INTRODUCTION HEALTH TRAFFIC LIGHTS www.nhsgrampian.org Health Traffic Lights 2015 provide a colour-coded picture of health and ill health in our communities alongside population indicators. They make it easier to see – at a glance- issues that may need to be addressed. These Health Traffic Lights are available for each of the three local authority areas and also by each postcode sector. Maps of postcode sectors are included. WHAT AND WHO ARE HEALTH TRAFFIC LIGHTS FOR?

Health Traffic Lights have been designed to:

• Illustrate health status for every postcode in Grampian and by Health & Social Care Partnership

• Make it easier for everyone to understand health information • Provide health and social care colleagues with a systematic, structured tool • Make it easier to see differences between communities • Support elected members in their work • Provide a starting point for monitoring health issues in communities • Flag issues that need to be investigated further • Help localities to pinpoint areas and issues for action • Assist Community Planning Partners, Health and Social Care Partnerships and

Integrated Joint Boards to improve health and reduce inequalities • Orientate people new to Grampian or ‘new’ to health • Help everyone to contribute to reducing inequalities to transform our communities.

HOW DO THESE TRAFFIC LIGHTS WORK?

The Traffic Lights take each indicator and compare it to the Scotland average. For ease, health indicators are grouped together and themed and population indicators are grouped together and themed. A colour code is assigned as follows: Health Indicators – Traffic Lights Red - more than 5% worse than Scotland average Green – more than 5% better than Scotland average Amber – within + or – 5% of Scotland average Population Indicators – Blue Lights For some indicators, being different to the Scotland average doesn’t mean being ‘worse’ or ‘better’, but it might still be useful information – e.g. it may help to know that the community has a higher percentage of elderly in the population. For these indicators, we have assigned Blue Lights as follows: Light blue – more than 5% less than Scotland average Dark blue – more than 5% more than Scotland average Mid blue – within + or – 5% of Scotland average ‘Blank’ means data not available.

The Health Traffic Lights are based on data available from the Health and Wellbeing Profiles. The colour coding, makes it much easier to see ‘at a glance’ the issues that may need to be addressed in Grampian.

WHERE DID THE INFORMATION COME FROM?

The Health Traffic Lights take information from the Scottish Public Health Observatory (ScotPHO) Health and Wellbeing Profiles 2015 http://www.scotpho.org.uk/. The profiles use a range of indicators - e.g. early deaths from cancer - at Intermediate Zones (IZ). More detail is available in the technical report at www.scotpho.org.uk/profiles Intermediate Zones are aggregations of data zones, and contain between 2500 and 6000 people. The data zone is the key small-area statistical geography in Scotland, and is used in the Scottish Index of Multiple Deprivation (SIMD). For Health Traffic Lights, data has been aggregated to postcode sector to ensure maximum meaningful access for health and social care colleagues and Grampian citizens, as the postcode is arguably the most recognisable unit.

POSTCODE SECTORS

A Health Traffic Lights report is available for each 5 digit postcode area in Grampian.

• Each postcode area report shows information for the Intermediate Zones contained within the area.

• The percentage of people from the area that live in the Intermediate Zone is shown in brackets. (For example 85.1% of postcode sector AB10 1 lives in IZ018).

This allows users to assess which Intermediate Zones contribute most to the picture of health in that postcode sector. Maps of the postcode sectors in NHS Grampian area are available at Appendix 1.

INTERPRETING HEALTH TRAFFIC LIGHTS These traffic lights illustrate a range of health indicators for intermediate zones

within a postcode sector.

For example, using postcode zone AB10 1, the traffic lights show the 4 most important intermediate zones which make up the postcode AB10 1, along with the proportion of the population in AB10 1 that live in each of these zones. Looking along the top of the traffic lights we can see that IZ018 makes up the largest percentage. The column for IZ018 is mainly red. This relates to the overall performance for IZ018, not to the postcode AB10 1. Some of this population (14.9 %) do not live in AB10 1, but clearly as 85.1% do, it would be an appropriate proxy; for the largest population component of the postcode sector, the majority of that area would be red. Where a traffic light has a more even split e.g. 4 equal zones of 25%, 3 of 33% etc., it would not be appropriate to assume the colours in each column are representative of that postcode sector as a whole.
