn a three year certificate are entitled to pay grade E-3 in the U.S. Navy (E-2 in the USMC) after successful
completion of their basic training. A two year certificate entitles an enlistee to pay grade E-2.

Service Academy Nominations
Students who successfully complete three years in NJROTC may compete for nomination and appointment to Annapolis,
West Point, and the US Air Force Academy under the Honor School/NJROTC quota. The minimum requirements are as
follows:
1. US Citizen.
2. Of good moral character.
3. At least 17 years of age.
4. Unmarried and have no dependents.
5. Recommended by the SNSI.
ROTC Scholarship
Participation in NJROTC supports applications for three and four year ROTC scholarships. Details are announced at the
end of each school year by the school counselors. The SNSI and NSI will provide recommendations.
Service Academy Appointments
The SNSI will provide assistance information and letters of recommendation to deserving cadets who are interested in
applying.
Student Transfers
Cadets who transfer into NJROTC from another JROTC program will be allowed to advance to their Navy-equivalent
rank/rate immediately upon completion of Personnel Qualification Standardization (PQS) requirements; however, the Time-
in-Rate (TIR) requirement will be waived. Awards previously earned that are similar to those in NJROTC will be applied
to unit advancement requirements and cadets may wear these awards in accordance with the CFM.

107 ANNUAL CALENDAR OF EVENTS
A master calendar of NJROTC events is developed each spring after the Change of Command, maintained in the Cadet Staff
Office, and published on the website. Changes will be announced as they occur.
108 PLAN OF THE MONTH
A Plan of the Month (POM), highlighting awards, ceremonies, competitions, practices, and other events will be published at
the end of each month for the following month. It is composed by the Operations Officer with input from the SNSI/NSI,
Department Heads and Team Commanders, NJROTC cadets, and approved by the Executive Officer. A sample POM is
shown in Appendix 2.
109 PLAN OF THE WEEK AND DAILY ANNOUNCEMENTS
A detailed Plan of the Week (POW) will be prepared by the Operations Department and receive final approval and signature
from the Commanding Officer or the Executive Officer. Its purpose is to keep the unit informed of upcoming week unit
activities, team practices, uniform of the week, and times/places of meetings. The POW will be posted on the unit bulletin
board and on the website. It will be prepared no later than Thursday of the preceding week. Further detail from information
found on POW will be published by the Operations Department in the form of Daily Announcements which will be posted
in each classroom no later than the beginning of each school day. A sample POW is shown in Appendix 3; a sample Daily
Announcements sheet is shown in Appendix 4.
110 UNIFORM DAY
The Navy uniform is the distinctive dress of the NJROTC Cadet. It must be worn properly and with pride. Instructions on
how to wear and care for the uniform are contained in the NJROTC Cadet Field Manual. Designated uniforms will be worn
ALL DAY on Thursday by ALL NJROTC cadets. They may be temporarily removed for classes such as Physical
Education, Art, or where the normal classroom activity lends itself to soiling the uniform. Uniform inspections missed due
to any reason must be made up prior to the following uniform day to receive grade credit.
111 CADET RECORD
A Cadet Record is maintained on each cadet enrolled in NJROTC. The Personnel Officer keeps the record current by
entering promotions, awards earned, billets assigned, participation in special activities, etc. as they occur in the JUMS
computer data base. Cadet Records will be maintained on file for three years after a student leaves the program. Copies can
be obtained upon written request.

112 DISCIPLINE
Counseling
The goal of imposing any disciplinary measure is to change negative behavior. The first course of action for all but the most
severe cases of misbehavior should be counseling, to be performed by the lowest member in the cadet’s chain of command.
If the squad leader is unable to effect a change in behavior through this method, then the matter shall be referred to cadets
higher up the chain of command. If the matter cannot be resolved in this manner, then it should be referred to the
SSNSI/NSI for resolution. The intention is that minor disciplinary matters be handled at the lowest possible level in the
chain of command. All counseling sessions should be documented for future reference.
Push-ups
Push-Ups are not considered hazing. Per Marine Corps Order 1700.28, Hazing is defined as follows:
3. Definition
a. Hazing is defined as any conduct whereby one military member, regardless of Service or rank, causes another
military member, regardless of Service or rank, to suffer or be exposed to an activity which is cruel, abusive,
humiliating, or oppressive. Hazing includes, but is not limited to, any form of initiation or congratulatory act
that involves physically striking another to inflict pain, piercing another’s skin in any manner, verbally berating
another, encouraging another to excessively consume alcohol, or encouraging another to engage in illegal, harmful,
demeaning or dangerous acts. Soliciting or coercing another to participate in any such activity is also considered
hazing. Hazing need not involve physical contact among or between military members; it can be verbal or
psychological in nature.
b. Hazing does not include mission or operational activities; the requisite training to prepare for such missions or
operations; administrative corrective measures; extra military instruction as defined in the reference; command
authorized physical training; authorized incentive training permitted at the Marine Corps Recruit
Depots; and other similar activities authorized by the chain of command.
The most basic form of discipline after counseling will be push-ups. This is not to be used indiscriminately, but as a method
of focusing attention and correcting minor infractions or lapses in concentration. ONLY THE SNSI OR NSI CAN
AUTHORIZE PUSH-UPS. They will not exceed twenty, two-count repetitions for each infraction (no more than fifty
for a single session). Senior Cadets who wish to impose push-ups must: (1) ensure that the SNSI/NSI is present to award
punishment and (2) perform the push-ups with cadets they wish to discipline. In the event a cadet is unable to properly
perform push-ups, an alternative such as leg-lifts or sit-ups is authorized.
It is important to note that this Physical Fitness Exercise is a routine aspect of the NJROTC Physical Fitness Program, and is
used in Recruit Training for both the U.S. Navy and the U.S. Marine Corps. This selective utilization of Physical Exercise
to focus a cadet, change disruptive behavior, and build physical strength falls well outside the published definition of hazing
and will be administered by the SNSI/NSI following the protocols established above.
Reduction in Rank
Cadets who fail to demonstrate the leadership and motivation commensurate to their rank may be reduced by the SNSI/NSI.
Remember, rank is a privilege that is difficult to attain and easy to lose.
Referral
Cadets who pose a disciplinary problem in class, to include repeated or flagrant disrespect towards SNSI/NSI or Cadet
officers and unexcused absences, will be referred to their respective Assistant Principal for appropriate school action.
Probation and Disenrollment
A cadet who consistently fails to meet academic, grooming, or disciplinary standards will be placed on probation. This
action will be taken provided the deficiencies are considered temporary in nature and do not present a threat to discipline
and morale of the morale of the unit. Cadets who are placed on probation will be notified in writing with copies to their

parents/guardians, their assistant principal, and their guidance counselor. Probation for cadets with a rank will also mean a
reduction or a full loss of rank for a period of time as the SNSI/NSI sees fit. Any NJROTC Cadet who fails to correct noted
academic and disciplinary deficiencies or refuses to wear the uniform will be dis-enrolled from the Program.

200 PROGRAM ADMINSTRATION
201 PHILOSOPHY
The basic philosophy of the NJROTC Program at Sol C. Johnson High School is as follows:
1. The Cadet Corps is run for the Cadets, by the Cadets. This is a student led Program. The SNSI and NSI are
primarily co-equal teachers and counselors. Therefore, the keys to our success as a unit are: cadet
participation, motivation, and TEAMWORK.
2. The “military” portion of the program will be run by Senior Cadets under the supervision of the SNSI/NSI. It
is important to remember that this requires considerable maturity, communication, cooperation, and
TEAMWORK among cadets and between cadets and the SNSI/NSI. Problems must be identified early and
resolved quickly.
3. As leaders of fellow students you will have much more success by setting a good example and explaining your
orders than by yelling at people, talking down to them, playing favorites, or by telling them how good you
think you are. Rank alone will not guarantee you the respect of your fellow cadets-you have to respect them
first and show that you are willing to help them. As a follower, you will gain a lot of self-satisfaction and
respect from your peers and superiors just for being a team member who gives every task his/her best effort.
4. The administration of this program will be accomplished firmly and fairly. Advancements will be based on
completion of standard requirements. Assignment to leadership positions will be based on proven abilities and
merit. Participation in extracurricular events and field trips will depend on satisfactory performance in the
NJROTC Program, overall school performance, and parental consent. Awards and ribbons will only be given
to those who meet established criteria.
202 NJROTC SPACES
NJROTC spaces are provided by the school for the exclusive use of our program. They consist of an SNSI/NSI office, a
store room, two classrooms, two changing rooms, one supply space, and an armory.
1. Cadet Staff Office. Access is limited to official business meetings or when a cadet wishes to talk privately
with a member of the cadet staff. Only those cadets listed on the door may enter without permission.
2. Instructor’s Office. All Cadets desiring access will request to do so in accordance with procedures posted
outside the door. Cadets Officers and Chief Petty Officers may knock and state their business. All other
cadets must knock three times on the door frame and sound-off in a clear voice:
“Sir, Cadet (name and rate) requests permission to come aboard.”
Once permission is granted they will move by the most direct route to the front of the instructor’s desk and
stand at the position of “Attention” until given further instructions. Do not interrupt. Under no circumstances
is a Cadet permitted to touch or lean on an instructor’s desk.
2. Classrooms 616 and 618 will be used primarily for instructional purposes. Cadets may schedule these for
meetings, study, or for departmental work during lunch periods, Instructional Focus (IF) periods or after
school.
3. Access to the supply rooms / armory will be granted only to Supply Department / Weapons Department
personnel and cadets on official business.
a) Routine business will be conducted as scheduled by the Supply Department / Weapons Department
personnel and cadets on official business.
b) When drill rifles are drawn, cadets will form a single line in the NJROTC passageway and wait until
called forward to draw their rifles. They will not cross the yellow chain or enter the armory. After
the last rifle is issued, the senior cadet will ensure that the door is properly secured.
c) When drill rifles are returned, the process described in paragraph (3.b) will be repeated. After
securing the door, the senior cadet will ensure that all rifles are present.
4. The quarterdeck is located immediately inside the door leading into the NJROTC spaces.
5. The Unit Bulletin Board is on the Quarterdeck’s right bulkhead. This board is controlled by the Executive
Officer. Items that require immediate cadet attention are normally placed here for highest visibility. This
board is controlled by the SNSI.

6. Food and drinks will NOT be allowed in NJROTC spaces. Food and drinks may not be brought to NJROTC
spaces during scheduled lunch periods.
203 CADET ETIQUETTE
Cadets are expected to conduct themselves with decorum and pride throughout the school, whether they are in uniform or
not. Many of you will attain leadership status and commensurate rank and it is your duty and responsibility to set the proper
example for all students and correct any NJROTC student who is violating our rules.
1. The SNSI/NSI, all cadet officers and any adult encountered in the performance of duties will be addressed as
“Sir” or “Ma’am”.
2. Cadets will come to the position of “Attention” any time an instructor, the school Principal, Assistant
Principal, commissioned officer or senior cadet officer enters the NJROTC space. The first cadet to see one of
these individuals will sound off with, “ATTENTION ON DECK.”
3. When approaching the SNSI/NSI, any commissioned officer in uniform, or cadet officer in uniform anywhere
on or off campus, cadets will sound off with a hearty “Good Morning, Sir / Ma’am”, “Good Afternoon,...,” or
“Good Evening,...,” in accordance with the rules of service etiquette. If out of doors and in uniform (with
cover on), a crisp salute will accompany the verbal greeting.
4. When the command “Eyeballs” or “Eyes” is given by the principal instructor, all cadets will immediately cease
talking and moving and respond loudly and UNIFORMLY with, “SNAPPED, SIR/CHIEF” and focus their
attention on the instructor.
5. When the command “Ears” is given by the principal instructor, all cadets will immediately cease talking and
moving and respond loudly and UNIFORMLY with, “Ears, Aye Sir/Chief” and focus their attention on the
instructor.
6. The Public Display of Affection (PDA) between cadets leads to breakdown of authority, cohesion, and
discipline. It is natural to have boyfriends and girlfriends and to feel deep affection for another person. But it
is not permissible to flaunt your relationship in front of others who may take orders from you. Therefore, the
PDA between cadets will not be permitted in the presence of other cadets, on or off campus. Cadets are
advised to also be discreet about PDA with persons who are not cadets.
204 GROOMING STANDARDS
Because you are representing the United States Naval Service in your school and community, you are held to a higher
standard than your peers. While we follow the standard set in the NJROTC Field Manual and Navy Regulations, a few
items need to be re-emphasized in this SOP.
1. All Cadets should come to school prepared ready to learn. While proper diet and adequate sleep are
recognized as physical necessities that affect alertness in class, proper grooming is also important since it is an
indicator of an individual’s self-esteem and pride. High self-esteem generally indicates a willingness to take
on other challenges of new learning experiences. Cadets should make every effort to “look good” in and out of
uniform.
2. All Cadets are expected to conform to the standards set forth in the CFM while in uniform. Out of uniform,
cadets are expected to conform to the standards set forth in the Student Rights and Responsibilities. They
should also avoid the display of excessive body piercing, tattoos, and hairstyles/colors.
205 GRADING POLICY
The Naval Science Department at Johnson High School is dedicated to developing a well-rounded person. Therefore, the
SNSI/NSI are working for a balance between the academic and military curriculum. A numerical grading system that
corresponds to that of the school system will be used.
Academic Grade
This grade will be determined by averaging the following: homework; exams; drill/unit participation; and assigned projects.
The academic grade counts 20% of the final grade.

Military Grade
This grade will include items such as military drill, uniform wear and inspections, professional development, and physical
fitness. The military grade counts for the other 60% of your final grade.
Final Grade
This grade is the average of your academic and military performance. Each is weighed equally. The advantage of this
system is that strength in one area can compensate for a weakness in the other and lessen the impact on your final grade.
This also ensures that every cadet has a better-than-even chance to succeed. C’s and D’s should be rare and F’s virtually
non-existent. All it takes is a little bit of dedication and responsibility on your part!
206 CERTIFICATE OF COMPLETION
All cadets who pass course; have not had any major disciplinary problems; and who have turned in all their uniforms and
books will be awarded a Certificate at the end of the school term (a word of caution - it is possible to pass the course but not
receive a Certificate). Returning cadets will also receive their year star for wear with their ribbons.
207 UNIFORM INSPECTIONS
Since these form the basis a large part of your grade, the following information should give you a better understanding of
what to expect.
Inspection Guidelines
Uniform inspections will be conducted once a week on Thursdays. Every cadet is expected to be in the designated Uniform-
of-the-Day and properly groomed. The class will be given a short period of time to prepare. It is expected that shoes and
brass have already been shined… preparation period is not intended for that purpose. Further, cadets should not expect to be
able to obtain missing ribbons/uniform items on a uniform day; those functions should be completed prior to that time.
Individual cadets should be pre-inspected by their squad leader and the class Leading Petty Officer (LPO) to ensure graded
items such as tuck, gig line, device placement, lint removal, buttons fastened, etc. have all been taken care of. The Senior
Cadet in each class will conduct that actual uniform inspection under the supervision of the SNSI/NSI. A semester grade of
90 will qualify the cadet for the Exemplary Personal Appearance Ribbon.

208 CLASSROOM RULES, DUTIES, AND PROCEDURES
General
In order for learning to occur, the classroom environment must be one of open-mindedness and respect for each other’s right
to make well thought out, intelligent, comments and observations. Everyone who has something to contribute will be given
the opportunity to be heard without interruption. The following rules are intended to foster open communications and a
positive learning environment.
1. Be Prepared! Cadets will come to class with all the necessary tools of the student’s trade: books, manuals,
NJROTC notebook, paper and sharpened pencils. Preparedness also includes completing your homework
assignments and being ready to contribute to everyone’s learning in class.
2. Participate! Your ideas are important and will help you and your classmates better understand our
material. Your contribution is a part of the TEAMWORK that is so critical to our unit’s success.
3. Be on time! Ten minutes is a lot of time to get to one end of the school to the other. So, planning your day
ahead of time will ensure that unnecessary stops between classes are minimized. You are expected to be in the
classroom and in your seats when the final bell rings.
4. Late to Class! - If you are late to class, do NOT knock on the door or request to “come aboard” unless you
have already been to Room 401 and have a Late Pass.
5. Cooperate! Each class will have a quarterly Leading Petty Officer (LPO), Mustering Petty Officer (MPO),
squad leaders and assistant squad leaders. Each of these individuals has duties and responsibilities and he/she
will need your personal attention to get their jobs done. Most Cadets will get an opportunity to be in one of
these leadership positions and be evaluated on their performance, so when your turn comes to lead, just
remember how well you behaved as a follower.
6. Show that you care! Caring for and respecting one another means that we give our classmates the
opportunity to speak without interruption, we help them when they falter, and we show the proper military
courtesies towards our instructors, our cadet superiors, and our classmates. But before we can truly care for
others, we must first have self-confidence to care for ourselves. If we are confident in our abilities and are
willing to “look good” and “be good”, we will want to share this positive thinking with our classmates so that
we can be good as a unit. TEAMWORK comes from the collective self-confidence of all members of our unit.
Unit Do’s
The following are positive actions that all NJROTC cadets “Do” in order to get the most out of the NJROTC program.

Classroom Duties
Each class will fall in next to their seats before the tardy bell rings. The Leading Petty Officer (LPO) is in charge of the
class.
1. Leading Petty Officer (LPO) the LPO is the class commander. He/she is responsible for setting the
highest standards of personal appearance and conduct for the class and for ensuring that the assigned
Mustering Petty Officer and Squad Leaders are performing their duties in a responsible manner. In addition
he/she will:
a) Read the Daily Announcements to the class.
b) Act as the Commanding Officer’s representative in the classroom by explaining policies, motivating
cadets to participate in unit activities, and helping those with academic or discipline problems.
c) Supervise Drill, allowing others to conduct the drill, but critiquing and assisting in any way necessary.
d) On uniform inspection days, ensure that the squad leaders prepare their squads for inspection.
2. Mustering Petty Officer (MPO) the MPO is the principal assistant to the LPO and will assist him/her in
the performance of his/her duties. In addition, he/she will:
a) Maintain an accurate muster of the class.
b) Assist in maintaining discipline and decorum in the classroom.
c) Be the last cadet out of the classroom. With assistance of the squad leaders, he/she will ensure that
the chairs are properly dressed and covered no gear is left adrift and the classroom is in a high state of
police. All of these actions need to be accomplished rapidly and efficiently so that they are not late to
their next class.
3. Squad Leaders this is the most basic leadership position in the unit. Squad Leaders have the same level of
responsibility and accountability as does the LPO, only with fewer cadets. In the performance of their duties
they will:
a) Maintain an accurate roster of the members of their squad and render accurate reports when required.
b) Assist the LPO with helping squad members who have academic and disciplinary problems.
c) Ensure that their squad is kept informed on unit activities, academic schedules, and uniforms for
inspections.
d) Prepare their squads for inspection.
Classroom Procedures
1. Call “Attention on Deck” the first time the SNSI/NSI enters the room.
2. MPO take an accurate muster. Be sure to modify the muster sheet as required to properly account for cadets
who are marked absent but subsequently enter the classroom and must then be recorded as tardy.
3. LPO read the daily announcements.
4. At the conclusion of class (when the bell rings), the LPO will post himself/herself to the center of the room,
and after ensuring that the classroom is ready in all respects (policed, desks returned to proper alignment, etc.)
he/she faces the class, calls to the class to “Attention” and gives the command: “Class Dismissed”
209 FIELD TRIPS
A number of extracurricular and educational field trips are scheduled during the school year and summer. Some are day
trips to local military installations and points of interest as well as to various NJROTC competitions and community events.
Others are overnight orientation/training visits to naval vessels and bases. Transportation may be by school bus, military
airlift, or parent volunteers.
Eligibility
The following guidelines apply:
1. Have a signed Parental Permission Form.
2. Have all required NJROTC forms completed and submitted.

3. For field trips that involve missing classes, the Cadet must be passing all classes with minimum of a “C” and
not be in any disciplinary status. If a Cadet is in danger of failing any course(s) that will be missed, special
permission must be obtained from the teacher of that course(s). For weekend, school holiday or summer trips,
the cadet must be passing NJROTC and not be in any disciplinary status.
4. Meet all grooming requirements specified in the Cadet Field Manual (CFM).
Cost
Cost to cadets will be kept to a minimum by using military or parental transportation whenever possible and by
supplementing Navy funds with money raised through NJROTC Laboratory Fees and unit fundraisers. Those cadets who
actively participate in fundraising events will be subsidized in direct proportions to their efforts in community service and
unit fund raising.
Conduct
Each Cadet’s conduct will be above reproach and reflect the high standards of the Johnson High NJROTC Cadet Corps.
During our field trips we will adhere to military procedures and customs and courtesies. In addition, the following
guidelines apply.
1. All movement will be done in platoon formation. When circumstances dictate, Cadets will stay with their
squads. Boarding vehicles, aircraft, and vessels will be accomplished in a military manner and conform to the
customs of the service visited.
2. Noise aboard all modes of transportation will be kept to a minimum. Horseplay will not be tolerated. Senior
Cadets will be in charge and maintain order.
3. Drugs, alcohol, weapons, profanity, and tobacco products of any kind will not be permitted.
4. When civilian clothing is authorized, it will be conservative and in good taste.
5. All locations will be policed before departing and left in a better condition than what was found upon arrival.
6. Specific instructions will be published by the SNSI/NSI for each trip.
210 FUNDRAISING
The cost of operations off-campus is partially offset by funding from the Navy; however, a large portion of these costs must
come from other sources. In order to reduce the cost to individual Cadets for participation in activities and trips conducted
throughout the year, Cadets are expected to contribute to the fundraising effort. Events such as Tag Days, direct mail
campaigns, corporate sponsorships, Spirit Days, candy sales, car-washes, letter writing, etc., are held to raise funds
throughout the year. Cadets who do not participate in one or more of these fundraisers will either be prohibited from
attending offsite events, or can expect to pay a premium to attend subsidized events.
211 OPERATIONAL TASKING
The unit conducts well over 100 events annually. Some are small, requiring the participation of only a few Cadets and
others are very large – involving the entire unit. Each event is detailed in an Operations Order, normally initiated by the
Operations Officer and approved by the SNSI/NSI. All events are assigned a Cadet Officer-In-Charge (COINC) and the
larger events are also given an Assistant Cadet Officer-In-Charge (ACOINC). The seniority of the COINC/ACOINC will
be commensurate with the importance and complexity of the task to be accomplished.
Tasking Order (TO)
Operations Orders (TO) are printed on yellow paper for high visibility and include all of the details necessary for the
COINC (as assigned by the CO or XO) to perform the task. Routing instructions are included on each Op Order in order to
ensure that all members of the chain of command necessary to perform the task are informed and all participants are given
credit for their participation. A sample Op Order may be found in Appendix 5.

Cadet Officer-In-Charge (COINC)
The responsibilities of the Cadet Officer-In-Charge may be simple or complex, but the goal of any tasking is the same –
successful mission accomplishment. Assignment as a COINC gives a Cadet the opportunity to utilize and demonstrate
his/her leadership skills in a highly visible forum. The duties of the COINC are outlined in the COINC Evaluation Sheet, a
sample of which may be found in Appendix 6.
Task List
For complex events, COINCs are required to develop and utilize a detailed task list. Sample Task Lists for typical major
events may be found in Appendix 7. Task Lists shall be approved by the SNSI/NSI as far in advance of the event as
possible. COINCs are required to keep the chain of command, up through the SNSI/NSI, regularly informed as to the
progress of task completion. It is the responsibility of the COINC to seek additional assistance if necessary to meet timeline
goals and to obtain chain of command approval to modify any task and/or due date.
Debrief
The purpose of an event debrief is to highlight those areas that were executed well and to document those areas that did not
turn out as planned and/or specify things to consider in planning for subsequent events. A detailed debrief is the key
component in ensuring that errors in planning and execution are not repeated. The debrief should take place as soon as
possible following the completion of an event and all key participants should be present. Items should be categorized under
“Good” (things that went well), “Other” (things that need improvement) and “Ugly” (things that resulted in or could have
resulted in injury to personnel or loss of or damage to equipment).
Passdown Folders
The COINC shall produce and save for future reference both paper and electronic Passdown Folders. These folders should
contain, at a minimum, copies of tasking orders, muster rosters, receipts, working notes, debrief details, diagrams, programs,
etc. and be organized in such a manner as to facilitate the execution of this task for future COINCs.

212 TEAM ADMINISTRATION
One of the benefits of membership in the NJROTC program is the opportunity to compete against some of the best teams in
the region as well as on the national level in military drill, rifle marksmanship, physical fitness, academic excellence,
orienteering, and color guard performance. Details of each program are outlined in the following sections. The team
attendance policy may be found in Appendix 24.
Drill Team
The Drill Team is our premier competitive element and involves nearly 40 cadets annually. We compete in at least five drill
meets each year and our major goal is to compete and place in one of the top two spots of the Area Twelve Drill, Athletic,
and Academic competition. The Drill Team SOP is contained in Appendix 8.
Rifle Team
The Rifle Team competes in postal matches (targets are mailed to the sponsoring school after the event and the results are
mailed back) and shoulder-to-shoulder matches (Fairfax County JROTC League, Area Twelve Championships, Princess
Anne Match) throughout the year. This very popular activity has very strict guidelines to ensure the safety of all
participants. The Rifle Team SOP is contained in Appendix 9.
Physical Fitness Team
The Physical Fitness Team competes in push-up, curl-up, distance running, and sprint relay events. They also form the core
of other teams used in Australian Trolley and tug-of-war competitions both at Johnson and at the Area Twelve Drill,
Athletic, and Academic competition. The Physical Fitness Team SOP is contained in Appendix 10.
Academic Team
The Academic Team competes against other NJROTC units in postal competitions (completed exams are mailed to the
sponsoring school after the event and the results are mailed back) and is a major element in the Area Twelve Drill, Athletic,
and Academic competition. The Academic Team SOP is contained in Appendix 11.
Orienteering Team
The Orienteering Team competes against other organizations in the area in completing land navigation courses of various
levels of difficulty. The Orienteering Team SOP is contained in Appendix 12.
Color Guard Team
The Color Guard is the most visible element of our NJROTC unit. They perform in numerous public events throughout the
year and are a competitive event at all drill meets. They routinely provide services for local veteran’s groups, football
games, tournaments, and other school events. The Color Guard Team SOP is contained in Appendix 13.
213 ACADEMIC WARNING SYSTEM
The primary goal of every student at Johnson High School is to achieve academic excellence. In order to keep our cadets’
focus on that primary goal, the Academic Warning System was instituted. Program details can be found in Appendix 14.

300 UNIT ORGANIZATION
301 GENERAL
The Johnson High School NJROTC unit is organized along military lines. The complete chain-of-command can be seen in
Appendix 15.
Unit Organization
Our organization is based on a company sized unit of up to 150 cadets. It includes a company staff, a color guard and three
platoons.
1. Company Staff The staff is composed of the Company Commanding Officer, the Company Executive
Officer, the Command Master Chief Petty Officer, the Operations Officer, the Administrative Officer, the
Supply Officer, the Public Affairs/Recruiting and Retention Officer, the Weapons/Maintenance and Material
Management (3M) Officer, and their respective cadet junior officer and senior enlisted assistants. The
Commander and his/her staff supervise the forming of the company, assist in presentation of awards, and train
for and execute the appropriate drill movements in accordance with the Marine Corps Drill and Ceremonies
Manual and the NJROTC Cadet Field Manual.
2. Color Guard The Color Guard is composed of four cadets: the National Color Bearer Color Guard
Commander, the Unit Color Bearer, and two Color Escorts with rifles. It participates in most school
ceremonies where the colors are presented to the student body, in community events and parades, and at the
opening of sporting events. It also competes in drill meets.
3. Platoons Platoons are the principal sub-units of the company and consist of members of each class period.
They are composed of the Platoon Commander, Platoon Executive Officer, Platoon Senior Chief Petty Officer,
and three squads.
a) The Platoon Senior Chief Petty Officer is responsible for forming the platoon and accounting for all
cadets by receiving a report from the squad leaders.
b) The Platoon Executive Officer assists the Platoon Commander and is responsible to him/her for
accurate muster.
c) The Platoon Guide is responsible for the proper alignment of his/her platoon and assists the Senior
Chief Petty Officer in his/her duties.
d) Each squad is commanded by a Squad Leader who is responsible for mustering the cadets in his/her
squad, accounting for their whereabouts, and reporting the results to the Senior Chief Petty Officer,
Platoon Executive Officer, or Platoon Commander.
Administrative Organization
Administratively, the company is broken down into functional areas called Departments and Sections.
1. Headquarters Section the Headquarters consists of the Commanding Officer, his/her principal executive
assistant and second in command - the Executive Officer and the Company Command Master Chief Petty
Officer. Collectively, this section provides direction and guidance to the unit, develops, and monitors long-
term and short-term goals, resolves conflicts, and maintains discipline. Individual responsibilities and duties
are listed in section 302 that follows.

2. Administrative Department The Administrative Department is headed by the
Administrative Officer and consists of Personnel, Awards, Advancement, and Finance
Sections. The Administrative Officer is assisted by an Administrative Senior Chief and each
Section has a cadet Officer-in-Charge assisted by a cadet Chief or Petty Officer and any
number of cadet assistants. This Department handles personnel action (awards and
promotions) of the company, keeps the personnel records up to date, and operates the snack
mess.
3. Supply Department the Supply Department is headed by the Supply Officer and consists
of a Supply Section. The Supply Officer is assisted by a Supply Senior Chief and
Storekeepers for the male and female supply rooms. This Department accounts for all supply
items and assists with the issue and recovery of uniforms and team equipment such as warm-
ups, PT team t-shirts and shorts, and drill team bags.
4. Operations Department the Operations Department is headed by the Operations Officer
and is assisted by an Assistant Operations Officer. The competitive team commanders all
report to the Operations Officer for administrative matters. This Department is charged with
the scheduling of all events and ceremonies and producing planning documents such as the
annual schedule, Plan of the Month, Plan of the Week, and Daily Announcements.
5. Public Affairs/Recruiting and Retention (R&R) Department – the R&R Department is
headed by the R&R Officer and is assisted by the Assistant R&R Officer. The department is
made up of the Public Affairs, Web Services, Community Services, and Fundraising Sections.
The primary function of the R&R Department is to ensure that all activities related to the
recruiting and retention of top personnel and publicity of the unit are completed in an efficient
and professional manner.
6. Weapons/Maintenance and Materials Management (3M) Department – the 3M
Department is headed by the 3M Officer and is comprised of the Minor Property Control
Custodian (MPCC) and Armory Officer. This department is responsible for the
accountability, care, and cleaning of all equipment in the unit, including computers, printers,
audio/visual devices, rifles, swords, athletic items, and office supplies.

302 BILLET RANK AND RESPONSIBILITIES
The information given below are guidelines for the qualifications and responsibilities of personnel assigned
to the various billets. Variation from these guidelines should be the exception rather than the rule and must
be approved by the SNSI/NSI prior to implementation. The ranks and rates associated with the billets
described herein are temporary in nature, i.e., the cadet wears the rank associated with the billet only so
long as the cadet holds the billet. Following reassignment, cadets will wear their permanent rank/rate or the
temporary rank/rate associated with their new billet, whichever is higher.
Headquarters Section
COMPANY COMMANDER Cadet Lieutenant Commander
Qualifications 1. Must be a rising NS-IV with an exemplary record in NJROTC.
2. Should be a Leadership Academy graduate.
3. Must have been either a team commander, a platoon commander or a
department/section head.
4. Must be selected by the SNSI/NSI.
5. Must be available to devote a minimum of 1 hour of work daily to his/her
duties.
Chain of Command The Cadet Commanding Officer is the senior cadet in the company and is
responsible to the SNSI/NSI.
Responsibilities 1. The Commanding Officer is in charge of the Cadet Corps and is
responsible for everything his/her company does and fails to accomplish in
all Departmental areas.
2. Takes charge of all company formations.
3. Keeps unit officers and Senior Chief Petty Officers informed by holding
monthly All Officers Meetings (AOM’s) to discuss goals, clarify policy,
evaluate progress, and solicit suggestions.
4. In cooperation with his/her department heads, interviews, and recommends
qualified cadets to the SNSI/NSI for officer and Senior Chief billets and
approves cadets all other enlisted billets.
5. Reviews and approves all cadet-generated requests and reports.
6. Recommends appropriate disciplinary action to SNSI/NSI for cadets who
have violated the provisions of this SOP.
7. Meets on a regular basis with selected senior cadets and the SNSI/NSI to
receive guidance, discuss upcoming events, and resolve problems.
8. Chairs the weekly department head meeting. Department Head meeting
procedures are contained in Appendix 16.
EXECUTIVE OFFICER Cadet Lieutenant
Qualifications 1. Must be a rising NS-IV with an exemplary record in the NJROTC.
2. Should be a Leadership Academy graduate.
3. Must have been either a team commander, platoon commander, or
department/section head.
4. Must be selected by the SNSI/NSI.
5. Must be available to devote a minimum of 1 hour of work to his/her daily

2. Ensures the preparation for the presentation of awards and promotions at
company formations.
3. Checks on the administrative functioning of all departments and offers
assistance and suggestions with particular attention to record-keeping and
personnel matters.
4. Resolves disciplinary problems and recommends appropriate action to the
Commanding Officer.
5. Recommends event Cadet Officers-In-Charge to the Commanding Officer.
6. Conducts weekly zone inspections of the unit spaces.
7. Meets on a regular basis with selected senior cadets and the SNSI/NSI to
receive guidance, discuss upcoming events, and resolve problems.
8. Runs the weekly department head meeting. Department Head meeting
procedures are contained in Appendix 16.
COMMAND MASTER CHIEF PETTY OFFICER Cadet Master Chief Petty Officer
Qualifications 1. Must be a NS-III or NS-IV with an exemplary record in the NJROTC.
2. Must have actively participated in the unit as a team or department
member and demonstrated exceptional maturity and ability to
communicate with others.
3. Must be recommended by the Commanding Officer and selected by the
SNSI/NSI.
4. Must be available to devote a minimum of 1 hour of work daily to his/her
duties.
Chain of Command The Command Master Chief Petty Officer is the senior enlisted cadet in the
unit and works directly for the Commanding Officer.
Responsibilities 1. Advises the Commanding Officer on matters affecting the discipline and
morale of the unit.
2. Participates as a member of the promotion board.
3. Resolves disciplinary problems with enlisted cadets, recommends
appropriate action to the Executive Officer and supervises the cadet
disciplinary system.
4. Ensures that NJROTC spaces are kept clean and orderly.
5. Meets on a regular basis with selected senior cadets and the SNSI/NSI to
receive guidance, discuss upcoming events, and resolve problems.
6. Maintains an accurate chain of command roster and produces muster
sheets for all unit formation events.
PLATOON COMMANDER Cadet Lieutenant Junior Grade
Qualifications 1. Must be a NS-IV, NS-III, or NS-II with an exemplary record in the
NJROTC.
2. Must have been an active team or department member. Platoon Leaders
may hold other billets in the unit.

400 CADET ADVANCEMENT SYSTEM
401 GENERAL
Advancement for enlisted cadets and promotion cadet officers in the Johnson High School NJROTC unit
will be based on completion of specified Personnel Advancement Requirements (PARs). Ranks and rates
obtained through the PAR system are permanent in nature and may only be removed as a result of
disciplinary action. The ranks and rates associated with the billets in the chain of command are temporary
in nature, i.e., the cadet wears the rank associated with the billet only so long as the cadet holds the billet.
Following reassignment, cadets will wear their permanent rank/rate or the temporary rank/rate associated
with their new billet, whichever is higher. Cadets are expected to show initiative in gaining advancement
and promotion at a nominal pace. Details of the advancement system can be found in Appendix 17.
402 PERSONNEL ADVANCEMENT REQUIREMENTS (PAR) CARD
Each cadet will be issued a Personnel Advancement Requirements (PAR) card upon arrival in the unit. The
PAR card is the cadet’s official record of completion of all requirements leading up to his/her permanent
advancement to the next enlisted rate or promotion to officer ranks. As such, it must be safeguarded to
prevent loss. It is very difficult to reconstruct completed requirements; therefore, a nominal fee will be
charged (currently $2.00) to replace a lost PAR card. Cadets may still be required to repeat the completion
of some requirement that are not recorded by the Advancement Officer or Administrative Officer (i.e.,
Practical Factors). PAR cards are normally kept in a binder in the SNSI/NSI office; however, they are
often pulled out for sign-offs and administrative processing. It is the responsibility of each cadet to ensure
that their PAR card is accounted for at all times. A sample PAR card is shown in Appendix 18.
403 ADVANCEMENT EXAMINATIONS
The Advancement Officer, assisted by the Advancement Chief, is charged with conducting advancement
testing. He/she will publish a regular testing schedule with notices in the Plan-of-the-Week and on the unit
bulletin board. Individuals who desire advancement prepare a memo to the Advancement Officer
requesting permission to take the appropriate exam. Upon verifying that the candidate is eligible to take
the exam, the Advancement Officer will prepare the exam for his/her completion. The Advancement
Officer will maintain a permanent record of the date and grade of each exam completed by cadets and once
passed, will sign off the exam requirement on the cadet’s PAR card.
404 TIME-IN-RATE REQUIREMENTS
Time-in-rate requirements are established to ensure that cadets obtaining the next sequential rate have

405 PRACTICAL FACTORS
Cadets must demonstrate a proficiency to perform certain tasks that are required for advancement to the
next rate. These Practical Factors must be demonstrated successfully in the presence of a cadet officer, the
Command Master Chief Petty Officer, or the SNSI/NSI. Once completed, the observing official will “sign
off” the requirement on the cadet’s PAR card.

Appendix 9: Rifle Team SOP
JOHNSON HIGH SCHOOL NJROTC
AIR RIFLE TEAM
STANDARD OPERATING PROCEDURES
1. MISSION. The mission of the NJROTC Air Rifle Team is to encourage and introduce cadets
to the discipline of competitive, precision marksmanship. This is accomplished by providing
structured, classroom marksmanship instruction, practical application, individual qualification
and competitive match opportunities. As members of a highly trained group, team members
should gain satisfaction from being part of a precision, professional, smoothly functioning team.
2. TEAM COMMANDER. The Air Rifle Team Commander will normally be selected by the
S/NSI based on demonstrated marksmanship proficiency and COMMITMENT to maintaining a
competitive shooting schedule. The Commander may be designated as the Assistant Range
Officer to assist the S/NSI Range Officer and is the cadet in authority on the range and all team
outings. The Air Rifle Commander may select a Team Executive Officer to record attendance
and take charge of the team in his/her absence. The Air Rifle Commander is authorized to wear
the Team Commander Anchor device with ribbon.
3. MEMBERSHIP. The Air Rifle Team shall be composed of a total of no more than twenty
four (24) currently enrolled cadets. The Air Rifle Team will consist of cadets who exhibit superb
marksmanship expertise and demonstrate an exemplary team spirit. Each member must be part of
the “Team.” Team members are expected to do his or her best and put forth the maximum effort
to make and keep our Air Rifle Team competitive. Cadets who are members of the team for the
first time are known as Nuggets regardless of prior shooting experience. Any currently enrolled
Naval Science Cadet may try out for the team. Air Rifle members must meet the following
criteria:
a. Complete the Civilian Marksmanship Program (CMP) Rifle Safety & Marksmanship
Training CD.
b. Complete the unit's Basic Marksmanship Course.
c. Complete the Cadet Individual Safety Pledge.
d. Demonstrate a respect for academic achievement by holding a passing grade in all
academic courses or complete the requirements of the Academic Warning System and have an
acceptable uniform wearing record in Naval Science.
e. Show a willingness to follow instructions is a highly disciplined manner and have an
aptitude for marksmanship training.
f. Dedicate themselves to a demanding practice and competitive schedule. Practices are

two days per week unless revised by the team commander.
g. Additional eligibility or team requirements are as follows:
(1) Returning cadets from previous years may go out for the team. Cadets from
other units must complete the CMP Rifle Safety & Marksmanship Training CD and the unit's
Basic Marksmanship Course in order to be considered for team membership.
(2) If a team member resigns or is otherwise ineligible thereby creating a
vacancy, any cadet who has successfully completed the CMP Rifle Safety & Marksmanship
Training CD and the unit's Basic Marksmanship Course may be recruited to fill the vacancy
(3) Violations of any safety regulation, range rule, or failure to follow strict
discipline will result in immediate and permanent removal from the team.
4. ATTENDANCE. Two unexcused absences or frequent tardies shall result in dismissal from
the team. Failure to report for a required competition may result in immediate dismissal from the
team.
5. BEHAVIOR. Behavior of team members reflects directly on the NJROTC Unit, school,
community, and U. S. Navy. Therefore, unacceptable behaviors such as failing classes,
assignment of frequent detentions, suspensions for violations of school rules, or any act
determined to be prejudicial to good order and discipline by the SNSI/NSI may result in
immediate dismissal from the team.
6. EQUIPMENT. All team members are responsible for keeping Air Rifle equipment and
weapons secure and in good condition. The S/NSI, assisted by the Team Commander, is solely
responsible to ensure Air Rifle equipment is kept in good repair, clean, and performance ready.
The commander shall initiate appropriate action to order replacement or new equipment with the
approval of the SNSI/NSI. The S/NSI is responsible for ensuring that equipment is not loaded
and is properly secured at all times when not in use.
7. SAFETY. The S/NSI is assigned as the official Range Officer per NJROTC regulations, is
responsible for the safe conduct of all marksmanship training, and must be present at all training
activities. This accountability cannot be transferred to school administrators, chaperons who may
accompany the instructor on a field trip/competition, or other personnel who may instruct cadets
as part of a training activity. The Cadet Commander of the Air Rifle/Pistol Team(s) may be
assigned as the Assistant Range Officer. CADETS ARE STRICTLY PROHIBITED FROM:
a. CLEARING JAMMED PELLETS FROM AIR RIFLES
b. FILLING/CHANGING CO2 OR COMPRESSED AIR CYLINDERS
c. HANDLING AIR RIFLES/EQUIPMENT WITHOUT AN INSTRUCTOR PRESENT

8. RANGE OPERATION PROCEDURES. All NJROTC instructors and cadets participating in
NJROTC marksmanship activities must be knowledgeable of and in compliance with the
NJROTC Air Rifle Range Procedures at TAB A.
9. RIBBON AWARD. Air Rifle ribbons are earned by team members in good standing who:
a. Attend all scheduled practices on a regular basis.
b. Participate in at least one competitive Air Rifle event.
d. Receives the Team Commander’s recommendation and approval by the S/NSI.
10. VARSITY LETTER AWARD. A varsity letter, with Air Rifle Team endorsement, is earned

NJROTC Air Rifle Range Operation Procedures - TAB A NJROTC Instructors must supervise all air rifle range firing. The NJROTC Instructor may act as the Range Officer, who is directly in charge of firing, or may appoint another qualified adult to act as a Range Officer who works under the Instructor’s supervision. The Range Officer conducts range firing by using these commands, instructions and procedures.

Step 4—Hang Targets: After firers are on their firing points, instruct them to ground their rifles (place them on the shooting mats or floor). Issue targets to each cadet and instruct them to go downrange and hang their targets.

Step 5—Preparation for Firing: When all cadets on that relay have returned from downrange, the Range Officer announces the beginning of a preparation period. During this period, cadets may handle their rifles and assume their firing positions. Help any cadets who need assistance in getting into a correct firing position. Once the cadets are in position, you may instruct them to dry fire by closing the bolts on their rifles (without charging them with air) so that they can practice the technique of firing before actually loading their air rifles. Later, if the cadets enter competitions, they will be given a formal “Preparation Period” of ten or five minutes

when they may get into position, close their rifle actions and dry fire.
IN THIS FIRING EXERCISE YOU WILL FIRE (Describe the firing exercise). LOAD, START
Step 6—Start Firing: At the end of the preparation period, after all cadets on that relay are ready and have been given a short opportunity to dry fire, the Range Officer describes the firing exercise (how many shots—whether shots may be fired at the practice/sighting targets, whether there is a time limit, etc.) and gives the commands that formally authorize cadets to load and begin firing. Be sure no cadet cocks or charges the rifle and/or places a pellet in the rifle until after the command LOAD is given. Be sure no cadet fires a shot until after the command START is given. If the firing exercise is timed, the time begins when the command START is given.
During the shooting time:
Step 7—Monitor Firing: While cadets are firing, the Range Officer must constantly observe them to be sure muzzles remain pointed in a safe direction (up or downrange), especially during loading, and to assist, answer questions, deal with malfunctions and resolve any problems.
During the shooting time (if required by a malfunction):
Step 8—Malfunctions: If at any time during firing, a rifle used by a cadet fails to fire or malfunctions, the cadet must inform the Range Officer immediately by raising his/her hand and declaring: “Malfunction.”
The Range Officer will then take control of the air rifle while keeping the muzzle pointed downrange. The Range Officer must examine the rifle to determine the cause of the malfunction (Was the safety engaged? Was the bolt/action fully closed? Was the air chamber charged? Has a part in the mechanism broken?). The Range Officer may then direct the cadet to attempt to fire another shot. Or, if the rifle cannot be used, it must be unloaded before it can be removed from the firing line. If the rifle can be fired, discharge the rifle into a pellet discharge container. If it cannot be fired, open the bolt/action and release the gas pressure by opening the cocking lever or unscrewing the gas cylinder. Then use a cleaning rod to remove the pellet from the barrel. The Range Officer must retain control of the malfunctioning air rifle until it can be taken to the storage area and repaired.

DOES ANYONE NEED ADDITIONAL TIME?
Step 9—Confirm Completion of Firing: When cadets finish firing, they must open their rifle actions. Then they must ground their rifles (place them on the floor or mat with the action open) after the Range Officer checks the action to be sure it is open. Cadets who finish firing must step back from the firing line without disturbing other cadets, but they may not remove their rifles or equipment from the line until instructed to do so by the Range Officer.
STOP, UNLOAD Step 10—Stop Firing: When all cadets complete firing that exercise or if firing must be stopped for any other reason, the Range Officer gives the commands to stop firing and unload rifles. Any cadet who is still firing must stop immediately, open the bolt or action on his/her air rifle and hold the rifle so it is clearly visible to the Range Officer. Cadets must ground or set the rifle down with the muzzle pointing downrange after it has been cleared by a Range Officer.
If there is still a loaded air rifle:
Step 11—Clear Loaded Rifles: If a cadet has a loaded air rifle with a charged gas/air chamber and/or with a pellet still in the barrel when the command STOP is given, the cadet must inform the Range Officer immediately by raising his/her hand and declaring: “Loaded Rifle”
The Range Officer will direct the cadet to discharge the rifle into a pellet discharge container or to fire the rifle at a safe area of the backstop where there are no targets. The rifle can then be grounded after the Range Office confirms that the bolt/action is open.
THE LINE IS SAFE, GO FORWARD AND REPLACE (or REMOVE) YOUR TARGETS
Step 12—Retrieve and Hang Targets: After the Range Officer(s) confirms that all air rifles are unloaded and grounded, the Range Officer instructs cadets to change targets.
If the last relay/group of cadets has completed firing, go directly to Step 14.
RELAY 1, MOVE BACK TO THE READY AREA, RELAY 2, YOU MAY MOVE TO THE FIRING LINE
Step 13—Change to Next Relay: When targets for the next position are hung and the Range Officer confirms that the line is safe (all cadets are behind the firing line and all air rifles remain grounded), the Range Officer calls the next relay (group) to the firing line. The Range Officer then repeats Steps 5-12 until that relay completes the same firing exercise.

complete, the Range Officer must confirm that all rifles are unloaded before they can be safely placed in storage. To confirm that air rifles are in an unloaded condition, with no pellet in the barrel and no gas charge in the operating mechanism, instruct each cadet in the last group of firers to cock their air rifles without loading pellets. Then have each one, in turn, close the bolt/action and release the trigger while they point the muzzle into a pellet discharge container held by the Range Officer. If a pellet was accidentally left in the barrel or a gas charge in the mechanism, this will assure that the air rifle is unloaded before it is returned to storage. Cadets may then be instructed to take air rifles and other equipment from the range to the storage area.
Safety Definitions:
Unloaded Rifle. The air rifle must 1) have its bolt/action open, 2) not have a pellet in the barrel and 3) not have an air/gas charge in the firing mechanism.
Grounded Rifle. The air rifle must be 1) unloaded, 2) checked by a Range Officer to confirm it is unloaded, 3) placed on the floor, shooting mat or bench and 4) not handled by anyone in any way.
Line is Hot. The firing line is prepared for the start of a firing exercise. All personnel are behind the firing line. Individuals are on active firing points and may be authorized by the Range Officer to handle rifles, dry fire and load and start live firing.
Line is Safe. The firing line has been made safe so that personnel may go forward of the firing line. All air rifles have been checked by a Range Officer and are grounded. No one is handling an air rifle.
LOAD, START. Formal commands that must be given by a Range Officer to authorize individuals on assigned firing points to charge their air rifles, load pellets in the barrel and start actual firing.
STOP, UNLOAD. Formal commands that must be given by a Range Officer to stop live firing on a range. When these commands are given, anyone on a firing line must immediately stop any attempt to fire that they are making and open the action on their air rifle. If their air rifle remains loaded (charged with air/gas or with a pellet in the barrel) they must keep the muzzle pointed downrange, raise their hand and announce to the Range Officer that they have a Loaded Rifle.

Appendix 11: Academic Team SOP
1. Cadets will be given study guides in order to prepare for “prepped” exams.
The plan is that cadets will be scheduled to take two prepped exams per week.
2. Cadets will also be given “cold” exams, i.e., exams for which no study guide
was given.
3. Exams will be taken within the time period specified at the convenience of the
cadet. This may be done before or after school, during the lunch period, or during
the class period if permission is given by the instructor. Exam materials are
located in the file box next to the mail boxes. Desks, a projector, and screen will
be set up in the rear of the NS-1 classroom for your use.
4. Completed exam bubble sheets will be properly marked with the cadet’s name,
date, and exam title. Use the blue side of the sheet and make your marks clearly
with a #2 pencil. Be sure that erasures are complete. Don’t make any stray marks
on the bubble sheet. Don’t leave any question unanswered; blank answers are
marked as incorrect, so guessing is better than not answering.
5. Team standings are developed by taking the average of (a) cold exam average
performance and (b) prepped exam average performance.
6. Cadets who do not complete scheduled exams during the period specified and
fail to make up the exams will be dropped from the team. Cadets who show poor
performance due to lack of study will also be dropped.
7. All study guides are numbered and assigned to specific cadets. Cadets are
responsible for returning the study guides when requested.
8. The importance of the Academic Competition in the Area Twelve Drill,
Athletic, and Academic competition cannot be overstated…

Appendix 14: Academic Warning System 1. The primary goal of your high school career should be to achieve academic success. One key to this success is
maintaining acceptable grade levels throughout each reporting period. In order to give cadets an incentive to achieve
this goal, the SNSI and NSI review all reported grades, beginning at the first quarter interim point. Cadets who are
having academic difficulty will be placed in ACADEMIC WARNING or ACADEMIC PROBATION status.
a. ACADEMIC WARNING: Any cadet whose current report card shows one or more F’s or
incompletes, or three or more D’s, will be placed in an ACADEMIC WARNING status. Cadets
placed on ACADEMIC WARNING status will be prohibited from participating in any NJROTC
extra-curricular team activity, including practice or competition, before 0720 or after 1430 on
school days and any time on non-school days. Those on ACADEMIC WARNING are allowed to
be in or in the vicinity of the NJROTC spaces after 1430 only under the following conditions (“in
the vicinity” is defined as if the SNSI is standing in the NJROTC spaces or at the passageway door
to room 172, and he can see you, you are “in the vicinity”):
i. Actively seeking the help of the SNSI, NSI, or cadet tutor.
ii. Actively using a quiet (i.e., not otherwise occupied) classroom for study.
iii. Actively using a unit computer for schoolwork.
iv. Conducting official unit business.
b. A student on ACADEMIC WARNING status may continue all normal unit team activities and
remain in the spaces after 1430 only if he/she has a current and complete Tutoring Log for each
subject in which the cadet holds the grade of D or F on file with the SNSI. A copy of the Tutoring
Log is attached; extras are available in the instructor’s office. The Tutoring Log documents extra
effort being applied to the improvement of the grades in question. A peer/cadet tutor, parent,
teacher, or other adult tutor may make Tutoring Log entries. False entries will result in that
cadet’s status changing from ACADEMIC WARNING to ACADEMIC PROBATION. A
complete Tutoring Log will indicate that the cadet has completed three hours of tutoring each week
for each subject in question. Cadets must turn in their Tutoring Logs to the SNSI on Monday
morning each week in order to be eligible for participation in that week’s activities. A list of tutors
available through the NJROTC will be posted on the Admin Department bulletin board.
c. Failure to move off of the ACADEMIC WARNING list over a 9-week period will result in the
cadet’s status changing from ACADEMIC WARNING to ACADEMIC PROBATION.
d. ACADEMIC PROBATION. Any cadet whose current report card shows two or more F’s or
incompletes, or four or more D’s, will be placed in an ACADEMIC PROBATION status. Cadets
placed on ACADEMIC PROBATION status will be prohibited from participating in any NJROTC
extra-curricular team activity, including practice or competition, before 0815 or after 1515 on

ANY MISSED WORK IN A TIMELY MANNER. GET YOUR SCHOOL WORK DONE!!!

SNSI a signed memo (available in the instructor’s office) from the teacher in whose class they hold an I, F, or D,

Appendix 16: Department Head Meeting Procedure
1. Each Friday, CO meets with SNSI and NSI during 3rd
period to discuss
status of upcoming events and work in progress.
2. Each Monday (or first day of the week), CO meets with staff during the 4th
IF period.
a. Each staff member briefly discusses what he/she intends to
accomplish that week. Description must be specific, i.e. “doing stuff
for the ball” is not acceptable. An acceptable statement would be,
“Completing the cake design and getting it to the bakery, finalizing
the faculty invitation list and sending out the faculty invitations.
b. If there is not much going on in that staff member’s area that week,
they should be looking for work, primarily to improve their area of
the unit. SHOW SOME INITIATIVE! The CO/XO should be able
to assign work if they are totally blank.
c. If a staff member is absent that day, it is his/her responsibility to
give their report to the CO and XO at the earliest possible
opportunity after returning to school.
d. All department heads need to be represented. If the department does
not have a representative, then the XO will ensure the accurate flow
of information to/from that department regarding the staff meeting.
e. The meeting should take no longer than 30 minutes. It is designed to
look at progress on short-term goals only. If the CO/XO want to talk
about long-term items that should be the subject of a separate
meeting unless all agree that they can take care of it at that time.
The normal work of the day (Daily announcements, etc.) still needs
to be completed.
f. The XO will take notes, specifically what the staff says they intend
to accomplish that week.
g. At the beginning of the next meeting, staff will begin their “round
the table” report with a status of what they said they would
accomplish last week. The XO will check his/her notes against what
they said they would do.
The purpose of these staff meetings is to formalize the process of promulgating
tasking from the SNSI and CO to the staff and having a means of assessing the
progress of the work accomplished by the staff. This assessment will be used in
your evaluations.

A. Cadets may earn promotion through the officer rank of LTJG.

meaning the rank goes with the job, not the person. The Personnel Advancement Requirements
(PAR) system gives each cadet the means by which to earn permanent officer rank in the unit.
B. Under normal circumstances, cadets will retain any rank/rate earned through the PAR system.
Retention of rank/rate awarded as a result of assignment to a particular position is at the discretion
of the SNSI.
LOSS OF RANK
A. Promotion as a result of assignment to a position may be temporary in nature.
1. Any cadet holding such a rank who is relieved for cause (i.e., non-performance,
disciplinary reasons, excessive absence, etc.) will revert back to the rank/rate that was held prior to
assignment to the position or any subsequent rank/rate earned through the PAR system, whichever
is higher.
2. Any cadet holding such rank who requests to be relieved from his/her position for any
reason may revert back to the rank/rate that was held prior to assignment to the position or any
subsequent rank/rate earned through the PAR system, whichever is higher.
-When determining whether or not the cadet may retain the current rank/rate, the
SNSI will take into consideration such factors as why the cadet asked for relief from the
position, how long the position was held, and the quality of work done by the cadet while
in the position. In such cases, the cadet may expect to be reinstated to the appropriate
rank upon resumption of his/her duties.
B. Any cadet may be demoted from any rank/rate as a result of disciplinary proceedings as a last
resort only.

SUBMIT A MEMORANDUM TO THE SNSI, VIA THE NSI AND CADET CHAIN OF COMMAND
REQUESTING PROMOTION TO LIEUTENANT JUNIOR GRADE. THE MEMORANDUM SHALL
BE TYPED AND SHALL FOLLOW THE FORMAT SHOWN AT THE END OF THIS SECTION.
PASS A PROMOTION BOARD EXAMINATION, ATTENDED BY SENIOR CADET STAFF AND
THE SNSI/NSI. BOARD PROCEDURES ARE DETAILED AT THE END OF THIS SECTION.
PROMOTION BOARD INFORMATION
Purpose. The purpose of the Promotion Board is to determine a candidate's readiness for promotion to the ranks of
Cadet Ensign and Cadet Lieutenant Junior Grade.
Composition. The board is composed of the Cadet Commander, Cadet Executive Officer, NS-4 Department Heads,
Command Master Chief (non-voting), SNSI and NSI (observers).

Procedure.
1. The candidate will be scheduled to appear before the board after his/her memorandum has been received and
reviewed. He/she will be advised of the date and time for the board no later than one week prior to its occurrence.
2. Candidates determined to be ineligible for the Promotion Board will be informed in writing by the Cadet
Commander. The letter shall state what the cadet must do to correct deficiencies and make himself/herself board
eligible.
3. The candidate will present himself/herself to the board in an inspection-ready Service Dress Blue uniform.
4. The board will question the candidate about contributions made to the unit and personal goals for the future. The
candidate can expect to be presented with hypothetical leadership situations that will require "thinking on one's feet."

9. Corpsman will be present during all PT sessions,
Volleycross games, and during the PFT. Staff members not
directly assigned to a squad will have duties throughout
the day which may include administrative duties and
assisting Senior Squad Leaders at the SSLs’ discretion and
under his/her supervision. These cadets will be
instrumental in keeping positive motivation in the
recruits, and ensuring all disciplinary problems are
immediately brought to the attention of the SSL. Staff
members not assigned to a squad ARE NOT to take care of
disciplinary problems on their own.
RECRUITS:

2. Recruits are to bring water. Gatorade or other sports drinks are not authorized. If a
recruit does not bring water, or brings something other than water, they will have to
share their squad mates’ water. This is just “passing the buck” and means others are
being inconvenienced for one recruit’s failure to follow instructions.
3. ALL male recruits are to have a regulation Navy haircut no later than flag-raising on
Wednesday.
NCIC OBJECTIVES:
1. The Naval Junior ROTC is a special program – one of self development and opportunity
for young men and women who are to become leaders in the next generation. Cadets
enrolled in the NCIC program will engage in a challenging course of study and learning,
with the principal goal of developing citizenship, leadership, teamwork, and high
standards of personal appearance.
2. During NCIC, cadets will:
a. Learn the ethics and ceremonies regarding the American Flag
b. Engage in NJROTC physical fitness periods
c. Learn basic, unarmed military drill
d. Compete in a teambuilding game unique to Johnson NJROTC
e. Participate in several instructional periods, including Military Customs and
Courtesies and Chain of Command
f. Participate in a community service project

g. Compete with their squad in a drill competition similar to a drill meet that a
Varsity Drill Team would compete in
h. Learn the correct way to wear the various NJROTC uniforms
i. Learn to correctly polish both shoes and brass for uniform wear
j. Build self-confidence, teamwork, and leadership skills
PT:
1. PT will be conducted in a Boot-Camp “box” formation with ASLs making up
one side of the box, and recruits making up the other three sides.
2. PT will be held on the field in front of the school
3. Assistant Squad Leaders will conduct PT. They will announce the exercise,
and count the cadence. Recruits will count the repetitions. Senior Squad
Leaders will ensure that recruits are performing exercises correctly, as well
as ensuring all cadets are within their physical limits.
4. PT may include, but is not limited to, the following exercises:
a. Side-straddle Hops
b. Pushups
c. Situps/Crunches
d. Arm circles
e. Leg Lifts
f. Mountain Climbers
g. Overhead Pushups (“Air Force” Pushups)
h. Cherry Pickers
i. 12-count Modified Body Builders
j. Platoon Run
5. PT will end with a platoon run. The number of recruits attending NCIC may
result in the formation of two platoons for this run. The run will be in
cadence with a steady stream of jodies. The staff member leading the platoon
run (if not around track) should make it a point to vary the route every day.
6. Staff members are to ensure that every recruit understands the concept of a
TTO and is not afraid to call a TTO if he or she feels unsafe or observes
anything unsafe during the period of PT.
7. No PT will be conducted by any cadet until the SNSI has reviewed medical
forms and cleared them for PT, making modifications as necessary.
8. There will be Staff members designated during every run to monitor,
encourage, and escort if necessary any stragglers on the run.
INSTRUCTIONAL PERIODS:
1. Classes will be held for the whole NCIC, not single squads
2. Each class will have one instructor, and that instructor will have prepared a lesson
outline and test beforehand, which will be submitted to the OIC the day before the lesson.

4. Each class will end with a test, with every correct answer resulting in two points towards
the Top Squad score. The Shoe/Brass Care lesson will be an exception to this. The
instructor will grade the shoes and/or brass at the end of the lesson and will give a grade
to each recruit on a scale of 0-5 points for shoes, and 0-5 for brass.
5. The Military Customs and Courtesy lesson may result in shorter or no Volleycross time
that day
6. The Uniform Wear and Care lesson may result in shorter or no Volleycross time that day
7. The Orders to the Sentry lesson should include all 11 orders
8. The Chain of Command lesson will cover USN and JHS chains of command.
9. The Rank Structure lesson will cover all rates/ranks, and touch on chain of command and
advancement.
TOP SQUAD PROCEDURES:
1. A running point total will be kept on the NS-1 room blackboard at all times by the
Senior Staff
2. Points may be accumulated in the following ways:

3. The Master Chief’s Award will be awarded by the MCPO to the recruit who, as reviewed
by a committee of Senior Staff, has the highest level of motivation throughout NCIC.
4. The Gold Lamp Award will be awarded to the recruit who has the highest test score
average throughout NCIC.
5. The overall Top Squad will be the squad with the highest total of points at the end of NCIC.
The Top Squad will be awarded a display ribbon.
6. These point totals may have to be revised.
7. All recruits who complete the NCIC program with no unexcused absences will be awarded
a Participation Ribbon. Recruits will have the opportunity to earn the Physical Fitness
Ribbon and advance to Seaman Apprentice during NCIC.
8. Staff members who complete five days of NCIC with no unexcused absences will be
awarded a Participation Ribbon and a Unit Service Ribbon. Staff members will have the
opportunity to earn the Physical Fitness Ribbon during NCIC.

DISCIPLINARY PROCEDURES:
1. Disciplinary procedures for minor infractions are as follows:
a. First Offense: SSL/ASL calls TTO and removes recruit from others. Verbally
counsel recruit on what the infraction was and the consequences for a repeat
offense.
b. Second Offense: SSL/ASL calls TTO and removes recruit from others. Administer
up to 10 two-count pushups or 10 four-count side-straddle hops in cadence,
completing the exercise with the recruit (pushups eye to eye, side-straddle hops
face to face).
c. Third Offense: SSL/ASL calls TTO and takes recruit to COINC for verbal
counseling
d. Fourth and subsequent offenses: SSL/ASL calls TTO and SSL/COINC take
recruit to NSI or SNSI. If verbal counseling by instructor remains ineffective,
recruit will be removed from NCIC.
2. Disciplinary procedures for major infractions:
a. SSL/ASL immediately declare TTO and accompany recruit and COINC to NSI or
SNSI.
3. Minor infractions are as follows:
a. Failure to obey orders/refusal to participate
b. Disrespect to Staff or fellow recruits
c. Foul language
d. Poor attitude
e. Failure to perform to potential (SSL/ASL use caution if using this reason)
f. AWOL
4. Major infractions are as follows:
a. Fighting or any kind of physical/verbal altercation with staff or fellow recruits
b. Cheating
c. Gross disrespect
d. Mutiny
e. Failure to obtain a Navy Regulation haircut by Wednesday.
5. SSL may administer group discipline to his/her squad for non-performance. The
procedure for group discipline shall be as follows:
a. SSL calls TTO. Verbally counsel the squad regarding expectations and the
squad’s failure to meet them
b. If behavior continues, SSL calls TTO. SSL administers up to 10 two-count
pushups or 10 four-count side-straddle hops in cadence. SSL/ASL shall perform
the exercise with the squad, leaving at least one ASL to observe and ensure the
squad is performing the exercise properly.
c. If behavior continues, SSL declares TTO and brings squad into a classroom for
COINC to address and verbally counsel.
d. SSLs must exercise caution and not use this technique to excess – at a certain
point it will be come less and less effective.

Ceremonial NSU: This uniform consists of the NSU shirt and black pants, combination cover for
CPO and higher (garrison cover for enlisted), all medals, cords, and ribbons. No Corfams. Shirt
stays are not required, but are highly recommended.

Appendix 21: Method for Selection of Senior Leadership Positions
1. The Unit Leadership Board is held annually each spring to make recommendations to the SNSI/NSI
regarding those cadets who should fill senior leadership positions for the first set, defined as late May
through the first semester of the following year. The board is comprised of senior staff members; the SNSI
and NSI sit in as observers. Questions are asked of each candidate that appears before the board. The
answers to these questions are combined with proven past performance to determine which cadets will be
recommended to fill the next chain of command, or “slate.” The second set leadership (second semester)
slate is determined by the SNSI/NSI based on the results of the Unit Leadership Board and observations
made of all candidates throughout the first set.
2. All rising NS-4 cadets are required to appear before the board. Failure of a rising NS-4 to appear before
the board indicates his/her intention to not return to the unit the following year. All other candidates appear
on a voluntary basis or by invitation. Candidates shall appear in an inspection-ready uniform appropriate
for the season.
3. Factors that the board looks at include:
– Leadership. Do you consistently set the example for others to follow? (Uniform wear,
behavior, self-discipline, personal responsibility, etc.) Do you correct others when you
see that something is not right? Do you take charge without direction?
– Followership. Do you take orders willingly and carry out those orders to the best of your
ability? Do you support the leadership in public and make suggestions for improvement
when asked or when you need to? Do you ask questions if you don’t understand the
assigned task? Can you take constructive criticism?
– Participation. Have you been an active member of the unit? Have you tried to integrate
participation in unit activities with your other interests in and outside of school?
– Work Ethic. Do you complete your school work on time? When given tasks to do, do
you get the job done well and on time? Are you doing well in your other classes?
– Initiative. Do you volunteer to take on tasks when asked or before you are asked?
– Innovation. Do you look for ways to improve the unit and yourself? Do you implement
the idea when it is approved?
– Follow Through. Do you see a task through to completion or must you be reminded to
finish everything involved, including administrative details.
– Taking Care of the Troops. Do you ensure that the cadets below you are properly
trained for the tasks expected of them? Do you make every effort to help them succeed
both in the unit and otherwise? Do you ensure that they receive proper recognition for
their efforts through PAO articles, awards, etc?
– Time devoted to unit. Do you spend time in the unit before or after school? During
lunch?
– Performance. Do you have a job in the unit? How have you performed that job? If you
have people working for you, how are they performing their jobs?
4. Selections are normally announced within two weeks of the completion of the board. This is
designed to allow for adequate rehearsal time prior to the change of command ceremony and to
facilitate a thorough passdown between the outgoing and incoming leadership.

NAVAL SCIENCE 1, 2, 3, AND 4 OUTSTANDING CADETS
The Naval Science Outstanding Cadet awards are presented to cadets in Naval Science 1,
2, 3, and 4 using the following factors:
1. NJROTC class grade.
2. Number of NJROTC events participated in during the school year.
3. Number of NJROTC-sponsored community service hours completed during
the school year.
4. Conduct.
APTITUDE AWARD
The Aptitude Award is the third highest ribbon that can be awarded at the unit level. It is
presented to those cadets who demonstrate and exceptional military aptitude and
dedication to the NJROTC program. The factors that are considered are:
1. NJROTC class grade.
2. Number of advancements/promotions earned (permanent) during the school year.
3. Number of ribbons/medal awards earned during the school year.
4. Physical Fitness Evaluation (PFE) grade average.
5. Conduct.
HONOR CADET AWARD
The Honor Cadet Award is the second highest ribbon that can be awarded at the unit
level. It is presented to one cadet in each year group with the highest overall academic
achievement (GPA) in school, including the naval science course.
DISTINGUISHED CADET AWARD
The Distinguished Cadet Award is the highest ribbon that can be awarded at the unit
level. It is presented to one cadet in each year group using the following factors for
computation:
1. Overall academic grade point average (GPA) from the first, second, and third
quarters and fourth quarter interim.
2. Aptitude computation grade.
3. Outstanding cadet computation grade.

Appendix 23: Physical Fitness Testing Procedure

(b) CNETINST 1533. 9 Series, Regulations Governing the Administration of the
NJROTC
1. Purpose. The NJROTC Physical Fitness Test (PFT) is administered twice annually (normally
in the fall and spring) as a means to promote physical fitness and to qualify cadets for the
awarding of the Physical Fitness Ribbon. References (a) and (b) are the governing directives for
the administration of the PFT. This Letter of Instruction (LOI) sets forth the local procedures to
be followed during the planning, execution, and post-execution phases of the PFT and is meant to
supplement that information found in references (a) and (b).
2. Goals. The goal of administering the PFT is to provide a safe environment in which each
cadet may demonstrate his or her full physical fitness potential. The results of the PFT will be
used only to determine the eligibility for awarding of the Physical Fitness Ribbon. The results of
the PFT will not be used to determine the course grade awarded. Participation in the event,
however, may be used in the computation for the course grade. It is expected that every cadet try
his or her best to perform the PFT unless specifically forbidden to do so in writing by parental or
medical authority direction. Individual results will be recorded in the cadet’s personnel record
(JUMS) to facilitate progression tracking.
3. Individual Duties.
a. The Naval Science Instructor (SNSI) will:
(1) Screen individual Standard Release Forms for all participants.
(a) Identify those cadets who will be excused from the activity due to
medical reasons.
(b) Identify those cadets who require the physical possession of asthma
pump inhalers during the conduct of the PFT.
(2) Coordinate the activity with the following school officials:
(a) Physical Education Department Chair for use of facilities.
(b) Health Clinic personnel for updates on conditions that would pose a
respiratory hazard to participants and to ensure that they will be available
to respond to an emergency during the event.
(3) Ensure that the unit's Pre-Mishap Plan is up to date and available for use in

an emergency.
(4) Ensure that the activity is supervised by the SNSI or NSI and that supervisors
are provided with enough cadet assistance to enable them to closely monitor the
status of participants without distraction.
(5) Provide the activity supervisor with a reliable and rapid means of
communication with the Health Clinic to facilitate emergency response.
b. The Event Supervisor (SNSI or NSI) will:
(1) Reiterate the goals of the program to the event participants. Explain the
purpose of and proper use of a Training Time Out (TTO).
(2) Positively (visually) confirm that those cadets who have been so identified
have in their physical possession an asthma pump inhaler.
(3) Ensure that the participants are properly warmed-up prior to the
commencement of the activity.
(4) Closely monitor the participants during the PFT. Discontinue the activity for
any individual who shows signs of respiratory or other unusual distress.
Transport any such individual to the Health Clinic or call for Health Clinic
assistance as appropriate. Err to the side of caution.
(5) Monitor the performance of the PFT activities to ensure compliance with
proper procedures. Ensure that the results are recorded on a roster.
(6) Terminate the activity should conditions dictate doing so (rain,
temperature/humidity in excess of predicted, lightning in the vicinity, etc.).
c. The Cadet PT Team Commander will:
(1) Ensure that cadet PFT performance data is recorded in the cadet's personnel
record (JUMS).
d. The Cadet Awards Officer will:
(1) Ensure that cadets who meet the requirements for awarding of the Physical Fitness Ribbon
are so recognized in a timely manner.

Appendix 24: Team Attendance Policy

1. General. Cadets and instructors have very busy schedules and the time allotted for practices is
often the minimum required to ensure a successful season. Therefore, consistent attendance at
practices and competitive events is required by all members of all NJROTC teams.
2. Policy. The following attendance policy is in effect as of the date on the signature block
shown above.
a. One unexcused absence from practice will result in the loss of any and all “starting”
positions for the next competitive event. The cadet will still be required to attend all practices
leading up to that event and will be required to travel to the event, if directed to do so by the team
coach (SNSI/NSI). The participation of that cadet in that event should be as an observer only;
however, that status may be changed at the discretion of the team coach.
b. Two unexcused absences from practice will result in that cadet not being allowed to
participate in or travel to the next competitive event. The cadet will still be required to attend all
practices leading up to that event.
c. Three unexcused absences from practice will result in that cadet’s dismissal from the
team.
d. One unexcused absence from a competitive event will result in that cadet’s dismissal
from the team.
e. Three unexcused tardies (a tardy is more than five minutes late) will equate to one
unexcused absence.
3. Excused Absences. An absence is considered to be excused only upon presentation of a note,
e-mail, or phone call from a parent, teacher, or other coach. It is the cadet’s responsibility to
ensure that the communication is received by the team coach within two school days of the
absence. Absences will be excused when they are due to illness, conflict with another sport or
activity, teacher tutoring or makeup school-work session, family vacation or travel, or parent-
requested relief due to academic problems. Cadets are expected to anticipate future schedule
conflicts and bring them to the attention of the team coach as soon as they are known. In most
cases, a resolution to the conflict can be worked out.
4. Unexcused Absences. Absences due to a failure to obtain a ride to practice, over-sleeping, not
knowing the practice schedule, work, etc., will not be excused. Absences due to a failure to
provide completed tutoring logs (when required) at the proper time before practice (usually
Mondays) are unexcused.
5. Musters. The team commander will ensure that an accurate muster is taken at each practice
and competitive event. The muster sheet will contain the following entries and there will be an

entry next to each cadet’s name: P = present, A = absent, T = tardy, X = cadet not required to be
at that practice (i.e., practice that day is only for those on the Unarmed Exhibition Team,
therefore, only those cadets in that event must attend the practice). It is the responsibility of the
cadet to ensure that their late arrival is changed on the muster sheet from an “A” to a “T.” The
team coach will update the muster sheet to indicate whether an absence or tardy is excused or
unexcused by adding an “E” or “U” to the “A” already present on the muster sheet. The team
coach (and only the team coach) will make that determination upon receipt (or non-receipt) of a
valid excuse note, e-mail, or phone call.
6. Team commanders, in consultation with the team coaches, will produce practice schedules.
Practice schedules will be posted as far in advance as possible. Schedules will be posted on the
team boards on the quarterdeck and on the website. To the maximum extent possible, a copy of
the practice schedule shall be given to each team member.
7. The following notice will be given to the cadet upon each of the situations shown below. The
team coach will maintain the returned (signed) copy for the duration of the team’s season.
