Heritage Ireland 2030Public Consultation

Our heritage is around us in every sense. It is of the past in ourmonuments and the settlements of our ancestors. It is of thepresent in the diverse and beautiful landscapes we inhabittoday which inspired our forebears to settle here thousands ofyears ago and whose biodiversity sustains us still. It is of the future in that the decisionswe make today will shape and influence the heritage of our children and the generationsto come.

Heritage is a valued amenity for communities, towns, villages and the countryside. It isan important resource for economic activity, including tourism and for the presentationof Ireland as an attractive destination for sustainable inward investment. This newnational heritage plan fulfils a commitment in the Programme for Government to set theheritage tenor for the coming decade.

Our vision is simple - that heritage is valued and protected. Heritage Ireland 2030 is builtaround that vision: that the way in which we identify and protect our heritage is the bestit can be. We want everyone to enjoy our heritage and to have a sense of pride in it.

Heritage Ireland 2030 will bring together a tapestry of other relevant heritage initiatives,provide an overarching space for engagement and action over the next decade. It willintegrate essential national heritage policy principles into the future strategy of thewhole of Government. It will be supported by investment under Project Ireland 2040and will provide a platform for priorities to be identified and resourced through thelifetime of the Plan.

Heritage Ireland 2030 will establish a framework for the next decade along threeThemes-• National Leadership and Heritage• Heritage Partnerships• Communities and Heritage

A series of draft objectives under each Theme is detailed in this document. We nowinvite your views on these to help shape our heritage strategy. An Action Plan will bedrawn up under each Theme. Full and open and regular review of objectives will beimportant and details of that are detailed in this document.

Heritage is for everybody. We need to strengthen partnerships with communities acrossthe country to help strengthen our heritage and I look forward to welcoming you to aseries of regional workshops during the consultation process.

So whatever your heritage interest is, whether in our flora, our fauna, our castles, ourparks, our historic buildings or our lakes, bogs and skies, I invite you now to be part ofthis important process that will guide our heritage strategy well into the 21st century.

Our heritage, built and natural, is at thehistoric and living heart of Ireland.

Our natural landscapes, wildlife, nationalparks and reserves, our waterways andseas enrich our lives and bring visitors toour shores.

Our historic buildings, monuments andtowns and landscapes speak of our pastand shape our future. Our heritage is thestory of Ireland and supports ourdevelopment and well-being as a nation.

As Ireland grows there is an opportunity anda need to rethink how we care for heritageso that it can be protected, celebrated andenjoyed now and long into the future.

Heritage Ireland 2030 is the Government’scommitment to a revitalised and refreshedNational Heritage Plan.

Heritage Ireland 2030 will recognise thevital role our heritage plays in ourcommunity, our economy and our society.

Heritage Ireland 2030 will be a coherent,comprehensive and inspiring framework ofvalues, principles and strategic prioritieswhich will guide and inform the heritagesector over the next decade.

Heritage Ireland 2030 will enshrine theshared responsibility of people,

communities, businesses and local andnational Government in protecting ourheritage and ensuring it is cared for intothe future.

Heritage Ireland 2030 will help us enjoy,understand and care for our heritage.

Heritage Ireland 2030 will be formed aroundthree Themes, built on a vision of ourheritage being valued and protected forfuture generations, cherished and enjoyed:• National Leadership and Heritage• Heritage Partnerships• Communities and Heritage

Each of these Themes will have specificactions and objectives, shaped by thispublic consultation.

We thank those organisations who havebeen working with us in shaping thisdiscussion paper.

Your views on objectives and actions todeliver the vision are important – they willhelp to shape our priorities.

Ireland’s heritage is valued, enjoyed andprotected for future generations.

Our heritage reflects our shared past,illuminates our understanding of thepresent and inspires and informs ourdecisions about the future.

Our landscapes are the foundation onwhich our society has been built.Diversity and richness in our heritagenurtures our sense of belonging, well-being, identity and place.

Access to heritage and opportunities toengage with it make an importantcontribution to our cultural, economicand social development.

Three Themes support the vision thatsees Ireland’s heritage valued, enjoyedand protected for future generations:• National Leadership and Heritage• Heritage Partnerships• Communities and Heritage

Each Theme will have a series ofspecified objectives. The final Plan willidentify lead agencies and a reviewprocess for the accompanying ActionPlan.

A number of draft objectives have beenidentified as a starting point in thisconsultation document. They aredesigned to deliver the vision of HeritageIreland 2030.

Your views on these draft objectives areimportant – they will help shape thefuture of Ireland’s Heritage.

Heritage Ireland 2030 will build onheritage commitments in Project Ireland2040 and inform other relevantinitiatives at national and local level.

Heritage Ireland 2030 will focus on ourbuilt and natural heritage. Otherimportant aspects of our heritage aredealt with in other plans and strategiesand lie outside the scope of thisdocument. These include artistic andcultural traditions such as music, dance,games and language which are allessential and central parts of ourheritage.

Most people’s primary experience of ourheritage is as part of daily life in theirlocal communities. Heritage Ireland 2030will support local communities in caringfor their heritage. It will underpin theincreasingly important role that localauthorities play in protecting andmanaging heritage for the enjoyment andbenefit of all, providing a framework andcontext for local heritage plans.

Our management and protection ofIreland’s heritage sits within a broadframework of national, cross-border,international and EU legislation andpolicy. It is affected and influenced bydevelopments on the wider internationalstage.

Heritage Ireland 2030 will ensure aflexible, modern approach to caring for,managing and celebrating our heritageinformed by best practice internationally.

Relevant InitiativesProject Ireland 2040, Investing in ourCulture, Language and Heritage 2018-2027, the National Biodiversity ActionPlan, the National Landscape andPeatland Strategies, National PlanningFramework, Action Plan for RuralDevelopment, Heritage Council Strategy,Climate Change Adaptation andArchitectural and Archaeological policiesand initiatives such as Archaeology 2025,and local heritage plans as well as Culture2025, Éire Ildánach and the CreativeIreland Programme.

Objectives:1. An effective policy and regulatory

framework and governance structurethat supports an integrated approachto the protection, conservation anduse of heritage.

2. Key heritage protection andmanagement considerationsintegrated into the work of allGovernment Departments.

3. A coordinated framework for heritagepolicies and initiatives to maximiseimpact.

4. Better identification, conservationand restoration of heritage andmeasures to assess impacts onheritage, including climate change.

5. Better care of our built and naturalheritage through increasedinvestment from the economic returnthat it generates for society.

6. Investment in heritage training at alllevels, creating jobs and providingbusiness opportunities across thecountry.

7. Heritage investment at national andlocal level to deliver the best possibleoutcomes in terms of public good.

8. Improved use of technology to informevidence-based decision making inheritage and to make heritageinformation accessible and availableto all.

9. Strengthened and resourcedregulation and enforcement.

10. Support and leadership for Ireland’scontinued participation in the WorldHeritage Convention and otherrelevant international frameworks.

Our heritage is central to our national identityand underpins our culture, economy and society.

At the national level, we must have an effectivepolicy and regulatory framework for heritagethat balances the needs of a modern societywith a profound respect for the beauty andirreplaceability of our built heritage and habitats.

Objectives 1. National and local government

working effectively together toprotect, manage and promote ourheritage.

2. Effective partnerships betweennational government, localgovernment, the private sector,NGOs and local communities.

3. Support for the Heritage Council’sStrategy and its work in developingand improving educational outreachand community engagement.

4. Investment and innovation inheritage research, management andinterpretation.

5. Strong education and apprenticeshipprogrammes providing opportunitiesfor retention and development oftraditional heritage skills.

6. Improved partnerships and linksbetween educational institutes,museums, business and others.

7. Improved quality of heritageinformation, guidance and advice as aresource for stakeholders, visitors,researchers and general public.

8. Strengthened co-ordination with theOffice of Public Works, localauthorities and private owners in themanagement and maintenance of ournational heritage estate.

Theme 2: Heritage Partnerships

Our heritage belongs to every person who liveswithin and around it every day. At a nationaland local level we must work better together toprotect, manage and promote it. This cannot bedone without the help and support of partnerorganisations such as the Heritage Council, thelocal authority Heritage Officers, schools,community groups, businesses and experts who inform and advise on theirvarious areas of expertise.

Heritage Ireland 2030 will help form stronger and better heritagepartnerships at all levels to ensure our heritage is valued, protected andenjoyed.

Objectives:1. Improved levels of public

engagement with heritage across thecountry.

2. Better supports for communitiesworking to care for and promote theirlocal heritage.

3. Improved access to natural and builtheritage resources, public andprivate.

4. Access for all to archives, museumsand heritage records.

5. Improved presentation andinterpretation of heritage, includingmaking better use of technologies.

6. Strengthened and well-resourcedmeasures to protect local heritage.

7. Better opportunities and supports forpeople and organisations working inthe heritage area.

8. Improved involvement of youngpeople in understanding, caring forand celebrating their heritage.

Local communities have a vital role to play inmanaging their heritage and should be able tolearn about, care for, enjoy and share thosethings that are special about their places andtheir history.

Heritage Ireland 2030 will listen to and respectthe voices of communities and help and support them in taking care of theirvalued heritage.

How will the impact of Heritage Ireland 2030 be reviewed?1. Heritage Ireland 2030 will be

reviewed every 3 years. A progressreport will be produced after eachreview with clear recommendations.

2. Actions and objectives within theplan will be revised as progress isreviewed.

3. A steering group of stakeholders willoversee the roll out andimplementation of the plan throughdevelopment of an Action Plan.

4. Online review processes will beestablished to enable greatertransparency.

5. A full review of Heritage Ireland2030 will be undertaken after 10years.
