Hartlepool has a ready supply of skilled graduates and young people to meet the needs of both small and large employers.

The town offers recognised work based learning opportunities as well as further and higher education facilities which are responsive to the needs of employers.

Hartlepool boasts a numberoffirstclasscolleges which together produce an abundance of skilled young people, bespoke business training packages and quality apprenticeships.

Hartlepool College of Further Education is a specialist Engineering college, which is the North East Hub for the flagship National Skills Academy for Environmental Technologies. The college currently has approximately 8,000 learners following full and part-time courses, studying for academic, vocational and work-based learningqualifications.

The College, which was rated Outstanding by OFSTED, also runs a range of university level programmes in Hartlepool in conjunction with the award winning Teesside University. And with a recent £53 million new building development, Hartlepool College of Further Education has the latest learning facilities to offer both students and the business community.

Hartlepool Sixth Form College is one of just over a hundred specialist sixth form colleges around the country. The college boasts a new campus and has approximately 1000 students.

Cleveland College of Art & Design also has a presence in the town at its Hartlepool Campus. The college is the only specialist art and design college in the North East and offers businesses a range of flexible training programmes and short course for large businesses, small employers and freelance or individual artists.

Furthermore, Hartlepool has two world class universities, Teesside University and Durham University (Queens Campus) on its doorstep.

Teesside University, based in Middlesbrough, won the Times Higher Education Award for University of the Year in 2010. It is home to 29,000 full time and part time students and its areas of expertise include leadership and management, computer science and digital media, engineering, construction and technology.

Teesside University is the North East centre for Computer Science with over 4,000 students and a leader in Knowledge

Transfer Partnerships (KTP’s) sharing expertise with local businesses. It has been recognised by government as one of the top universities for employer engagement.

Durham University (Queens Campus) in Stockton has over 2,000 students and is seen as one of the elite universities in the UK. There are plans to increased the number of students in Tees Valley, which hosts the internationally-recognised Wolfson Research Institute, a specialist healthcare research facility. Durham University Business School is ranked the 7th best throughout the whole of Europe.

Hartlepool has a readily available skilled and committed workforce. The working age population is 56,000 which is 61% of the total population of the town. The overwhelming majority (68.5% of those in employment) work within services and just under one-third work in the public sector. The proportion in manufacturing (13.7% or 4,800 adults) is relatively high by regional and national standards, and demonstrates the continuing importance of the sector in the Town.

Furthermore the working population within 30 minutes drive is 663,000 and over 1.6 million within 1 hours drive.

Staff turnover as a whole in the North East is lower than any other region in the UK

and half the rate of the South East.

The weekly pay of full-time workers in the Tees Valley is 85% of the UK average. For Hartlepool this equates to on average pay of £486.4 per week.

The vibrancy of the town and improved economic conditions locally make Hartlepool an attractive location in which to invest.

Over the past forty years, there has been a major shift in the Hartlepool economy from a dependency on traditional heavy industries such as shipbuilding and heavy engineering to sectors such as retail, high value engineering, process industries and renewable energy.

During the past decade, the number of businesses in Hartlepool increased substantially. Much of this can be attributed to the large increase in the number of business births in this period, on which measure Hartlepool outperformed both the Tees Valley and the North East.

Although employment in Hartlepool’s manufacturing sector has declined sharply, losing nearly one-third of its workers over the past 10 years, it remains relatively more important

to the town than in the country as a whole.

The nuclear sector, based predominantly around the power station in Hartlepool, employs approximately 1% of the local working age population in high quality well paid engineering and managerial jobs.

There is substantial potential to develop Hartlepool’s existing engineering expertise to take further advantage of the opportunities in green power generation over the coming decade, particularly in servicing the offshore wind sector.

There are already facilities manufacturing components for offshore wind generation, and land available for large-scale projects in the Hartlepool Docks area. Offshore-related manufacturing is also a key local specialism based on historical expertise in oil and gas.

Engineering and in particular high value added engineering

remains an important employer in Hartlepool.

The process and chemicals industry is a traditional strength in Hartlepool, with high levels of investment and relatively high

resilience to the downturn, given the supply chains in which they operate.

Hartlepool DocksHartlepool’s easy lockfree access to the North Sea and its proximity to the southern North Sea oilfieldshaveledtoaburgeoning business in the offshore support sector. This expertise, combined with an ample land base, has opened the way for expansion into the offshore wind farm sector, offering first-rateopportunitiesfornew and existing operators.

Hartlepool Docks offers over 120 hectares (200 acres) of prime seafront land. Owned by PD Ports and linking the Headland and the Marina, the site provides a prime opportunity to support the delivery of new port-related industries, such as offshore wind, and act as a home for expanding engineering companies.

The port is already home to major international companies such as Hereema Offshore that is involved in the fabrication of offshore oil and gas installations, drilling facilities, integrated decks and modules, jackets and substructure, pipelines and heavy structural steel projects.

More recently JDR Cables has opened a bespoke manufacturing facility alongside the deepwater quay that allows subsea power cables, umbilical systems and marine cables for the offshore energy sector, to be spooled directly from the factory to offshore cable laying vessels.

Hartlepool Docks is part of the Tees Valley Enterprise Zone offering Enhanced Capital Allowancesandsimplifiedplanning to potential investment projects.

PD Ports are creating a platform in Hartlepool for a cluster of companies with engineering expertise in the offshore energy sector.

Able Seaton PortThis unique 51.4 hectare (127 acre) site close to the mouth of the River Tees offers decommissioning facilities including drill cuttings and waste disposal. Owned by reclamation experts Able UK, it also offers direct access to a 9.7 hectare (24 acre) flooded basin/dry dock area. The dry dock is the largest in Europe and the whole facility offers 24 hours access and excellent infrastructure.

Facilities include a fully licensed site with permission for fabrication; decommissioning and shipbreaking; and the manufacture, assembly and installation of wind turbines.

Hartlepool has excellent transport and communication links with its immediate area and the rest of the UK.

RoadHartlepool is 35 minutes from Newcastle, 1 hour from Leeds and York and just over 2 hours from Manchester. Over 1 million people live within half an hour’s drive of Hartlepool.

The Tees Valley has the fastest flowing peak and off peaktrafficintheUKwiththeshortest commuting times.

The vast majority of locations in the Tees Valley are within a half hours drive of each other so there is easy access to the major road network of the A1, A19 and A66.

RailHartlepool has excellent rail links direct to London via the regular service operated by Grand Central.

There is also easy access to the East Coast Main Line that connects London and Edinburgh in little over 2 hours and the TransPennine Express network with direct access to Manchester, Leeds and Birmingham.

EWS and Freightliner also operate freight transport services throughout the Tees Valley area.

AirDurham Tees Valley Airport is less than 20 minutes from Hartlepool offering scheduled flights to national and international destinations, including Aberdeen and Amsterdam.

The town is further supported by Newcastle and Leeds Bradford International Airports which are within a 1 hour and 1 hour 30 minutes drive time respectively which both offer L ondon connections.

The Durham and Tees Valley Airport is one of the UK’s fastest growing freight airports with a twice-daily KLM cargo service to Amsterdam.

SeaPD Ports operates the Ports of Tees and Hartlepool, a major deep sea complex which is the UK’s fourth largest port by tonnage. It covers 490 acres of land along the Tees, handles

over 6,000 ships a year and 150,000 containers annually. Hosting two container quays and ‘roro’ facilities, it offers direct freight and container access to continental Europe, as well as short sea routes to other UK ports.

The Tees Valley Enterprise Zone was among the firstEnterpriseZonestobe approved by the Government in August 2011 and is made up of 12 individual sites 3 of which are in Hartlepool. Incentives available include business rate relief, enhanced capital allowances,simplifiedplanning and superfast broadband.

Tees Valley Enterprise Zone benefitsareavailableforallbusinesses irrespective of whether they are currently

located in or outside the Tees Valley area. Inordertobenefitfromthe incentives available companies must be from one of the sectors identifiedforeachofthe Enterprise Zone sites. Business already located within the Tees Valley will also need to demonstrate business growth as part of their relocation.

Queens Meadow Business ParkA Business Rate Discount Site where tenantscanbenefitfrombusiness rate relief of up to £55,000 per annum for a fiveyearperiod.

Over 13 hectares of prime development land is available with existing units available for immediate occupation with a focus on those businesses involved in advanced manufacturing and engineering, chemicals and renewable energy sectors.
