Profitsand lossesarenormalaspectsof runningabusiness.Throughout2011,theHRMDanditsmanagers(theGolfClubatHeatherRidge,GCat)havebeencare-fully analyzing income and expenses,making changesas needed.Those changes, and others to come, havelaidthefoundationforthe2012AnnualBudgetandgolf-ing season. This article outlines budget history, opera-tionsandissues,andplansfornextyear. Budgets. The 2011 Budget for golf and club-houseoperation(calledtheEnterpriseFund)wasbasedon 2010’s successful year and marketing projections.HRMD’s first full year of golf operations, 2010, endedonapositivenotewithonlyasmall lossdue tobudgettiming. With a cautious but positive attitude, the 2011EnterpriseFundprojected$1.2millioninincomeand$1million in expenses. Likemost budgets, it’s a financialguidegiventofutureevents. TheHRMDusesfourfundswithinitsAnnualBudget(general, enterprise, capital projects and debt service).
This article will focus on the General and EnterpriseFunds.TheGeneralFundsupportsHRMDgovernmentaloperations,administrationandassetmanagement.TheEnterprise Fund runs golf operations as managed byGCat,whichoverseesdailygolfoperationsandreportstoHRMD. balanceof thisarticlewilloutlineeventsand issues for2011,andmakeclearandreasonedoptionsforthe2012AnnualBudget. Three events in 2011 combined to disrupt theEnterprise Fund (including its reserves). The first onewas over staffing to meet anticipated operational andmarketing needs. The golf course was prepared forgreateractivity,whichdidhappen.Althoughmoreroundsofgolfhavebeenplayedin2011versus2010,expensesoffsetthispositiveoutcome. Secondly,thespringtimeirrigationprojectprovedtobelongerandmoredisappointingtotherevenueandthe“golfingexperience”thananticipated.Toattractandbringbackgolfers,especiallyonesluredbyothergolfcourses,marketingcostsandgolfingconcessionsgrew(e.g.,dis-countedgreenfees,golfwithlunchorcart,etc.). Lastly, but perhaps most importantly, the costs ofmaintaining,operatingandmanagingtheHRMD’sclub-house building and site grew dramatically.With a newrestaurantleasecamemuchneeded,butcostly,improve-ments,repairs,andunexpectedexpenses(asewerlinecollapsed,unsafewindowswere replaced,etc.).Thesenon-golfrelatedexpenses(andthisisimportanttonote)depletedreservefundsthatotherwisewouldhavebeenavailableforgolfoperations. Operating Issues.Asaquasi-municipalcorporationand political subdivision of the State of Colorado, theHRMDmustoperatewithincertainrules—madewhenbondswereissuedandrequiredbystatestatutorylaw. TheHRMDhasapproachedbudgetandoperationalissueswithonesimplephilosophy:golfoperationscan-not use taxmoney. That statement defines the use ornon-useoftaxdollarsincreatingbudgetsformanagingassetsversusagolfoperation. TheHRMD’sassets include theclubhousebuildingand itsgroundsalongwith the85acresofopenspacewithwells,walls, irrigationsystems,andwalkingpaths.Theseandotherphysicalassetsaredistinctlyseparatefrom golf course operations, and should be budgetedandfundedaccordingly.In2010and2011,thebudgetingforgolfoperationsandHRMDassetsoverlapped,result-inginsomeconfusionaboutfundingsources.The2012Budgetwillremovetheoverlap. Solutions for 2011 and 2012.TheHRMDandGCathaveanalyzedwhatjobsanddutiesarenecessarytorunthegolfoperationwithinabalancedbudget.TherecentresignationbyMikeRitterasthegolfproandclubhousemanager isacase inpoint.Althoughhewillbegreatlymissed,hispositionwillnotbereplacedpendingfurtherstudy.Fornow,GCatboardmemberLarryRansfordwilloverseegolfoperations. Larry has been intimately involved in HRMDassets and golf operations. Living on the 2nd fairwayinCobblestoneCrossing,Larryhasanextensiveback-ground in management and operations as a retiredMarriottCorporationexecutive.Oneofhismanycorpo-ratedutiesincludedmakinghotelsandresortsprofitable—aperfectmatchforpresentneeds.Hisimmediategoalfor2011istoreduceexpenseswhilekeepingprofession-alservicesandstandardsuptopar!Hewillalsoprepareoperatingandbudgetrecommendationsfor2012. The HRMD is also working with its bond-holding
bank,USBank,toreallocatereservefunds,changecer-tainbondrestrictions,andimproveoperatingguidelines.Onegoalisbettercostandoperationalcontrolsbysepa-ratingHRMDphysicalassetsfromgolfoperations.Thiswouldincludereserveandrepair/maintenanceissuesfortheclubhouseandothernon-golfassets. Another need is to “grow the golf income” throughmarketing,especiallyInternetandsmartphones.Duetothepooreconomy,thegolfindustryismorecompetitivethan ever. The HR Golf Course fits a great marketingnichewithachallengingcourseatreasonablerates.Inaconvenientlocation,itcanbeplayedunderfourhours—especiallyniceforbusinesspeopleandactiveretirees. Lastly,thesupportandloyaltyofourmenandwom-en’s golf league members cannot be underestimated.ManywerememberswhenHeatherRidgewasaprivateclub, and stayed when it went public. Their continuedplayandpurchaseofgolfpackages is important togolfoperations,afactnotlostonHRMDandGCat.HeatherRidge’s “golfing packages” provide many services notincludedatothercourses—discountedgolf,unrestrictedusage, premium tee times, range balls and carts, andseasonalbenefits. The clubhouse and its five-acre site have greatdevelopment potential, so HRMD is looking into that.ThecominglightrailstationatIliffandI-225hasalreadyrejuvenatedlocalrealestate,sowhynotHeatherRidge?Sellingonly theclubhousesitewouldeliminatemainte-nancecostsandincreaseHRMDliquidity.Inthisdiscus-sion and possible endeavor, theHRMDhas asked theUnitedAssociationsofHeatherRidge(UAHR) tobeanactivevoicefortaxpayersandvoters. The golf course operation is viable and can beprofitable. In the past 18months ofHRMDownership,operationaldataclearlyshowsitspotential—andsomeweaknesses.Hurtinggolfprofitsin2011werelabor/sal-aryexpensesandmaintenance/reservecosts,whichhasincluded and overlapped non-golf relatedmanagementandoperationofHRMDassets.Budgetingandplanningoptions for 2012 include: selling the clubhouse assetandleasingbackspaceforgolfoperations,removingthegolf/non-golf overlap noted above and re-allocating taxrevenue in theannualbudgetwithout increasing taxes,or increasingGeneralFundproperty taxes if thepublicwantstheHRMDtokeepownershipofandimprovetheclubhouseanditsfive-acregrounds. United Associations of Heather Ridge (UAHR).ItismoreimportantthaneverthatHOAboardsinHeatherRidge stay active in the UAHR. A taxpayer advocacygroup,UAHRwatches, listens,andadvises theHRMDaboutpublicopinion. Led by Josie Spencer, this board has nine repre-sentatives from the 10 HOAs in HRMD.(Country ClubRidge’s board of directors has declined to appoint arepresentativefromitsboard.)Developingtheclubhousesitecouldhavemanyimplications,nottheleastofwhichis high-rise construction. Zoned for 18-story develop-ment,the5-acresiteisprimerealestateduetonearbyamenities. Public opinion will be important concerningthis issue. For more information, please email [email protected]. Heather Ridge Market Report As 2011 winds down, what’s in store for Heather Ridge prop-erty owners? Anyone thinking of buying or selling should revisit his or her reasons by seeking mature, professional real estate advice. Today’s market is not for the faint of heart. Since 2008, national real estate values have plummeted, in-cluding Heather Ridge and the Denver metro area. Along with job loses and economic uncertainty, some owners walked from their properties, thus feeding the foreclosure maelstrom. For those who stayed and paid their bills, what does the real estate market hold for them? Lower-priced homes, defined as under $200,000, are selling quickly with slightly rising prices. Remodeled or homes in good con-dition are selling nicely if their prices are reasonable and fit market expectations. However, over-priced homes struggle for buyers with much to choose.
Buyers are facing greater loan qualification hurdles, but loans and home sales are closing. However, with greater loan hurdles come fewer buyers to counter-balance fewer homes and rising prices under $200,000. The reasons for buying or selling should be clear, not murky or undecided. Gone are the days listing a home for sale to see what will happen. Careful pricing, value issues, and marketing conditions need careful analysis and agree-ment. Buying for price speculation and investment potential can be valid reasons, but buying to raise a family needs careful thought and long-term plans. surrounding the Heather Ridge Golf Course. I asked to hear from anyone who had found a
solution to their own situation concerning golf ball damage, and I received the following email.

Dear HRCA, In response to your article in the October Metro Matters, I am inclosing a picture of the grat-ing which I had placed on my windows ages ago.This has solved the problem for me. I spoke to the person at Shields Iron Works who did the work for me. He said that the grating for the win-dows is $150 and up, depending on the size. He also said that he could give a better price should a number of homeowners order. You can also look in the yellow pages under doors for more companies.

Metro Matters Regarding Bernard Sherman’sletter,whichappearedinlastmonth’sissueofMetro Mattersandaddressedhis concerns about the governanceof the Chimney Hill community, theleadershipoftheChimneyHillBoardofDirectorshasbeenawareof ten-sions that have existed within theboard. At any given time board mem-bersmaysidewithoneoranotheronvarious issues and choose to emailone another without including thewholeboard in thecorrespondence.Disagreements are normal on anyboard.However,whenfinancialdeci-sionsormotionsaremade,theboardisinvolvedintheentireprocessandmakes the finaldecision.Theboardisconsideringaboardconductpolicyto provide better direction for newboardmembers. As per standard practice, theChimneyHillH.O.A.Boardhascon-tractedwithapropertymanagementcompany and various other com-panies needed tomeet its fiduciaryresponsibilitytomaintaintheappear-anceofthepropertyandprotectour
owners’ property values. Contractsare let or renewed annually after abidding process with the final deci-sionmadebytheentireboard.
