Government is providing certainty for jobcreators by clarifying how minerals and pitsare defined in provincial legislation, andhow sand operations are regulated inAlberta.

By amending the EnvironmentalProtection and Enhancement Act, thegovernment is eliminating confusion aboutwhat constitutes a mineral by providingclear definitions in legislation. This willensure sand continues to be regulatedunder its current process, which is simple,straightforward and protects theenvironment.

“Job creators should not need interpretersto understand legislation and regulatorylaws. That’s why the government is takingaction to ensure that sand and graveloperators have clear definitions that areaccurate in legislation. Environment andParks has had an effective andenvironmentally sound regulatorysystem in place for more than 15years to review and approveprojects. This bill will provide clarityand consistency for job creators inthe sand and gravel industry whilestill maintaining stringentenvironmental protectionregulations,” stated Jason Nixon,Minister of Environment and Parks.

If passed, Bill 31 would amendthe definition of minerals and pits inthe Environmental Protection andEnhancement Act (EPEA), andremove references to silica sand inthe Public Lands Act (PLA).

On May 6, the Alberta Court ofAppeal ruled that sand is a mineralunder the EPEA. This means thatsand operations above 45,000tonnes each year must beregulated as a quarry instead of apit. Before this decision, all projectsremoving sand were regulated aspits.

Legislative changes to two actsare needed to provide clarity andregulatory certainty for operators:

By amending the EPEA, theprovince is removing confusion

about what constitutes a mineral. This willensure sand continues to be regulatedunder its current process, which is simple,straightforward and reflects its wellunderstood environmental impacts.

By amending the PLA to removereferences to silica sand, government iscreating certainty about the interpretation ofsand by eliminating unclear and duplicativeterminology. Since sand is already definedin provincial legislation, also defining silicasand makes application documentsunnecessarily complicated for operators.

The court decision affects about 500applications that are currently awaitingreview. Applicants submitted the informationrequired for a pit authorization – not aquarry approval – so the applications arenow incomplete and cannot be authorizedin their current state without the passing ofBill 31.

The Newbrook Beef Builders finished their 4-H year despite the COVID-19challenges. The members had to halter break their animals for a virtual show.Once they were halter broke the members had to send in videos washing andgrooming their animals. A new 10-year grant program willattract a wave of investment to theprovince’s petrochemical sector,diversifying the economy and gettingAlbertans back to work.

The Alberta PetrochemicalsIncentive Program, part of Alberta’sRecovery Plan, will bring multi-billiondollar investments to petrochemicalprojects throughout Alberta, helping tostrengthen and diversify the province’seconomy and create new jobs forAlbertans.

The current global health crisis hashighlighted the importance ofpetrochemical manufacturing aroundthe world. Petrochemical facilitiesmake the building blocks required foreveryday consumer and professionalitems like medical equipment,computers and cellphones, personalprotective equipment like rubbergloves and masks, car seats and tires,and fertilizer for agriculture and homegardening.

Alberta is already among Canada’slargest hubs for petrochemicalsmanufacturing, and with globaldemand for petrochemicals expectedto continue to increase, there is asignificant opportunity for Albertansand the province to expand this sector.For example, Alberta’s IndustrialHeartland Association estimates therecould be a further $30 billion ofprivate-sector investment in the

province’s petrochemical sector by2030.

“While Alberta is already a Canadianleader in petrochemicalsmanufacturing, the sky is the limit forthis sector’s benefits to our province.Over the last 10 years, petrochemicalinvestment in the United Statesreached $250 billion, more than 10times what was invested in Canada.With our affordable 300-year supply ofnatural gas, technically skilled andeducated workforce, and respectedinnovation and research sectors,Alberta is ready to seize theopportunity to become a globaldestination for petrochemicalmanufacturing, benefiting allAlbertans,” stated Dale Nally,Associate Minister of Natural Gas andElectricity.

Compared to previous governmentpetrochemical programs, the AlbertaPetrochemicals Incentive Program willcut red tape and increase certainty andflexibility for investors, attracting morefinancial investment into Alberta’spetrochemicals sector. Key featuresinclude:

•A 10-year program period duringwhich eligible projects must be builtand operational.

•Adopting an open and transparentfunding process, whereby everyproject that meets the program’scriteria will receive funding once built

and operational. Government will nolonger pick winners and losers througha private evaluation process.

•Grants – instead of royalty credits –to be issued to companies after eligibleprojects are operational. In the currenteconomic climate, grants are the mosteffective way to attract investment.Grants allow companies to betteraccount for the full value of theincentive provided when calculatingtheir project’s return on investment.

•Making the funds availablethroughout the program’s durationonce the facilities are in service, inorder to align with typical businessinvestment cycles.

“The Alberta PetrochemicalsIncentive Program will have asignificant impacton enhancing thecompetitiveness ofAlberta whenattracting large-scale, value-addinvestments,relative to otherglobal jurisdictions.This program,coupled with theother tremendouscompetitiveadvantages thatAlberta’s IndustrialHeartland has tooffer, includingworld-leadingcarbon captureand storageinfrastructure, will

stimulate job-creating economicactivity that will benefit all Albertansand all Canadians,” commented MarkPlamondon, executive director,Alberta’s Industrial HeartlandAssociation.

On July 2, 2020, Cory Ollikka of HollowLake passed away at the age of 49years. Mourning Cory’s passing are hispartner of 12 years, Maureen Parker; histwo children, Zia, “Victoria” Ollikka ofSaskatoon and Corbyn Ollikka of HollowLake; his mom and dad, Joyce Ollikkaand Reynard Ollikka; his brother, Todd(Mie) of Edmonton; his parents-in-law,Mike and Joanne Parker of Ponoka;brother-in-law, Gord (Jen) Parker ofPonoka; sisters-in-law, Margo (Jeff) Irons of Calgary, andMichelle Parker of Fort Saskatchewan. Cory was a gentle,caring, witty uncle to nieces and nephews: Mina and KaiOllikka; Jared, Kate and Emily Parker; Claire, Genevieveand Lily Irons; Dravin and Marcelle Louis. He valued andloved his aunts, uncles and cousins (and their kids) fromthe Ollikka and Koistinen sides.

Cory was predeceased by his wife, Darcy Ollikka (néeHiar) who was tragically injured in 2006 and passed awayin 2009. The Hiar family, including Darcy’s parents, Earland Clareen, her brother, Trevor, and Trevor’s sons, Dylanand Austin, have remained connected to Corbyn’s andCory’s lives.

Cory was a devoted – and nothing short of incredible -dad, partner, and friend. He was deeply connected to theland, to cycles and seasons of nature, and to buildingcommunity at regional, national, and global levels. Heunderstood the relationship between astute policy andcommunity progress, and he believed in dialogue andcollaboration to get there. Humour was a significant part ofhow he saw the world and connected with others. A zingerfrom Cory was sometimes stated quietly or quietlyunderstated, and this was his way with more than humour.Cory’s contributions to farming and municipal governancewere significant, and they all stem from his values ofrespect, kindness, lifelong learning, and self-leadership,and from his commitment to a more just world.

Keeping each other and our communities safe and healthyin this pandemic was very important to Cory. He spent thepast few months leading the local community to find newways forward - adapting how we get things done, how wecreate meaningful progress, and how we gather.

A Virtual Celebration of Life was held on Zoom on Saturday,July 11 from 2:30 p.m. - 4:30 PM MDT with friend, MattHoven, presiding. Through and following this Celebration of Life, Cory wouldencourage us all to work through this in the companionshipof nature. He would invite us to find our way towards peace,and he wouldn’t pretend or promise that grief can be rushed.

It is with deep sadness that weannounce sudden passing of RogerZawaski, age 77, formerly of JasperPlace, Edmonton at WestlockHealthcare Centre, Alberta on July 2,2020.

Roger will be sadly missed by his sonClayton (Gina), grandchildren Steven, Samantha, daughterMelody, grandchildren Elijah, Sadie.

He is at rest with his furry companion Trigger.

Roger was proceeded by his parents Steve & PearlZawaski, Brothers Leonard, David, Ernie, Terry, Lawrenceand Sisters Joan, Irene. Also mourned by his siblings Jerry,Gordie, Jeanette, Donnie, Audrey, Eddie, Lillian as well asmany relatives throughout Canada and the US.

Special Mention of his nieces Elaine (Ted) and Irene (Tom)who spent many years with and who were always there forhim. As well as his friend Johnny Kochmarski and Gladys &Harry Rusk. (Clayton & Gina would like to thank you for allyour help, love and support you provided to Roger in ourabsence).

Roger was proudly a member of Local Union for over 50years. He was eccentric and sometimes didn't know how toexpress his feelings clearly but he was outgoing with aheart of gold but we knew how much he truly lovedeveryone. He was also always in a hurry and his favoritesaying was "Hurry Hurry” or “No time No time." He lovedcountry and Gospel music and found peace in prayer,

Roger’s proudest moment was being a grandfather. Callingthose he loved giving his advice if they wanted it or not. (Wewill miss your many daily calls).

Nurse practitioners are now authorized tocomplete driver medical examination forms.

Before this regulation amendment, onlyphysicians could complete driver medicalexamination forms in Alberta. Driver medicalexaminations are required at specified intervals fordrivers age 75 or older, commercial drivers, andthose with certain medical conditions.

“Nurse practitioners are already able to completethe tasks to assess a driver’s medical fitness, butthey are not legally allowed to conduct a drivermedical exam and fill out the driver medical form inAlberta. This change is long overdue and willreduce red tape while increasing Albertans’ accessto services without affecting safety on our roads,”stated Ric McIver, Minister of Transportation.
