New strides towards earlychildhood developmentThe City of Cape Town is investigating thefeasibility of alternative buildingmethodsforEarlyChildhoodDevelopment (ECD) fa-cilities in informal settlements.

ACity-commissionedstudy foundthatwhilemostchildrenhadaccesstoanEarlyChildhoodDevelopment facility, capacity in areas withhigh densities required attention – especiallyfor children up to the age of four. The Social Development and Early Child-

hood Development Directorate is tasked withassisting privately owned crèches and day-care centres to become compliant with legisla-tive requirements. The directorate also has a mandate to con-

struct facilities. Currently, the City owns 26such premises and several more centres of ex-cellence are in various stages of construction. However, ECD construction in informal set-

tlements has been hamstrung by factors suchas access to bulk services (water, sanitation, etc.) and a lack of suitable space for traditionalbrick and mortar construction. In October2014, the directorate appointed consultants toinvestigate alternativebuildingmethods in in-

formal settlements. The survey concluded that modular or pre-

fabricated alternatives big enough to cater for150 childrencouldbe constructed inareaswithlimited bulk services, at an estimated cost ofless thanR2 millionper facility–excludingciv-il works.“We know that there is a pressing need for

quality ECD facilities in our poorer areas, butthere aremany challenges and we have to findways to overcome these obstacles and that iswhyweare lookingatwaysof providingassist-ance to privately owned ECDs, but also howwe as the City can fast-track our ECD buildingprogramme in these areas,” said the City’sMayoral Committee member for Social Devel-opment and Early Childhood Development,Councillor Suzette Little. In October 2013, the directorate agreed to

waivezoningrestrictions thathavemade itdif-ficult for crèches and aftercare centres in in-formal settlements to operate legally.“Wearetryingourutmost toensurethatchil-

dren have the best start possible to their earlylearning and development and that requiresout-of-the-box thinking.”

’n maat enrys of gort.

Unlocking the door to learningLocal libraries will celebrate WorldBook Day on Thursday 23 April.

“World Book Day is aimed at rais-ing the literacy levels in our coun-try,” says Belinda Walker, City ofCape Town Mayoral Committeemember for Community Servicesand Special Projects.

Storytelling improves the listen-ing ability of children and help in de-veloping their literacy and language

skills, as well as stimulating theirimagination.

“When you open a book, you areable to enter a whole new world. When we read to our children froma young age, we encourage them tobecome enthusiastic learners andconfident readers, writers andspeakers,” Walker says.

“Literacy unlocks a door to learn-ing that, once opened, can never be

closed again. Once the basics aremastered – reading, writing and ar-ticulation – the literate individual isable to access information and en-gage with others in a manner thatcan broaden horizons and presentnew and different opportunities.”

A host of storytelling sessions willbe held at libraries across the Helder-berg on the day. For more informa-tion visit www.capetown.gov.za

Lookout for sea turtles on our beachesLocals have been urged to lookoutfor loggerhead turtles washing upon beaches.

Appeal to take yourunwanted pets to AWSAnimal Welfare Society (AWS) Helderberg isencouraging pet owners who are no longerable to care for their pets to not dump them, but rather take animals to theirGordon’sBaypremises to be cared for and rehomed. The organisation’s Clare Bezuidenhout

says as a result of unforeseen circumstancesand financial constraints, families are nolongerable tocare for theirpets. “Sadly, manyof these pets are given to domestic workersor gardeners living in townships. Many petsare also dumped in these areas or simply leftalong the side of the road to fend for them-selves,” she explains.“These pets often end up suffering, not only

physically, as a result of lack of proper food, shelter, andmedical care, but also emotional-ly.Theanimalsoftenendupbeing thevictimsof abuse and neglect.”Bezuidenhoutaddsthatmanyofthepetsare

often not sterilised and are used for breeding,

which becomes an uncontrollable problem.“AWS Helderberg will never turn a needy

animal away. Surrendering an animal to ourkennels is a simple and easy process and willcost you nothing,” she says. The animal is taken to the organisation’s

premises and the owner will complete a formtoprovide theAWSwithasmuchinformationabout the animal as possible. “If you are sit-tingwith a litter of puppies at home and can’tfind homes for them all, bring them in to ourkennels,” Bezuidenhout implores.“When a family is interested in adopting

Grown-ups urged to not allow childrento swim without adult supervisionLearning to swim is an importantpart of development which mayprevent drowning.

ER24’sKimHabib saysmost peopledo not know how to swim or swimpoorly. However, people should remember

that anyone, even those who canswim, are at risk of drowning.Risk-taking and overconfidence in

swimming ability may play a signifi-cant role in water-related deaths.

ChildrenNeverallowachildtoswimwithout

adult supervision. Also, never leaveyoungsters unsupervised around wa-ter bowls or bathtubs. You can drownin 2cm of water.Ensure children wear a life jacket

if they cannot swim. Also keep yourpool covered with an approved coverwhen not in use.

Safety tips in open water

Wearing a life jacket is vital. Re-memberyour life jacketwhenpartici-patinginwatersportssuchasboating,tubing or rafting.Do not swim too far out into the

ocean.Afterawhile, youmaystrugglebecause of fatigue or get swept awaydeeper due to strong currents.Whenat sea, swimindesignatedar-

easwhere there are lifeguards. Neverswim alone.Swimming in open water is not the

same as swimming in a pool.Never dive or jump into unfamiliar

or shallow water.Do not drink alcohol when swim-

ming. This impairs your movementand thinking. Also, do not play nearswimming pools as you can slip andfall into the water. It is advisable to learn first aid and

CPR.

Drowning situationIf you see someone drowning, alert

a lifeguard immediately. If youdecide

to save the person yourself, ensureyou wear a floatation device. If you find a person drowning and

are able to get them out of the water, initiate CPR if there is no pulse andbreathing.Do not stop CPR unless the victim

starts to breathe on his/her own.Call for an ambulance as soon as

possible and inform themof the situa-tion so theappropriate care canbeen-suredbythem.Donotdrivethepersonto hospital yourself. The victim maysuffer brain damagewhile en route tohospital. In case of a near drowning, seek

medical attention as soon as possibleand explain clearly to medical staffwhat happened.Secondary drowning can also oc-

cur, which is more common in chil-dren than adults, andmay be difficultto recognise. The person may seemokay even though they have taken inwater that finds its way to the lungs.
