Backed by a long and solid experience as Qatar’s Ambassador to Syria, France, the United States, UNESCO and the UN, Hamad Bin Abdulaziz Al-Kawari has always been at the very heart of the extremely close cooperation between UNESCO and Qatar, allowing for an extensive support of the organization’s initiatives in numerous aspects: notably, Qatar was the first country in the world to make a donation to the Heritage Emergency Fund while providing for the schooling of over 10 million children in the world’s most underprivileged areas through basic and superior education programs overseen by Her Highness Sheikha Moza Bint Nasser (through the World International Summit for Education (WISE), Educate A Child, Education Above All). Therefore, Hamad Bin Abdulaziz Al-Kawari had decided to present his candidacy to the position of Director-General. Defining himself as a “citizen of the world”, Hamad Bin Abdulaziz Al-Kawari aims to embody the opportunity for an Arab country to direct UNESCO in order to build many more bridges between the Arab-Muslim civilizations and all the other civilizations of the world, especially in these dangerously troubled times when Humanity sees its core values falter (migrations, terrorism…) and Heritage lose its sacred nature.

Hamad Bin Abdulaziz Al-Kawari establishes five main axes for UNESCO in his « TOWARD A NEW MOMENTUM » manifesto:

§   Education for all, regardless of gender – the keenest weapon against ignorance, fanaticism and for a better economic development (development of partnerships between States, institutions, universities…)

§   Heritage, more than a treasure - a responsibility to protect, conserve and bequeath by taking a stand against destruction and for natural, linguistic, material and immaterial diversity.

§   Science at the service of Humankind, with a particular attention paid to sustainable development and making knowledge as well as scientific and technological expertise accessible to the greatest number.

§   Freedom of expression and the free flow of information - key rights to defend and ceaselessly uphold, fighting all freedom of expression violations against journalists, creators or artists.

§   The bolstering of UNESCO’s prime vocation - through the revival of debate and reflections between the world’s intellectual elites and the intensification of UNESCO’s good governance and resource development, with full transparency.

 « VERS UN NOUVEL ELAN » est le manifeste porté par Hamad Bin Abdulaziz Al-Kawari pour soutenir sa candidature à l’Organisation des Nations-Unies pour l’Education, la Science et la Culture (UNESCO). Fort d’une longue expérience comme Ambassadeur du Qatar en Syrie, en France, aux États-Unis, à l’UNESCO et auprès de l’ONU, Hamad Bin Abdulaziz Al-Kawari a toujours été au cœur des coopérations très étroites entre l’UNESCO et le Qatar, permettant ainsi par maints aspects le soutien des initiatives de l’organisation : notamment, en étant le premier pays au monde à débloquer un don au Fonds d'urgence du Patrimoine et en permettant à plus de 10 millions d'enfants d’être scolarisés dans les régions les plus défavorisées par les programmes d’éducation de base et d’enseignement supérieur dirigés par Son Altesse Sheikha Moza Bint Nasser (The World International Summit for Education (WISE), Educate A Child, Education Above All). Ce pourquoi, Hamad Bin Abdulaziz Al-Kawari a décidé de se porter candidat au poste de Directeur Général. Se définissant comme un “citoyen du monde”, Hamad Bin Abdulaziz Al-Kawari ambitionne d’incarner l’opportunité pour un pays arabe de diriger l’UNESCO pour tendre encore plus les ponts entre les civilisations arabo-musulmanes et toutes les autres, en cette période très troublée où l’Humanité voit ses valeurs vaciller (migrations, terrorisme…) et le patrimoine perdre son caractère sacré.

Hamad Bin Abdulaziz Al-Kawari identifie dans son manifeste « VERS UN NOUVEL ELAN » pour l’Unesco cinq grands axes :

§   L’éducation pour toutes et pour tous - meilleure arme contre l’ignorance, le fanatisme et pour un meilleur développement économique (développement de partenariats entre les états, les institutions, universités…)

§   Le patrimoine, plus qu’un trésor, une responsabilité à protéger, conserver et transmettre en s’engageant contre la destruction et pour des diversités naturelles, linguistiques, matérielles et immatérielles.

§   La science au service des hommes, avec un accent particulier dans le développement durable, la mise à disposition pour le plus grand nombre des connaissances et expertises scientifiques et technologiques.

§   La liberté d’expression et la libre circulation de l’information, à défendre et à sans cesse porter pour lutter contre les actes de violation du droit d’expression des journalistes, créateurs et artistes.

§   Le renforcement de la vocation première de l’UNESCO, en relançant les débats et les réflexions avec les élites intellectuelles du monde entier et en intensifiant la bonne gouvernance et le développement des ressources de l’organisation en toute transparence.
