Continued dry conditions and an increase in wildfire activity throughout Arizona have led to Stage 2 fire restrictions being put in place on May 12 by the Arizona Department of Forestry and Fire Management, the Bureau of Land Management (BLM) and the Bureau of Reclamation (BOR). Fire restrictions vary by agency and jurisdiction. Those that currently affect all areas under the management of these three agencies are: building, maintaining or using a fire, including a campfire or a stove that burns charcoal, coal or wood; smoking, except within an enclosed vehicle or building; using fireworks; discharging a firearm except while engaged in a lawful hunt pursuant to state, federal or tribal laws and regulations; welding; and the operating of any internal combustion engine. A violation of posted restrictions could result in citations, fines, jail time or reimbursement of the cost to put out the fire and rehabilitate the fire area. For up-to-date information, contact your local land or fire management agency or fire department before you travel to your chosen destination. You may also learn about current fire restrictions and current fire situations online at: wildlandfire.az.gov.

Fire restrictions being implemented in more areas across Arizona The importance of worrying about a wildfire starting is more than just worrying about your own legal liability or immediate safety. Human-caused wildfires have made up over half of all the wildfires in Arizona, almost every year with many wildfires starting from vehicles or camping equipment, campfires and burning debris on private property. Taking the additional steps of using spark arresters on small equipment, securing tow chains, checking the condition of tires and brakes, and never pulling a vehicle off the road into dry vegetation will go a long way into making this a happy and safe summer for all. Prepare, as well, by evaluating your own home. Reduce flammable materials around homes and communities before a fire occurs, by clearing up plant debris through raking, mowing, trimming and weeding, to create a buffer between your home and trees, shrubs and undeveloped spaces. Not only can this space help slow or stop the spread of wildfire, it also provides a safe place for firefighters to defend your home if conditions allow.

When conditions improve, fire restrictions will be reduced until all of the usual allowable activities can be continued.

The Hayden-Winkelman Unified School District is offering summer school for Leonor Hambly K – 8 students. The summer school program will run Monday through Friday, June 8 – 18. The classes will be virtual for those students with devices and paper packets for students who do not have access to devices. Teachers will be doing a combination of recorded lessons students can access and live lessons they can join in on. This will allow families to have multiple kids join in with one device at home. All K -8 students are invited to attend. K – 8 teachers will

Amid the COVID-19 pandemic, schools in the Copper Area are continuing their end-of-year ceremonies and recognitions in some manner or another. This includes Hayden High School, which recently released its list of student-athletes who were recognized for their prowess in their respective sports. Hayden-Winkelman Unified School District athletic director Lydia Martinez is a 1980 graduate of Hayden High School who just completed her 34th year as an educator, all at Hayden. She takes great pride in raising her family in the community and that includes her “family” of Lobos’ student-athletes. “The amount of pride I have for my student-athletes goes beyond measure,” Martinez wrote in an email response. “The importance here, lies within the student-athletes’ determination, work ethic, confidence, and overall drive to overcome challenges, setbacks, and obstacles to show forth their successes. “Not only does the student-athlete excel above expectations but being from our small town of Hayden, I am fueled by their commitment to succeed and their well-deserved recognition to become that positive influence on the younger generation and have an everlasting impact on our community.” According to Martinez, Hayden had 77 out of 95 students

participate in athletics this academic school year. “That goes to show you that there is a lot of pride and commitment here at Hayden High School,” she said. Martinez was asked what attributes she expects a student-athlete at Hayden to possess. “I feel our successful students possess, discipline, commitment, work ethic, and self-confidence,” she answered. The following student-athletes displayed those attributes this recently concluded school year.FOOTBALL AWARDSMVP – Jorge Rodriguez1A East Region 1st Team Josiel Rodriguez – Linebacker & Offensive LinemanJorge Rodriguez – Linebacker & Running Backs Vince Gallegos – Defensive Backs & Receivers/Tight EndsGilberto Carmelo – Defensive Lineman & Punter1A East Region 2nd TeamPeter Kame – Offensive LinemanGilberto Carmelo – Offensive Utility/Flex PlayerVince Gallego – Punt Returner1A East Region Honorable MentionArthur Castillo III – QuarterbacksMory Cruz – Defensive Utility/Flex PlayerMoses Gonzalez – Defensive Lineman/Offensive LinemanVOLLEYBALL AWARDSMVP – Julianna HongTeam Award – Clarissa Gonzalez

Javier Lopez and Clarissa Gonzalez earned the designation as the Hayden High School Valedictorian and Salutatorian, respectively, for the Lobos’ Class of 2020. Around the world, the Senior Class of 2020 will forever be connected to the COVID-19 pandemic, and the unprecedented circumstances surrounding its graduation ceremonies – virtual and otherwise. Both Lopez and Gonzalez addressed the pandemic in recent email interviews with Copper Basin News, giving their perspectives on how their graduating class can make an impact in changing the world. “I believe that the class of 2020 will help the world better prepare for a pandemic of this scale and help ensure that history will not repeat itself,” Lopez wrote in his response. Responded Gonzalez: “My class could embrace the change and show other students to stand together in every situation. I believe that this has made us stronger people (who) can adapt to change, solve problems, and overcome any obstacles. Lopez, the child of Ronald and Rosie Lopez, the grandchild of Richard and Lucy Lopez, and Christine Hise, is also the great grandchild of Margarita Ruiz. He has six siblings – AJ, Derek, Marissa, Alyssa, Jennica, and Brandi. In addition to four years as a member of the Lobos’ basketball team, Lopez was a member of the National Honor Society, the Junior Chamber, Student Council, and his school’s Athletic Club. After graduation, Lopez will attend Northern Arizona University, where he will major in chemistry before pursuing his doctorate in radiology at the University of Arizona College of Medicine. “Changing my name from Mr. to Dr.,” Lopez said is what he is most looking forward to in the next phase of his life. Sports and his teachers are what Lopez will miss most about high school, but he “will not miss taking Mrs. Lopez’s difficult English class in the mornings.” What will Lopez be doing in 10 years? “I envision myself raising my kids and working in the medical field,” he answered. “Also, helping out the community that helped shape me into who I am today.” Lopez said he’d like “to see more people move back to Hayden. That is what would bring me back.” Gonzalez, the child of Ramon and Pamela Gonzalez, the grandchild of Joe and Vivian Baltierra, and Ramon B. Gonzalez, has a pair of younger brothers – Javier and Lucas. A three-sport athlete – volleyball, basketball and softball – for four years, Gonzalez also added cheer as a senior to her lengthy list of extra-curricular activities, which also included serving as a member of the National Honors Society, Student Council, Athletic club, and Junior Chamber all four years of high school. Additionally, she

was the Student Body President during her senior year. After graduation, Gonzalez will continue her education at Northern Arizona University, where she will study nutrition, Health and Human Services. Afterwards, she plans to apply to further her education to become a physical therapist. Her future plans include opening a clinic of her own and helping rural communities. What will Gonzalez miss most about high school? “I’m going to miss my teachers, coaches, and friends a lot. I’m going to miss (attending) sports games and cheering on my team,” she answered. She will not, however, miss “waking up early” and is looking forward to a class schedule that does not start before 9 a.m. She is ready for college life, including living on campus and growing into her own person. “I look forward to

meeting new people and experiencing new things.” What will Gonzalez be doing in 10 years?“I see myself working as a physical therapist, having a home of my own, and maybe a family,” she responded. Gonzalez acknowledges she will miss the Hayden community, which will never be far from her heart. “I want my community to be stronger and make any changes we need to improve,” she wrote in an email. “I want to come back home to give back to all the people who helped me throughout my years and who have always been supportive of me. I will never forget Hayden High School and the Hayden community; I will never forget where I came from.” Hayden will forever remember Javier Lopez and Clarissa Gonzalez.

By Andrew LuberdaCopper Basin News

Aaron Azevedo and Shelby Yocum earned the designation of Ray High School Co-Valedictorians while Savannah Ortiz earned Salutatorian honors for the Bearcats’ Class of 2020. Around the world, the Senior Class of 2020 will forever be connected to the COVID-19 pandemic, and the unprecedented circumstances surrounding its graduation ceremonies – virtual and otherwise. The trio addressed the pandemic in recent email interviews with Copper Basin News, giving their perspectives on how their graduating class can make an impact in changing the world. “I see myself and graduating class making an impact by learning from history and our past mistakes,” Azevedo wrote in his response. “I feel that we can deal with the short- and long-term issues of our planet because we are problem solvers and critical thinkers.” Yocum also believes the class of 2020 can learn from the pandemic and apply their knowledge in the future. “I hope my graduating class will learn something from the pandemic and help prepare our country for

anything that may happen in the future,” she said. “I can see members of this class making new discoveries or inventions that will really (benefit) us in the future.” Added Ortiz: “We may not all know each other, but this pandemic has connected us and made the class of 2020 whole and united. The class of 2020 is full of future doctors, teachers, artists, inventors, and most importantly leaders. This new changing world is scary and challenging, but I can assure you the class of 2020 will be there with a helping hand and bright smile every step of the way, excited for a change.” Azevedo, the child of Joseph and Roxanna Fuerstenberg, and Daniel and Sarah Azevedo, is the grandchild of Joseph and Ginger Faucette, Junita Chesley, Bill and Sharon Fuerstenberg, Robert Azevedo Jr., Diana Yslas, and Robin Moss. He also has eight siblings – Daniel, Isaiah, James, Abigail, Mary, Rachel, Ruby and Sampson. A four-year member of the Ray High School Marching Band, in which he played the trumpet, Azevedo also played basketball for a year and ran track for three years. He severed as a member of the National Honor Society, Boy Scouts of America – Life Scout, Science Club, and Student Council. After graduation, Azevedo will attend the Honors College

at Northern Arizona University this fall, where he plans to major in Astronomy and minor in Computer Science. He hopes to one day work for NASA. What will Azevedo miss most about high school? “Making jokes with my friends and performing with the band,” he answered. “Pointless drama” is the thing he will not miss. Azevedo includes new experiences and stepping out of his comfort zone as what he is looking forward to in the next phase of his life. He is also ready for life in the big city. What will Azevedo be doing in 10 years? “I envision myself having a PhD, working for NASA, and exploring the unknowns of space,” he responded. Azevedo hopes that Kearny grows economically, and the population increases during the next 10 years. “Family and friends” will make him want to return to Kearny in adulthood. Yocum, the child of Lana Hatfield and Ryan Yocum, the grandchild of Tim and Donna Hatfield, and Zelinda and Erbin Yocum, has two siblings – Destry and Cole. A highly decorated multi-sport student-athlete throughout her high school career, Yocum played softball,

volleyball, basketball and ran track. She was vice president of the National Honor Society, a member of the Junior Chamber of Commerce, and the senior class treasurer. After graduation, Yocum will attend Arizona State University, where she will major in Health Sciences. After obtaining her bachelor’s degree, she will begin Physician Assistant school for an additional two to three years, after which she will be a licensed Physician Assistant. She plans to specialize in Emergency Medicine and “work in an emergency room in the Valley.” What will Yocum miss most about high school? “Playing sports with my friends,” she wrote in her email response. “I made memories with all of my teammates that I will never forget, and I hope I stay in touch will all of them.” She will not, however, “miss having class at 7:45 a.m.” She is looking forward

to “going to college and meeting new people and experiencing new things. It’s going to be a huge change moving to a big city, but I am ready for it and excited to see what the future holds.” What will Yocum be doing in 10 years? “I envision myself working at a hospital and taking care of everyone I see in the emergency room,” she answered. “I would like to buy some property and build my own house right outside of the city.” Yocum hopes to see the return of some activities available during her youth to the community, including “the swim team.” “It would be cool to see some things come back so there will be more activities for the kids,” she said. “When I am older, I would like to return to the community a couple days a week to help out at the clinic.” Ortiz, the child of Brad and Tiffany Ortiz, the

grandchild of Pilar and Vickie Lechuga, and Harold and Diana Ortiz, has a pair of siblings – sister Trysten and brother Blake. A four-year member of the Bearcats’ cheer team, including two years as captain, Ortiz was also the Student Body President and a member of the National Honor Society (President), Science Club (President), and Junior Chamber of Commerce (Vice President). After graduation, Ortiz will attend Northern Arizona University, where she will pursue a nursing degree and “become a neonatal nurse.” What will she miss most about high school? “My friends, classmates, and teachers (especially Berg), and all the silly fun moments that happen every day in class,” she answered. She will not miss “all of the homework.” Ortiz is excited to be a “Lumberjack and experience a new and

exciting life in Flagstaff” in the next phase of her life. What will Ortiz be doing in 10 years? “Graduated from NAU, being a neonatal nurse, and giving back to my community as much as I can,” she responded. During the next 10 years in the community, Ortiz wants to see “more support in the community and people helping each other out with a smiling face,

and more opportunities and events for the town to come together.” She added that Buzzy’s Drive-In would make her return to the community in

adulthood. The return of this trio, and the entire Ray High School Class of 2020, will always be welcome in and around Kearny.

We are always proud of the students who reach toward a goal and achieve it. In this strange time, with the COVID-19 pandemic affecting every aspect of life in the Copper Basin area, the nation and the world, for students to even keep on track, but, especially to excel, is truly inspiring. The schools were closed. Teachers were not there to give guidance and keep the students on track. It was literally a world of stress and stumbling blocks. Look what they did! They deserve to have their accomplishments celebrated. No celebration will be held in the usual way, though, with gatherings of family, friends and classmates. In a quieter way, these students will be celebrated in community-wide memory, as fine examples of how to triumph over adversity. Great job, students!

The Fire Chief is very concerned about this upcoming fi re season. Even though we have received more rain than usual, it has caused more weeds. Public Notice Public Notice Public Notice Public Notice Public Notice Public NoticeArizona Water Company (the “Company”) has released its 2019 Water Quality Report (Consumer Confidence Report) for its Winkelman water system, PWSID 04-003. The Company will not be mailing a copy of the report to its customers, because Arizona Administrative Code R18-4-117, granted a mailing waiver to small water systems with a population less than 10,000 people. Copies are now available: at the Oracle office located at 470 E. American Avenue; via mail by sending a request to Arizona Water Company, P. O. Box 5209, Oracle, AZ 85623; via our website at www.azwater.com; or by calling the local office at 520-385-2226. The entire report is also printed in the newspaper today. The Company recommends that customers serving more than one housing unit post a copy of the 2019 Water Quality Report in a conspicuous place.

CBN Legal 5/27/20

Your drinking water complies with the United States Environmental Protection Agency’s (“USEPA”) safe drinking water standard for arsenic, though it contains low levels of arsenic. USEPA’s safe drinking water standard balances the current understanding of arsenic’s possible health effects against the costs of removing arsenic from drinking water. USEPA continues to research the health effects of low levels of arsenic, which is a mineral known to cause cancer in humans at high concentrations and is linked to other health effects such as skin damage and circulatory problems.

Note: In addition to the constituents listed in this report, Arizona Water Company conducted monitoring for over 90 additional constituents and the results show none of those constituents were detected in the water. Data presented are from the most recent testing done in accordance with applicable regulations. Some constituents are monitored less frequently than once a year because either their concentrations do not change frequently or they are not likely to be detected. Therefore, some of the water quality testing data contained in this report, although representative, may be more than one year old. If you have questions about this water quality report please contact Regina Lynde, Environmental Compliance Manager, Arizona Water Company, P. O. Box 29006, Phoenix, Arizona 85038-9006; telephone (602) 240-6860 or e-mail [email protected].

In 2000, ADEQ completed a Source Water Assessment of the water sources used by Arizona Water Company’s Winkelman water system. ADEQ reviewed the adjacent land uses that may pose a potential risk to the water sources. ADEQ determined that activity on an adjacent land use poses a high risk to two water sources. Arizona Water Company regularly monitors drinking water sources to make sure your drinking water complies with the Safe Drinking Water Act.

Arizona Water Company (the “Company”) has released its 2019 Water Quality Report (Consumer Confidence Report) for its Winkelman water system, PWSID 04-003.

Your drinking water complies with the United States Environmental Protection Agency’s (“USEPA”) safe drinking water standard for arsenic, though it contains low levels of arsenic. USEPA's safe drinking water standard balances the current understanding of arsenic's possible health effects against the costs of removing arsenic from drinking water.

In 2000, ADEQ completed a Source Water Assessment of the water sources used by Arizona Water Company's Winkelman water system.

The complete Assessment is available for inspection at ADEQ, 1110 West Washington Street, Phoenix, Arizona 85007, between the hours of 8:00 a.m. and 5:00 p.m. Electronic copies are available from ADEQ at [email protected]. For more information visit ADEQ’s Source Water Assessment and Protection Unit website at: www.azdeq.gov/environ/water/dw/swap.html.

DEFINITIONS, ABBREVIATIONS, AND UNIT DESCRIPTIONS:

Action = The concentration of a constituent which, if exceeded, triggers treatment or other requirements which a water system must

Level follow. CDC = United States Centers for Disease Control and Prevention FDA = United States Food and Drug Administration MCL = Maximum Contaminant Level, the highest level of a constituent that is allowed in drinking water. MCLs are set as close to

the MCLGs using the best available treatment technology as is economically and technologically feasible. MCLG = Maximum Contaminant Level Goal, the level of a constituent in drinking water below which there is no known or expected

risk to health. MCLGs allow for a margin of safety. MRDL = Maximum Residual Disinfection Level, the highest level of a drinking water disinfectant that is allowed in drinking water.

There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. MRDLG = Maximum Residual Disinfection Level Goal, the level of a drinking water disinfectant below which there is no known or

expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial constituents. NA = None adopted ND = None detected NS = No standard pCi/L = Picocuries per liter ppb = Parts per billion, or micrograms per liter (µg/L) ppm = Parts per million, or milligrams per liter (mg/L) PWSID = Public Water System Identification

March 2020

The USEPA and ADEQ require Arizona Water Company to provide the following information:

Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some constituents. The presence of constituents does not necessarily indicate that water poses a health risk. More information about constituents and potential health effects can be obtained by calling the USEPA’s Safe Drinking Water Hotline (800-426-4791).

Some people may be more vulnerable to constituents in drinking water than the general population. Immuno-compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/AIDS or other immune system disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advice about drinking water from their health care providers. USEPA/CDC guidelines on appropriate means to lessen the risk of infection by Cryptosporidium and other microbial constituents are available from the Safe Drinking Water Hotline (800-426-4791).

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of the land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radiological material, and can pick up substances resulting from the presence of animals or from human activity.

Constituents that may be present in source water include: • Microbials, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural

livestock operations, and wildlife. • Inorganics, such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial or

domestic wastewater discharges, oil and gas production, mining, or farming. • Pesticides and herbicides, which may come from a variety of sources such as agriculture, urban stormwater runoff, and

residential uses. • Organics, including synthetic and volatile organic chemicals, which are byproducts of industrial processes and petroleum

production, and can also come from gas stations, urban stormwater runoff, and septic systems. • Radiological material, which can be naturally-occurring or be the result of oil and gas production and mining activities.

In order to ensure that tap water is safe to drink, USEPA prescribes regulations which limit the amount of certain constituents in water provided by public water systems. FDA regulations establish limits for constituents in bottled water which must provide the same protection for public health.

If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Arizona Water Company is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the USEPA's Safe Drinking Water Hotline or at http://www.epa.gov/lead.

Monday, May 25, was celebrated as Memorial Day: the day to remember those men and women that gave their lives in America’s wars. Small town Americans have always answered the call to fight for their country whether they enlisted or were drafted. This was true during the Vietnam War. Pinal County made up of many small towns had at least 37 men killed in Vietnam. Not all of those soldiers were American citizens, but believed in America enough to sacrifice their life for their adopted country. Immigrants have fought and died for this country since the Revolutionary War. One such immigrant was José Francisco Jimenez. José was born in Mexico City, Mexico on March 20, 1946. His early years were spent in Morelia, Michoacán, Mexico. In 1957, after his father’s death, he joined his mother, Mrs. Basilia Jimenez, in Red Rock, Arizona. He graduated from Red Rock Elementary School in 1964 and attended Santa Cruz Valley Union High School in Eloy. In High School he was active in the Future Farmers of America and was the FFA President his senior year. He also worked as a cowboy at La Osa Ranch near Red Rock. José graduated from high school in June 1968 and enlisted in the United States Marine Corps in August. Following basic training and advanced infantry training, José was ordered to the Republic of South Vietnam in February 1969. Prior to leaving for Vietnam, he returned to Red Rock to visit his family. They traveled to Mexico City and his hometown of Morelia. While in Mexico City, he visited the Basilica of Our Lady of Guadalupe to pray to the Virgin. In Vietnam he was assigned as a guide and fire team leader with Company K, 3rd Battalion, 7th Marines, 1st Marine Division. He was promoted to Lance Corporal on June 16, 1969. On Aug. 28, 1969, in Quang Nam Province, south of Danang, José’s unit came under heavy fire by North Vietnamese soldiers concealed in well camouflaged emplacements. Lance Corporal Jimenez acted quickly and shouting encouragement to his fellow marines, took the initiative attacking the emplaced enemy. During his actions, he knocked out a heavy machine gun emplacement then attacked a trench where enemy soldiers were laying down fire on his unit, killing five North Vietnamese. As he rushed towards another emplacement, he was fatally shot in the head. For his actions that day he was nominated for the Congressional Medal of Honor. His mother had his remains sent to Morelia, Mexico where he was buried. On Aug. 6, 1970, José was posthumously awarded the Congressional Medal of Honor at a ceremony in Washington D.C. President Richard Nixon presented the medal to Jose’s mother who attended the presentation along with her nephew J. Natividad Acosta and Jose’s sister Maria del Pilar. Arizona Senators Paul Fannin and Barry Goldwater also attended the ceremony as well as the Mexican Consul who acted as translator for Jose’s mother. Jose’s cousin, Natividad, told the press that Jose volunteered because he felt he owed a debt to this country. “He didn’t have to join the Marines or fight for the United States,” Natividad said. “He could have gone back to

Mexico, but he said he owed this country a great obligation for the way he and his mother had been received and helped here. I think that is why he volunteered and died in Vietnam. This was not his country, but he owed it a debt and he paid it.”

Note: In 2017, at the request of his sister and with the help of his fellow Marines and others who raised funds and helped make arrangements, José Francisco Jimenez was buried with full military honors next to his mother’s grave in Glendale, Arizona.
