City ServicesThe City is your provider for water,waste water treatment and refusedisposal. These three services areincluded in the utility bill.

Payment for utility service is duebefore the tenth of each month.After the 10th, a late payment of10% is applied. (cut-off day fornon-payment is the 21st of themonth. Reconnection fee is $50during normal business hours and$75 for “after-hours”reconnection). If you have cityutilities and do not receive a bill fora specific month by the tenth,contact the utility department at903.532.5571.

In addition to a night drop boxlocated on the east of side of cityhall, payments can be made inperson, over the phone, U.S. Mail,or bank draft. The city acceptscash, checks, online bill pay, andVisa and Mastercard (debit orcredit).

Any form of payment receivedafter the 10th will be charged thelate applicable fee.

If you wish to pay online, you arerequired to sign up for eBills (orePay). Your regular paper bills willthen no longer be sent in the U.S.mail. You have the option ofviewing and/or paying your billonline. You do NOT have to pay itonline. If you wish to receive paperbills via the US Mail AND sign-upfor eBills/ePay, you must call theCity Hall and request continuationof paper bills via the US Mail.

Recycling and RefuseThe refuse collection companycontracted by the city will provideroll-out carts or dumpsters.Residential collections are madeeach Tuesday barring holidays thatfall on Tuesdays or in case ofextreme weather conditions.Containers need to be placed at thecurb-side or edge of the street nolater than Seven a.m. eachTuesday. Please collect yourcontainer once the company hasemptied the container. Items thatare not in the container will not becollected. Please place your refusein a plastic bag before placing it inthe container.

The first Saturday of each monthis “bulk item” day. Items need tobe at your regular collectionlocation by seven a.m. Since the

collection company will not pick upcertain items (tires, batteries,appliances and similar items) if youhave questions contact city hallbefore placing items for bulk pickup.

Also on the first Saturday a largecontainer is located at the CityUtility complex located in the 400blk of South Hughes. It is typicallyavailable starting at 8 a.m. andclosed at noon or when it is filled,whichever comes first.

A recycling bin(s) is also located atthe Utility complex and is typicallyavailable for use during regularbusiness hours. Please contact cityhall before taking items to therecycling bin.

ParksMemorial Park, located on thenortheast corner of N. Denny St.and E. Kosse St. The park featuresa pavilion with playgroundequipment and picnic tables.

A.M. Ferguson Park, located at401 S. Hughes was established in1971 as a baseball field for ages 5through 8.

Bicentennial Park, established in1976 and located on the west sideservice road of southbound US 75.This 5-acre park contains twobaseball fields. Kids ages 11-14utilize the north field while thesouth field is for youngsters whoare nine and ten.

Swanner Dr. and is a communitypark with swings, slides and picnicareas.

Summit Hill Park, a newlydedicated park to the City of Howefrom LGI Homes for the newsubdivision called Summit Hill.The park offers a gazebo and parkbenches under beautiful shadetrees.

Casey & Dot Jones Park, Plansare underway to construct hikingand biking trails as well as tenniscourts along with baseball,football and soccer facilities. Thecity has applied for a grant thatwill help kick-start thedevelopment of this park into acenter of recreational activities.

HISTORY OF HOWE

Founded in 1872, Howe was incorporated and became a “town” in 1884and originally came into existence as a result of a land purchaseagreement between Houston and Texas Central Railway and JabezHaning (pronounced Hey-ning). Howe at 873 feet, the highest point onthe rail line between Houston and the Red River, was initially namedSummit. The railroad representative who negotiated the land purchasewith Mr. Haning was F.M. Howe which led to renaming the city“Howe”.

As a major grain shipping city in the late 1800’s and the home of the RedRust-Proof Oats Company, the population stood at 450 in 1890 and hadchurches, hotels, doctors, barbers, druggists, and a gristmill operated by aFarmer’s Alliance Cooperative.

Newspapers published from the founding of the City until the presentinclude the Howe Herald that ran from 1890 and ceased operation around1910. In the 1930’ and 40’s, the city was served by The HoweMessenger. Former Texas Governor James Ferguson published TheHowe Chronicle along with his brother A.M. Ferguson during the late1930’s. The Howe Enterprise was established in 1963 and is enteringthe 54th year of publication. Today you can read the paper on-line athoweenterprise.com.

Howe became nationally known in 1940 when Mame Roberts became anational figure in beatification programs. As a result of Ms. Roberts’determination and hard work, her home town of Howe was named“Prettiest Little Town in Texas” by Reader’s Digest and Life Magazine.

1943 Howe High School graduate L.B. Kirby received a PurpleHeart for his heroism in World War II.

Located on the US 75 growth corridor between McKinney and the RedRiver, Howe is ideally located and poised for both residential andcommercial development.

Locally owned businesses ranging from restaurants, antiques shops, tonumerous providers of different services have contributed to anincrease in sales tax receivables of $183,000 in 2010 to $317,000 in2016. Economic Development Director Monte Walker([email protected]) is heading the “shop local” program herein Howe. Monte is aggressively seeking a grocery store, which isconsistently the number one business citizens would like to have locatein Howe. Howe has an active Chamber of Commerce and an activeKeep Howe Beautiful committee. Things you need to know...

The "V" in downtown is a victorylight that is only lit when the

varsity football team wins. It is atradition that has been in Howesince 1977. The tradition is tolight the V as soon as the teamwins and turn it off the followingThursday before the next games

of the week.

All schools have their own specialsymbols and Howe is no

different. The hand is formed tomake the representation of a

Bulldog by bending the index andpinky fingers halfway to give theBulldog sign. This has been

prevalent in Howe since the mid-to-late 1980s.

There are only 26 active Texashigh school football stadiums thatare older than Howe's BulldogStadium. Opening in 1935, nostadium in North Texas, otherthan the Cotton Bowl (1932) and

Fort Worth's Amon CarterStadium (1930), are older than

Bulldog Stadium.

Howe's Fall Festival is a 40-year-tradition. The event takes placetypically in October, but has been

moved to Nov. 4 for 2017.

The Fall Festival originally beganin Downtown Howe, but movedto the Howe Middle Schoolparking lot starting in 1986.
