According to the Lwandle police, Grant Blaauw was reported missing on Sunday 17 November. Llewellyn Blaauw, the boy’s father, last saw his son on Saturday afternoon at about 18:00 as he was about to visit his grandmother who also lives in Asan- da Village. “I became worried when he had not returned home at 20:00 and went to look for him,” said Blaauw. Family and friends soon joined in and spent the night searching for Grant. Grant’s mother, Elizabeth Blaauw said the Monday after her son went missing, a neighbour of Grant’s grand- mother in Mbhele Street said that he had last seen Grant playing at a nearby stream where he was standing on top of a stormwater pipe. Constable Mthokosizi Gama, spokes- person for the Lwandle police said the search was intensified with the help of police dogs and Grant’s body was found just before 16:00 on Monday. It had washed out about 500 metres further in a canal at the end of Nonceba Street. “I heard people talking about a body of a child that had been found and went to investigate,” recalled his mother Eliz- abeth Blaauw with the Helderberg Ga- zette’s visit to the family on Friday. “When my I saw my husband crying, I knew that it was Grant. I was shocked and just collapsed,” she said. Elizabeth was nine months pregnant at the time of the incident and her baby was due in the weeks to come. Grant, who has three sisters, was so excited about his new baby brother and anticipated the birth, she said. Llewellyn says Grant rushed home everyday in the hope that the baby had been born. “’Daddy, Daddy, where’s Mommy?’ he would ask everyday as he went looking for her in the house,” said Llewellyn. Elizabeth says the shock must have caused her to go into labour the day after her son’s body was found. She gave birth to her baby at home on Tuesday 19 November. “We have decided to name him Hilton Grant Blaauw,” said Elizabeth. Llewellyn and Elizabeth describe their son as a quiet, loving boy who loved the Popeye cartoon and Michael Jackson’s dancing. “He was looking for- ward to a pair of grasshoppers (shoes) or a bicycle for Christmas - now we will spend it without him,” said Elizabeth. Naomi Ferreira, principal of the Ter- eo Community School in Somerset West where Grant was a Grade 2-pupil, said a memorial service for him was held at the school on Friday. “He was a loving child of whom his friends were very fond,” she said adding that he would have received an award for veniality at their school’s annual prizegiving on 3 December. The family of a nine-year-old boywho drowned in a stormwater pipein Asanda Village, Lwandle a weekago is still struggling to come toterms with their loss.

According to the Lwandle police,Grant Blaauw was reported missing onSunday 17 November.

Llewellyn Blaauw, the boy’s father,last saw his son on Saturday afternoonat about 18:00 as he was about to visithis grandmother who also lives in Asan-da Village.

“I became worried when he had notreturned home at 20:00 and went to lookfor him,” said Blaauw.

Family and friends soon joined in andspent the night searching for Grant.

Grant’s mother, Elizabeth Blaauwsaid the Monday after her son wentmissing, a neighbour of Grant’s grand-mother in Mbhele Street said that hehad last seen Grant playing at a nearbystream where he was standing on top ofa stormwater pipe.

Constable Mthokosizi Gama, spokes-person for the Lwandle police said thesearch was intensified with the help ofpolice dogs and Grant’s body was foundjust before 16:00 on Monday. It had

Local townships to be reorganisedDALEEN FOUCHÉ

Four local informal settlements in theHelderberg have been chosen to be reor-ganised and re-blocked in the next finan-cial year.

Vlakteplaas, Greenfields, Ethembeni inStrand and Uitkyk in Sir Lowry’s Pass havebeen identified by the City of Cape Town tobe re-blocked.Re-blocking is a community-based process

whereby housing structures are reorganisedor clustered so the extreme density in infor-mal settlements is decreased.Johan Middleton, councillor for the Sir

Lowry’s Pass Village, says the process willmake informal settlementsnot only safer, butalso more convenient for the community andthe City.He says this is especially important in situ-

ations like the recent floods and stressed thatre-blocking is not a displacement of people.The City recently adopted a policy which

outlines the criteria for viable re-blockingprojects, the preventative measures to be in-stalled in the re-blocking project, alignmentwith different government departments, andvery importantly, the governance interfacebetween the City, communities and support-ive NGOs.Five re-blocking projects are planned for

the current financial year, and 21 projects,including the four local informal settlementsare planned for thenext financial year. Thereare currently 204 informal settlement areasin the City, varying in size and density.Councillor TandekaGqada, theCity’sMay-

oral Committee Member for Human Settle-

ments says the organic form of informal set-tlements often makes it difficult to providemunicipal utility services such aswater, san-itation, electricity access and waste removalwithin the required national guidelines.Informal settlements are also at a greater

risk of the effects of disasters like fires andflooding. “The layout and the density of thesesettlements makes it very difficult for the

City to respond effectively to fires.”How it works:) Community and non-profit organisa-

tions (NPOs) consult communities in identi-fied areas beforehand to determine whetherthe prospective beneficiaries would like re-blocking in their area.

) If communities agree to re-blocking, amemorandum of understanding for the effec-

tive implementation of re-blocking is signedbetween all stakeholders.

) A project steering committee is appoint-ed comprising representatives fromall stake-holder groupings.

) The Human Settlements Directorate’sInformal Settlements Department, in part-nership with the community partner, com-piles a settlement profile by undertaking acomprehensive survey of the area and house-holds are registered.

) NPOs and community partners, with in-put fromtheCity, developanoverall re-block-ing plan.

) The project steering committee submitsan application for grant funding to the City’sproject review committee – this includesfunding for earthworks, municipal engineer-ing services, and relocationkits to assist resi-dents while the re-blocking is underway.

) NPOs and the City assist in taking downthe housing structures and moving the bene-ficiaries. NPOs pay for part of the structureand the City funds the relocation kits.

) To encourage a sense of ownership andshared responsibility, beneficiaries areasked to contribute 10% of the cost of the topstructure. If some beneficiaries are not ableto contribute, help is provided by the partnerorganisations.

) The City is responsible for the earth-works and installation of services, which in-clude: toilets, wash troughs and taps, electri-cal connections where applicable, and refuseremoval. These earthworks and servicescome at no cost to the beneficiaries.Gqada saysmany communities are already

saving money through stokvels in support ofre-blocking.

This weekend was disastrous and many peo-ple jumped to the aid of the affected Helder-berg community.The rollbacks of the local towing compa-

nies worked around theclock to assist peoplestranded in the water.Sometimes the cars weresubmerged roof-high. Oneof the towtruck drivers ran-domly started pulling vehi-cles at Mediclinic Vergele-gen to safety. He was notcalled, nor did he have per-mission from insurancecompanies, nor will hiscompanybe paid formost ofthis. People were in trouble and he reacted.None of these people even turned around andsaid thank you.One BMW was submerged up to its roof in

water and the towtruck driver’s office toldhimto leave thecarbecause itwas toodanger-ous. He then realised there was a woman inthe car. He pulled their vehicle out, regard-less of the trouble he could be in at work.Gareth and Leone Murry were instrumen-

tal inhelping thepeople inKays.Leone imme-diately arranged for these people’s washingto be done. It was distributed to a numberof peoplewhowashedand folded thewashing.

They have also arrangedfor a list of needs for thepeo-ple in Kays.There is a furniture and

appliance drop off at BUCOin Somerset West.There were more people

in thisgroup. I can’t remem-ber all the names. Ninocame to collect the furni-ture that was donated.Louise saw to it that all

the animals were safe.This weekend the community came togeth-

er and acted as one.I want to use this article to thank them. To

Leon, Jaco, Neels, and the driver from Cale-don and the relief drivers, that helpedmotor-ist to safety, thank you from the bottom ofour hearts.To Leone, Gareth, Nino, Anton, Louise and

Last Vital Run at LourensfordThousands of runners and walk-ers from in and around the Hel-derberg will converge on Lou-rensfordWine Estate in SomersetWest on Saturday 7 December forone of the most popular athleticsevents in the Western Cape, theVital Run.

This annual event, being held forthe fourth time, is in aid of the PatchHelderberg Centre for Abused Chil-dren.The organisers, Run/Walk forLife

Western Province Athletics Club, inassociationwithVitalHealth Foods,hope to see even more entrants than

the 4 300 who turned up for lastyear’s event.Sad news however is that theVital

Run will be held on the LourensfordWine Estate for the last time thisyear.This is due to the estate’s decision

that fewer events of this nature willbe staged on the estate as of nextyear.Participants can enter the 21 km

run, the 10 kmrun, 10 kmwalkor thefun 4 km run or walk.The 21 km and 10 km races are

New raceis a big hitGreat fun was had by the 470 avid run-nersandwalkerswhoparticipated in theinaugural Labourwise 5 km and 10 kmrun/walk hosted by Strand AthleticsClub on Wednesday 20 November.

The fast and flat route started at theCharles Morkel Stadium in Strand andwounditswaythroughthesurroundingsub-urbs.Plenty of great food and entertainment

was enjoyed by all and the day was finishedoffwith plenty of fantastic spot prizes donat-ed by local businesses.All proceeds will go toward the Whiskey

Jooste Fund, which was started by the clubin order to help local runners participate inprovincial and international competitions.
