Occupational Health & Safety, Security and Environmental Management

1.0 Introduction

The purpose of this package is to provide essential information regarding the Occupational

Health & Safety, Security and Environmental requirements when conducting work within Majis’ sites or

facilities.

Majis Industrial Service (MISC), and its Strategic Alliance Partner Veolia, place great emphasis on

occupational health and safety, environment and quality of work, and are consequently expecting that

all companies working on site adopt these requirements.

Failure to comply with these requirements may result in suspension of the access right to Majis’

facilities.

2.0 Rules to enter Majis site and/or facilities

These rules apply, for companies working in direct interaction with Majis’ facilities, hereafter

called “External Companies” which are either:

- self-extract customers owning their own installation within Majis’ site

- self-extract customers’ contractors

- Any other company coming to work within Majis’ facilities

The following rules only focuses on how to be granted the access to Majis site and facilities.

Please refer to the sections 3 and 4 to know the rules governing any work activity.

2.1.1 Personnel

The access to Majis site and facilities is controlled by a security system with individual cards. All

passengers of any vehicle must not enter with the driver. They must use the turnstiles.

The self-extract customers were given 10 personal access cards and thus can go to Seawater

intake through the vehicles gate and the turnstile adjacent to the Security Control Room.

The passengers must get out of the vehicle and enter through the turnstile:

- Customer’s employees having individual card (10) : they can enter directly

Customer’s employees not having individual card: they must leave their Resident/ID card at the

security staff and will be given visitor cards to enter through the turnstile. When exiting the site they

must hand over the card to take back their Resident/ID cards

Passengers Security staff

Before coming at Majis site, all external companies except self-extract customers (refer to

dedicated paragraph below) must fill in the Visitor entry form (HSE-FOR-518) and send it to the security

staff by mail. This form must contain the copies of Resident/ID cards of all the people coming.

Drivers and passengers must come to the main gate (Seawater) to be registered at the security

room. They must leave their Resident/ID card to be provided with visitor access cards. At least one

person from Veolia/Majis staff defined as “Person in charge” in the form mentioned above, should be

informed of the work performed.

Then, for any work performed at Majis facilities, the “Person in charge” will ensure that all the

workers undergo a site HSE induction before allowing them to enter the sites.

When exiting the site all visitors must hand over the access cards to take back their ID cards.

The Security staff will:

- Check the Resident/ID cards

- Hand over access cards

- Record entrance and exit of all people in the log book.

- the ROP driver’s license,

- the ROP registration of the equipment

- the third party certificates relating to lifting equipment and associated accessories

(Refer to the Section 3.3.2 for the complete list of equipment concerned)

The Security staff will check all these above documents and conduct an HSE inspection before

allowing the vehicle/equipment to enter Majis site.

Remarks:

All the licenses and certificates will be recorded the first time the vehicle/equipment enters the

site. Then the external company will not need to send copies in advance, but only to submit

them for checking before being given the access card.

The HSE inspection carried out by security staff is valid for 3 months.

3.0 HSE Guidelines / Rules – Working within Majis’ site

3.1 General

External Companies shall carry out safe working practices at all times. Regular site visits by

Majis, Veolia and their representatives will ensure this is being adhered to.

External Companies shall take all necessary precautions to protect the health, safety, welfare of

their personnel, the environment and any properties of their own and that of others.

Any subcontractors employed by the External Companies shall be treated in the same way as

the principle External Company and hence it is the responsibility of External Company to ensure

compliance to all HSE requirements.

No compromise, whatsoever on matters related to Health, Safety, Security and Environment.

Safety is our No 1 priority.

3.2 Legal requirements

Contractor shall abide by the following regulations of Sultanate of Oman, as referred viz.

Regulation of OSH for establishments governed by Labour law & MD 286/2008

Occupational Health and Industrial Safety Precautions MD 19/82

Labour Law: Ministry of Social Affairs and Labour RD 35/2003

Promulgating Civil Defense Law. Royal Decree No. 76/91

Regulations for the Civil Defense Measures MD 21/93

The requirements of the above laws are indicated as ‘superscript’ in relevant clauses within this

document. Whenever conflict of interests arises on HSE requirements between External Company and

Majis or Veolia, whichever is stringent will be followed. Health and Safety will always take president.

3.3 Specific rules

3.3.1 Personnel

Anyone working within Majis’ sites is required to wear the mandatory PPE: Safety helmet, safety

shoes, proper work clothing and high visibility jacket.

All drivers and operators engaged in the project shall possess valid ROP licenses.

It is prohibited to have or consume any drugs (unless prescribed by your doctor) or alcohol

whilst at work. Any person who seems to be under the influence of drugs or alcohol may be requested

to leave site until a full investigation is completed.

No horseplay including, Fighting, Romping or rude behaviors will be permitted within any area

controlled by Majis.

Smoking is prohibited, except in designated smoking areas. Any person found smoking in

restricted areas will be removed from the work site.

External Company must ensure that all personnel whose work activities may have any impact to

health, safety and the environment have the necessary training, skills and experience.

3.3.2 Equipment

All traffic regulations and requirements that are applicable in the vicinity of any work site, for

example, SIPC rules & regulations, shall be followed. Failing to comply with these regulations may result

in a penalty imposed by ROP/SIPC.

Any breach of ROP/SIPC site safe driving rules will be viewed as a serious breach of safety which may

result in the offender being prohibited from driving. Majis has the authority to instruct the External

Company to remove any individual for such offences.

All heavy vehicles (over 3 tons) used in the project must have valid ROP registration, where

applicable. This includes test certification from an authorized and recognized testing company of lifting

equipment.

All lifting equipment listed below must be third party certified to international standards and

specifications, and remain within validity/inspection date during use on any Majis’ work site.

lifts including all lifting accessories such as chains, metal strops, straps, slings shackles

and any other attachment

4.0 HSE Guidelines / Rules – Working within Majis’ facilities

4.1 General

These rules apply in addition to the HSE Guidelines / Rules – Working within Majis’ site, for

companies working in direct interaction within Majis’ facilities.

Anyone working within Majis’ facilities is required to undergo a site HSE Induction. This will be

conducted by Majis’ or Veolia’s authorized competent persons.

4.2 Permits

4.2.1 Permit-to-Work

The External Company shall comply with Veolia’s Permit-to-work Procedure (HSE-PRO-501) and

MD 286/2008 Occupational health and safety precautions.

Permit-to-work shall be requested prior to any work, and will be issued by authorized Veolia’s

employees.

Permit-to-work must be kept on-site all the time, and return to the control room for daily

suspension at the end of each day. For hazardous activities, Veolia shall request for a method statement

and a proper risk assessment prior issuing any Permit-to-Work.

4.2.2 Other permits

For some specific activities, other permits must be attached to the general Permit-to-work:

4.2.2.1 Confined Spaces

Works conducted in confined spaces must be compliant with the confined space procedure of

Veolia (HSE-PRO-500). Confined space entry permit (HSE-FOR-508) must be used.

Continuous air monitoring must be performed, using adequate gas testers. Copy of the gas

monitoring devises calibration certificate must be provided prior to the issue of the permit.

All work involving Confined Spaces will be conducted by persons trained in Confined Space Entry

to the satisfaction of the Company Representative and in accordance with MD 286/2008 Occupational

health and safety precautions.

Suitable PPE and protection measures must be provided by the external company.

4.2.2.2 Excavation

Works requiring an excavation must be compliant with the excavation procedure of Veolia (HSE-

PRO-506). Excavation permit (HSE-FOR-514) must be used.

Proper barricades must be put in place. Suitable PPE and protection measures must be provided

by the external company.

Excavation trench over 1.2m deep shall be considered as confined space.

4.2.2.3 Hot works1

Hot works must be compliant with the hot works procedure of Veolia (HSE-PRO-507). Hot works

permit (HSE-FOR-515) must be used.

4.2.2.4 Electrical work

The Electrical Work Permit (HSE-FOR-516) is to be used when live parts cannot be placed in an

electrically safe condition to perform the work.

Any person undertaking work on live electrical equipment must be skilled and competent in the

work to be carried out. Suitable PPE and protection measures must be provided by the external

company.

4.3 Hazardous Substances

No chemicals are to be brought on site without prior approval from Veolia.

Prior to bringing substances onto site the external company will submit a Material Safety Data

Sheet (MSDS) to Veolia. The external company will maintain a register of substances brought to site.

External company must make themselves and their subcontractors aware of all hazardous

materials to be used on site and the precautions to be taken in handling or storing these substances,

including proper PPE.

operations create heat, sparks and hot slag that have the potential to ignite flammable and combustible materials

in the area surrounding hot work activities.

The external company will ensure that controls are put in place to prevent the spill or unplanned

discharge of any chemicals.

4.4 Housekeeping

Strict attention must be given to housekeeping at all times during and on completion of the job.

All areas of work must be kept clean and no waste material is to be burnt on Site. All wastes are

to be disposed of in appropriately designated bins. It is the responsibility of the external company to

ensure that Veolia is notified of any non-domestic waste that will be produced. Veolia authorisation is

required for any waste collection and disposal arrangements to be put in place.

4.5 Work at heights2

4.5.1 Safety harness

Safety harness is compulsory while working over 2.5 meters height OR while working over deep

water.

4.5.2 Ladders

All ladders brought onto site must comply with the relevant Omani Standards. No electrically

conductive ladder will be used in proximity to live power lines.

All ladders, other than step ladders must be tied off at the top or otherwise secured in position.

The ladder must be footed by an assistant while the ladder is tied off at the top.

4.5.3 Scaffolding

The use of scaffolding must be reported to Veolia and the following conditions must be

complied with:

All scaffolding and equipment provided by the External Company will be of

sound material and of adequate strength having regard to the loads and

stresses to which it will be subjected.

All scaffolding, whether tubular metal, timber or suspended, all ladders,

whether trestle or step, stagings and other equipment will comply with MD

286/2008 Occupational health and safety precautions.

All scaffolding and equipment will be securely erected and will at all times be

maintained in good and safe order and condition. They will be inspected by a

competent person and a scaffolding tag must be installed prior to start the

work.

Nobody will be allowed to remain on a mobile scaffold while it is being moved.

No tools or equipment or material will remain on a mobile scaffold while it is

being moved, unless adequately secured from falling and causing injury to

persons below.

All safety belts and harness will be in accordance with MD 286/2008

Occupational health and safety precautions.

4.6 Electrical Work

Electrical work on dead equipment must been done following the LOTO procedure (HSE-PRO-

503).

The following conditions apply to electrical work:

All equipment will be maintained in a safe condition and subject to the approval

of Veolia.

The use of damaged or defective equipment on site is prohibited.

Earth leakage protection is required for all portable equipment.

All changes to electrical installations must be incorporated in the sites As Built

drawings.

4.7 Plant and Equipment

External companies are responsible for the safety of their own equipment, tools etc. Veolia will

not be held responsible for the loss of, or damage to, any equipment.

All equipment brought onto site must be maintained in a safe manner, provided with guarding

and will be inspected prior to use.

Do not use any Veolia equipment unless you are given permission to do so.

External companies will ensure that all portable equipment brought onto site are tested and

tagged.

4.8 Outside work

Royal Decree No. (286/200/) and its amendments, and based on the notice of the Ministry of

Manpower, External companies will not be allowed to employ workers at open spaces with high

temperatures from 12.30 pm to 3.30 pm during the months of June, July and August.

4.9 Environmental Considerations

External Companies must operate in a manner that will not adversely affect the environment.

External Companies will not discharge storm water, trade waste (sewer), land or air without

prior approval from Veolia.

Veolia must immediately be contacted should there be a potential breach of these conditions.

Excessively noisy equipment may not be used without prior approval from Veolia.

4.10 Behavior

Any Veolia representative will have the right to remove from the site any External Company who

disregards these conditions after he has been warned in regard to the same.

External companies, their employees, and their subcontractors:

Will not abuse or wilfully damage or destroy Veolia’s property or that of other

employees.

Will not remove Veolia’s property or that of other employees unless authorised

to do so by written permission.

Will not operate or use fire mains, valves, hydrants, fire hoses and other fire-

protection equipment for purposes other than firefighting unless specific

approval is given by Veolia.

Will not enter the premises under the influence of intoxicating liquor or drugs,

nor bring into or partake of intoxicating liquor or drugs whilst on Site.

Will not misuse or remove from site without authority any records, drawings or

other documents, which are the property of Veolia.

Will not interfere with or threaten any person on site.

Will not carry fire-arms on site.

Will not tamper with guards, warning signs and notices and will not operate any

machines without permission.

Will not take photographs anywhere on site without permission of the Company

Representative.

Will not in any circumstances, e.g., in the event of fire, accidents or any matter

provide information to the news media or any other source.

4.11 Incidents and Reporting

All incidents are preventable. Hence all incidents including near misses and dangerous

occurrence should be reported to allow Veolia to identify potential accidents. External Companies

should use appropriate Veolia reporting forms for incident notification and investigation reports.

4.12 Emergency

During any emergency evacuation, External companies shall suspend the work activities

immediately and evacuate all personnel to a safe area or designated assembly point. Any running

equipment will be stopped if it is thought they pose an enhanced risk by their operation.
