The Municipalities of North Perth, South Bruce and Huron East are each interested in purchasing a new Current Production Model Class VII Motor Grader Articulated All Wheel

Drive Model complete with one way snow plow and wing ready for operation.

SCOPE OF WORK It is the intent of The Municipalities of North Perth, South Bruce and Huron East to each purchase a new current production model grader complete with snow plow equipment for use within the respective municipalities. The vehicle’s intended use is for snow and ice removal in winter months and road grading, constructing, and ditching during the summer months.

INFORMATION TO BIDDERS 1. SUBMISSION OF TENDERS

Tenders may be rejected for any one of the following reasons: a) Bids received after the tender closing date and time b) Bids received on other than the supplied original tender forms c) Bids not completed in ink or by typewriter d) Incomplete Bids e) Bids not properly signed and sealed f) Bids which do not meet all technical requirements of the tender.

5. BID PRICE The bidder shall enter the total price in the applicable location on the Form of Tender.

6. TAX Harmonized Sales Tax (HST) – The unit price quoted shall not include the HST. The HST should be shown in the applicable location on the Form of Bid. 7. DELIVERY DATE

The bidder shall clearly indicate in the appropriate location on the Form of Tender the delivery date of the complete unit as specified in the Tender.

8. REGULATORY COMPLIANCE The bidder shall ensure unit as provided to the Municipality meets all current applicable industry and regulatory standards, codes and regulations. In the event that the unit specification which forms a part of this tender document would result in a non-compliance with applicable industry and regulatory standards, codes, and regulations, the bidder shall notify the Municipality in writing of the non-compliance and provide suggestions for modifications (including price) to achieve regulatory compliance.

9. UNIT SPECIFICATIONS

Unit specifications provided in the Municipality’s tender documents are based upon manufacturer’s published specifications. As stated in the Section entitled “Rejection of Tenders”, bids which do not meet all specifications in the Municipality’s tender documents will be rejected.

10. TRADE IN

There is no trade in for the Municipality of North Perth. There is a trade in of a 1993 Champion 740 Grader, complete with plow and wing from the Municipality of South Bruce. There is a trade in of a 1993 Champion 740 Grader, complete with mid-mount scarifier from the Municipality of Huron East, available for viewing at the Huron East North Patrol Shed at 44264 Newry Road.

11. RIGHT TO ACCEPT OR REJECT TENDERS

The Municipalities of North Perth, South Bruce and Huron East reserve the right to reject any or all bids for any reason whatsoever. Lowest or any tender will not necessarily be accepted. Tender is subject to Council approval. Although this is a joint tender process, each Municipality reserves the right to accept or reject the respective tender independently.

12. PREPARATION OF SPECIFICATIONS AND QUESTIONS The specifications for the Equipment have been prepared by the Municipality of North Perth, South Bruce & Huron East Public Works Department. Questions with respect to the Equipment in the Municipality of North Perth are to be directed to Jamie Morgan, Manager of Operations at (519) 292-2067. Questions with respect to the Equipment in the Municipality of South Bruce are to be directed to Adam Weishar, Manager of Operations at (519) 392-6623. Questions with respect to the Equipment in the Municipality of Huron East are to be directed to Barry Mills, Public Works Manager at (519) 527-1710. Should a Tenderer find discrepancies, omissions, or ambiguities, or not agree that the materials and methods specified or designed, will provide an installation which meets the requirements of the intended Equipment, he/she shall notify the Municipality prior to the Tender opening date. The Municipality may choose to issue a written addendum. Addenda issued during the tendering period will be allowed for by the Tenderer in submitting his Tender.
