The Harpers Ferry Water Works will soon have this emergency notification technology available. We are inviting all water customers to take advantage of this opportunity to be notified in case of a public emergency. Signing up for the program is optional and your contact information will be kept confidential. The program, Message911, has been used successfully by Shepherdstown for the past three years. The great thing about this program is its flexibility. It can notify all customers or just those in a certain neighborhood where a problem occurs. Messages are sent out simultaneously to all designated recipients so there is no delay in notification. Wouldn’t it be great to have a phone message or an e-mail message coming

directly to you in the event of a water emergency or similar occurrence? The

Harpers Ferry Water Works will soon have this emergency notification

technology available. We are inviting all water customers to take advantage of

this opportunity to be notified in case of a public emergency. Signing up for the

program is optional and your contact information will be kept confidential.

The program, Message911, has been used successfully by Shepherdstown for

the past three years. The great thing about this program is its flexibility. It can

notify all customers or just those in a certain neighborhood where a problem

occurs. Messages are sent out simultaneously to all designated recipients so

there is no delay in notification. Customers may choose two methods of

communication from the following four choices: voice on your landline; voice

on your cell phone, text message on your cell phone, or e-mail message. If you

choose text notification you will be sent an “opt-in” message to legally comply

with the Federal Communications Commission (FCC) regulations.

Council Meeting Report

Copies of all documents provided to the Council in advance of their regular meetings are made available

to the public in a notebook at Town Hall, the Friday before the monthly Council meetings. The Town

Recorder is working on making an electronic version of the notebook available online. Material from past

meetings are also maintained in the notebook. Regular Council meetings are the second Monday of every

month.

At its meeting in April, the Council:

1. Adopted policies and procedures for use of the State-issued purchasing credit card (“P” card).

2. Approved $1,500 for Green Acres Contracting to install a safety guard rail at the end of York Street

($2,000.00 budget item in FY2011-12).

3. Approved asphalt paving repairs to Gilmore Street and its East Ridge Street intersection by U.S.

Paving LLC for $4,970 (Item budgeted for $7,000 in FY2011-12).

4. Approved a resolution and application for a $2,500 West Virginia Community Participation Grant

for support of music festival events.

5. Designated a Mazzard Cherry tree as a landmark tree on the Corporation’s East Ridge paper street

right-of-way, Lot 1 of Block BB.

6. Approved a business sign permit for Beyond the Lens Photography at 970 Washington Street.

7. Approved an amendment to the Dailey building permit and a variance request for the side setback

at 400 Fillmore Street for the rear retaining wall.

8. Approved a building permit for Verizon Wireless to construct a telecommunications antenna on the

Water Works tank site, contingent upon successful Section 106 review and negotiation of a lease

agreement.

9. Agreed to convene a work session, presentation and discussion of historic preservation ordinance

alternatives and possible creation of a Hilltop Hotel Overlay District.

10. Authorized the Mayor to sign a Cooperative Service Agreement with the United States Department

of Agriculture to cooperate in a wildlife damage management project for white-tailed deer.

11. Approved a budget revision to transfer $4,000 from the Hotel-Motel tax account to cover

anticipated music and art event expenditures in Fy2011-12.

12. Appointed Kirk Davis as building inspector to replace Brendon Soennecken who is moving.

13. Adopted an Arbor Day Proclamation for 2012. (Arbor Day is April 28, 2012.)

Easter Sunrise Service

Following tradition, the churches of Bolivar and Harpers Ferry celebrated the Easter Sunrise at the historic

Harpers Cemetery overlooking the confluence of the Shenandoah and Potomac rivers. A large crowd met a

glorious and clear sunrise over the river, sang joyful Easter hymns, listened to the Easter Gospel messages,

and prayed for peace in the world. Pastor Luther Osment of Camp-Hill-Wesley United Methodist Church

gave the sermon. The Rev. Georgia DuBose was the organizer and worship leader, assisted by Pastors John

Unger and Doug Fraim. After the service the attendees were invited to share breakfast at St. John's

Episcopal Church in Harpers Ferry. Submitted by Bob DuBose

White Tailed Deer Study Update

Please take a few minutes to fill out the resident survey below. We would appreciate your input!

Over Easter weekend, volunteers assisted in the placement of wildlife cameras in Harpers Ferry and on

Bolivar Heights. Eight cameras set up primarily on the north side of town captured hundreds of photos that

will be reviewed to determine the number of deer herds in the area.

The Bolivar Town Council had requested that a participation agreement for the deer study be signed by the

two towns. This agreement will be before the Bolivar Town Council next month. The state Department of

Natural Resources is reviewing the current Urban Archery Hunt guidelines this month.

Dan Riss Awarded for Watershed Sign Work

At a dedication event on March 31, Dan Riss was honored for his work in initiating installation of signs in

key locations of the county to identify the four different watersheds in this area.

The event, hosted by the Jefferson County Water Advisory Committee and officiated by Sen. Herb

Snyder, was to promote awareness of the watersheds and their importance to residents in and outside

Jefferson County. The watersheds are Elks Run, Blue Ridge, Evitts Run and Shepherdstown Town Run.

The Elks Run Watershed runs nearly eight miles from the Buckles' farm on Route 9 to the Potomac

River below Bolivar Heights. Elks Run, and its tributary Elk Branch, collect rain, snow and water from

natural springs over an 18 square mile area.

A grant from the West Virginia Department of Health and Human Services to the Jefferson County

Enjoy the AT Community Spring Bash

The A.T. Community Spring Bash, held at

the Bolivar Community Center on Saturday, April 7,

saw a great turnout from both the Bolivar and

Harpers Ferry communities. The Appalachian Trail

Conservancy (ATC) and the newly formed Bolivar/

Harpers Ferry Friends of the A.T. hosted the event.

In all, close to 100 people, including many kids and their families, enjoyed hot

dogs, a mini-A.T. hike, games, and information on the Appalachian Trail.

Mayor Robert Hardy of Bolivar and Mayor Joe Anderson attended the event.

Water Works Report

The Water Works has completed hydrant-flushing the entire water system.

Sixty-seven of the 71 hydrants in the system took a total of 6.05 hours and used

393,735 gallons of water. The four non-operational hydrants will be fixed and

placed back in service in the next month or so. The system is now cleaned and

better chlorinated than it has been in years. Thank you for being patient and we

will be back for another cleaning in the fall.

Over the next few months you will be seeing Water Department employees in

your meter pits as we start our meter-testing program. Your meter will be

removed and a “jumper” will be installed to maintain your service. There is nothing

you need to do at this time. Once the meter is tested, it will be placed back into the ground and your

service will continue as usual.

All About Water Billing & Termination of Service for Nonpayment

The Harpers Ferry Water Commission would like to clarify the timeframes associated with the billing and

termination of water utility services. These timeframes are required by State law.

Once Harpers Ferry Water Works sends out a monthly bill, the State’s Water Rules give customers 20

calendar days to pay. That due date is printed on your bill. If a customer pays the bill after the 20th day, a

late penalty can be added to the net unpaid amount on the account. On the 22nd day, the Town of Harpers

Ferry must prepare termination notices as required by law and mail them to delinquent customers allowing

them 10 additional calendar days in which to pay the bill or make arrangements to pay it.

Also within this 10-day period, the water utility must make two attempts at personal contact with the

customer on two separate business days at least 24 hours before the scheduled termination, unless it is

reasonably established that the premises are not permanently inhabited. It should be noted that for purposes

of this rule, personal contact includes both face-to-face meetings and telephone calls. On the 32nd day the

Town may terminate water service.

In a perfect world customers would pay their bills in full and on time. We encourage you to be aware of the

billing deadlines that can lead to termination of service. It is obvious that failure to pay water bills on time

is very costly. Help us to keep our costs and your costs down by paying on time.

A Fraction of a Penny Tax Levy Change

At its April 17 meeting, the Town Council voted to increase municipal property tax rates for fiscal year

2012-2013 by a fraction of a penny (0.72 cents) per $100 valuation for residential property (Class 2) and

1.44 cents per $100 valuation for commercial and vacant property (Class 4). These slight increased rates

directly benefit the Town and will result in nearly $4,000 in additional income for the next fiscal year to

help cover anticipated rising expenditures.

The new rate is lower than any municipality in Jefferson County this fiscal year. It is impossible to

predict how the rate changes will affect individual property owners as total property tax bills are also

dependent on changes to the property’s assessed value and any changes to the rural district property tax

rates (charged by the state, county and schools). Class 2 properties in Harpers Ferry have a lower

assessed value for next fiscal year compared to the current one, and Class 4, a higher assessed value.

Town Parking Policy Being Drafted

The Planning Commission has drafted a parking policy and ordinance changes in

response to a Town Council request. A need to revise the Town parking policy was also identified in the

2007 Comprehensive Plan and in a parking survey and hearing held last year. The recent increase in

National Park fees may magnify parking problems around Town as a whole.

This parking proposal will be posted on the Town website under the Planning Commission tab. A public

hearing will be scheduled and your comments and questions are welcome at any time.

The draft approach recommended by the Commission includes an official Parking Policy with incentives

for off-street parking creation where feasible, procedures for designating residential parking, and the

possibility of a trial period before formal ordinance changes are made. Chief Brown is working with the

Commission on this effort.

The draft approach proposes to:

1. Establish designated parking spaces for residents and guests when requested by residents by written

application and upon payment of an annual fee depending on circumstances. Display of a valid permit

would be required.

2. Limit parking to one side of a street, especially in cases where on-street parking would impede the safe

flow of traffic, both vehicular and pedestrian.

3. Designate short-term parking spaces and charges for that parking.

4. Require all new residential dwelling construction and major renovations of existing dwellings to

provide off-street parking.

5. Allow use of unpaved public rights of way to access off street parking on private property.

6. Restrict loading and unloading from a motor vehicle to the time reasonably necessary for that

purpose. The Police Department will have the discretion to balance the needs of commercial,

business, office or dining establishments and the convenience and safety of the traveling public.

On May 12 and 13, the Harpers Ferry Historical Association and Harpers Ferry National Historical Park

will be sponsoring workshops by Heirloom Kitchen Garden Horticulturalist Carol Anderson entitled

"Living Antiques! Heirloom Vegetable Seedlings & Seed Fair." Learn how to organically plant and

care for heirloom vegetables and take home 19th century heirlooms plants and seeds for planting. For

Join us April 28 and 29 from 9 am to 6 pm for a Bolivar-Harpers Ferry community Art Walk! More

than 20 businesses and artists will be displaying art work from Bolivar to the Lower Town in Harpers

Ferry. Take a self-guided walk along the tree-lined streets, take in historic views, check out the art and

enjoy everything the two towns have to offer. In addition, the Bolivar-Harpers Ferry Public Library is

57th Annual House and Garden Tour

Park Service Workshops on Baking Bread and Making Tinware

On April 28 and 29, Park Foodways expert Susan Journell of the Harpers Ferry Park Historic Trades

Academy will hold workshops on how to make bread as done in the early 19th century. Classes are

from 11 am - 2 pm and 2 pm to 4 pm at the Lower Town Masonry Bee Hive Oven.

There is a fee of $10 per adult to covers instruction and baking ingredients. There

is no charge for children under 6 years of age if accompanied by an attending adult.

On May 5 and 6 from 10 am to 4 pm, there is a workshop in lower town at the Park

Blacksmith Shop. Join master craftsman, William McMillen of Glenmont, New

York, one of the country's premier tinsmiths, for this 2-day workshop. Make your

own traditional tinware with period methods and tools. The fee for this 2-day

workshop is $150.00 per person. Eight students maximum.

Update on Harpers Ferry Foundation’s Projects

New Visitors Map: The Foundation has completed work on the new maps for the trail book, new visitors

guide and kiosks. The resulting system will allow our visitors to easily find everything they need.

Kiosk upgrade: Town employee David Cummings will be repairing and improving the kiosks to have an

unobstructed, one-piece front and to make them less subject to weather damage.

Bike Route 11: There is a newly designated bicycle corridor called BR11 that follows north and south

along Route 11 in Virginia. The Foundation will be helping the Town in lobbying to have Harpers Ferry

formally designated as the northern terminus of this new route. We believe this will benefit the town and

its business community because cyclists require all of the services of other visitors, but generally do not

have cars with them and thus cause little noise and have little requirement for parking.

Call for volunteers: Please think seriously about volunteering some time for community service with us.

Our treasurer Brendan Soennecken has just accepted a position in Portland, Oregon, so we need a new

treasurer. We also need a new secretary, as well as volunteers to work on projects such as visitor’s

brochures and our history presentations. If you are interested, or need more information, call: 304-535-

Second Annual

Victorian Tea at Charmadoah

The second annual Victorian Tea Party at historic Charmadoah, 675 Cliff Street in Harpers Ferry, starts at

11 am on Saturday, May 19, with reserved seatings

at 11:00 am, 1:30 pm and 4:00 pm. Guests are

invited to come in Victorian dress if they wish.

Charmadoah, an 1881 house overlooking the

Shenandoah, was built for Colonel Henry R. Miles,

a civil war veteran, who specified to his builder

“from every room a view of the river must be

seen.” Miles used it as a retreat as did many of the

Washington elite who made the journey by train.

The tea is being hosted by the home’s owner, Mrs.

Shirley Caniford, assisted by many volunteers from

St. John’s Episcopal Church in Harpers Ferry. The

proceeds will go to support the church and ministry

to the Appalachian Trail hikers, Jefferson County

Community Ministries, and its many other community and charitable activities.

Prepare yourself for a new adventure when you discover the Tenfold Fair Trade Collection.

The shop at 181A Potomac Street in Harpers Ferry, is home to a wide assortment of unusual

products handmade from surprising materials that come from all over the world. Part of the

fun is figuring out what was used to fashion some of the clever items. (Don’t miss the candy

wrapper handbag!)

Owner Martha Ehlman explains: “One of our most popular items is our pine wood bundle of

crayons handcrafted in Ecuador. Our most unusual item might be our Coconut Fish Birdhouse or our set of

hand carved Party Animals from Kenya. Not everyone has their own Party Animals!”

“We have a large selection of products made of recycled and up-cycled

materials. We have handbags made of recycled tires, candy wrappers,

soda can pull tabs, seat belts, and VHS tape. Many products are made of

sustainable materials such as bamboo, coconut, tagua nut and sea grasses.

We encourage our customers, young and old, to explore our store with all

of their senses!”

The wide range of creative, fair traded, eco-

friendly products in the store have a wide

range of prices: a handmade friendship bracelet

for $2 or a sterling silver necklace for $100. Many of the items are unique and

make wonderful gifts: fair trade chocolate and coffee; housewares; apparel for

men, women and children; jewelry, puzzles and toys; incense, musical

instruments, planters, birdhouses and chimes.

“Our goal is to educate our customers about the fair trade system of exchange

and how their purchase of fair trade items makes positive change in the lives of

artisans in developing nations. What I most enjoy about this business is

knowing we are helping lift up those less fortunate by providing a market for

their crafts.”

The shop, opened in October 2009, is located in a building believed to have been

erected in 1787. “It was once owned by Sarah Wagner who was related to

Robert Harper - a niece we believe.”

Martha removed the plaster to expose the

original stone walls.

“Our very first decision regarding opening our business was to be fully

dedicated to the fair trade system of exchange. The next decision was

what to name our ‘new baby.’ While pondering this important

decision, the memory of a lesson my Grandmother often shared with

us continued to come back to me. She would often say, ‘Every good

deed is returned, tenfold.’ ”

On May 12 and 13 the Harpers Ferry Historical Association and Harpers Ferry National Historical Park

will be sponsoring workshops by Heirloom Kitchen Garden Horticulturalist Carol Anderson entitled

"Living Antiques! Heirloom Vegetable Seedlings & Seed Fair". Learn how to organically plant and care

for heirloom vegetables and take home 19th century heirlooms plants and seeds for planting. For more
