    anticipated if not always happily anticipated Walmart Superstore project in Kenrick Plaza.

    The Shrewsbury Board of Aldermen onTuesday approved the issue of two series of creditobligations tax increment fnancing notes

    (TIF) to provide up to $15 million to reimburseexpenses incurred by G.J. Grewe, Inc., theprojects developer.

    The $46-million project was strongly opposedby some citizen groups and members of the board.

    Alderman Elmer Kauffmann, Ward 1, who votedagainst the project when it was approved inJanuary, abstained from the votes approving theTIF bonds and hiring bond counsel.

    Initially the developer will fnance the project

    through a combination of equity and constructionloans, said Mark Grimm, addressing the boardas representative of the citys newly hired bondcounsel, Gilmore & Bell P.C. The citys obligationto the developer is like an I.O.U. payable fromTIF revenues.

    These revenues will include both incrementalreal estate taxes and sales taxes from thecompleted project, Grimm said.

    The city might later want to refnance the

    notes with a bond issue, should interest ratesmove in a favorable direction, Grimm told the

    board.This is simply the process that we all knew

    would be coming along as we moved into theredevelopment plan, Mayor Felicity Buckley toldthe board.

    Plans for the new Walmart are well aheadof schedule, Building Commissioner Jim Wildersaid. Paging through a thick book of site plansfor the project, Wilder said, I didnt expect to seethese before next year, but here they are.

    The plans appear to represent an upgradedversion of Walmarts construction standards,including brick facades and other relativelyattractive architectural details, Wilder said.Considering the advanced state of the companysplans, excavation could begin in late fall andconstruction could start early next year, Wilder

    said.
